Cildi olarak \u00e7al\u0131\u015ft\u0131\u011f\u0131 Osmanl\u0131 kitab\u0131n\u0131n haz\u0131rl\u0131klar\u0131n\u0131 i\u00e7eriyordu. Avc\u0131o\u011flu\u2019nun T\u00fcrklerin Tarihi k\u00fclliyat\u0131ndan T\u00fcrkiye\u2019nin D\u00fczeni kitab\u0131na ge\u00e7i\u015f olarak g\u00f6rd\u00fc\u011f\u00fc anla\u015f\u0131lan bu elyazmalar\u0131n\u0131, iki arkada\u015f\u0131mla birlikte \u201cOsmanl\u0131\u2019n\u0131n D\u00fczeni\u201d ad\u0131yla bir an \u00f6nce okuyucuyla bulu\u015fturmaya \u00e7al\u0131\u015fman\u0131n heyecan\u0131 i\u00e7indeyiz.<\/p>\n<p>Bu \u00e7al\u0131\u015fmada Avc\u0131o\u011flu, Osmanl\u0131\u2019y\u0131 tarihsel maddeci bir a\u00e7\u0131dan inceliyor, \u00fcretim ili\u015fkilerini ve \u00f6zellikle toprak m\u00fclkiyetini ayr\u0131nt\u0131lar\u0131yla irdeleyerek \u00fcretim tarz\u0131 hakk\u0131ndaki bulgular\u0131n\u0131 sergiliyor. Alt\u0131 as\u0131rl\u0131k tarihte fetihlerden, i\u00e7 isyanlara; saray entrikalar\u0131ndan, karde\u015f katline kadar akl\u0131n\u0131za gelebilecek b\u00fct\u00fcn olaylar\u0131 Osmanl\u0131\u2019n\u0131n sosyo-ekonomik yap\u0131s\u0131yla a\u00e7\u0131kl\u0131yor. G\u00fcn\u00fcm\u00fcze bir paralellik kuracak olursak, bug\u00fcn\u00fcn modas\u0131 olan uydurma \u201cYeni Osmanl\u0131c\u0131l\u0131k\u201d safsatalar\u0131n\u0131 bundan 30 y\u0131l \u00f6nce temelinden \u00e7\u00fcr\u00fct\u00fcyor.<\/p>\n<p>Ben bug\u00fcn sizlere bu \u00e7al\u0131\u015fmadan se\u00e7ti\u011fim ve yine g\u00fcn\u00fcm\u00fcz\u00fcn modalar\u0131ndan biri olan \u201cresmi tarih magazini\u201dne konu olan baz\u0131 olaylar\u0131n maddi temellerinden \u00f6rnekler vermek istiyorum.<\/p>\n<p><b>FAT\u0130H\u2019\u0130N \u015eEHZADELER\u0130N\u0130N KAVGASININ TEMEL\u0130 NEYD\u0130?<br \/>\n<\/b><br \/>\nFatih Sultan Mehmet\u2019in iki \u015fehzadesinden Beyaz\u0131t\u2019\u0131n tahta \u00e7\u0131kmas\u0131, Cem Sultan\u2019\u0131n \u00fclkeyi terkedip daha sonra zehirlenerek \u00f6ld\u00fcr\u00fclmesiyle sonu\u00e7lanan kavgay\u0131 Do\u011fan Avc\u0131o\u011flu Fatih d\u00f6neminde ba\u015flat\u0131lan bir \u201ctoprak reformunun\u201d yaratt\u0131\u011f\u0131 ho\u015fnutsuzluktan kaynaklanan bir kavga olarak de\u011ferlendiriyor. \u015e\u00f6yle ki: (baz\u0131 notlar\u0131n altlar\u0131 Avc\u0131o\u011flu taraf\u0131ndan \u00e7izilmi\u015ftir.)<\/p>\n<p>\u201cFatih do\u011fan ilk o\u011fluna b\u00fcy\u00fck dedesi Y\u0131ld\u0131r\u0131m Beyazid\u2019in, ikinci o\u011fluna \u0130ran gelene\u011finden Cem\u2019in ad\u0131n\u0131, torununa da O\u011fuz Han\u2019\u0131n ad\u0131n\u0131 vermi\u015fti. \u201cDenilebilir ki, Fatih\u2019in ki\u015fili\u011finde T\u00fcrk, \u0130ran, \u0130slam ve Roma h\u00fck\u00fcmdarl\u0131k geleneklerini meczeden \u2018Osmanl\u0131 Padi\u015fah\u0131\u2019 do\u011fmu\u015ftur.\u201d<\/p>\n<p>Fatih son y\u0131llar\u0131nda 20 binden fazla k\u00f6y ve mezra yeniden d\u00fczenlenmi\u015f ve t\u0131marl\u0131 sipahilere da\u011f\u0131t\u0131lm\u0131\u015ft\u0131r. Birle\u015ftirilen vak\u0131f ve m\u00fclklerden de \u201cdevami\u201d denilen gelir hisseleri i\u00e7in e\u015fkinci istenmi\u015ftir. Bunu Ni\u015fanc\u0131 Karamani Mehmet Pa\u015fa (1476-81) uygulam\u0131\u015f. Ama\u00e7 t\u0131marl\u0131 sipahi say\u0131s\u0131n\u0131 art\u0131rmak ve hazine i\u00e7in padi\u015fah haslar\u0131 bulmak idi. Babas\u0131 ile aras\u0131 a\u00e7\u0131k Amasya Valisi \u015eehzade Bayezid bu y\u00f6ntemi kendi alan\u0131nda(Amasya, Tokat ve Trabzon) uygulatmam\u0131\u015f ve ho\u015fnutsuzlar ona y\u00f6nelmi\u015ftir. Sultan Cem ise sava\u015f\u00e7\u0131 say\u0131l\u0131yor, Ni\u015fanc\u0131 Karamani\u2019yi destekliyor. 1479 Cem-Bayezid taht kavgas\u0131, b\u00fcy\u00fck bir toplumsal hareket ile kar\u0131\u015f\u0131yor.<\/p>\n<p>Bu noktada Avc\u0131o\u011flu Halil \u0130nalc\u0131k\u2019tan \u015fu al\u0131nt\u0131y\u0131 yap\u0131yor: \u201c\u00c7evre etkisiyle, babas\u0131 ile de aras\u0131 a\u00e7\u0131k olan Amasya Valisi \u015eehzade Bayezid kendi alan\u0131nda uygulanmas\u0131na direnmek isteyince, gayri memnun bir kitle g\u00f6zlerini Bayezid\u2019e \u00e7evirmi\u015ftir. \u00d6teki \u015eehzade Sultan Cem\u2019i Karamani Mehmet Pa\u015fa destekliyor. B\u00f6ylece Fatih\u2019in hastal\u0131\u011f\u0131n\u0131n artt\u0131\u011f\u0131 1479\u2019dan itibaren taht i\u00e7in gizli m\u00fccadele memlekette b\u00fcy\u00fck bir i\u00e7timai hareketle ihtilat etmi\u015f oluyordu\u2026\u201d (H. \u0130nalc\u0131k, \u0130slam Ansiklopedisi, 7. Cilt, II. Mehmet maddesi.)<\/p>\n<p>Fatih \u00f6ld\u00fc\u011f\u00fcnde hayatta bulunan iki o\u011flundan b\u00fcy\u00fc\u011f\u00fc II. Bayezid (1447-1512). Yeni\u00e7eri onu tutuyor. Cem Konya valisi, Ni\u015fanc\u0131 Karamani Cem\u2019e gizlice \u201cgel\u201d diyor. Yeni\u00e7eriler ayaklanarak Karamaniyi \u00f6ld\u00fcr\u00fcyor. Fatih\u2019in saray\u0131nda Bayezid\u2019in o\u011flu Korkut ile Cem\u2019in o\u011flu O\u011fuz Han rehin. Yeni\u00e7eri, o Amasya\u2019dan gelene kadar, Korkut\u2019u babas\u0131na vekil say\u0131yor.<\/p>\n<p>Bayezid padi\u015fah olunca ilk i\u015fi bu emlak ve evkaf\u0131 sahiplerine geri vermek oldu. Cem Bursa\u2019y\u0131 ald\u0131. Hutbe okuttu, para kesti. Karde\u015fine \u201cRumeli senin, Anadolu benim\u201d dedi. Bayezid reddetti. Yeni\u015fehir ovas\u0131nda Cem yenildi. Karaman\u2019a \u00e7ekildi. Suriye\u2019ye gidip Memluk\u2019a s\u0131\u011f\u0131nd\u0131. Karamano\u011flu Kas\u0131m Anadolu\u2019ya \u00e7a\u011f\u0131rd\u0131ysa da, ba\u015far\u0131l\u0131 olamad\u0131. Rodos \u015f\u00f6valyelerine s\u0131\u011f\u0131nd\u0131. Beyaz\u0131t, Cem\u2019in o\u011flu O\u011fuz Han\u2019\u0131 \u00f6ld\u00fcrtt\u00fc. Cem i\u00e7in ise bol para verdi. 1495\u2019te zehirletti. \u201cGerek Cem\u2019in, gerek Karamano\u011flu\u2019nun ba\u015far\u0131s\u0131z olmalar\u0131n\u0131n bir nedeni de, Konya, Aksaray vs gibi baz\u0131 \u00f6nemli kentlerin bunlara kar\u015f\u0131 kap\u0131lar\u0131n\u0131 a\u00e7mamalar\u0131 ve Bayezid\u2019e sadakat g\u00f6stermeleri oldu. Bundan dolay\u0131 Bayezid, bu yerler halk\u0131n\u0131 b\u00fct\u00fcn vergilerden ba\u011f\u0131\u015flad\u0131.\u201d<\/p>\n<p><b>KANUN\u0130 EVLATLARINI NEDEN \u00d6LD\u00dcRD\u00dc?<br \/>\n<\/b><br \/>\nDo\u011fan Avc\u0131o\u011flu, Kanuni Sultan S\u00fcleyman\u2019\u0131n \u00f6z o\u011fullar\u0131ndan \u00f6nce Mustafa\u2019y\u0131, daha sonra da Beyaz\u0131t\u2019\u0131 \u00f6ld\u00fcrtmesini de, benzer \u015fekilde toprak d\u00fczeninde yap\u0131lan baz\u0131 de\u011fi\u015fikliklerin yaratt\u0131\u011f\u0131 ho\u015fnutsuzluklara ba\u011flar. \u015eerafettin Turan\u2019a da at\u0131flarda bulunarak (Kanuni\u2019nin o\u011flu \u015eehzade Bayezit vakas\u0131, Ankara 1961) \u015fu de\u011ferlendirmeyi yapar:<\/p>\n<p>Kanuni d\u00f6neminde eski Anadolu beyliklerindeki toprak m\u00fclkiyetlerinde yap\u0131lan baz\u0131 yenilikler, t\u0131mar sahibi beylerin bu sisteme uyum sa\u011flamamas\u0131 sonucu i\u00e7 isyanlar \u00e7\u0131k\u0131yor. T\u0131marl\u0131 sipahiler huzursuz, k\u00f6yl\u00fcler ve kap\u0131kullar\u0131yla anla\u015fmazl\u0131klar\u0131 var. \u0130\u015fte bu huzursuzluklar ortas\u0131nda bir tak\u0131m \u00e7evreler, padi\u015fah\u0131n art\u0131k kocad\u0131\u011f\u0131n\u0131, tahttan indirilmesi ve Mustafa\u2019n\u0131n yerine getirilmesini gerekli g\u00f6rmekteydi. Mustafa\u2019y\u0131 ikna bile etmi\u015flerdi. Bu harekette hususiyle Anadolu t\u0131mar erbab\u0131, kap\u0131kullar\u0131n\u0131n imtiyazl\u0131 durumlar\u0131na ve sarayl\u0131 z\u00fcmreye kar\u015f\u0131 onu kuvvetle destekledikleri gibi, Mustafa \u00f6ld\u00fcr\u00fcl\u00fcnce bu ho\u015fnutsuz s\u0131n\u0131f \u015eehzade Beyaz\u0131t etraf\u0131nda topland\u0131.<\/p>\n<p>Kanuni, Selim\u2019i Konya\u2019ya, Beyaz\u0131d\u2019\u0131 K\u00fctahya\u2019dan Amasya\u2019ya ald\u0131. Her birine 300 biner ak\u00e7e terakki verdi. Selim\u2019in \u015fehzadesi Murad\u2019a Ak\u015fehir, Beyaz\u0131d\u2019\u0131n b\u00fcy\u00fck o\u011flu Orhan\u2019a da \u00c7orum sancaklar\u0131n\u0131 verdi. Bayezid Padi\u015fahtan uza\u011fa tayinini hakaret sayarak gitmek istemedi. Zorlan\u0131nca \u00e7ok yava\u015f gitti. Yol boyunca \u00e7ok ki\u015fi ona kat\u0131ld\u0131 ve kuvveti b\u00fcy\u00fcd\u00fc. Kanuni kayg\u0131l\u0131yd\u0131. Teskin g\u00f6reviyle Pertev Pa\u015fa Bayaz\u0131d\u2019\u0131n, Sokullu Mehmet Pa\u015fa Selim\u2019in yan\u0131na yolland\u0131. \u0130ddiaya g\u00f6re Bayezid yevml\u00fc nam\u0131yla bir\u00e7ok e\u015fk\u0131yay\u0131 ba\u015f\u0131na toplam\u0131\u015f, kap\u0131kulu, sekban ve t\u00fcfek\u00e7i yazd\u0131rm\u0131\u015ft\u0131. Kanuni, Selim\u2019e yaln\u0131zca \u00e7iftbozan\u0131 de\u011fil, yetenekli raiyeti yevml\u00fc yaz dedi. 600 bin ak\u00e7elik terakki verdi. Beylerbeylerini Selim\u2019in hizmetine koydu. Konya sava\u015f\u0131nda Bayezid yenildi. Af istedi. Kanuni \u0130ran\u2019a ka\u00e7mas\u0131n diye tedbir ald\u0131. Ama Bayezid ka\u00e7may\u0131 ba\u015fard\u0131. \u0130ran \u015eah\u0131 Tahmasp Bayezid\u2019i pazarl\u0131k konusu yapt\u0131: Kanuni 900 bin, \u015eehzade Selim 300 bin alt\u0131n \u00f6demeyi kabul ettiler. Kar\u015f\u0131l\u0131\u011f\u0131nda Kars Kalesi \u015eah\u2019a verilecekti. (Ama sonradan verilmedi). 1562\u2019de Bayezid\u2019i Sivas\u2019a g\u00f6nderdiler. Beyaz\u0131d ve o\u011fullar\u0131 teslim al\u0131n\u0131p hemen \u00f6ld\u00fcr\u00fcl\u00fcrler.<\/p>\n<p><b>\u201cK\u0130TAP SEVMEYEN\u201d R\u00dcSTEM PA\u015eA\u2019NIN K\u00dcT\u00dcPHANES\u0130<br \/>\n<\/b><br \/>\nPargal\u0131 \u0130brahim Pa\u015fa\u2019n\u0131n Sadrazaml\u0131\u011f\u0131 s\u0131ras\u0131nda \u00dc\u00e7\u00fcnc\u00fc Vezirken 1539&#8217;da Kanuni Sultan S\u00fcleyman&#8217;\u0131n k\u0131z\u0131 Mihrimah Sultan ile evlenen, \u0130brahim\u2019in katlinden sonra da Sadrazam olan R\u00fcstem Pa\u015fa, Avc\u0131o\u011flu\u2019nun defterlerinde yapt\u0131\u011f\u0131 yolsuzluklarla \u00e7ok zengin olmu\u015f bir devlet adam\u0131 olarak an\u0131l\u0131r:<\/p>\n<p>\u201cH\u0131rvat, Bo\u015fnak veya Arnavut acemi o\u011flanlar\u0131 oca\u011f\u0131ndan yeti\u015fmi\u015f, saraya intisap etmi\u015f. Moha\u00e7 seferinde Padi\u015fah\u0131n silahdar\u0131 mirahur-i evvellikle Enderun\u2019a \u00e7\u0131km\u0131\u015f ve Diyarbak\u0131r Beylerbeyi, Anadolu beylerbeyi olan R\u00fcstem, daha \u00fc\u00e7\u00fcnc\u00fc vezir iken b\u00fcy\u00fck bir servet sahibi idi.<\/p>\n<p>Hazineyi doldurmu\u015f: Saray bah\u00e7esinde yeti\u015fen \u00e7i\u00e7eklere kadar satm\u0131\u015f. Barbaros\u2019un bile servetini o\u011fluna intikal ettirebilmesi i\u00e7in, ona 200 k\u00f6le ve 30 bin alt\u0131n vermi\u015f. Memuriyetleri bir r\u00fc\u015fvet ve pe\u015fke\u015f satma usul\u00fcn\u00fc kural haline getirmi\u015f. B\u00fcy\u00fck servet yapm\u0131\u015f, say\u0131s\u0131z akar\u0131, Bursa\u2019da ipek tezgahlar\u0131, Elissa\u2019da tuzlalar\u0131 var idi. 5 bin ciltlik k\u00fct\u00fcphanesi var. \u201c<\/p>\n<p>Avc\u0131o\u011flu\u2019nun notlar\u0131nda R\u00fcstem Pa\u015fa\u2019n\u0131n bu k\u00fct\u00fcphaneyi nas\u0131l kurdu\u011funa dair bir kay\u0131t yok. Ama bununla ilgili ipu\u00e7lar\u0131n\u0131 da Cahit \u00dclk\u00fc\u2019n\u00fcn bir roman\u0131nda buluyoruz: (R\u00fcstem Pa\u015fa (\u0130nk\u0131lap, 2002, sayfa: 183)<\/p>\n<p>Yar\u0131 belgesel olan romanda, \u0130brahim ile R\u00fcstem\u2019in ortak dostlar\u0131 olan Musevi Haim\u2019le aralar\u0131nda \u015fu konu\u015fma ge\u00e7er:<\/p>\n<p>Haim \u00f6nce \u0130brahim Pa\u015fa ile konu\u015fmalar\u0131n\u0131, sonra bu mevsimde elmas fiyatlar\u0131 d\u00fc\u015f\u00fck oldu\u011fu i\u00e7in al\u0131m yapman\u0131n tam zaman\u0131 oldu\u011funu anlatt\u0131. R\u00fcstem ona 1500 alt\u0131nl\u0131k elmas alma yetkisini verince Haim bir s\u00fcre d\u00fc\u015f\u00fcnd\u00fc, sonra,<\/p>\n<p>\u201cAsl\u0131nda ilk f\u0131rsatta sana kitap almal\u0131y\u0131z\u201d dedi.<\/p>\n<p>R\u00fcstem duraksamadan kar\u015f\u0131l\u0131k verdi.<\/p>\n<p>\u201cBen kitap sevmem!\u201d<\/p>\n<p>Haim g\u00fcl\u00fcmsedi:<\/p>\n<p>\u201cKitap kadar kazan\u00e7 getiren \u015fey az bulunur. Hele iyi yaz\u0131lm\u0131\u015f, s\u00fcslemeleri usta i\u015fi olan bir Kuran, iyi bir ev alacak kadar para eder. Durumu bozulanlar, ya da pederi \u00f6l\u00fcnce k\u0131ymet bilmeyenler, bunlar\u0131 yok pahas\u0131na sat\u0131yorlar. \u0130yi bir kitap d\u00fc\u015f\u00fcrd\u00fc\u011f\u00fcn zaman, ondan d\u00f6rt elmastan kazanamayaca\u011f\u0131n kadar para kazanabilirsin. Zaten elyazmalar\u0131 ulemaya \u00e7ok kazand\u0131rd\u0131\u011f\u0131 i\u00e7in memlekette matbaa kurulmas\u0131na izin verilmiyor.
