Kuzey ve Bat\u0131 Kafkasya diasporalar\u0131n\u0131n kurdu\u011fu dernekler de ulusal k\u00fclt\u00fcrel de\u011ferlerini ya\u015fatmak ve geli\u015ftirmek amac\u0131 ile kurulmu\u015f sivil toplum kurulu\u015flar\u0131d\u0131r. Ancak, diasporada devlet \u00f6rg\u00fctleri olmad\u0131\u011f\u0131 i\u00e7in dernekler ayn\u0131 zamanda diasporik halklar\u0131n devleti, h\u00fck\u00fcmetleridirler. Dolay\u0131s\u0131 ile de \u00e7a\u011f\u0131m\u0131z devletlerinin, h\u00fck\u00fcmetlerinin g\u00f6sterdi\u011fi sorumlulu\u011fu g\u00f6stermeleri gerekmektedir.<\/span><\/p>\n<p>Karde\u015f Kuzey ve Bat\u0131 Kafkasya halklar\u0131n\u0131n anavatan ve diasporadaki n\u00fcfus yo\u011funluklar\u0131n\u0131n farkl\u0131 olu\u015fu, diasporalar\u0131n \u00f6nceliklerini ve Rusya Federasyonu ile ili\u015fkilerinin niteli\u011fini de farkl\u0131la\u015ft\u0131rmakta, ayr\u0131 \u00f6rg\u00fctlenmeyi de zorunlu k\u0131lmaktad\u0131r.<\/p>\n<p>Anavatana d\u00f6n\u00fc\u015fleri, anavatan kesimi i\u00e7in ya\u015famsal olmayan \u00c7e\u00e7en, Da\u011f\u0131stan ve Asetin diasporalar\u0131n\u0131n \u00f6rg\u00fctleri i\u00e7in, anavatanlar\u0131n\u0131n d\u0131\u015far\u0131daki sesi olmay\u0131 ama\u00e7lamak do\u011fru bir hareket olabilecekken, anavatana d\u00f6n\u00fc\u015fleri hem kendileri hem de anavatan kesimi i\u00e7in ya\u015famsal \u00f6nemde olan Adige ve Abaza diaspora \u00f6rg\u00fctleri i\u00e7in anavatana d\u00f6n\u00fc\u015f \u00f6rg\u00fctlerin varl\u0131k nedeni olmal\u0131d\u0131r. Elbette ki, anavatan kesimlerinin Rusya Federasyonu ile ili\u015fkileri, diasporalar\u0131n Rusya Federasyonu ile ili\u015fkilerini etkileyecektir. \u00c7e\u00e7en diasporas\u0131n\u0131n, Rusya Federasyonu\u2019na bak\u0131\u015f a\u00e7\u0131s\u0131, \u00c7e\u00e7en halk\u0131n\u0131n Rusya Federasyonu\u2019ndan ba\u011f\u0131ms\u0131z olma m\u00fccadelesi veren kesimi ile paralellik g\u00f6stermektedir, g\u00f6sterebilir ve bunun hakl\u0131 gerek\u00e7eleri de bulunabilir. Ancak bu \u201cba\u011f\u0131ms\u0131zl\u0131k destek\u00e7ilerinin\u201d di\u011fer karde\u015f halklar\u0131m\u0131z diasporalar\u0131n\u0131 da kendileri ile ayn\u0131; ancak anavatanlar\u0131 ile \u00e7eli\u015fir politika geli\u015ftirmeye zorlamalar\u0131n\u0131 yanl\u0131\u015f ve di\u011fer karde\u015f halklara yap\u0131lan bir haks\u0131zl\u0131k olarak de\u011ferlendiriyorum. \u00dcz\u00fcc\u00fcd\u00fcr ki, Adige ve Abaza halklar\u0131n\u0131n T\u00fcrkiye\u2019deki \u00f6rg\u00fctleri bu zorlamadan etkilenmekte, s\u00f6ylemlerinin anavatan kesimleri ile paralelli\u011fini \u00f6nemsememekte, \u00e7o\u011funluk halk\u0131n gelece\u011fini, anavatana d\u00f6n\u00fc\u015f\u00fc, olumlu y\u00f6nde etkileyecek sorumlulu\u011fu, basireti g\u00f6sterememektedir.<\/p>\n<p>Nal\u00e7ik&#8217;te ger\u00e7ekle\u015ftirilen VI. Genel Kurulunda, D\u00fcnya \u00c7erkes (Adige-Abaza) Birli\u011fi&#8217;nin oybirli\u011fi ile kabul edilen bildirisi de Adige-Abaza diasporas\u0131n\u0131n bu sorumlulu\u011funun alt\u0131n\u0131 \u00e7izmektedir: Umudumuz karde\u015flerimiz&#8230; Sizlerin de bildi\u011fi gibi ge\u00e7mi\u015f y\u00fczy\u0131llarda halk\u0131m\u0131z\u0131n ya\u015famak zorunda b\u0131rak\u0131ld\u0131\u011f\u0131 trajedi halk\u0131m\u0131z\u0131 \u00f6nce anavatan ve muhaceret olmak \u00fczere iki kesime ay\u0131rd\u0131. Anavatan\u0131n terk ettirilmesinde de az\u0131msanmayacak pay\u0131 olan Osmanl\u0131 \u0130mparatorlu\u011fu halk\u0131m\u0131z\u0131 tane, tane da\u011f\u0131tt\u0131. \u0130mparatorluk da\u011f\u0131l\u0131p \u00e7ok say\u0131da \u00fclkeye b\u00f6l\u00fcn\u00fcnce halk\u0131m\u0131z bir kez daha tehcir edildi. Ekmek paras\u0131 pe\u015finde kendi istekleri ile \u00fclkelerini de\u011fi\u015ftirenlerimiz de oldu. \u00c7arl\u0131k Rusya\u2019s\u0131ndaki politik de\u011fi\u015fiklikler de anavatan kesimini par\u00e7alara b\u00f6ld\u00fc.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde halk\u0131m\u0131z \u00e7ok say\u0131da \u00fclkede, par\u00e7alanm\u0131\u015f, da\u011f\u0131t\u0131lm\u0131\u015f olarak ya\u015famaktad\u0131r. Ancak bir par\u00e7an\u0131n di\u011fer par\u00e7alardan ba\u011f\u0131ms\u0131z olmad\u0131\u011f\u0131 birbirlerine muhta\u00e7 par\u00e7alard\u0131r bunlar. Birindeki mutlu bir olay di\u011ferlerini de mutlu etmekte; birinin \u00fcz\u00fcnt\u00fcs\u00fc di\u011ferlerini de \u00fczmektedir. Onun i\u00e7indir ki, halk\u0131m\u0131z yarar\u0131na olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcm\u00fcz etkinlikleri ger\u00e7ekle\u015ftirmeye ba\u015flamazdan \u00f6nce bu etkinliklerin, di\u011fer par\u00e7alardaki olas\u0131 etkilerini d\u00fc\u015f\u00fcnmek ulusal bilin\u00e7 sahibi, vatan\u0131n\u0131 seven her birimizin g\u00f6revidir. Halk\u0131m\u0131z\u0131n her bireyinin, ataca\u011f\u0131 her ad\u0131m \u00f6ncesinde, s\u00f6ylemlerinde, yaz\u0131lar\u0131nda, \u00f6zetle yapaca\u011f\u0131 her \u00e7al\u0131\u015fma \u00f6ncesinde bu \u00e7al\u0131\u015fmalar\u0131n di\u011fer par\u00e7alarda nas\u0131l alg\u0131lanaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnmek, di\u011fer par\u00e7alar\u0131 zora sokacak \u00e7al\u0131\u015fmalardan ka\u00e7\u0131nmak sorumlulu\u011fu vard\u0131r. Anavatan d\u0131\u015f\u0131ndakilerin d\u00f6n\u00fc\u015f\u00fc i\u00e7in \u00e7al\u0131\u015fan, halk\u0131 i\u00e7in \u00e7al\u0131\u015fan y\u00f6neticilerimizin sayg\u0131nl\u0131\u011f\u0131, halk\u0131m\u0131z\u0131n ya\u015fad\u0131\u011f\u0131 her \u00fclkede artacakt\u0131r.<\/p>\n<p>Umudumuz karde\u015flerimiz! Sizlere sesleniyor, sizlerden diliyoruz; Halk olarak say\u0131s\u0131z \u00fclkede da\u011f\u0131n\u0131k olarak ya\u015fad\u0131\u011f\u0131m\u0131z\u0131 unutmayal\u0131m. \u00dclkelerimiz yasalar\u0131n\u0131n, geleneklerinin farkl\u0131 oldu\u011funu g\u00f6z \u00f6n\u00fcnde tutal\u0131m. Yery\u00fcz\u00fcnde birbiri ile sava\u015fmam\u0131\u015f halklar, d\u00fc\u015fman\u0131 olmam\u0131\u015f halk olmamakla birlikte, ebedi d\u00fc\u015fmanl\u0131klar\u0131n ne kadar yanl\u0131\u015f oldu\u011funu, \u00e7a\u011f\u0131n y\u00fczy\u0131llar boyu birbiri ile sava\u015fm\u0131\u015f g\u00fc\u00e7l\u00fc \u00fclkelerin bile birle\u015fti\u011fi, g\u00fc\u00e7lerini artt\u0131rd\u0131klar\u0131 bir anlay\u0131\u015fa ula\u015ft\u0131\u011f\u0131n\u0131 kavrayal\u0131m. Hen\u00fcz bulu\u015fmu\u015fken yeniden kopmam\u0131za neden olacak davran\u0131\u015flardan ka\u00e7\u0131nal\u0131m.<\/p>\n<p>\u00dclkelerimizin bar\u0131\u015f i\u00e7inde ekonomilerinin b\u00fcy\u00fcmesi, ili\u015fkilerinin geli\u015fmesi i\u00e7in \u00e7aba g\u00f6sterelim. Birle\u015fik Kuzey Kafkasya\u2019n\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 ama\u00e7lad\u0131\u011f\u0131n\u0131 dile getiren kimi sivil toplum kurulu\u015flar\u0131, bu kurulu\u015flar yak\u0131n \u00e7evreler, t\u00fcz\u00fc\u011f\u00fcnde, genel kurul bildirilerinde, her yay\u0131n\u0131nda, \u00c7erkeslerin ya\u015fad\u0131\u011f\u0131 b\u00fct\u00fcn \u00fclkelerin yasalar\u0131na uygun davranaca\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izen D\u00c7B\u2019yi kendi bak\u0131\u015f a\u00e7\u0131lar\u0131na g\u00f6re yarg\u0131lamaktad\u0131rlar.<\/p>\n<p>Kafkas Dernekleri Federasyonu, \u00fcyesi bulundu\u011fu D\u00c7B&#8217;nin VI. Genel kurulunda, kendi delegelerinin de oylar\u0131n\u0131 alarak kabul edilen bildiri ile \u00e7eli\u015fir politika geli\u015ftirebilmekte, eylemlerde bulunabilmektedir. Dahas\u0131 \u00fcyesi bulundu\u011fu D\u00c7B\u2019yi as\u0131ls\u0131z su\u00e7lamalara kar\u015f\u0131 savunmamaktad\u0131r. Bu kaotik diasporada, her c\u00fcmlesi, her kelimesine y\u00fczde y\u00fcz kat\u0131lmasak da Avrupa \u00c7erkes K\u00fclt\u00fcr Dernekleri Federasyonu Bildirisi\u2019ni \u00f6z\u00fcnde destekliyor, sadece sivil toplum \u00f6rg\u00fct\u00fc de\u011fil diasporan\u0131n h\u00fck\u00fcmeti de olduklar\u0131n\u0131n bilincinde olduklar\u0131n\u0131n g\u00f6stergesi bu sorumlu davran\u0131\u015flar\u0131n\u0131n di\u011fer diaspora \u00f6rg\u00fctlerine de \u00f6rnek olmas\u0131n\u0131 diliyorum.
