Ancak, uluslararas\u0131 anla\u015fmalar, BM ve AG\u0130T\u2019in s\u0131n\u0131rlar\u0131n de\u011fi\u015fmezli\u011fi ilkesi, Bat\u0131\u2019n\u0131n G\u00fcrcistan lehine bak\u0131\u015f\u0131, b\u00f6lgesel konjonkt\u00fcr, Rusya\u2019n\u0131n b\u00f6lge politikalar\u0131 ve G\u00fcrcistan\u2019\u0131n tutumu bu hedefi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde g\u00fc\u00e7le\u015ftirmektedir. Ba\u011f\u0131ms\u0131z devlet stat\u00fcs\u00fc, en az\u0131ndan k\u0131sa vade i\u00e7in ula\u015f\u0131lmas\u0131 zor hedef olarak g\u00f6z\u00fckmektedir.<\/li>\n<li><strong>a)Konfederal veya Federal Devlet<\/strong> Abhazya\u2019n\u0131n G\u00fcrcistan ile birlikte Konfederasyon veya Federasyon olu\u015fturmas\u0131, bug\u00fcn en \u00e7ok konu\u015fulan siyasal stat\u00fc\/model olarak g\u00f6r\u00fclmektedir. Ancak, taraflar\u0131n birbirine g\u00fcvensizli\u011fi, sava\u015f\u0131n yaratt\u0131\u011f\u0131 kin ve \u00f6zellikle G\u00fcrcistan\u2019\u0131n Abhazya\u2019y\u0131 ilhak etme istek ve hedefinin devam etmesi, bu modeli ge\u00e7erli olmaktan \u00e7\u0131karmaktad\u0131r. Abhazya \u00fczerindeki G\u00fcrcistan tehdidi tamamen ortadan kald\u0131r\u0131lmad\u0131\u011f\u0131 taktirde, federal\/konfederal stat\u00fcn\u00fcn Abhaz halk\u0131 a\u00e7\u0131s\u0131ndan kabul edilir bir \u00e7\u00f6z\u00fcm olmayaca\u011f\u0131 kesindir.<\/li>\n<li><strong>b)Rusya Federasyonu\u2019na Kat\u0131l\u0131m<\/strong> Abhazya\u2019n\u0131n ve Abhaz Halk\u0131\u2019n\u0131n g\u00fcndeminde olan bir di\u011fer se\u00e7enek, Rusya Federasyonu\u2019na kat\u0131l\u0131md\u0131r. Abhaz Halk\u0131 ve Abhazya siyasi \u00f6nderli\u011fi, Sovyet d\u00f6neminde ve sonras\u0131nda, defalarca bu iste\u011fi dile getirmi\u015f, ancak uluslararas\u0131 dengeler ve Rusya\u2019n\u0131n b\u00f6lgesel politikalar\u0131 buna imkan vermemi\u015ftir. Abhazya ve Abhaz Halk\u0131 bu iste\u011fini iki temel nedene dayand\u0131rmaktad\u0131r. Birincisi, G\u00fcrcistan istilas\u0131na kar\u015f\u0131 kendini korumak, ikincisi ise Rusya Federasyonu i\u00e7indeki karde\u015f Kuzey Kafkas Halklar\u0131 ile kader birli\u011fini peki\u015ftirmek. Abhazya\u2019n\u0131n Rusya Federasyonu\u2019na kat\u0131l\u0131m\u0131, uluslararas\u0131 anla\u015fmalar ve Rusya\u2019n\u0131n Kafkasya\u2019ya y\u00f6nelik politikalar\u0131 nedeniyle, bug\u00fcn ve yak\u0131n d\u00f6nem i\u00e7in olas\u0131 g\u00f6z\u00fckmemektedir.<\/li>\n<li><strong>c)Neutral State-Tarafs\u0131z Devlet<\/strong><\/li>\n<\/ol>\n<p>Abhazya\u2019n\u0131n k\u0131sa\/orta vadeli siyasi stat\u00fc\/model se\u00e7enekleri i\u00e7inde en \u201cm\u00fcmk\u00fcn\u201d g\u00f6z\u00fckeni Neutral State yani Tarafs\u0131z \u00dclke stat\u00fcs\u00fcd\u00fcr. D\u00fcnyada \u00f6rneklerine s\u0131k rastlanan bu modelin \u00f6z\u00fc, ilgili \u00fclke ve uluslararas\u0131 kurulu\u015flar\u0131n garant\u00f6rl\u00fc\u011f\u00fc ve g\u00f6zetiminde bir devlet ve y\u00f6netim yap\u0131s\u0131 olu\u015fturmakt\u0131r. Bu modelde \u00fclke, i\u00e7 yap\u0131lanmas\u0131nda tam ba\u011f\u0131ms\u0131z, uluslararas\u0131 ili\u015fkilerde ve askeri konularda ise kontrol ve garanti alt\u0131ndad\u0131r. Abhazya i\u00e7in bu model, G\u00fcrcistan, Rusya, T\u00fcrkiye, Birle\u015fmi\u015f Milletler ve AG\u0130T\u2019in kontrol ve garantisi alt\u0131nda uygulanabilir.<\/p>\n<ol>\n<li><strong>B) Common State-Birle\u015fik Devlet:<\/strong> Abhazya i\u00e7i \u00f6ng\u00f6r\u00fclebilecek bir di\u011fer stat\u00fc ise Abhazya ile G\u00fcrcistan\u2019\u0131n \u201cbirle\u015fik devlet\u201d olu\u015fturmas\u0131d\u0131r. Yani, \u201cG\u00fcrcistan ve Abhazya Birle\u015fik Devleti\u201d kurulmas\u0131d\u0131r. AG\u0130T Minsk Grubu taraf\u0131ndan Azerbaycan ile Karaba\u011f i\u00e7in \u00f6nerilen bu model, federal\/konfederal modele g\u00f6re taraflara daha fazla ba\u011f\u0131ms\u0131zl\u0131k ve inisiyatif vermektedir. Uluslararas\u0131 garantiler sa\u011fland\u0131\u011f\u0131 taktirde, Abhazya i\u00e7in bu model de geli\u015ftirilip uygulanabilir.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong> Uluslararas\u0131 \u0130nisiyatif<br \/>\n<\/strong><\/p>\n<p>Abhazya sorununu Rusya ile G\u00fcrcistan aras\u0131nda pazarl\u0131k konusu olmaktan \u00e7\u0131kar\u0131p yeniden uluslararas\u0131 platformlara ta\u015f\u0131mak, Abhazya\u2019n\u0131n yeniden inisiyatif kazanmas\u0131na ba\u011fl\u0131d\u0131r. Bu nedenle, Abhazya\u2019da sava\u015f s\u0131ras\u0131nda ve hemen sonras\u0131nda g\u00fcndeme getirilen Neutral State\/Tarafs\u0131z \u00dclke Modeli, yeniden ele al\u0131narak seslendirilmeli ve Common State\/Birle\u015fik Devlet Modeli \u00fczerinde \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r.<\/p>\n<p>Abhazya i\u00e7in d\u00fczenlenecek uluslararas\u0131 konferans\u0131n \u00f6ne \u00e7\u0131karaca\u011f\u0131 ana tema Neutral State\/Tarafs\u0131z \u00dclke Modeli ile Common State\/Birle\u015fik Devlet Modeli olmal\u0131d\u0131r. Bunun i\u00e7in Abhazya ve T\u00fcrkiye\u2019den yetkililerin kat\u0131laca\u011f\u0131 isti\u015fare ve haz\u0131rl\u0131k toplant\u0131lar\u0131, biran \u00f6nce yap\u0131lmal\u0131d\u0131r. Gerekirse uluslararas\u0131 hukuk\u00e7ulardan profesyonel destek al\u0131nmal\u0131d\u0131r.<\/p>\n<p><b> ULUSLARARASI D\u0130PLOMASI <\/b><\/p>\n<p><b> STRATEJ\u0130 GEL\u0130\u015eT\u0130RME MERKEZ\u0130<br \/>\n<\/b><\/p>\n<p>Abhazya Y\u00f6netimi, sava\u015f s\u0131ras\u0131nda ve sonras\u0131nda Abhazya\u2019n\u0131n durumunu, taleplerini, \u00f6ng\u00f6rd\u00fc\u011f\u00fc siyasi se\u00e7eneklerini d\u00fcnyaya anlatmakta yetersiz kald\u0131. Abhazya Y\u00f6netimi\u2019nin ve siyasi \u00f6nderli\u011finin, d\u0131\u015fa d\u00f6n\u00fck olmak yerine i\u00e7e y\u00f6nelik \u201cy\u00f6netim ve siyaset\u201d anlay\u0131\u015f\u0131na \u00f6nem vermesi, G\u00fcrcistan\u2019\u0131n savlar\u0131n\u0131 \u00e7\u00fcr\u00fctmeye dayand\u0131rd\u0131\u011f\u0131 ve Rusya ile s\u0131n\u0131rl\u0131 tuttu\u011fu diplomatik\/politik stratejisi, Abhazya\u2019y\u0131 uluslararas\u0131 camiadan soyutlad\u0131. Abhazya\u2019n\u0131n d\u00fcnyaya a\u00e7\u0131lmadaki isteksiz, acemi ve \u00fcrkek tavr\u0131, uluslararas\u0131 diplomasi\/siyasi meydan\u0131 tamamen G\u00fcrcistan\u2019a terk eden pasif tutumu, orta ve uzun vadede Abhazya\u2019ya a\u011f\u0131r faturalar \u00f6detecek \u201cvahim\u201d bir hatad\u0131r. (Bu konuda Filistin, KKTC ve Mo\u011folistan\u2019\u0131n y\u00fcr\u00fctt\u00fc\u011f\u00fc uluslararas\u0131 mekik diplomasileri \u00f6rnek al\u0131nmal\u0131d\u0131r.)<\/p>\n<p>Abhazya\u2019n\u0131n, uluslararas\u0131 politik konjonkt\u00fcr\u00fc ve e\u011filimleri izleyerek strateji ve taktik geli\u015ftirecek \u201cStrateji\u00a0 Merkezi\u201dne ve Abhazya\u2019n\u0131n sesini ve sav\u0131n\u0131 d\u00fcnyaya duyuracak \u201cDiplomasi Grubu\u201dna ihtiyac\u0131 vard\u0131r. B\u00f6yle bir merkeze ve gruba mutlaka diaspora deste\u011fi yap\u0131lmal\u0131, gerekirse d\u0131\u015far\u0131dan profesyonel kadro takviyesi sa\u011flanmal\u0131d\u0131r.<\/p>\n<h6>ABHAZ ULUSAL MECL\u0130S\u0130\/KONGRES\u0130<\/h6>\n<h6>TAMAMLAYICI Y\u00d6NET\u0130M MODEL\u0130<\/h6>\n<p><strong>Genel Tan\u0131m ve Gerek\u00e7e<br \/>\n<\/strong><\/p>\n<p>Abhaz Halk\u0131, n\u00fcfus da\u011f\u0131l\u0131m\u0131 bak\u0131m\u0131ndan d\u00fcnyada Anavatan-Diaspora dengesizli\u011fini en u\u00e7ta ya\u015fayan halklar\u0131n ba\u015f\u0131nda gelmektedir. Bug\u00fcn 100 bin dolay\u0131nda bulunan Abhazya\u2019daki Abhaz n\u00fcfusuna kar\u015f\u0131l\u0131k, diasporada 700 binden fazla Abhaz ya\u015famaktad\u0131r. Bu durumda Abhazya\u2019n\u0131n ve Abhaz K\u00fclt\u00fcr\u00fc\u2019n\u00fcn ya\u015fat\u0131lmas\u0131 sorumlulu\u011funun ve inisiyatifinin sadece Abhazya\u2019da ya\u015fayan Abhazlara y\u00fcklenmesi \/b\u0131rak\u0131lmas\u0131, en az\u0131ndan haks\u0131zl\u0131kt\u0131r. Kald\u0131 ki Abhazya\u2019daki n\u00fcfus ve insan potansiyeli, yaln\u0131z ba\u015f\u0131na bu y\u00fck\u00fc kar\u015f\u0131layacak imkan ve birikime sahip de\u011fildir. Abhazya ve Abhaz K\u00fclt\u00fcr\u00fc\u2019n\u00fcn korunup geli\u015ftirilmesi i\u00e7in Abhazya-Diaspora b\u00fct\u00fcnle\u015fmesini sa\u011flayacak yol ve y\u00f6ntemlerin bulunup uygulanmas\u0131, hayati \u00f6nem ta\u015f\u0131maktad\u0131r.<\/p>\n<p>Hem Abhazya\u2019y\u0131 hem diasporay\u0131 i\u00e7ini alacak yeni yetki ve sorumluluk halkalar\u0131n\u0131n olu\u015fturulmas\u0131 \u015fartt\u0131r. Bunun d\u00fcnyada bilinen ve uygulanan en etkin y\u00f6ntemi, \u201cUlusal Meclis\/Konsey\u201d kurulmas\u0131 ve diasporada, Anavatan Y\u00f6netimi\u2019ni tamamlayacak organlar\u0131n olu\u015fturulmas\u0131d\u0131r.<\/p>\n<p><strong>Ulusal Meclis\/Konsey\u2019in Niteli\u011fi ve Yap\u0131s\u0131<br \/>\n<\/strong><\/p>\n<p>Abhaz Ulusal Meclis\/Konseyi, Abhaz Halk\u0131 ad\u0131na tarihi ve siyasi sorumlulu\u011fa sahip en \u00fcst kurum olmal\u0131d\u0131r. Kararlar\u0131, Abhaz Halk\u0131 i\u00e7in \u201cyasa\u201d niteli\u011fi ta\u015f\u0131mal\u0131 ve yapt\u0131r\u0131m g\u00fcc\u00fc bulunmal\u0131d\u0131r. Ulusal Meclis\/Konsey, D\u00fcnya Abhaz Parlamentosu niteli\u011finde olmal\u0131d\u0131r.<\/p>\n<p>Ulusal Meclis\/Konsey\u2019in \u00fcyeleri, Abhazya ve diasporada uygun aral\u0131klarla (4 y\u0131lda bir) yap\u0131lacak genel se\u00e7imlerle belirlenmelidir. \u00dcye say\u0131s\u0131 ve da\u011f\u0131l\u0131m\u0131, Abhazya ve diasporada ki n\u00fcfus yo\u011funlu\u011fu ve a\u011f\u0131rl\u0131\u011f\u0131na g\u00f6re saptanabilir. \u00d6rne\u011fin, T\u00fcrkiye\u2019den 30, Abhazya\u2019dan 20, Rusya\u2019dan 5, Ortado\u011fu\u2019dan 5, Avrupa\u2019dan 3, Amerika\u2019dan 2 \u00fcyelik kontenjan\u0131 belirlenebilir.<\/p>\n<p>Diaspora\u2019da b\u00f6yle bir Meclis\/Konsey i\u00e7in yasal olarak genel se\u00e7im yapabilme imkan\u0131 olmamas\u0131 engelleyici\/cayd\u0131r\u0131c\u0131 de\u011fildir. Zira fiili me\u015frutiyet sa\u011flanabilir ve lokal \u00f6rg\u00fctlenmelerden yararlan\u0131labilir. Se\u00e7im yap\u0131lamayacak b\u00f6lgelerde \u00fcyeler, atama yolu ile belirlenebilir.<\/p>\n<p>Abhaz Ulusal Meclisi\/Konseyi, d\u00fcnyadaki t\u00fcm Abhazlar\u0131 kucaklayacak, bilgi ve imkanlar\u0131n\u0131 birle\u015ftirecek, olgunla\u015ft\u0131racak ve y\u00f6nlendirecek bir ara\u00e7 olabilir.<\/p>\n<p><strong> Tamamlay\u0131c\u0131\/\u0130zd\u00fc\u015f\u00fcm Y\u00f6netim Modeli<br \/>\n<\/strong><\/p>\n<p>Abhazya-Diaspora b\u00fct\u00fcnle\u015fmesini sa\u011flayacak ikinci yetki ve sorumluluk halkas\u0131, Abhazya Y\u00f6netimi\u2019ne diasporadan tamamlayacak y\u00f6netim modelidir. Abhaz n\u00fcfusu ve potansiyeli yo\u011fun \u00fclkelerde h\u00fck\u00fcmet organlar\u0131\/yard\u0131mc\u0131 organlar\u0131 kurulmal\u0131d\u0131r.<\/p>\n<p>Bu model i\u00e7in T\u00fcrkiye \u00f6rnek \u00fclke se\u00e7ilmeli, Abhazya Y\u00f6netimi ile organik \u00e7al\u0131\u015fma birli\u011fine sahip, kendi i\u00e7inde de lokal h\u00fck\u00fcmet gibi \u00e7al\u0131\u015fabilecek, devlet ba\u015fkan\u0131 ve ba\u015fbakan yard\u0131mc\u0131l\u0131\u011f\u0131 ile d\u0131\u015fi\u015fleri, ekonomi, ticaret, k\u00fclt\u00fcr, e\u011fitim, enformasyon bakan yard\u0131mc\u0131l\u0131klar\u0131ndan olu\u015facak \u201cTamamlay\u0131c\u0131\/\u0130zd\u00fc\u015f\u00fcm Y\u00f6netim\u201d kurulmal\u0131d\u0131r.<br \/>\n<b> DAYANI\u015eMA KOM\u0130TES\u0130 VE ABHAZYA TEMS\u0130LC\u0130L\u0130\u011e\u0130<br \/>\n<\/b><\/p>\n<p>Abhazya-G\u00fcrcistan Sava\u015f\u0131 ile birlikte kurulan (A\u011fustos-1992) Kafkas-Abhazya Dayan\u0131\u015fma Komitesi, Dan\u0131\u015fma Kurulu ve Abhazya Temsilcili\u011fi, yukar\u0131da belirlenen yetki ve sorumluluk halkas\u0131 \u00e7er\u00e7evesinde yeniden yap\u0131land\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>Dayan\u0131\u015fma Komitesi tamamen icra kurulu h\u00fcviyetine kavu\u015fturulmal\u0131, Abhazya Y\u00f6netimi ile entegre \u201cTamamlay\u0131c\u0131\/\u0130zd\u00fc\u015f\u00fcm Y\u00f6netim\u201d organ\u0131 haline getirilmelidir. Kurul, profesyonel\/yar\u0131-profesyonel ki\u015filerden olu\u015fmal\u0131d\u0131r.<\/p>\n<p>Dan\u0131\u015fma Kurulu ise Abhaz Ulusal Meclisi\/Konseyi\u2019nin T\u00fcrkiye Grubu olarak \u015fekillendirilmeli, siyasi yetki ve sorumluluk organ\u0131 haline gelmelidir. \u00dcyeleri, n\u00fcfus yo\u011funlu\u011funa g\u00f6re, b\u00f6lgelerden se\u00e7im yap\u0131larak belirlenmelidir. Gerek g\u00f6r\u00fcrse kendi i\u00e7inde ihtisas komisyonlar\u0131 kurarak, Abhazya ve Abhaz Halk\u0131 ad\u0131na k\u0131sa ve uzun vadeli siyasal, sosyal ve k\u00fclt\u00fcrel perspektifler olu\u015fturmal\u0131d\u0131r.<\/p>\n<p>Abhazya\u2019n\u0131n T\u00fcrkiye Temsilcili\u011fi, Abhazya\u2019n\u0131n ve Abhaz Toplumu\u2019nun hak etmeyece\u011fi bir konumdad\u0131r. \u00d6n\u00fcm\u00fczde iki \u00e7\u00f6z\u00fcm yolu bulunmaktad\u0131r;<\/p>\n<p><strong>1) <\/strong>Abhazya Temsilcili\u011fi, temsilcilik yetkisi, s\u0131fat\u0131, amac\u0131, g\u00f6rev ve sorumluluklar\u0131 ve kadrosu bak\u0131m\u0131ndan yeniden yap\u0131land\u0131r\u0131lacak ve bunun i\u00e7in gerekli ekonomik kaynak, t\u00fcm temsilciliklerde oldu\u011fu gibi merkezden sa\u011flanacakt\u0131r. Abhazya Temsilcili\u011fi\u2019nin bug\u00fcn oldu\u011fu gibi komite, dernek veya camian\u0131n maddi deste\u011fi ile ya\u015fat\u0131lmaya \u00e7al\u0131\u015f\u0131lmas\u0131, kabul edilemez.<\/p>\n<p><strong>2)<\/strong> Yukar\u0131da \u00f6ng\u00f6r\u00fclen Ulusal Meclis\/Konsey ve Tamamlay\u0131c\u0131\/\u0130zd\u00fc\u015f\u00fcm Y\u00f6netim modelleri hayata ge\u00e7irilirse, ayr\u0131ca bug\u00fcnk\u00fcne benzer bir Temsilcili\u011fe gerek yoktur. Abhazya\u2019y\u0131 temsil yetkisini ve sorumlulu\u011funu, Dayan\u0131\u015fma Komitesi\u2019nin yerini alacak icra kurulundaki en \u00fcst yetkili \u00fcstlenebilir.<\/p>\n<p><strong>
