T\u00fcrkiye&#8217; deki \u00c7erkesler esasen dilleri ve soylar\u0131 tamamen farkl\u0131 \u00e7ok say\u0131da Kuzey Kafkas topluluklar\u0131d\u0131r.<\/p>\n<p>Kendi k\u00f6kenine, geleneklerine ba\u011fl\u0131, etnik kimli\u011fiyle onur duyan bir \u00c7erkes \u00e7a\u011fda\u015f vatanda\u015fl\u0131k bilincinin ve toplumla b\u00fct\u00fcnle\u015fme ihtiyac\u0131n\u0131n gere\u011fi olarak kendisini T\u00fcrk olarak tan\u0131mlamakta hi\u00e7 bir sak\u0131nca g\u00f6rmeyebilir. Egemen unsurun kimli\u011finin temsili \u00f6nemini benimser. Bu durumda T\u00fcrkl\u00fck bu \u00c7erkes i\u00e7in bir &#8220;\u00fcst&#8221; kimliktir.<\/p>\n<p>T\u00fcrkiye&#8217;de etnik guruplar \u00fczerine yap\u0131lm\u0131\u015f bir \u00e7al\u0131\u015fmay\u0131 a\u015fa\u011f\u0131da<br \/>\ng\u00f6receksiniz. Ancak bu \u00e7al\u0131\u015fmada bir\u00e7ok eksiklik ve yanl\u0131\u015fl\u0131k var.Kabaca fikir vermesi a\u00e7\u0131s\u0131ndan yararl\u0131 olacakt\u0131r. Tarih\u00e7i olmayan benim 1800&#8217;lerden bug\u00fcne getirdi\u011fim sim\u00fclasyonlara yak\u0131nl\u0131k arz ediyor. Benim tahminim \u00fc\u00e7 milyon K\u00fcrt ve buna ek \u00fc\u00e7 milyon K\u00fcrtle\u015fmi\u015f. K\u00fcrtle\u015fmi\u015flerin hemen hemen yar\u0131dan fazlas\u0131n\u0131, bir veya iki ku\u015fak \u00f6ncesinde T\u00fcrkmen ve Alevi T\u00fcrkmen olduklar\u0131 kolayca bulunabilecekler olu\u015fturuyor.<\/p>\n<p>Fikir vermesi a\u00e7\u0131s\u0131ndan mesela Diyarbak\u0131rl\u0131 Hanefi K\u00fcrtlerin hepsi<br \/>\nT\u00fcrk&#8217;t\u00fcr. Yine a\u015fa\u011f\u0131daki yaz\u0131da bir g\u00f6r\u00fc\u015f olarak dillendirilen<br \/>\ncumhuriyetin kurulu\u015funda K\u00fcrtlerin say\u0131s\u0131 bir milyon olmas\u0131 m\u00fcmk\u00fcn de\u011fildir. \u00c7\u00fcnk\u00fc 1870&#8217;lerde T\u00fcrkiye-Irak-Suriye K\u00fcrtleri dahil t\u00fcm K\u00fcrt n\u00fcfus 900 bindir\u00a0(dokuz y\u00fcz bin) ve mesela Alevi K\u00fcrtler bile buna dahildir.. K\u00fcrtle\u015fmi\u015f T\u00fcrklerin aras\u0131nda saymad\u0131klar\u0131m i\u00e7inde bile Osmanl\u0131 d\u00f6neminde \u015fehirlile\u015ftirme politikalar\u0131 sonucu T\u00fcrkmen-K\u00fcrt ortak k\u00f6ylerinde evlenmeler nedeniyle hemen hemen t\u00fcm\u00fc eski zamanlarda K\u00fcrtle\u015fmi\u015flerdir. Ki bunlar\u0131 K\u00fcrtle\u015fmi\u015fler aras\u0131nda de\u011fil K\u00fcrt k\u00f6kenliler aras\u0131nda say\u0131yorum. Bu bilgilere Gazi \u00dcniversitesi \u00e7al\u0131\u015fmalar\u0131ndan ula\u015f\u0131labilir.<\/p>\n<p>A\u011fr\u0131, Bing\u00f6l, Mu\u015f ve Van b\u00f6lgesi, gidip g\u00f6rd\u00fc\u011f\u00fcm ve dostlarla konu\u015ftu\u011fum bir b\u00f6lge oldu\u011fundan buralarda ger\u00e7ekte K\u00fcrtler \u00e7ok az\u0131nl\u0131ktad\u0131r. Ancak K\u00fcrtle\u015fme, T\u00fcrkiye&#8217;nin sosyo-k\u00fclt\u00fcrel geli\u015fiminin ekonomik geli\u015fimin de alt\u0131nda bir seyir g\u00f6stermesi nedeniyle s\u00fcrmektedir. Mesela b\u00fcy\u00fck \u015fehirlere g\u00f6\u00e7en do\u011fulu T\u00fcrkler K\u00fcrtle\u015fmektedirler. Yaln\u0131z son be\u015f y\u0131ld\u0131r g\u00f6zlemledi\u011fim kendine K\u00fcrt diyenlerde bir soy ara\u015ft\u0131rmas\u0131 ve \u015f\u00fcphesi ba\u015flad\u0131\u011f\u0131d\u0131r. Ve bir\u00e7ok kimsenin as\u0131l kimliklerine ula\u015ft\u0131\u011f\u0131n\u0131, bana<br \/>\ns\u00f6ylediklerinden, biliyorum.<\/p>\n<p>T\u00fcrkiye i\u00e7i do\u011fu-bat\u0131 k\u00fclt\u00fcr farkl\u0131la\u015fmas\u0131 azalt\u0131labilirse sosyo-ekonomik nedenlerden kaynaklanan K\u00fcrtle\u015fme geriye d\u00f6necektir. Bir \u00f6nemli husus da dini \u00e7al\u0131\u015fmalar i\u00e7inde genellikle tarikatlar eliyle y\u00fcr\u00fct\u00fclen ve a\u011f\u0131rl\u0131kl\u0131 olarak \u0130ngiltere&#8217;nin destekledi\u011fi K\u00fcrtle\u015ftirme politikalar\u0131n\u0131n g\u00fcn\u0131\u015f\u0131\u011f\u0131na \u00e7\u0131kar\u0131lmas\u0131 gerekmektedir.<\/p>\n<p>T\u00fcrkiye&#8217;yi bekleyen pratik bir tehlike \u0130\u00e7i\u015fleri Bakanl\u0131\u011f\u0131 b\u00fcnyesinde<br \/>\ny\u00fcr\u00fct\u00fclen otomasyon \u00e7al\u0131\u015fmalar\u0131nda firma ve yaz\u0131l\u0131m konular\u0131na olas\u0131 d\u0131\u015f m\u00fcdahalelerin \u00f6nlenmesidir. Tarikat-Az\u0131nl\u0131k i\u015fbirli\u011finin bu t\u00fcrden m\u00fcdahalelerin m\u00fcteahhitli\u011fini \u00fcstlenme olas\u0131l\u0131\u011f\u0131 vard\u0131r. Yanl\u0131\u015f hesap genetikten d\u00f6ner ve bu arada sosyoloji genetik dinlemez ama yine de do\u011frulu\u011fa ve hakka dair dikkat i\u015fba\u015f\u0131nda olmal\u0131d\u0131r.<\/p>\n<p><strong> T\u00fcrkiye&#8217; de Etnik Gruplar<br \/>\n<\/strong><br \/>\nT\u00fcrkiye&#8217;deki etnik guruplarda din ortak bir inan\u00e7t\u0131r. Dolay\u0131s\u0131yla ay\u0131r\u0131c\u0131 nitelik dil farkl\u0131l\u0131\u011f\u0131d\u0131r&#8230; T\u00fcrkiye&#8217;deki etnik guruplarla ilgili son d\u00f6nem ara\u015ft\u0131rmalar g\u00f6stermektedir ki, ki\u015filerin kendilerini tan\u0131mlamalar\u0131nda dil, k\u00f6ken gibi \u00f6l\u00e7\u00fctler b\u00fcy\u00fck \u00f6l\u00e7\u00fcde anlam\u0131n\u0131 yitirmi\u015ftir&#8230; (\u00d6rne\u011fin Konda 1993- \u0130stanbul)<br \/>\n.<br \/>\nBurada en ilgin\u00e7 olan, k\u00f6ken olarak hem ana hem baba taraf\u0131ndan K\u00fcrd\u00fcm diyen (K\u00fcrt K\u00d6KENL\u0130) %7.6&#8217;l\u0131k gurubun yar\u0131s\u0131n\u0131n ben hissen-kalben T\u00fcrk\u00fcm demi\u015f olmas\u0131d\u0131r&#8230;<br \/>\n.<br \/>\nK\u00fcrt K\u00d6KENL\u0130 n\u00fcfusun %8 olarak kabul edilmesi, K\u00fcrtlerin 15-20 milyon olduklar\u0131n\u0131 savunan \u00e7evrelerin tepkisine yol a\u00e7abilir. Ancak \u015funu belirtmek gerekir ki, yerli yabanc\u0131 hi\u00e7 bir &#8220;ciddi&#8221; ara\u015ft\u0131rmac\u0131 ya da kurum K\u00fcrt n\u00fcfusu b\u00f6ylesine abart\u0131l\u0131 rakamlarla ifade etmemektedir. Ayr\u0131ca \u00e7ok say\u0131da ciddi veri %8&#8217;lik oran\u0131 do\u011frulamaktad\u0131r&#8230;<\/p>\n<p>T\u00fcrkiye&#8217;deki K\u00fcrt n\u00fcfusu ger\u00e7ek d\u0131\u015f\u0131 g\u00f6stermenin &#8220;maksat&#8221; d\u0131\u015f\u0131nda hi\u00e7 bir anlam\u0131 yoktur. T\u00fcrkiye&#8217;deki K\u00fcrt k\u00f6kenli n\u00fcfusun 6-7 milyon olmas\u0131 hi\u00e7 bir \u015fekilde K\u00fcrt kimli\u011fini inkar i\u00e7in bir gerek\u00e7e te\u015fkil etmedi\u011fi gibi, K\u00fcrtl\u00fc\u011fe en ufak bir sayg\u0131s\u0131zl\u0131k g\u00f6stergesi olarak da alg\u0131lanamaz&#8230;<\/p>\n<p>1985 n\u00fcfus say\u0131m\u0131ndaki belirlemeye g\u00f6re Do\u011fu ve G\u00fcney-do\u011fudaki halk\u0131n (9 milyon 903 bin ki\u015fi) sadece 2 milyon 766 bini Anadil olarak K\u00fcrt\u00e7e&#8217;yi bildirmi\u015ftir. Kalan % 72&#8217;lik b\u00f6l\u00fcm\u00fcn anadili T\u00fcrk\u00e7e&#8217;dir. P.A.Andrews&#8217;un yapt\u0131\u011f\u0131 gibi, T\u00fcrkiye n\u00fcfusunun &#8220;etnik mozaik&#8221; olarak tan\u0131mlanmas\u0131 da anlams\u0131zd\u0131r zira Andrews&#8217;\u00fcn kendi rakamlar\u0131yla T\u00fcrkiye&#8217;de T\u00fcrklerin oran\u0131 % 88.03 di\u011ferlerinin oran\u0131 % 11.87 dir.<\/p>\n<p><strong>Etniklik<br \/>\n<\/strong><br \/>\nEtniklik bir \u00e7ok farkl\u0131 \u00f6l\u00e7\u00fctle tan\u0131mlanabilen esnek bir kavramd\u0131r.<br \/>\nGenel olarak, benimsedikleri dil, din ve sahip olduklar\u0131 k\u00fclt\u00fcr<br \/>\nitibariyle di\u011fer guruplardan farkl\u0131 olan guruplar etnik olarak<br \/>\nnitelenir. Dil ve dini inan\u00e7 etnikli\u011fin d\u0131\u015fa d\u00f6n\u00fck en \u00f6nemli<br \/>\ng\u00f6stergeleridir. Ancak etnik kimli\u011fi belirlemede dil ve din birlikte<br \/>\n\u00f6nem ta\u015f\u0131yabilece\u011fi gibi, ayr\u0131 ayr\u0131 da \u00f6nem ta\u015f\u0131yabilirler. T\u00fcrkiye&#8217;deki etnik guruplarda din ortak bir inan\u00e7t\u0131r. Dolay\u0131s\u0131yla ay\u0131r\u0131c\u0131 nitelik dil farkl\u0131l\u0131\u011f\u0131d\u0131r.<\/p>\n<p>Baz\u0131 durumlarda dil ortakt\u0131r, ay\u0131r\u0131c\u0131 nitelik dini inan\u00e7t\u0131r. \u00d6rne\u011fin<br \/>\nKuzey \u0130rlanda&#8217;da etnik gurupla\u015fma Katolik-Protestan ay\u0131r\u0131m\u0131na<br \/>\ndayanmaktad\u0131r.<\/p>\n<p>Etnik bir gurubun kimlik peki\u015fiminde, alt guruplar\u0131n tan\u0131m\u0131nda \u00f6nem ta\u015f\u0131yabilen ba\u015fka gurup nitelikleri de mevcuttur. \u00d6rg\u00fctlenme yap\u0131s\u0131, a\u015firet organizasyonu, meslek-u\u011fra\u015f benzerli\u011fi, dilleri soylar\u0131 farkl\u0131 topluluklar\u0131n ortak bir kaderi payla\u015fm\u0131\u015f olmalar\u0131n\u0131n yaratt\u0131\u011f\u0131 dayan\u0131\u015fma, birlik duygusu etnik gurup olu\u015fumunda rol oynayabilir \u00d6rne\u011fin, a\u011fa\u00e7 i\u015finin toplumsal bir meslek olarak yayg\u0131n oldu\u011fu Tahtac\u0131lar, a\u015firet organizasyonu itibariyle farkl\u0131 bir toplumsal yap\u0131ya ve \u00f6zg\u00fcn bir ya\u015fam tarz\u0131na sahip Y\u00f6r\u00fckler T\u00fcrklerin alt guruplar\u0131 olarak tasnif edilebilirler. G\u00fcney Do\u011fu ve Do\u011fu Anadolu&#8217;da bir \u00e7ok y\u00f6rede a\u015firet mensubiyeti, T\u00fcrk, K\u00fcrt, ya da Arap olmaktan \u00f6nce gelir.<\/p>\n<p>\u00dclkemizde \u00c7erkes olarak tan\u0131mlanan gurubu olu\u015fturan unsurlar\u0131 bu \u00fcst kimlikte birle\u015ftiren etken, \u00e7arl\u0131k Rusya&#8217;s\u0131nca 1864&#8217;te topluca s\u00fcrg\u00fcn edilmi\u015f olmalar\u0131n\u0131n yaratt\u0131\u011f\u0131 b\u00fcy\u00fck ac\u0131 ve dayan\u0131\u015fma duygusudur. T\u00fcrkiye&#8217; deki \u00c7erkesler esasen dilleri ve soylar\u0131 tamamen farkl\u0131 \u00e7ok say\u0131da Kuzey Kafkas topluluklar\u0131d\u0131r.<\/p>\n<p>Etnologlar, bir \u00fclkedeki etnik guruplar\u0131 belirlemede, kendi ama\u00e7lar\u0131na ba\u011fl\u0131 olarak \u00e7ok farkl\u0131 etniklik kriterini \u00e7ok farkl\u0131 yakla\u015f\u0131mlarla kullanabilirler. Bunun sonucu olarak, etnologlar, ayn\u0131 \u00fclkede \u00e7ok farkl\u0131 say\u0131da etnik gurup belirleyebilirler.<\/p>\n<p>\u00d6zellikle etnik gerilimin mevcut oldu\u011fu ortamlarda, etnologlar\u0131n gurup tan\u0131mlar\u0131n\u0131n dayand\u0131\u011f\u0131 temellerin iyi de\u011ferlendirilmesi gerekir.<\/p>\n<p>Toplumsal alanda, etnik gurup kimli\u011fi iki farkl\u0131 &#8220;bak\u0131\u015f&#8221;a ba\u011fl\u0131 olarak farkl\u0131 tan\u0131mlanabilir.<\/p>\n<p><strong>1) Emik Bak\u0131\u015f<\/strong><br \/>\nEmik bak\u0131\u015f, bir gurubun kendi kimli\u011fiyle ilgili kendi tan\u0131m\u0131d\u0131r,<br \/>\nkendisini &#8220;ne&#8221;, &#8220;kim&#8221; olarak g\u00f6rd\u00fc\u011f\u00fcd\u00fcr. Emik bak\u0131\u015fta etnikli\u011fin \u00f6l\u00e7\u00fcs\u00fc tamamen gurubun kendi kabulleridir. Bu kabullerin bilimselli\u011fi, ya da d\u0131\u015far\u0131daki di\u011fer guruplar\u0131n bu gurubu nas\u0131l tan\u0131mlad\u0131\u011f\u0131 \u00f6nem ta\u015f\u0131maz. Gurup kimli\u011finin tan\u0131m\u0131nda as\u0131l olan bu emik bak\u0131\u015ft\u0131r. Etnik guruplar aras\u0131 ili\u015fkilerde belirleyici olan etmen her gurubun kendisine ili\u015fkin kimlik tan\u0131m\u0131d\u0131r. \u00dclkenin etnik yap\u0131s\u0131n\u0131n de\u011ferlendirilmesinde de g\u00f6z \u00f6n\u00fcnde<br \/>\nbulundurulmas\u0131 gereken emik bak\u0131\u015fa dayal\u0131 gurup kimlikleridir.<\/p>\n<p><strong>2) Etik Bak\u0131\u015f<\/strong><br \/>\nEtik bak\u0131\u015f, d\u0131\u015f\u0131ndaki bir gurubun, bir ba\u015fka gurubu tan\u0131mlamas\u0131d\u0131r. \u00d6rne\u011fin T\u00fcrkiye&#8217;de b\u00fcy\u00fck \u00e7o\u011funluk b\u00fct\u00fcn Karadenizlileri Laz, Do\u011fulular\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fc K\u00fcrt olarak tan\u0131mlar. Bu &#8220;etik&#8221; bak\u0131\u015ft\u0131r. Etik bak\u0131\u015f, bilimsel temelden uzak, genelleme \u015feklinde &#8220;kaba&#8221; bir g\u00f6r\u00fc\u015ft\u00fcr. Bu nedenle, emik bak\u0131\u015f gibi ge\u00e7erli \u00f6l\u00e7\u00fclere dayanmaz. \u00dclkenin etnik yap\u0131s\u0131n\u0131n de\u011ferlendirilmesinde fazlaca bir \u00f6nem ta\u015f\u0131maz. Etik bak\u0131\u015f, genellikle &#8220;\u00e7o\u011funluk&#8221; egemen unsurun \u00f6nemsemedi\u011fi az\u0131nl\u0131k guruplar\u0131n kimliklerine ili\u015fkin g\u00f6r\u00fc\u015f\u00fcd\u00fcr. Etik bak\u0131\u015f, \u00fclkenin etnik yap\u0131s\u0131n\u0131n de\u011ferlendirilme- sinde \u00f6nem ta\u015f\u0131masa da, \u00e7o\u011funlu\u011fun bak\u0131\u015f\u0131 olarak etnik guruplar aras\u0131 ili\u015fkilerde etkindir. \u00d6zellikle, devlet politikalar\u0131n\u0131n belirlenmesinde etkin olabilen etik bak\u0131\u015f, ayr\u0131ca guruplar\u0131n kimlik &#8220;de\u011fi\u015fiminde&#8221; de rol oynayabilir.<\/p>\n<p><b> Etik bak\u0131\u015f ve Lazlar<br \/>\n<\/b> A\u015fa\u011f\u0131daki iki \u00f6rnek emik ve etik bak\u0131\u015f farkl\u0131l\u0131\u011f\u0131n\u0131 ve de etik bak\u0131\u015f\u0131n gurup kimli\u011fi de\u011fi\u015fimindeki rol\u00fcn\u00fc a\u00e7\u0131klay\u0131c\u0131d\u0131r. Bug\u00fcn, \u00fclkenin bir \u00e7ok y\u00f6resinde &#8220;Laz&#8221; olarak tan\u0131mlanan insanlar mevcuttur. Ancak &#8220;yerli&#8221; kavram\u0131 i\u00e7inde &#8220;Laz&#8221; sadece Rize&#8217;nin Pazar, Arhavi ve Hopa \u00fc\u00e7geni i\u00e7inde k\u00fc\u00e7\u00fck bir guruptur. Oysa toplum her Karadenizliyi Laz olarak g\u00f6r\u00fcr. Toplumun Laz olarak tan\u0131mlad\u0131\u011f\u0131 halk\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu &#8220;Laz&#8221; yak\u0131\u015ft\u0131rmas\u0131n\u0131 reddeder. Konunun uzman\u0131 yabanc\u0131 bilim adamlar\u0131 da yapt\u0131klar\u0131 kapsaml\u0131 ara\u015ft\u0131rmalar sonucunda Karadeniz b\u00f6lgesi halk\u0131n\u0131n Pazar, Arhavi, Hopa y\u00f6resi d\u0131\u015f\u0131nda &#8220;Laz&#8221;l\u0131\u011f\u0131 kabul etmediklerini ve &#8220;Laz&#8221; olmad\u0131klar\u0131n\u0131 ortaya koymu\u015flard\u0131r. Bennighaus, Meeker Zonguldak Ere\u011flisinden ba\u015flayarak, Rize&#8217;nin Pazar il\u00e7esine gelinceye kadar her y\u00f6renin kendisinin bir do\u011fusundaki y\u00f6reyi i\u015faretle, kendilerinin &#8220;Laz&#8221;olmad\u0131klar\u0131m belirttiklerini tespit etmi\u015flerdir. Dolay\u0131s\u0131yla etik bak\u0131\u015fla kalabal\u0131k bir gurup olarak g\u00f6r\u00fclen Lazlar, gurubun kendi tan\u0131m\u0131yla k\u00fc\u00e7\u00fck bir etnik guruptur.<\/p>\n<p><b> Etik bak\u0131\u015f ve Zazalar<\/p>\n<p><\/b> Zazalar\u0131n durumu daha ilgin\u00e7tir. Zazalar tarih boyunca kendi<br \/>\nkimliklerinde onurla direnmi\u015f, ne T\u00fcrkl\u00fc\u011f\u00fc ne de K\u00fcrtl\u00fc\u011f\u00fc benimsememi\u015f bir topluluktur. Zazalar\u0131 inceleyen ciddi b\u00fct\u00fcn bilim adamlar\u0131n\u0131n ortak g\u00f6r\u00fc\u015f\u00fc; Zazalar\u0131n K\u00fcrt ve Zazacan\u0131n K\u00fcrt\u00e7e&#8217;nin bir leh\u00e7esi OLMADI\u011eI yolundad\u0131r. Bu g\u00f6r\u00fc\u015f\u00fc payla\u015fanlar aras\u0131nda K\u00fcrdolojinin babas\u0131 kabul edilen V. Minorsky, O. Tarih i\u00e7inde, kendi d\u00f6nemlerine damgas\u0131n\u0131 vurmu\u015f say\u0131s\u0131z etnik gurup bug\u00fcn &#8220;kimlik&#8221; olarak silinmi\u015ftir. Hunlar, Hititler, S\u00fcmerler, \u0130skitler, bug\u00fcn hi\u00e7 bir etnik gurubu tan\u0131mlayan kimlikler de\u011fildir. Bu isimlerle an\u0131lm\u0131\u015f olan topluluklar elbette toptan yok olmad\u0131lar. Ba\u015fka topluluklara kar\u0131\u015fm\u0131\u015f olarak \u0131rki nitelikleri bug\u00fcnk\u00fc toplumlar i\u00e7inde devam etmekte ise de etnik gurup nitelikleri kaybolmu\u015ftur.<\/p>\n<p>G\u00fcn\u00fcm\u00fcz T\u00fcrkiye&#8217;sinde bile, yak\u0131n bir ge\u00e7mi\u015fe dayanan etnik kimlik de\u011fi\u015fiminin pek \u00e7ok \u00f6rne\u011fi mevcuttur. Avrupa Konseyi \u00e7er\u00e7evesinde olu\u015fturulan ve 11 \u00fcye \u00fclkenin imzalad\u0131\u011f\u0131 &#8220;B\u00f6lgesel ve Az\u0131nl\u0131k Dilleri \u015eart\u0131&#8221;na taraf olmam\u0131\u015ft\u0131r. Fransa Anayasa Kurulu 1991 deki karar\u0131nda Fransa halk\u0131n\u0131n unsuru Korsika halk\u0131 ifadesini anayasaya ayk\u0131r\u0131 bularak iptal etmi\u015ftir. \u00dcniter bir devlet olarak milli b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc 100 y\u0131la a\u015fk\u0131n bir s\u00fcre \u00f6nce peki\u015ftirmi\u015f olan Fransa&#8217;n\u0131n etnik guruplara bak\u0131\u015f\u0131 hi\u00e7 de\u011fi\u015fmemi\u015ftir. 1925 y\u0131l\u0131nda devrin Milli E\u011fitim Bakan\u0131 A de Monzie bu bak\u0131\u015f\u0131 \u015fu s\u00f6zleriyle \u00f6zetlemi\u015ftir. &#8220;Fransa&#8217;n\u0131n tarihsel birli\u011fi i\u00e7in, Br\u00f6tanca&#8217;n\u0131n ortadan kalkmas\u0131 gerekmektedir.&#8221;<\/p>\n<p>Bu yap\u0131da bir Fransa etnik bir mozaik olarak tan\u0131mlanmaz, bu zihniyette bir Fransa ele\u015ftirilmezken, T\u00fcrkiye&#8217;yi mozaik olarak nitelemek sadece bilimi inkar de\u011fil, insafs\u0131zl\u0131kt\u0131r.<\/p>\n<p><strong>Etnik \u00e7al\u0131\u015fmalarla ilgili zorluklar<\/p>\n<p><\/strong>T\u00fcrkiye&#8217;nin etnik yap\u0131s\u0131na ili\u015fkin bilgilerin sa\u011flanabilece\u011fi kaynaklar da\u011f\u0131n\u0131kt\u0131r. Her etnik gurup i\u00e7in farkl\u0131 kaynaklar\u0131 taramak gerekir. Belirli bir guruba ili\u015fkin bilgi i\u00e7in dahi \u00e7ok say\u0131da tarama yapma zorunlulu\u011fu vard\u0131r. Sab\u0131rl\u0131 bir ara\u015ft\u0131rmayla farkl\u0131 kaynaklardaki bilgileri toplayarak genel bir de\u011ferlendirme yapmak m\u00fcmk\u00fcnd\u00fcr. Ancak bu durumda da kaynaklar\u0131n<br \/>\n&#8220;g\u00fcvenilirli\u011fini&#8221; \u00e7ok \u00f6zenli bir ay\u0131r\u0131ma tabi tutmak gerekir.<\/p>\n<p>T\u00fcrkiye&#8217;nin etnik yap\u0131s\u0131na ili\u015fkin ara\u015ft\u0131rman\u0131n en g\u00fc\u00e7 yan\u0131 buras\u0131d\u0131r. Do\u011fal olarak etnik ara\u015ft\u0131rmalara y\u00f6nelenler \u00e7o\u011funlukla k\u00f6kenlerini tan\u0131mak isteyen etnik gurup mensuplar\u0131d\u0131r. Bu ara\u015ft\u0131rmac\u0131lar\u0131n b\u00fcy\u00fck b\u00f6l\u00fcm\u00fc konuya duygusal yakla\u015fmaktad\u0131rlar. Kendi k\u00f6kenlerinin asaletini, toplum i\u00e7indeki \u00f6nemini kan\u0131tlama gayretiyle verileri abartmaktad\u0131rlar.<br \/>\nMilliyet\u00e7ilik \u015fovenizmi ile yakla\u015fanlar ise, abartma s\u0131n\u0131r\u0131n\u0131 da a\u015farak verileri tahrife, uydurmalara y\u00f6nelmektedirler. Bat\u0131l\u0131 ara\u015ft\u0131rmac\u0131lar da b\u00fcy\u00fck \u00e7o\u011funlukla do\u011fru bilgi vermemektedirler.<\/p>\n<p>Bunun ba\u015fkaca \u00fc\u00e7 nedeni mevcuttur.<\/p>\n<p><strong>a)<\/strong> Bat\u0131l\u0131 ara\u015ft\u0131rmac\u0131lar, \u00e7o\u011funlukta olan yerli tarafgir eserleri<br \/>\nyeterli bir \u00f6zenle ay\u0131klama imkan\u0131na sahip olmad\u0131klar\u0131 gibi, bu konuda yeterince duyarl\u0131 da de\u011fillerdir.<br \/>\n<strong>b)<\/strong> G\u00fcn\u00fcm\u00fcz Bat\u0131l\u0131 ara\u015ft\u0131rmac\u0131lar\u0131n\u0131n de\u011fer verdikleri ge\u00e7mi\u015f d\u00f6nemlere ait Bat\u0131l\u0131larca yap\u0131lm\u0131\u015f ara\u015ft\u0131rmalar\u0131n \u00e7o\u011fu yerlilerinkinden \u00e7ok daha tarafgirdir. \u00d6rne\u011fin, K\u00fcrtlerin incelenmesinin yo\u011fun oldu\u011fu 1850-1930 y\u0131llan aras\u0131ndaki ara\u015ft\u0131rmalar\u0131n pek \u00e7o\u011fu &#8220;g\u00f6revlendirilmi\u015f&#8221; ki\u015filer taraf\u0131ndan yap\u0131lm\u0131\u015ft\u0131r. Sonradan K\u00fcrdoloji&#8217;nin babas\u0131 olarak an\u0131lan V.Minorsky, Nikitin, Jaba 1856 Paris Antla\u015fmas\u0131yla Osmanl\u0131lar\u0131n bir Avrupa \u00fclkesi olarak tescilinin ard\u0131ndan uzak denizlere inmek i\u00e7in yeni bir yol a\u00e7ma gayretinde olan Ruslann K\u00fcrtl\u00fc\u011f\u00fc ara\u015ft\u0131rmak i\u00e7in Urmiye ve Erzurum&#8217;da g\u00f6revlendirdikleri konsoloslard\u0131r. Bir ka\u00e7 istisna d\u0131\u015f\u0131nda, di\u011fer Bat\u0131l\u0131 \u00fclkelere mensup ara\u015ft\u0131rmac\u0131lar\u0131n t\u00fcm\u00fc T\u00fcrk, Fars ve Arap d\u0131\u015f\u0131nda bir etnik gurup tan\u0131mlama gayretiyle ger\u00e7e\u011fi sapt\u0131rm\u0131\u015flard\u0131r. Bu yakla\u015f\u0131m\u0131n sonucudur ki hepsi K\u00fcrtl\u00fc\u011f\u00fc bir tarafa \u00e7ekmi\u015f, sonu\u00e7ta da biri di\u011ferinin tespitlerini kolayca \u00e7\u00fcr\u00fcterek tezlerinin bilimsel ge\u00e7erlili\u011fi olmad\u0131\u011f\u0131n\u0131 kan\u0131tlam\u0131\u015flard\u0131r.<br \/>\n<strong>c) <\/strong>Bat\u0131 T\u00fcrklere kar\u015f\u0131 as\u0131rlar\u0131n miras\u0131 bir \u00f6nyarg\u0131ya sahiptir. Ayr\u0131ca verileri &#8220;milli \u00e7\u0131karlar\u0131na uygun&#8221; olarak de\u011fi\u015ftirmekte ya da gizlemektedir, Bat\u0131l\u0131 ayd\u0131n da bu toplumun, e\u011fitimin \u00fcr\u00fcn\u00fcd\u00fcr ve de &#8220;milli \u00e7\u0131karlar&#8221; konusunda devleti kadar taraft\u0131r.<\/p>\n<p><strong>T\u00fcrkiye&#8217;deki Etnik Guruplar\u0131n B\u00fcy\u00fckl\u00fckleri <\/strong><\/p>\n<p>Daha \u00f6nce de belirtildi\u011fi gibi, &#8220;anadil ve &#8220;ikinci dil&#8221; rakamlar\u0131na<br \/>\ndayal\u0131 olarak T\u00fcrkiye&#8217;deki guruplar\u0131n bug\u00fcnk\u00fc n\u00fcfuslar\u0131n\u0131 tespit yoluna gitmek ciddi yan\u0131lg\u0131lara yol a\u00e7ar. Konda A.\u015e.&#8217;nin \u00e7ok geni\u015f kapsaml\u0131 1993 y\u0131l\u0131 \u0130stanbul ara\u015ft\u0131rmas\u0131n\u0131n da kan\u0131tlad\u0131\u011f\u0131 \u00fczere ki\u015finin kendi tan\u0131m\u0131 dil ve k\u00f6ken \u00f6l\u00e7\u00fct\u00fcnden b\u00fcy\u00fck oranda ba\u011f\u0131ms\u0131zd\u0131r. Dolay\u0131s\u0131yla &#8220;dil&#8221; rakamlar\u0131 esas al\u0131narak belirlenecek n\u00fcfus, etnik gurup n\u00fcfusundan \u00e7ok, etnik gurubun &#8220;k\u00f6ken ili\u015fkisini &#8221; a\u00e7\u0131klayacak niteliktedir.<\/p>\n<p><b> K\u00fcrt K\u00f6kenliler:<br \/>\n<\/b> T\u00fcrkiye n\u00fcfusunun &#8220;anadil&#8221; ve &#8220;ikinci dil&#8221; esas\u0131na g\u00f6re da\u011f\u0131l\u0131m\u0131n\u0131 veren belgeler 1927 den 1965 y\u0131l\u0131na kadar yap\u0131lm\u0131\u015f olan Genel N\u00fcfus Say\u0131mlar\u0131d\u0131r. Genellikle 1965 Genel N\u00fcfus Say\u0131m\u0131na ait veriler baz\u0131 \u00e7evrelerce ku\u015fkulu bulunmaktad\u0131r. Ancak \u015fu bir ger\u00e7ektir ki Genel N\u00fcfus Say\u0131mlar\u0131nda devlet hi\u00e7 bir \u015fekilde y\u00f6nlendirici olmam\u0131\u015ft\u0131r. Bunu herkes kabul ediyor. Ayr\u0131ca Genel N\u00fcfus Say\u0131mlar\u0131 verileri oransal mukayeseler bak\u0131m\u0131ndan tutarl\u0131l\u0131k i\u00e7indedir. Kald\u0131 ki 1965 n\u00fcfus say\u0131m\u0131ndan sonraki ara\u015ft\u0131rmalar ve se\u00e7men profili tespitleri de 1965 n\u00fcfus say\u0131m\u0131 verilerini do\u011frulamaktad\u0131r. K\u00fcrt k\u00f6kenli n\u00fcfusun % 8 olarak kabul edilmesi, K\u00fcrtlerin 15-20 milyon olduklar\u0131n\u0131 savunan \u00e7evrelerin tepkisine yol a\u00e7abilir. Ancak \u015funu belirtmek gerekir ki, yerli yabanc\u0131 hi\u00e7 bir &#8220;ciddi&#8221; ara\u015ft\u0131rmac\u0131 ya da kurum K\u00fcrt n\u00fcfusu b\u00f6ylesine abart\u0131l\u0131 rakamlarla ifade etmemektedir.<\/p>\n<p>Ayr\u0131ca \u00e7ok say\u0131da ciddi veri %8&#8217;lik oran\u0131 do\u011frulamaktad\u0131r.<br \/>\n\u00d6rne\u011fin,<br \/>\n<strong>a)<\/strong> Daha \u00f6nce zikredilen Konda A.\u015e.&#8217;nin \u0130stanbul ara\u015ft\u0131rmas\u0131nda ana-baba taraf\u0131ndan K\u00fcrd\u00fcm diyenlerin oran\u0131 % 7.6&#8217;d\u0131r. Ayr\u0131ca bu b\u00f6lgelerdeki Zazalar\u0131n \u00e7o\u011fu K\u00fcrtl\u00fc\u011f\u00fc \u00fcst kimlik olarak benimsemi\u015flerdir. Say\u0131m memurlar\u0131 da Zazaca&#8217;y\u0131 K\u00fcrt\u00e7e&#8217;yle ay\u0131rt edememi\u015f olabilirler. Sonu\u00e7 olarak Zazalar\u0131n ger\u00e7ek n\u00fcfusunun % 1&#8217;in alt\u0131nda d\u00fc\u015f\u00fcnmemek do\u011fru bir yakla\u015f\u0131m olur.
