G\u00fcn\u00fcm\u00fczde, \u00f6zellikle Asya ile Avrupa aras\u0131ndaki mal d\u00f6n\u00fc\u015f\u00fcm\u00fc 2 trilyon ABD dolar\u0131n\u0131 ge\u00e7mi\u015f, 200 milyar ABD dolar\u0131 sadece ula\u015f\u0131m masraf\u0131na harcanm\u0131\u015ft\u0131r ve ula\u015f\u0131m\u0131n \u00f6nemi gitgide artmaktad\u0131r. Bu do\u011frultuda, TRACECA \u2013 Transport Corridor Europe Caucasus Asia &#8211; (Avrupa-Kafkasya-Asya Ula\u015ft\u0131rma Koridoru), Avrupa Birli\u011fi taraf\u0131ndan, zengin kaynaklara sahip Orta Asya cumhuriyetlerini Kafkasya \u00fczerinden Avrupa\u2019ya ba\u011flamay\u0131 hedefleyen a\u011f\u0131rl\u0131kl\u0131 olarak demiryolu olmak \u00fczere t\u00fcm ula\u015f\u0131m sistemlerini kapsayan bir Do\u011fu \u2013 Bat\u0131 Koridorudur. TRACECA, uluslararas\u0131 kurulu\u015flardan b\u00fcy\u00fck mali ve teknik destek alan Avrasya b\u00f6lgesi ula\u015f\u0131m koridoruyla ilgili tek projedir. Avrupa Birli\u011fi\u2019nin yeni ba\u011f\u0131ms\u0131z devletlere y\u00f6nelik politikas\u0131n\u0131n temel ta\u015flar\u0131ndan biri olan TRACECA program\u0131, \u201c21. Y\u00fczy\u0131l\u0131n \u0130pek Yolu Projesi\u201d olarak adland\u0131r\u0131l\u0131yor.<\/p>\n<p>Asya\u2019y\u0131 Avrupa\u2019ya ba\u011flayan bir ticaret yolu olan TRACECA, Do\u011fu Avrupa\u2019dan ba\u015flay\u0131p (Bulgaristan, Romanya, Ukrayna), T\u00fcrkiye\u2019ye uzan\u0131yor. Karadeniz \u00fczerinden G\u00fcrcistan\u2019daki Poti ve Batum limanlar\u0131na ula\u015f\u0131p, G\u00fcney Kafkasya ula\u015ft\u0131rma a\u011flar\u0131 ile b\u00f6lgeyi kara yolundan T\u00fcrkiye\u2019ye ba\u011fl\u0131yor. TRACECA, Azerbaycan \u00fczerinden Hazar feribotlar\u0131 (Bak\u00fc-T\u00fcrkmenba\u015f\u0131, Bak\u00fc-Aktau) ile Orta Asya devletleri T\u00fcrkmenistan ve Kazakistan\u2019a demiryolu a\u011flar\u0131 ile ula\u015f\u0131yor. Bu \u00fclkelerin ula\u015ft\u0131rma a\u011flar\u0131 \u00d6zbekistan, K\u0131rg\u0131zistan ve Tacikistan \u00fczerinden \u00c7in ve Afganistan s\u0131n\u0131r\u0131na dayan\u0131yor. Avrupa\u2019ya alternatif ula\u015f\u0131m hatt\u0131 sunmas\u0131 nedeniyle stratejik \u00f6nemi bulunan TRACECA, ayr\u0131ca, Orta Asya \u00fclkelerinin Uzakdo\u011fu ile yeniden ticari ba\u011flant\u0131lar\u0131n\u0131 sa\u011flay\u0131p, tarihi \u0130pek Yolu\u2019nun yeniden \u00f6nemli bir ticaret yolu haline gelmesine zemin haz\u0131rl\u0131yor. Tarihi &#8220;\u0130pek Yolu&#8221;nu demiryolu a\u011flar\u0131nda yeniden canland\u0131raca\u011f\u0131 i\u00e7in &#8220;\u0130pek Demiryolu&#8221; olarak nitelenen proje, bat\u0131da bo\u011faz ge\u00e7i\u015fli Marmaray demiryolu t\u00fcneliyle Avrupa demiryolu a\u011f\u0131na, do\u011fuda da Kazakistan ve \u00c7in demiryolu hatlar\u0131na ba\u011flanacak. En ge\u00e7 \u00fc\u00e7 y\u0131l i\u00e7inde 400 milyon dolar harcanarak ger\u00e7ekle\u015ftirilecek proje tamamland\u0131\u011f\u0131nda, \u0130ngiltere\u2019den hareket eden bir trenin kesintisiz bir bi\u00e7imde \u00c7in\u2019e kadar gidebilmesi \u00f6ng\u00f6r\u00fcl\u00fcyor. Avrupa Birli\u011fi, projenin hayata ge\u00e7irilmesi y\u00f6n\u00fcnde mali anlamda da deste\u011fini s\u00fcrd\u00fcr\u00fcyor. B\u00f6ylece Avrupa\u2019yla Orta Asya aras\u0131ndaki y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n b\u00fcy\u00fck oranda demiryoluna kayd\u0131r\u0131lmas\u0131 hedefleniyor.<\/p>\n<p>TRACECA\u2019n\u0131n ama\u00e7lar\u0131, Avrupa, Karadeniz b\u00f6lgesi, Kafkasya, Hazar Denizi b\u00f6lgesi ve Asya\u2019da ekonomik ili\u015fkilerin, ticaretin ve ula\u015ft\u0131rma ba\u011flant\u0131lar\u0131n\u0131n geli\u015fimine yard\u0131m etmek, uluslararas\u0131 karayolu, demiryolu ve denizcilik pazar\u0131na giri\u015fi garantilemek, trafik g\u00fcvenli\u011fini, kargo ehemmiyetini ve \u00e7evresel korunmay\u0131 garanti etmek, ula\u015ft\u0131rma alan\u0131nda ula\u015ft\u0131rma politikalar\u0131n\u0131 ve yasal yap\u0131y\u0131 uyumla\u015ft\u0131rmak, ula\u015ft\u0131rma i\u015flemleri aras\u0131nda e\u015fit rekabet olu\u015fturmak \u015feklinde belirlendi. Bu ama\u00e7lar do\u011frultusunda haz\u0131rlanan \u00e7ok tarafl\u0131 Temel Anla\u015fma (MLA), 1998 y\u0131l\u0131nda Azerbaycan\u2019da d\u00fczenlenen \u201cTRACECA Zirvesi- Tarihi \u0130pek Yolu Restorasyonu\u201dnda imzaland\u0131 ve 2000 y\u0131l\u0131nda da G\u00fcrcistan\u2019da H\u00fck\u00fcmetleraras\u0131 Komisyon (IGC) kuruldu. TRACECA\u2019ya \u00fcye \u00fclkeler aras\u0131nda T\u00fcrkiye, Ukrayna, \u00d6zbekistan, T\u00fcrkmenistan, Tacikistan, Romanya, Moldova, Mo\u011folistan, K\u0131rg\u0131zistan, Kazakistan, G\u00fcrcistan, Bulgaristan, Azerbaycan ve Ermenistan yer al\u0131yor. T\u00fcrkmenistan, \u00fcye olmamakla birlikte programa kat\u0131l\u0131yor. Afganistan ve \u0130ran\u2019\u0131n da d\u00e2hil edilmesi \u00f6ng\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>Projede T\u00fcrkiye, Avrupa\u2019n\u0131n Orta Asya ve Kafkasya\u2019ya ula\u015f\u0131m\u0131 i\u00e7in olanaklar sunmas\u0131 bak\u0131m\u0131ndan merkezi bir rol oynuyor. Bu kapsamda, TRACECA ula\u015ft\u0131rma koridorunun Asya-Avrupa ba\u011flant\u0131s\u0131n\u0131 sa\u011flayacak kolu olan Kars-Tiflis-Bak\u00fc (BTK) demiryolu projesi, Ba\u015fbakan Tayyip Erdo\u011fan, G\u00fcrcistan Cumhurba\u015fkan\u0131 Mihail Saaka\u015fvili ve Azerbaycan Cumhurba\u015fkan\u0131 \u0130lham Aliyev taraf\u0131ndan \u015eubat 2007\u2019de Tiflis\u2019te imzaland\u0131. BTK projesi, T\u00fcrkiye ile G\u00fcrcistan aras\u0131nda do\u011frudan demiryolu ba\u011flant\u0131s\u0131 kurmak ve mevcut demiryolu hatt\u0131yla G\u00fcrcistan \u00fczerinden T\u00fcrkiye ile Azerbaycan, Orta Asya, \u00c7in ve Mo\u011folistan aras\u0131nda demiryolu ba\u011flant\u0131s\u0131 olu\u015fturmak amac\u0131n\u0131 ta\u015f\u0131maktad\u0131r. Orta Asya ve Hazar enerjisinin d\u00fcnya pazar\u0131na ula\u015ft\u0131r\u0131lmas\u0131 konusunda Rusya\u2019ya ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 azaltmak i\u00e7in alternatif enerji hatt\u0131 projelerini destekleyen ABD, Kars-Tiflis-Bak\u00fc demiryolu hatt\u0131 projesine \u00f6nce destek verdi\u011fi halde sonradan finans sa\u011flamayarak tercihini Ermeni diasporas\u0131ndan yana kullanm\u0131\u015ft\u0131r. Ermeni lobisinin bu y\u00f6nde faaliyetleri sonucu 2006 y\u0131l\u0131nda ABD\u2019de BTK projesine destek verilmemesi y\u00f6n\u00fcnde bir yasa dahi \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Ermenistan\u2019\u0131n ABD Kongresi\u2019ndeki lobisi kanal\u0131yla ABD finans kurulu\u015flar\u0131na bask\u0131 yaparak projeye kredi verilmesini \u00f6nlemesinden sonra, \u00fc\u00e7 \u00fclke, demiryolunu kendi imk\u00e2nlar\u0131 ile yapmaya karar verdi. B\u00f6lge ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n bu hat vas\u0131tas\u0131yla T\u00fcrkiye \u00fczerinden Avrupa\u2019ya ve Asya\u2019ya a\u00e7\u0131lacak olmas\u0131 nedeniyle, BTK, sadece ekonomik a\u00e7\u0131dan de\u011fil, siyasi a\u00e7\u0131dan da \u00f6nem ta\u015f\u0131yor. Kafkasya, Orta Asya, Uzakdo\u011fu ve Avrupa aras\u0131ndaki nakliyenin \u00f6nemli bir b\u00f6l\u00fcm\u00fc T\u00fcrkiye \u00fczerinden sa\u011flanacak. T\u00fcrkiye, Ortado\u011fu ve Kafkasya\u2019daki enerji kaynaklar\u0131n\u0131n d\u00fcnyaya ula\u015fmas\u0131nda \u00f6nemli bir k\u00f6pr\u00fc konumunun yan\u0131nda, bu proje ile ula\u015f\u0131mda da stratejik pozisyonunu art\u0131racak. Demiryolu projesi, \u00fc\u00e7 \u00fclke halk\u0131 i\u00e7in de \u00f6nemli ekonomik getiri sa\u011flayacak. Rusya ile T\u00fcrkiye aras\u0131nda da bir ula\u015f\u0131m koridoru haline gelebilecek olan BTK hatt\u0131, hem Azerbaycan, Nah\u00e7\u0131van ve T\u00fcrkiye\u2019yi birle\u015ftirecek hem de Asya ile Avrupa aras\u0131nda ula\u015f\u0131m koridoru rol\u00fcn\u00fc \u00fcstlenecek. BTK, Tiflis \u00fczerinden T\u00fcrkiye\u2019nin Akdeniz liman\u0131 Ceyhan\u2019a varacak olan BTC petrol boru hatt\u0131 ve hen\u00fcz yap\u0131m\u0131 tamamlanmam\u0131\u015f olan Tiflis ile Erzurum aras\u0131ndaki do\u011falgaz boru hatt\u0131n\u0131n ard\u0131ndan, Azerbaycan\u2019\u0131n Hazar Denizi ile Avrupa k\u0131tas\u0131 aras\u0131ndaki \u00fc\u00e7\u00fcnc\u00fc ba\u011flant\u0131s\u0131 olacak.<\/p>\n<p>Di\u011fer taraftan, bu \u00fc\u00e7 \u00fclkenin yan\u0131 s\u0131ra, Kazakistan\u2019\u0131n da projeye d\u00e2hil olmas\u0131 bekleniyor. Kazakistan\u2019\u0131n BTK Demiryolu\u2019na kat\u0131lmas\u0131 i\u00e7in Tiflis\u2019te konuyla ilgili bir g\u00f6r\u00fc\u015fme dahi ger\u00e7ekle\u015ftirildi. Kazakistan, demiryoluna destek vermek i\u00e7in \u00c7in\u2019le de ili\u015fkili. Bat\u0131 Kazakistan\u2019daki Aktau Liman\u0131\u2019n\u0131 \u00c7in\u2019le birle\u015ftiren Dost\u0131k-Aktau demiryolu ger\u00e7ekle\u015ftikten sonra Kafkas ve Avrupa\u2019ya, Kazakistan ve \u00c7in y\u00fcklerinin ta\u015f\u0131nmas\u0131n\u0131 sa\u011flayacak. Bu nedenle, projeye ilgi duyan Pekin de, Rus topraklar\u0131n\u0131 by-pass ederek mallar\u0131n\u0131 G\u00fcney Kafkas\u00adya ve T\u00fcrkiye \u00fczerinden Avrupa\u2019ya ula\u015ft\u0131rmay\u0131 planl\u0131yor. Bu durumda BTK Demiryolu ger\u00e7ekten \u2018\u2018Demirden \u0130pek Yolu\u2019na d\u00f6n\u00fc\u015fecek. Kazakistan\u2019\u0131n demiryoluna kat\u0131lmas\u0131 di\u011fer Orta Asya Cumhuriyetleri ve G\u00fcney Do\u011fu Asya \u00fclkelerinin de demiryoluna kat\u0131lmas\u0131n\u0131 sa\u011flayabilir.<\/p>\n<p>Rusya ve \u00c7in\u2019in ekseninde Orta Do\u011fu ve Kafkaslarda etkin bir ta\u015f\u0131mac\u0131l\u0131k pazar\u0131na sahip olmak isteyen \u0130ran, T\u00fcrkiye veya T\u00fcrkiye \u00fczerinden Avrupa\u2019ya gitmek amac\u0131yla \u0130ran topraklar\u0131na giren, Orta Asya trafi\u011fini g\u00fc\u00e7le\u015ftirerek T\u00fcrkiye\u2019yi bu k\u00e2rl\u0131 ticaretten d\u0131\u015flamak istemektedir. Bu ama\u00e7la Orta Asya\u2019ya hizmet sunan T\u00fcrk karayolu ara\u00e7lar\u0131na kar\u015f\u0131 cayd\u0131r\u0131c\u0131 ve maliyet y\u00fckseltici davran\u0131\u015flar i\u00e7ersindedir. Bunun yan\u0131 s\u0131ra as\u0131l \u00f6nemli faaliyeti Orta Asya ula\u015f\u0131m\u0131n\u0131 kuzey-g\u00fcney aks\u0131na \u00e7ekmek istemesidir. Bu ama\u00e7la Sarakhs (T\u00fcrkmenistan)-Me\u015fhet (\u0130ran) demiryolu hatt\u0131n\u0131 tamamlay\u0131p, Orta Asya \u00fclkeleri ile ba\u011flant\u0131s\u0131n\u0131 kurmu\u015ftur. Bu geli\u015fmelerin yan\u0131 s\u0131ra Rusya, Azerbaycan ve \u0130ran, &#8220;Kuzey-G\u00fcney&#8221; Uluslararas\u0131 Ula\u015f\u0131m Koridoru \u00e7er\u00e7evesinde Kazvin-Re\u015ft-Enzeli-Astara Demiryolu Hatt\u0131n\u0131n in\u015faat\u0131na ili\u015fkin bir anla\u015fma imzalam\u0131\u015flard\u0131r. Proje Tahran\u2019\u0131 Azerbaycan \u00fczerinden Rusya\u2019ya (bir \u00f6l\u00e7\u00fcde de T\u00fcrkiye\u2019yi by-pass ederek Avrupa\u2019ya) ba\u011flamay\u0131 hedeflemektedir. Ayn\u0131 ama\u00e7lar do\u011frultusunda \u0130ran, T\u00fckmenistan ve Kazakistan ile yeni bir demiryolu a\u011f\u0131 projesini hayata ge\u00e7irmeye \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>\u00d6zbekistan Cumhurba\u015fkan\u0131 \u0130slam Kerimov\u2019da \u00fclkesinin T\u00fcrkmenistan, Kazakistan ve \u0130ran \u0130slam Cumhuriyeti aras\u0131nda kurulacak yeni demiryolu a\u011f\u0131na ba\u011flanmak istedi\u011fini a\u00e7\u0131klad\u0131. Kerimov T\u00fcrkmenistan\u2019\u0131n ba\u015fkenti A\u015fkabad\u2019da T\u00fcrkmen Devlet Ba\u015fkan\u0131 Gurbankulu Berdimuhammedov ile g\u00f6r\u00fc\u015fmesinin ard\u0131ndan muhabirlere yapt\u0131\u011f\u0131 a\u00e7\u0131klamada, Ta\u015fkent\u2019in T\u00fcrkmenistan, Kazakistan ve \u0130ran aras\u0131nda kurulacak yeni demiryolu a\u011f\u0131na ba\u011flanmas\u0131yla Avrupa \u00fclkelerine a\u00e7\u0131l\u0131m\u0131n\u0131n sa\u011flanaca\u011f\u0131n\u0131 belirtti. T\u00fcrkmenistan, Kazakistan ve \u0130ran aras\u0131nda demiryolu a\u011f\u0131 kurulmas\u0131 anla\u015fmas\u0131n\u0131n ilk a\u015famas\u0131 T\u00fcrkmenistan-Kazakistan aras\u0131nda imzaland\u0131. T\u00fcrkmenistan, Kazakistan ve \u0130ran aras\u0131nda kurulacak yeni demiryolu a\u011f\u0131 projesinin \u00fc\u00e7l\u00fc anla\u015fma metni de Tahran\u2019da d\u00fczenlenen Hazar denizine k\u0131y\u0131s\u0131 olan \u00fclkeler liderler oturumunda \u0130ran, T\u00fcrkmenistan ve Kazakistan Cumhurba\u015fkanlar\u0131 aras\u0131nda imzaland\u0131.<\/p>\n<p>Bu nokta da \u00c7in\u2019in \u00f6nemi de ve projedeki rol\u00fc de \u00f6n plana \u00e7\u0131kmaktad\u0131r. \u00d6zellikle \u00c7in limanlar\u0131n\u0131n a\u015f\u0131r\u0131 y\u00fcklenmesi sonucu olu\u015fan gecikme durumlar\u0131 y\u00fcz\u00fcnden \u00c7in ile ticaret yapmakta olan \u00fclkeler \u00e7ok ciddi s\u0131k\u0131nt\u0131lar ya\u015famaktad\u0131r. \u00c7in ve dolay\u0131s\u0131yla di\u011fer \u00fclkeler bu soruna \u00e7\u00f6z\u00fcm bulabilmek i\u00e7in alternatif ula\u015f\u0131m projeleri \u00fcretmeye \u00e7al\u0131\u015fmaktad\u0131r. Bu alternatif ula\u015f\u0131m yollar\u0131ndan biri ve ku\u015fkusuz en \u00f6nemlisi TRACECA Do\u011fu-Bat\u0131 koridorudur. Zira \u00c7in\u2019den kalkacak bir tren projenin hayata ge\u00e7irilmesi ile kesintiye u\u011framadan Avrupa\u2019n\u0131n kalbine kadar gidebilecektir. \u00c7in\u2019in bu y\u00f6ndeki hedeflerinin ilk somut uygulamas\u0131 K\u0131rg\u0131zistan-\u015eanghay\u00c7in ve Kazakistan aras\u0131nda imzalanan anla\u015fma ile \u00c7in\u2019den Avrupa\u2019ya uzanmas\u0131 planlanan demiryolu projesi i\u00e7in ilk ad\u0131m at\u0131ld\u0131 ve Orta Asya ve Uzak Do\u011fu\u2019nun Bat\u0131 ile olan ticaretinde yeni bir d\u00f6nemin sinyalleri verildi. \u00d6zellikle \u00c7in\u2019in \u00fcretti\u011fi mallar\u0131n farkl\u0131 g\u00fczerg\u00e2hlardan d\u00fcnyaya da\u011f\u0131ld\u0131\u011f\u0131 g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda demiryolu hatt\u0131 tamamland\u0131\u011f\u0131nda hattan hem y\u00fck hem yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n yap\u0131laca\u011f\u0131, bunun da T\u00fcrkiye\u2019nin stratejik de\u011ferini bir kat daha art\u0131raca\u011f\u0131 g\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>Hat devreye girdi\u011finde \u00c7in ve Orta Asya\u2019daki T\u00fcrk devletlerinde \u00fcretilen mallar, T\u00fcrkiye \u00fczerinden Avrupa\u2019ya tek hattan ula\u015ft\u0131r\u0131lm\u0131\u015f olacak. Pekin-Br\u00fcksel hatt\u0131n\u0131n en \u00f6nemli durak noktas\u0131 da T\u00fcrkiye haline gelecek. aras\u0131ndaki demiryolu ba\u011flant\u0131s\u0131d\u0131r. Bu sayede Londra\u2019dan \u015eanghay\u2019a dek do\u011fu bat\u0131 koridoru a\u00e7\u0131lm\u0131\u015f olacakt\u0131r. Ayr\u0131ca 1991\u2019de ba\u015flanan ve hayata ge\u00e7irilen \u00c7in\u2019den Kazakistan\u2019a oradan da Hazar Denizi k\u0131y\u0131s\u0131na uzanan demiryolu hatt\u0131 da \u00c7in\u2019in gerek Orta Asya kaynaklar\u0131na ula\u015fmak gerekse de \u00fcr\u00fcnlerini Avrupa\u2019ya ula\u015ft\u0131rmak a\u00e7\u0131s\u0131ndan alternatiflerini \u00e7o\u011faltm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcrkiye, \u00fc\u00e7 k\u0131tan\u0131n birle\u015fme noktas\u0131ndaki ayr\u0131cal\u0131kl\u0131 co\u011frafi konumundan dolay\u0131 uluslararas\u0131 ta\u015f\u0131mac\u0131l\u0131k i\u00e7in b\u00fcy\u00fck potansiyel arz ediyor. TRACECA projesinin tamamlanmas\u0131 ile demiryolu ve karayolu ba\u011flant\u0131lar\u0131 olan limanlardaki ana nakliyat merkezleriyle T\u00fcrkiye, Avrupa-Asya y\u00fck trafi\u011finde merkezi bir \u00fcs olarak kullan\u0131lacak. Projenin ger\u00e7ekle\u015fmesi T\u00fcrkiye\u2019ye Orta Asya T\u00fcrk cumhuriyetleri ile ili\u015fkilerini geli\u015ftirme f\u0131rsat\u0131n\u0131 sunacak dahas\u0131 karayolu \u00fczerinden Orta Asya ile ba\u011flant\u0131 kurulabilecektir. Bu ise T\u00fcrkiye\u2019nin G\u00fcney Kafkasya \u00fclkeleri ve Asya \u00fclkeleri ile ticaret hacmini art\u0131rabilecektir. Bu durum da Avrupa \u00fclkelerinin g\u00f6z\u00fcnde T\u00fcrkiye\u2019nin de\u011ferini art\u0131racakt\u0131r. Projenin T\u00fcrkiye \u00fczerinden Orta Do\u011fu \u00fclkelerine uzanma f\u0131rsat\u0131 da bulunmaktad\u0131r.<\/p>\n<p>\u00d6te yandan, projede kaybeden iki \u00fclkeden biri Rusya, di\u011feri ise Ermenistan. 1988-1994 y\u0131llar\u0131 aras\u0131nda T\u00fcrkiye ve Azerbaycan yerine, Rusya\u2019ya yakla\u015fan Ermenistan, tek tarafl\u0131 ba\u011f\u0131ml\u0131l\u0131ktan kurtulman\u0131n yollar\u0131n\u0131 ar\u0131yor. \u00c7\u00fcnk\u00fc bor\u00e7lar\u0131 nedeni ile Rusya, Ermenistan\u2019\u0131n stratejik kurumlar\u0131na el koyuyor ve Ermenistan\u2019\u0131 etki alan\u0131ndan \u00e7\u0131karmamak i\u00e7in \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcyor. Bilindi\u011fi gibi, Azerbaycan topraklar\u0131n\u0131 i\u015fgal etmesi nedeniyle Ermenistan, ba\u015fta Bak\u00fc-Tiflis-Ceyhan Petrol Boru Hatt\u0131 olmak \u00fczere Bak\u00fc-Tiflis-Erzurum Do\u011falgaz Boru Hatt\u0131 ve BTK Demiryolu Projeleri\u2019nin d\u0131\u015f\u0131nda kalm\u0131\u015ft\u0131. Ermeniler bug\u00fcn, b\u00f6lgesel i\u015fbirli\u011fine haz\u0131r olduklar\u0131n\u0131 ifade ederken, Azerbaycan, topraklar\u0131ndan \u00e7ekilmedi\u011fi s\u00fcrece Ermenistan\u2019la bu t\u00fcr bir i\u015fbirli\u011fine s\u0131cak bakm\u0131yor. Di\u011fer taraftan, Da\u011fl\u0131k Karaba\u011f sorununun \u00e7\u00f6z\u00fclmesi halinde, Ermenistan\u2019\u0131n b\u00f6lgesel ve uluslararas\u0131 projelerde yer alabilece\u011fi de vurgulan\u0131yor.<\/p>\n<p>Projeyi hararetle destekleyenlerden \u00d6zbekistan gibi \u00fclkeler, bu yolu \u00f6zellikle Avrupa\u2019ya a\u00e7\u0131lan bir kap\u0131 gibi g\u00f6rmekte ve \u00f6zellikle \u0130ran gibi \u00fclkelerin \u2018\u2018Do\u011fu-Bat\u0131\u2019\u2019 ekseni yerine \u2018\u2018Kuzey-G\u00fcney\u2019\u2019 ekseninde alternatif yollar aray\u0131\u015flar\u0131na destek vermemektedir. Di\u011fer yandan ABD\u2019nin ba\u015fta destekledi\u011fi sonradan kredi konusunda sorun \u00e7\u0131kard\u0131\u011f\u0131 BTK demiryolu projesinde somutla\u015fan tutumu, sadece Ermeni diasporas\u0131n\u0131n y\u00fcr\u00fctt\u00fc\u011f\u00fc ve ba\u015far\u0131l\u0131 oldu\u011fu faaliyetlerle a\u00e7\u0131klanamaz. Bu tutumun, Avrupa Birli\u011fi\u2019nin TRACECA projesi ile belirginle\u015fen Orta Asya a\u00e7\u0131l\u0131m\u0131 ve k\u00fcresel \u00e7eki\u015fme ile ba\u011flant\u0131s\u0131 oldu\u011fu gibi bir izlenim vermektedir. Bu b\u00fcy\u00fckl\u00fckteki k\u00fcresel bir proje \u00e7ok y\u00f6nl\u00fc \u00e7\u0131karlar ve \u00e7at\u0131\u015fmalar bar\u0131nd\u0131rmaktad\u0131r. \u2018\u201821. TRACECA koridorundaki, Bat\u0131-Do\u011fu y\u00f6n\u00fcnde en k\u0131sa, potansiyel en h\u0131zl\u0131 ve en ucuz kara ula\u015ft\u0131rmas\u0131 ba\u011flant\u0131s\u0131 olmas\u0131ndan dolay\u0131, y\u00fck ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndaki art\u0131\u015f nakliyecilerin bu rotaya ilgisini g\u00f6stermektedir.
