Anavatan\u0131 Kafkasya\u2019da ve d\u00fcnyan\u0131n pek \u00e7ok \u00fclkesinde ya\u015fayan, \u00f6nemli diasporik halklardan biri olan \u00c7erkeslerin var olabilmesi, kimliklerinin gelece\u011fe ta\u015f\u0131nabilmesi ve d\u00fcnya k\u00fclt\u00fcr mozai\u011fi i\u00e7inde di\u011fer halklar kadar yerini alabilmesi i\u00e7in bunca y\u0131ld\u0131r yap\u0131lanlar\u0131n yetmedi\u011fi, daha ileri ad\u0131mlar at\u0131lmas\u0131 gerekti\u011finden hareketle aray\u0131\u015flar\u0131n s\u00fcrd\u00fc\u011f\u00fc kabul edilebilir.<\/p>\n<p>D\u00fcnyan\u0131n genel durumu, \u00c7erkeslerin ya\u015fad\u0131\u011f\u0131 \u00fclkelerin durumu, anavatan Kafkasya\u2019n\u0131n pozisyonu, uluslar aras\u0131 dengeler, globalle\u015fme, NATO, Avrasya, \u015eanghay&#8230;<\/p>\n<p>\u0130\u015fimiz \u00e7ok zor gibi.<\/p>\n<p>Ancak \u015fu anki durumdan ho\u015fnutsuzlu\u011fumuz varsa bir yerlerden ba\u015flamak gerekiyor.<\/p>\n<p>\u0130ki ana ba\u015fl\u0131\u011f\u0131n \u00f6nemli oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum:<\/p>\n<p><strong>1) <\/strong>Sorunun tespiti, sorun tespitinde yak\u0131nla\u015fmak ve ortak bir \u00e7er\u00e7eve belirlemek.<\/p>\n<p><strong>2) <\/strong>\u00c7\u00f6z\u00fcmler konusunda alternatifleri ortaya koymak, \u00e7\u00f6z\u00fcmde yak\u0131nla\u015fmaya \u00e7al\u0131\u015fmak ve ortak bir \u00e7er\u00e7eve belirlemek.<\/p>\n<p>Sorun tespiti ve \u00e7\u00f6z\u00fcmlerde ortakla\u015farak; dayan\u0131\u015fma i\u00e7inde, gerekirse ortak ama\u00e7 i\u00e7in g\u00f6rev b\u00f6l\u00fcm\u00fc yaparak y\u00fcr\u00fcmek, bize yak\u0131\u015fand\u0131r, bizim i\u00e7in gereklidir de\u011ferlendirmesini yap\u0131yorum.<\/p>\n<p><strong> Sorunun Tespiti Konusunda \u0130lk Ad\u0131m<\/p>\n<p>A<\/strong><strong>&#8211;<\/strong> Sorunun tespiti konusunda ilerlemek i\u00e7in \u00f6ncelikle ortakla\u015f\u0131lmas\u0131 kolay ba\u015flang\u0131\u00e7 tespitleri ile yola \u00e7\u0131k\u0131labilir;<\/p>\n<p><strong>1) <\/strong>Konumuz \u00c7erkes kimli\u011finin (b\u00fct\u00fcn bile\u015fenleri ile) ya\u015fat\u0131lmas\u0131 ve gelece\u011fe ta\u015f\u0131nmas\u0131, d\u00fcnya k\u00fclt\u00fcrleri i\u00e7inde e\u015fit olarak yerini almas\u0131d\u0131r.<\/p>\n<p><strong>2)<\/strong> \u00c7erkesler diasporik bir halkt\u0131r.<\/p>\n<p><strong>3)<\/strong> En b\u00fcy\u00fck diaspora olan T\u00fcrkiye\u2019de da\u011f\u0131n\u0131k yerle\u015fim s\u00f6z konusudur.<\/p>\n<p><strong>4)<\/strong> \u00c7erkesler, ya\u015fad\u0131klar\u0131 \u00fclkelerde demokrasinin geli\u015fmi\u015flik d\u00fczeyine ba\u011fl\u0131 olarak (ve tabi ki kendi taleplerine de ba\u011fl\u0131 olarak) etnikliklerini ya\u015fayabilmektedirler.<\/p>\n<p><strong>5)<\/strong> Diasporada farkl\u0131 sosyal tabakalara mensupturlar. Dernek vb. kurumlar\u0131nda onlar\u0131 bir araya getiren etnik yap\u0131lar\u0131d\u0131r.<\/p>\n<p>Ba\u015flang\u0131\u00e7 tespitlerine; s\u00fcrg\u00fcn ve anavatana d\u00f6n\u00fc\u015f hakk\u0131na dair, 1917 d\u00f6nemi ve 1990 sonras\u0131n\u0131 kapsayan anavatan\u0131n durumuna dair temel tespitler de konulabilir&#8230;<\/p>\n<p><strong> B<\/strong>&#8211; Sorunun tespiti ve \u00e7\u00f6z\u00fcm\u00fc konusunda ortakla\u015fabilme ad\u0131na yola \u00e7\u0131kanlar olarak (b\u00f6yle bir anlay\u0131\u015fa gerek olmad\u0131\u011f\u0131 sonucuna da var\u0131labilir); d\u00fc\u015f\u00fcnce farkl\u0131l\u0131klar\u0131m\u0131z\u0131n <strong>\u2018dinamizm\u2019<\/strong> demek oldu\u011funu her zaman an\u0131msamal\u0131, <strong>\u2018bizden farkl\u0131 d\u00fc\u015f\u00fcnen bize katk\u0131 sa\u011flar\u2019 <\/strong>diye bakmal\u0131y\u0131z.<\/p>\n<p>B\u00f6yle basit bir temelden hareketle; b\u00fcy\u00fck s\u00fcrg\u00fcnden bu g\u00fcne sorun tespiti yap\u0131p \u00e7\u00f6z\u00fcm \u00f6nerisi olu\u015fturmaya \u00e7al\u0131\u015fan anlay\u0131\u015flar\u0131n t\u00fcm\u00fc irdelenmeli, ele\u015ftiri-\u00f6zele\u015ftiri mekanizmas\u0131 i\u015fletilmelidir. \u00d6zellikle d\u00f6n\u00fc\u015f-kal\u0131\u015f ikilemi ile ilgili \u00f6zele\u015ftiri \u00f6nemli g\u00f6r\u00fclmelidir. Tan\u0131mlamalara kat\u0131lmamakla birlikte gerek <strong>\u2018d\u00f6n\u00fc\u015f\u2019<\/strong> gerekse <strong>\u2018kal\u0131\u015f\u2019<\/strong> anlay\u0131\u015f\u0131n\u0131n seyir haritas\u0131n\u0131 \u00e7\u0131karmal\u0131y\u0131z.<\/p>\n<p>1864 b\u00fcy\u00fck s\u00fcrg\u00fcn\u00fcn hemen sonras\u0131 olu\u015fan <strong>\u2018d\u00f6n\u00fc\u015f hakk\u0131n\u0131n kullan\u0131m\u0131\u2019<\/strong> anlay\u0131\u015f\u0131, 1917 Ekim Devrimi ve 1968\u2019li y\u0131llar\u0131n d\u00f6n\u00fc\u015f anlay\u0131\u015f\u0131na etkisi, SSCB\u2019nin da\u011f\u0131lmas\u0131 sonras\u0131 olu\u015fan <strong> \u2019neo d\u00f6n\u00fc\u015f\u2019<\/strong><em>,<\/em> ko\u015fullara ba\u011flanarak yani \u00e7\u0131k\u0131\u015f temellerine ba\u011flanarak irdelenmelidir. And\u0131\u011f\u0131m gibi Ekim Devrimi, 68\u2019li y\u0131llar, SSCB\u2019nin da\u011f\u0131lmas\u0131 gibi d\u00fcnyay\u0131 etkileyen olaylardan ba\u011f\u0131ms\u0131z olamayacak bir \u00e7er\u00e7evede yap\u0131lacak sa\u011fl\u0131kl\u0131 irdeleme, bug\u00fcnden yar\u0131na yol al\u0131nmas\u0131nda \u00f6nemli katk\u0131 sunacakt\u0131r.<\/p>\n<p>\u0130rdelemeleri yaparken, son y\u0131llarda s\u0131k\u00e7a kullan\u0131lmaya ba\u015flanan daha ba\u015ftan d\u0131\u015flay\u0131c\u0131, \u00f6nemsizle\u015ftirici ve k\u00fc\u00e7\u00fcmseyici kavramlara;<strong> \u2018sen hi\u00e7 haritaya bakt\u0131n m\u0131\u2019<\/strong>, <strong>\u2018anavatan\u0131na gitmeden ahkam kesme\u2019<\/strong>, <strong>\u2018anavatan\u0131n ger\u00e7eklerini bilmiyorsun\u2019, \u2018Rus d\u00fc\u015fmanl\u0131\u011f\u0131 yapma\u2019<\/strong>, <strong> \u2018anadilini konu\u015fam\u0131yorsun daha\u2019<\/strong>, <strong>\u2018diasporada rahat koltuklar\u0131n\u0131zdan nutuk atmaya benzemez\u2019<\/strong>, <strong>\u2018senin ya\u015f\u0131n kadar (\u2026)\u2019<\/strong> (uzatmak olas\u0131) ve \u00f6zellikle <strong>\u2018vatan hainli\u011fi\u2019<\/strong> kavram\u0131na uzak dural\u0131m dile\u011findeyim. <strong><\/p>\n<p>C<\/strong>&#8211; Sorunlar\u0131m\u0131z\u0131n tespiti ve \u00e7\u00f6z\u00fcm\u00fc yolunda hen\u00fcz bebek ad\u0131mlar att\u0131\u011f\u0131m\u0131z dikkate al\u0131narak, d\u00fc\u015f\u00fcnce farkl\u0131l\u0131klar\u0131m\u0131za kar\u015f\u0131n k\u0131sa ve orta vadede birlikte al\u0131nacak bir hayli yol oldu\u011fu ger\u00e7e\u011finden hareketle, birbirimizi \u00f6telemek ve yok saymak kolayc\u0131l\u0131\u011f\u0131n\u0131 reddetmeli, birbirimizi anlama konusunda ciddi \u00e7aba sarf etmeliyiz. D\u00fc\u015f\u00fcncelerine kat\u0131lmad\u0131klar\u0131m\u0131z\u0131n d\u00fc\u015f\u00fcncelerini ifade etmeleri i\u00e7in de \u00e7aba sarf etmeli, ortam haz\u0131rlamal\u0131y\u0131z.<strong><\/p>\n<p>\u00d6zelde \u00d6neriler<\/p>\n<p><\/strong> Anavatandaki cumhuriyetlerin ve diasporada farkl\u0131 \u00fclkelerin, kendilerine \u00f6zg\u00fc sorunlar\u0131 olmakla birlikte bu durumu sakl\u0131 tutarak genel bir yakla\u015f\u0131mla ba\u015flamak gerekti\u011fi inanc\u0131nday\u0131m.<\/p>\n<p><strong>1) <\/strong>Anavatan dahil ya\u015fad\u0131\u011f\u0131m\u0131z her co\u011frafyada \u00c7erkes kimli\u011finin ya\u015fat\u0131labilmesi ve gelece\u011fe ta\u015f\u0131nabilmesinin ancak <strong>demokrasi<\/strong> ile olabilece\u011fi temelinden hareket etmeli. Ger\u00e7ek demokraside hi\u00e7bir etni\u011fe ayr\u0131cal\u0131k tan\u0131nmayaca\u011f\u0131, her halk\u0131n gelece\u011fini \u00f6zg\u00fcrce belirleme hakk\u0131n\u0131 teslim ederek e\u015fitlik temelinde bir arada ya\u015fam\u0131n b\u00f6ylece ger\u00e7ekle\u015febilece\u011fi dikkate al\u0131narak, \u00e7\u00f6z\u00fcm politikalar\u0131n\u0131n olu\u015fturulmas\u0131nda \u2018demokrasi\u2019 temelimiz olmal\u0131.<\/p>\n<p><strong>2<\/strong><strong>) <\/strong>Kimli\u011fimizin korunmas\u0131 ve gelece\u011fe ta\u015f\u0131nmas\u0131 do\u011frultusunda, genel \u00e7er\u00e7evesi olu\u015fturulmu\u015f uzun vadeli program\u0131m\u0131z\u0131 ger\u00e7ekle\u015ftirebilmeliyiz. De\u011fi\u015fen dengelere uygun politik d\u00fczenlemeleri, sars\u0131c\u0131 de\u011fi\u015fiklik ya da yalpalama ya\u015famadan yapabilmeliyiz. K\u0131sa ve \u00f6z, kendi senaryomuzu yazmal\u0131, temeli b\u00f6yle olu\u015fturmal\u0131y\u0131z. On y\u0131llarca s\u00fcren ba\u015fkalar\u0131n\u0131n senaryolar\u0131nda fig\u00fcranl\u0131\u011fa direnmeliyiz. Bunun g\u00fc\u00e7 gerektirdi\u011fi s\u00f6ylenecektir. G\u00fc\u00e7 i\u00e7in, i\u00e7 dinamiklerimizi harekete ge\u00e7irerek ba\u015flang\u0131\u00e7 yapabiliriz. Kendimize g\u00fcvenmeli, ayaklar\u0131m\u0131z \u00fczerinde durabilece\u011fimize inanmal\u0131, demokrasi yanl\u0131s\u0131 g\u00fc\u00e7lerin bizimle olaca\u011f\u0131\/bizim de onlarla olaca\u011f\u0131m\u0131z unutulmamal\u0131.<strong><\/p>\n<p>3) <\/strong>Birileri SSCB\u2019nin sona erece\u011fini, Abhazya\u2019n\u0131n i\u015fgal tehdidine u\u011frayaca\u011f\u0131n\u0131 ve sonu\u00e7ta de\u2019facto da olsa ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n ya\u015fanaca\u011f\u0131n\u0131 s\u00f6ylese idi inan\u0131r m\u0131yd\u0131k? D\u00fcnya genelinde dengelerin de\u011fi\u015febildi\u011fine \u015fahit olduk. Var\u015fova Pakt\u0131 da\u011f\u0131ld\u0131, Yugoslavya ve \u00c7ekoslovakya diye \u00fclkeler kalmad\u0131, SSCB da\u011f\u0131ld\u0131. Do\u011frular\u0131m\u0131z\u0131 olu\u015fturma ve sonuna kadar arkas\u0131nda durma kararl\u0131\u011f\u0131m\u0131z\u0131 g\u00f6stermeliyiz. <strong><\/p>\n<p>4) <\/strong>Bizler etnik sorunumuz nedeniyle bir araya geliyor ve bu ama\u00e7la dernek, federasyon, STK, vak\u0131f vb. kuruyor; konferans, seminer, panel d\u00fczenliyorsak \u00f6ncelikle kimli\u011fimizi yads\u0131yan, bizi yok sayan ba\u015fka deyimle egemen ulusa ait g\u00f6ren anlay\u0131\u015flarla yolculuk yapamayaca\u011f\u0131m\u0131z ortadad\u0131r. B\u00f6yle anlay\u0131\u015flar\u0131n, bizim gereksinmemiz olan demokrasi ile ilgileri yoktur, var gibi yaparlar ancak. Bu konuda net olmal\u0131y\u0131z.<\/p>\n<p>Ancak hen\u00fcz i\u015fin ba\u015f\u0131nda olan bizlerin bundan \u00f6te se\u00e7icilik l\u00fcks\u00fc olmamal\u0131d\u0131r. Olas\u0131 bir yol ayr\u0131m\u0131na kadar birbirimizi anlamaya \u00e7al\u0131\u015farak, dinleyerek, diyalog kurarak birlikte \u00fcretmeye devam etmenin, en az\u0131ndan birbirimizi yads\u0131madan ittifak yapabilmeyi becerebilmenin \u00f6n\u00fcn\u00fc a\u00e7mal\u0131y\u0131z.<\/p>\n<p>\u00c7erkes kimli\u011fini reddeden anlay\u0131\u015flar\u0131n d\u0131\u015f\u0131nda, k\u0131sa ve orta vadede farkl\u0131 sosyal yap\u0131da ve siyasi d\u00fc\u015f\u00fcncede \u00c7erkeslerin birlikte yapabilecekleri \u00e7ok \u015fey oldu\u011fu prensip olarak kabul edilmeli. Daha ba\u015ftan reddedici, d\u0131\u015flay\u0131c\u0131 \u00f6nyarg\u0131l\u0131 yakla\u015f\u0131mlar\u0131n bize zarar verdi\u011fi ger\u00e7e\u011finden hareket etmeli. \u00c7ok net konular d\u0131\u015f\u0131nda <strong>\u2018olmazsa olmazlar\u0131m\u0131z\u2019<\/strong> olmamal\u0131<em>.<\/em><\/p>\n<p><strong>5) <\/strong>Anavatan-diaspora birlikte hareketin gerekli oldu\u011funu, b\u0131\u00e7akla ay\u0131r\u0131r gibi birbirinden ayr\u0131lamayaca\u011f\u0131n\u0131 tespitle (diasporik halk olu\u015fumuza a\u011f\u0131t yakt\u0131\u011f\u0131m\u0131z yeter diyerek bunu avantaja \u00e7evirmek i\u00e7in gerekenleri yapmal\u0131y\u0131z);<\/p>\n<p><strong>a) <\/strong>Birbirimizi anlamak, birbirimizin ger\u00e7eklerinden bilgilenmek \u00f6n ko\u015fulu ile haddimizi bilerek birbirimize kar\u0131\u015fmay\u0131 yani ele\u015ftiriyi kabul etmeli, ele\u015ftiride doktorun hastas\u0131na yakla\u015f\u0131m y\u00f6ntemi (do\u011fru te\u015fhis, do\u011fru tedavi y\u00f6ntemi) ilke edinilmeli. Farkl\u0131 d\u00fc\u015f\u00fcncelerin birbirine ciddi katk\u0131lar sa\u011flayaca\u011f\u0131 ortadad\u0131r.<\/p>\n<p><strong>b)<\/strong> Olumsuzluklar\u0131 g\u00f6rmezden gelmemeli ve gizlememeli. Demokrasilerde yasak olan \u015fey d\u00fc\u015f\u00fcncenin ifadesi de\u011fil, d\u00fc\u015f\u00fcnceyi ba\u015fkalar\u0131na kabul ettirmek i\u00e7in zora ve \u015fiddete ba\u015fvurulmas\u0131d\u0131r.<\/p>\n<p>Diaspora ve anavatan asgari m\u00fc\u015ftereklerde de olsa bulu\u015farak sa\u011flayaca\u011f\u0131 ilerlemelere yenilerini katma pe\u015finde olmal\u0131d\u0131r. <strong><\/p>\n<p>6) <\/strong>Farkl\u0131 siyasi iktidarlar\u0131n farkl\u0131 inisiyatifleri nedeniyle, mevcut iktidar-muhalefet tart\u0131\u015fmalar\u0131nda \u00fclke \u00e7\u0131karlar\u0131 konusunda \u00e7o\u011fu kez uzla\u015fma sa\u011flanamad\u0131\u011f\u0131n\u0131 da g\u00f6rerek, her zaman ya\u015fan\u0131lan \u00fclkelerin \u00e7\u0131karlar\u0131 do\u011frultusunda hareket edebilmemiz olanaks\u0131zd\u0131r. \u00c7\u0131karlar\u0131n uyu\u015ftu\u011fu \u00e7ok az nokta olabilecektir, genelde uyu\u015fmazl\u0131k da olabilecektir. Diaspora i\u00e7in de anavatan i\u00e7in de bu b\u00f6yledir.<strong><\/p>\n<p>7) <\/strong>Kimli\u011fin korunmas\u0131 ve gelece\u011fe ta\u015f\u0131nmas\u0131 u\u011fra\u015f\u0131s\u0131nda, \u00f6zelde Rusya Federasyonu\u2019ndaki (RF) olumsuzluklara y\u00f6nelik her ele\u015ftiride <strong>\u2018aman fazla sesinizi \u00e7\u0131kartmay\u0131n, anavatanda bizimkilere pres olur\u2019 <\/strong>vb. yakla\u015f\u0131mlar\u0131n\u0131n sonucu olu\u015fturulmaya \u00e7al\u0131\u015f\u0131lan sessizli\u011fin, ebedi sessizlik i\u00e7in zorlama oldu\u011fu d\u00fc\u015f\u00fcn\u00fclmeli. \u00a0<strong><\/p>\n<p>8) <\/strong>Birlikte ya\u015fad\u0131\u011f\u0131m\u0131z her halk\u0131n bizim kadar \u00f6nemli oldu\u011funu, ya\u015fam hakk\u0131 ve kimli\u011fini ifade etme hakk\u0131 oldu\u011funu unutmamal\u0131y\u0131z. Bu diaspora i\u00e7in de anavatan i\u00e7in de ge\u00e7erlidir. Yakla\u015f\u0131m\u0131m\u0131z; <strong>\u2018her halk\u0131n gelece\u011fine karar verme hakk\u0131 sakl\u0131 kalmak \u015fart\u0131yla, demokrasi i\u00e7inde, bir arada ama e\u015fit bir arada ya\u015fam\u2019 <\/strong>olmal\u0131. <strong><\/p>\n<p>9) <\/strong>\u00c7erkesler siyaset yapmak zorundad\u0131r. Yap\u0131lacak siyasetin demokrasisi emekleyen \u00fclkemizde demokrasiden taviz vermez nitelikte olmas\u0131 \u00f6nemlidir.
