Bir yandan Bat\u0131 yeti\u015ftirmesi ayd\u0131nlar, di\u011fer yandan geleneksel \u00e7izgi aras\u0131ndaki k\u0131yas\u0131ya iktidar sava\u015f\u0131 devam etmektedir. \u0130\u00e7 sava\u015f, kimi zaman gizli, psikolojik bir nitelik ta\u015f\u0131rken, kimi zaman da fiili bi\u00e7imde s\u00fcrmektedir.<\/span><\/p>\n<p>Ne Bat\u0131\u2019y\u0131 model alan ayd\u0131nlar Bat\u0131\u2019y\u0131 do\u011fru anlayabilmi\u015f, ne geleneksel \u00e7izgiyi s\u00fcrd\u00fcrenler Anadolu\u2019yu do\u011fru kavrayabilmi\u015ftir. \u0130ki yanl\u0131\u015f bir do\u011fru etmedi\u011finden, iki taraf\u0131n \u00e7at\u0131\u015fmas\u0131 zul\u00fcmden ba\u015fka bir i\u015fe yaramad\u0131\u011f\u0131 gibi, s\u00fcrd\u00fcr\u00fclen sava\u015f\u0131n kazanan\u0131 olmamaktad\u0131r. Anadolu renk c\u00fcmb\u00fc\u015f\u00fcd\u00fcr, bu renklili\u011fi do\u011fru form\u00fcle etmeyenler, d\u0131\u015f\u0131ndaki renkleri yok ederken kendilerini yok ettiklerinin fark\u0131nda de\u011fildirler.<\/p>\n<p>Bat\u0131\u2019y\u0131 taklit edenler, Bat\u0131\u2019n\u0131n sadece bi\u00e7imini taklit ederken, gelenekselciler de Do\u011fu\u2019nun ge\u00e7mi\u015fte kalan geri y\u00f6nlerini taklit etmektedirler. \u00d6zetle ikisi de taklit\u00e7idir. Biri eskinin taklit\u00e7isi, di\u011feri ya\u015fad\u0131\u011f\u0131m\u0131z \u00e7a\u011f\u0131n taklit\u00e7isidirler. Bu durumdan yararlanan uluslar aras\u0131 g\u00fc\u00e7 dengeleri birini di\u011ferine kar\u015f\u0131 kullanarak menfaat elde etmektedir.<\/p>\n<p>Bat\u0131 \u00e7izgisinden y\u00fcr\u00fcyen egemen kuvvetler, kimi zaman Bat\u0131 ile ittifak kurarak ilerlerken, kimi zaman da Bat\u0131 ile \u00e7at\u0131\u015farak varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrm\u00fc\u015ft\u00fcr. Geleneksel \u00e7izgi, kendisini yeterince yenileyemedi\u011finden, egemen olana yenilmektedir. Egemen olan, g\u00fcc\u00fcn\u00fc asker-ayd\u0131n-b\u00fcrokrasiden ald\u0131\u011f\u0131ndan \u00f6t\u00fcr\u00fc \u00f6rg\u00fctl\u00fcd\u00fcr.<\/p>\n<p>Bu iki \u00e7izgi m\u00fccadelesi, Osmanl\u0131\u2019n\u0131n da\u011f\u0131l\u0131\u015f\u0131na neden olmakla kalmam\u0131\u015f, s\u00f6m\u00fcrgeci g\u00fc\u00e7lerin, Anadolu\u2019yu i\u015fgale kadar g\u00f6t\u00fcrm\u00fc\u015ft\u00fcr. Sonu\u00e7 itibariyle halk\u0131n direni\u015fini g\u00f6ren, dinamik g\u00fc\u00e7ler, halk\u0131n bu m\u00fccadelesini kendi lehine \u00e7evirerek, T\u00fcrkiye Cumhuriyeti\u2019ni kurmu\u015flard\u0131r. Ku\u015fkusuz bu \u00e7aba k\u00fc\u00e7\u00fcmsenemez. Ancak koca bir imparatorluktan k\u00fc\u00e7\u00fck bir devlete d\u00f6n\u00fc\u015fmenin abart\u0131lacak bir y\u00f6n\u00fc olmaz. Aksine ge\u00e7mi\u015f birikimi, tecr\u00fcbeyi arkas\u0131na alarak, i\u00e7 bar\u0131\u015f\u0131 sa\u011flay\u0131p yeni at\u0131l\u0131mlar atmak yerine, i\u00e7 o\u011fu\u015fmalarla zaman kaybedildi\u011fi i\u00e7in iktidara gelenler, tasfiye edilenlerden farkl\u0131 de\u011fildir.<\/p>\n<p>Cumhuriyeti kuran kadrolar, Bat\u0131 d\u00fc\u015f\u00fcnce sistemati\u011fiyle hareket etmi\u015f, muhaliflerini ge\u00e7ici olarak tasfiye etmi\u015flerdir. Ancak, y\u00fczy\u0131llara dayanan geleneksel bir \u00e7izginin t\u00fcmden da\u011f\u0131lmas\u0131n\u0131 beklemek do\u011fru olmaz. Geleneksel d\u00fc\u015f\u00fcnceler, yer yer kalk\u0131\u015fmalarda bulunmakla birlikte, sistem i\u00e7inde etkin bir g\u00fc\u00e7 durumuna gelememi\u015flerdir.<\/p>\n<p>Bat\u0131 d\u00fc\u015f\u00fcnce sistemati\u011fiyle hareket eden kuvvetlerin genel olarak Bat\u0131\u2019n\u0131n deste\u011fini ald\u0131klar\u0131 a\u00e7\u0131kt\u0131r. Ancak bir b\u00fct\u00fcn olarak Bat\u0131\u2019n\u0131n istemlerini yerine getirdiklerini s\u00f6yleyemeyiz. Zaten egemen kuvvetlerin b\u00f6yle bir niyeti de olmam\u0131\u015ft\u0131r. Bunlar\u0131n tek derdi, egemenliklerini s\u00fcrd\u00fcrebilmektir. Bu nedenle Bat\u0131 ile ittifaklar\u0131 daha \u00e7ok i\u00e7 rakiplerini etkisizle\u015ftirmek i\u00e7indir. Bu nedenle cumhuriyetin kurulu\u015fundan itibaren i\u00e7 sava\u015f bir t\u00fcrl\u00fc bitmemi\u015ftir. Bu nedenle d\u00fcnya sava\u015flar\u0131na kat\u0131lmamakla \u00f6v\u00fcnen egemenlerin, d\u00fcnya sava\u015f\u0131na kat\u0131lacak ne cesaretleri vard\u0131, ne imkanlar\u0131. Kald\u0131 ki, sava\u015ftan<br \/>\nharabe olan bir\u00e7ok \u00fclke sonraki y\u0131llarda ciddi at\u0131l\u0131mlar yapm\u0131\u015f devasa g\u00fc\u00e7 olmu\u015flard\u0131r.<\/p>\n<p>Birinci d\u00fcnya sava\u015f\u0131yla birlikte, ilk i\u00e7 sava\u015f\u0131n Ermenilerle oldu\u011fu a\u00e7\u0131kt\u0131r. Ermeni tasfiyesi ile sonu\u00e7lanan bu sava\u015f\u0131n akabinde, bu kez \u201cirticai\u201d (!) g\u00fc\u00e7lerle ve K\u00fcrtlerle oldu\u011fu a\u00e7\u0131kt\u0131r. \u201c\u0130rticai\u201d g\u00fc\u00e7lerle ittifak kuran egemenler, K\u00fcrt isyanlar\u0131n\u0131 kanla bast\u0131rd\u0131\u011f\u0131, ciddi bir tasfiyeye girdi\u011fi bilinmektedir. 1940\u2019lardan 1970\u2019li y\u0131llar\u0131n sonuna dek K\u00fcrt sorunun etkisizle\u015ftirildi\u011fi bilinmektedir.<\/p>\n<p>1945-50\u2019lere kadar rahat bir nefes alan egemen kuvvetler, b\u00fcy\u00fck bir rahatl\u0131k ve rehavet i\u00e7indeydiler. Art\u0131k i\u00e7 d\u00fc\u015fmanlar\u0131n\u0131 yok etmenin rahatl\u0131\u011f\u0131 i\u00e7inde, de\u011fi\u015fen d\u00fcnya ko\u015fullar\u0131n\u0131n etkisiyle de, tek partili \u201cmilli \u015fef\u201d s\u00fcrecinden \u00e7ok partili s\u00fcrece ge\u00e7mekten bir sak\u0131nca g\u00f6rmemi\u015flerdir.<\/p>\n<p>Egemen kuvvetlerin temel sorunu \u00fclke i\u00e7inde bir toplumsal dinami\u011fe dayanmamalar\u0131yd\u0131. B\u00fcrokratik oligar\u015fi halk\u0131n g\u00fcc\u00fcn\u00fc k\u00fc\u00e7\u00fcmsedi\u011finden olas\u0131 geli\u015fmeleri devlet tecr\u00fcbesiyle bast\u0131rabileceklerine inanmaktad\u0131rlar. Onlara g\u00f6re halk cahil ve kendi yolunu bulmayacak konumdad\u0131rlar. Bu nedenle yeti\u015ftirdikleri kadrolar halka yol g\u00f6sterecek, halk onlar\u0131n yolunda y\u00fcr\u00fcyecektir. Olabilecek ba\u015fkald\u0131r\u0131lar\u0131 da yarg\u0131 veya asker kuvvetiyle bast\u0131rabileceklerdi. Ald\u0131klar\u0131 e\u011fitim budur. Nitekim \u0130stiklal Mahkemeleri, 1960 darbesi sonucu yarg\u0131lama s\u00fcre\u00e7leri bu ger\u00e7e\u011fi g\u00f6stermektedir. Cumhuriyetin kurulu\u015fundan bu yana halk\u0131n ekonomik, sosyal, k\u00fclt\u00fcrel refah\u0131 ilerletilebilseydi, kendilerine toplumsal bir taban edinebilir varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrebilirlerdi. Egemen g\u00fc\u00e7, halk\u0131n istem ve arzular\u0131n\u0131 g\u00f6rmezlikten gelmi\u015f, sadece varl\u0131klar\u0131n\u0131 zorbal\u0131kla s\u00fcrd\u00fcrme \u00e7abas\u0131 i\u00e7inde olmaktan ba\u015fka bir \u00e7aba i\u00e7inde olmam\u0131\u015flard\u0131r.<\/p>\n<p>Cumhuriyetin ba\u015f\u0131na ge\u00e7en kadrolar\u0131n temel karakteristi\u011fi soylu ve geleneksel bir \u00e7izgiden gelmekten ziyade, dipten yani halk i\u00e7inde gelen, ancak halka yabanc\u0131la\u015fm\u0131\u015f, geldi\u011fi k\u00f6keni benimsemeyen \u00f6zelliklere sahip olmalar\u0131d\u0131r. Dipten gelen kadrolar varl\u0131\u011f\u0131n\u0131 genel olarak zul\u00fcmle s\u00fcrd\u00fcrmektedirler.<\/p>\n<p>Ku\u015fkusuz, dipten gelerek egemen olmak k\u00f6t\u00fc de\u011fildir, ancak kendi halk ger\u00e7ekli\u011fine yabanc\u0131la\u015farak, Bat\u0131\u2019y\u0131 taklit etmek toplumu ilerletmedi\u011fi gibi geriletmi\u015ftir. Bu nedenle egemen g\u00fc\u00e7lerin kendilerini \u201cdevrimci\u201d, \u201cilerici\u201d, \u201c\u00e7a\u011fda\u015f\u201d g\u00f6rmeleri s\u00f6z edilen s\u0131fatlar\u0131 hak ettikleri anlam\u0131na gelmez.<\/p>\n<p>Cumhuriyetin kurulu\u015funa paralel olarak devam eden kalk\u0131\u015fmalar; 1960, 1970,1980, 1990 ve 2007 darbeleri i\u00e7 sava\u015f\u0131n t\u00fcm \u015fiddetiyle devam etti\u011fini g\u00f6stermektedir. O g\u00fcnden bu yana aral\u0131ks\u0131z olarak s\u00fcren i\u00e7 sava\u015f daha da b\u00fcy\u00fcyerek devam ediyor. D\u00fcn kenarda, organize olmayan, darmada\u011f\u0131n\u0131k g\u00fc\u00e7ler, zamanla devlet i\u00e7inde de kuvvet kazanarak geli\u015fmeye devam etmektedirler. Bu sava\u015f\u0131n de\u011fi\u015fik bi\u00e7imler almas\u0131 ger\u00e7e\u011fi de\u011fi\u015ftirmemektedir. D\u00fcn sistem d\u0131\u015f\u0131 muhalif g\u00fc\u00e7ler ba\u015fkald\u0131r\u0131rken g\u00fcn\u00fcm\u00fczde sistemle sorunu olan kesimler yeni bi\u00e7imler alarak daha da b\u00fcy\u00fcmektedir.<\/p>\n<p>Sonu\u00e7 itibariyle, cumhuriyetin kurulu\u015fundan bu yana i\u00e7 sava\u015f durmam\u0131\u015ft\u0131r. Nitekim egemen g\u00fc\u00e7ler, bu sava\u015f\u0131 s\u0131k s\u0131k vurgulama ihtiyac\u0131 duymaktad\u0131r. \u201c\u0130rticai\u201d tehlike, b\u00f6l\u00fcc\u00fcl\u00fck tehlikesine s\u0131k s\u0131k yap\u0131lan vurgu i\u00e7 sava\u015f\u0131n itiraf\u0131d\u0131r. Asl\u0131nda bu sava\u015f, halk ile devlete egemen olan b\u00fcrokratik g\u00fc\u00e7 aras\u0131ndaki sava\u015ft\u0131r.<\/p>\n<p>Biri halk\u0131 k\u00fc\u00e7\u00fcmserken, di\u011feri halk\u0131n geri y\u00f6nlerini \u00f6n plana \u00e7\u0131kararak pop\u00fclist davranmaktad\u0131r. Halk\u0131 k\u00fc\u00e7\u00fcmsemek onlar\u0131n istem ve arzular\u0131n\u0131 g\u00f6rmezlikten gelmek, insana yap\u0131lacak en b\u00fcy\u00fck k\u00f6t\u00fcl\u00fckt\u00fcr. Di\u011fer yandan halk\u0131n geri y\u00f6nleriyle uzla\u015fmak, pohpohlamak da halka yap\u0131labilecek en b\u00fcy\u00fck hakarettir. O halde do\u011fru olan\u0131, \u00f6nce halk\u0131 k\u00fc\u00e7\u00fcmsemeden, halk\u0131n deste\u011fini arkas\u0131na alarak toplumu ileriye ta\u015f\u0131makt\u0131r. Bir avu\u00e7 egemenin elindeki imkanlara g\u00fcvenerek, toplumu y\u00f6netmeye \u00e7al\u0131\u015fmas\u0131, mezar\u0131n\u0131 kaz\u0131mak oldu\u011fu gibi, halk\u0131n s\u0131rt\u0131n\u0131 s\u0131vazlayarak, geri y\u00f6nleriyle uzla\u015fmak da bir o kadar zararl\u0131d\u0131r.<\/p>\n<p>Bir sistem d\u00fc\u015f\u00fcn\u00fcn enerjisini ekonomik geli\u015fmeye, toplumsal uzla\u015fmaya, d\u00fc\u015f\u00fcnsel geli\u015fmeye vermek yerine i\u00e7 dengelerle kavgay\u0131 esas al\u0131yor.
