K\u00fcreselle\u015fmenin siyasal aya\u011f\u0131, Amerika Birle\u015fik Devletleri&#8217;nin siyasal egemenli\u011fi ya da d\u00fcnya \u00fczerindeki siyasal jandarmal\u0131\u011f\u0131 anlam\u0131na gelmektedir. Bu durum, bir anlamda Sovyetler Birli\u011fi&#8217;nin da\u011f\u0131lmas\u0131ndan sonra, d\u00fcnyan\u0131n tek kutuplu hale gelmesini de belirtmektedir.<\/p>\n<p>K\u00fcreselle\u015fmenin ekonomik aya\u011f\u0131, uluslararas\u0131 sermayenin egemenli\u011fine i\u015faret etmektedir.<\/p>\n<p>Bu egemenlik b\u00fct\u00fcn \u00fclkeleri, \u00f6rne\u011fin Birle\u015fik Amerika&#8217;y\u0131 da a\u015fan bir bi\u00e7imde geli\u015fmi\u015ftir. Kendi mant\u0131\u011f\u0131 i\u00e7inde, sermaye ve onun simgesi olan marka baz\u0131nda d\u00fcnyay\u0131, t\u00fcketiciyi ve t\u00fcm insanlar\u0131 y\u00f6nlendirmektedir.<\/p>\n<p>Ekonomik olarak uluslararas\u0131 sermayenin egemenli\u011fi bir yandan g\u00fcnl\u00fck ya\u015fam a\u00e7\u0131s\u0131ndan d\u00fcnyay\u0131 &#8220;bir\u00f6rnekle\u015ftirirken&#8221; \u00f6te yandan, ekonomik verimlili\u011fin, yani \u00fcretim verimlili\u011finin, d\u00fcnya ekonomisindeki en belirleyici \u00f6l\u00e7\u00fct olarak ortaya \u00e7\u0131kmas\u0131na yol a\u00e7m\u0131\u015ft\u0131r.<\/p>\n<p>B\u00f6ylece, gittik\u00e7e b\u00fct\u00fcnle\u015fen d\u00fcnya ekonomisindeki rekabetin belirleyici sonucu, \u00fcretim verimlili\u011fi kavram\u0131na ba\u011flanm\u0131\u015ft\u0131r.<\/p>\n<p><b>Mikromilliyet\u00e7ilik<br \/>\n<\/b><br \/>\nK\u00fcreselle\u015fmenin k\u00fclt\u00fcrel aya\u011f\u0131, birbirinden farkl\u0131, hatta biri \u00f6tekine z\u0131t iki ayr\u0131 sonuca i\u015faret eder.<\/p>\n<p>Birinci sonu\u00e7 &#8220;mikromilliyet\u00e7ilik&#8221; bi\u00e7iminde ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>Son \u00f6rne\u011fini Yugoslavya olay\u0131nda g\u00f6rd\u00fc\u011f\u00fcm\u00fcz, &#8220;mikromilliyet\u00e7ilik&#8221; ak\u0131mlar\u0131, ulusal devleti a\u015fan ve onu daha k\u00fc\u00e7\u00fck par\u00e7alar halinde alg\u0131layan bir yap\u0131ya sahiptir.<\/p>\n<p>K\u00fcreselle\u015fme, en k\u00fc\u00e7\u00fck bir k\u00fclt\u00fcrel farkl\u0131l\u0131\u011f\u0131 bile vurgulayarak, elektronik medya arac\u0131l\u0131\u011f\u0131 ile bunu t\u00fcm d\u00fcnya kamuoyunun dikkatine sunan, ayr\u0131ca siyasal a\u00e7\u0131dan, k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131n korunmas\u0131 ilkesini demokratik hak ve \u00f6zg\u00fcrl\u00fckler alan\u0131n\u0131n ayr\u0131lmaz bir par\u00e7as\u0131 olarak g\u00f6ren bir anlay\u0131\u015f\u0131 yayg\u0131nla\u015ft\u0131rmaktad\u0131r.<\/p>\n<p>K\u00fcreselle\u015fmenin k\u00fclt\u00fcrel aya\u011f\u0131n\u0131n ikinci sonucu, \u00f6zellikle t\u00fcketici davran\u0131\u015f\u0131n\u0131 etkileyerek, d\u00fcnya \u00e7ap\u0131nda k\u00fclt\u00fcrel bir\u00f6rnekli\u011fin \u00f6n\u00fcn\u00fc a\u00e7m\u0131\u015f olmas\u0131d\u0131r.<\/p>\n<p>K\u00fcreselle\u015fme olgusunun \u00f6zellikle ekonomik aya\u011f\u0131, yani uluslararas\u0131 sermayenin egemenli\u011fi, bir yandan &#8220;marka cazibesi&#8221;, \u00f6te yandan g\u00fcnl\u00fck t\u00fcketim al\u0131\u015fkanl\u0131klar\u0131n\u0131n denetlenmesi yoluyla, t\u00fcm d\u00fcnyay\u0131 benzer davran\u0131\u015f kal\u0131plar\u0131 i\u00e7ine sokmaya yani tek boyutlu bir k\u00fclt\u00fcrel kimli\u011fe sahip olmaya do\u011fru zorlamaktad\u0131r.<\/p>\n<p>K\u00fcreselle\u015fme bir s\u00fcre\u00e7, bir olgudur.<\/p>\n<p>\u0130yili\u011fi ya da k\u00f6t\u00fcl\u00fc\u011f\u00fc belki tart\u0131\u015f\u0131labilir ama, ka\u00e7\u0131n\u0131lmazl\u0131\u011f\u0131 ortadad\u0131r. Bu \u00e7er\u00e7evede, b\u00fct\u00fcn d\u00fcnyay\u0131 etkileyen bu olu\u015fumun sonu\u00e7lar\u0131n\u0131 iyi kestirmek ve ona g\u00f6re davranmak \u00e7a\u011fda\u015fl\u0131\u011f\u0131n ve g\u00fcncelli\u011fin bir gereklili\u011fi olarak ortaya \u00e7\u0131kmaktad\u0131r.<\/p>\n<p><b>\u00c7okk\u00fclt\u00fcrl\u00fcl\u00fck<br \/>\n<\/b><br \/>\nBir toplumu olu\u015fturan bireylerin ve gruplar\u0131n dil, din, \u0131rk, tarih, co\u011frafya a\u00e7\u0131s\u0131ndan farkl\u0131 k\u00f6kenlerden gelmesine dayanan \u00e7okk\u00fclt\u00fcrl\u00fcl\u00fck, tek bir siyasal birim halinde ve ortak s\u0131n\u0131rlar i\u00e7inde ya\u015fayan toplumlarda s\u00f6z konusudur.<\/p>\n<p>Bu farkl\u0131l\u0131klar kimi zaman, \u00e7\u00f6ken Sovyetler Birli\u011fi&#8217;nde ya da bug\u00fcnk\u00fc Amerika Birle\u015fik Devletleri&#8217;nde oldu\u011fu gibi, de\u011fi\u015fik milletlere mensup insanlar\u0131n bir arada ya\u015famas\u0131 bi\u00e7iminde de g\u00f6r\u00fclebilir.<\/p>\n<p>Bu iki \u00fclkedeki deneyimler, asl\u0131nda \u00e7okk\u00fclt\u00fcrl\u00fcl\u00fck kavram\u0131n\u0131n siyasal sonu\u00e7lar\u0131 a\u00e7\u0131s\u0131ndan da olduk\u00e7a \u00f6\u011fretici olmu\u015ftur.<\/p>\n<p>Toplumdaki \u00e7okk\u00fclt\u00fcrl\u00fcl\u00fck olay\u0131n\u0131, bireysel \u00f6zg\u00fcrl\u00fckler baz\u0131nda genel toplumsal ve siyasal yap\u0131n\u0131n bir par\u00e7as\u0131 olarak alg\u0131layan ABD olduk\u00e7a ba\u015far\u0131l\u0131 bir uygulama ile, hem siyasal kimli\u011fini hem de \u00f6zg\u00fcrl\u00fckleri koruyan bir \u00e7izgi izlemi\u015ftir.<\/p>\n<p>Buna kar\u015f\u0131l\u0131k Sovyetler Birli\u011fi, bireysel \u00f6zg\u00fcrl\u00fckleri hemen hemen yok sayarak giri\u015fti\u011fi deneyim \u00e7er\u00e7evesinde, sistemin kar\u015f\u0131la\u015ft\u0131\u011f\u0131 ba\u015fka t\u00fcr zorluklar\u0131n sonunda, da\u011f\u0131l\u0131p gitmi\u015ftir.<\/p>\n<p>Sovyetler Birli\u011fi ve Yugoslavya deneyimleri bize, bireysel \u00f6zg\u00fcrl\u00fcklerin g\u00fcvencede olmad\u0131\u011f\u0131 sistemlerde farkl\u0131 k\u00fclt\u00fcrel kimliklerin korunmas\u0131n\u0131n ve geli\u015ftirilmesinin ister \u00fcniter ister federal devlet yap\u0131lar\u0131 \u00e7er\u00e7evesinde olsun, olanakl\u0131 olmad\u0131\u011f\u0131n\u0131 g\u00f6stermi\u015ftir.<\/p>\n<p>Bireysel \u00f6zg\u00fcrl\u00fcklerin g\u00fcvence alt\u0131na al\u0131narak, &#8220;anayasal bir vatanda\u015fl\u0131k ba\u011f\u0131&#8221; \u00e7er\u00e7evesinde geli\u015ftirilemedi\u011fi siyasal varl\u0131klar, b\u00fct\u00fcnl\u00fcklerini koruyamamaktad\u0131r.<\/p>\n<p><b>Ulus-Devletin Sonu mu?<br \/>\n<\/b><br \/>\nK\u00fcreselle\u015fme, teknolojideki, sermaye yap\u0131s\u0131ndaki ve uluslararas\u0131 siyasetteki geli\u015fmeler sonunda, d\u00fcnyay\u0131 y\u00f6neten g\u00fc\u00e7lerin b\u00fct\u00fcn \u00fclkeler \u00fczerinde, bir\u00f6rnekli\u011fe do\u011fru, kar\u015f\u0131 konulmaz bir bask\u0131 olu\u015fturdu\u011funu vurguluyor.<\/p>\n<p>D\u00fcnyay\u0131 y\u00f6neten g\u00fc\u00e7ler derken, sadece Amerika Birle\u015fik Devletleri&#8217;ni kastetmiyorum. Ba\u015fta sermaye ve teknoloji olmak kayd\u0131yla ekonomik, siyasal ve toplumsal t\u00fcm g\u00fc\u00e7leri vurgulamak istiyorum.<\/p>\n<p>K\u00fcreselle\u015fme teriminin ifade etti\u011fi kavram, siyasal olarak ABD&#8217;nin, ekonomik olarak uluslararas\u0131 sermayenin, teknolojik olarak bilgi \u00e7a\u011f\u0131n\u0131n, t\u00fcm \u00fclkeleri belki de\u011fi\u015fik oranlarda ama, hemen hemen ayn\u0131 kar\u015f\u0131 konulmaz g\u00fc\u00e7le ve ayn\u0131 y\u00f6nde etkiledi\u011fi.<\/p>\n<p>K\u00fcreselle\u015fmenin t\u00fcm etkilerini anlamak i\u00e7in bu olgulara, onlar kadar kesin ve net olmamakla birlikte, insan haklar\u0131 ve kat\u0131l\u0131m kavramlar\u0131n\u0131n yayg\u0131nla\u015fmas\u0131n\u0131 da eklemeliyiz.<\/p>\n<p>Bu son kavramlar bizi, k\u00fcreselle\u015fme ile birlikte ve do\u011frudan k\u00fcreselle\u015fmeye ba\u011fl\u0131 olarak keskinle\u015fen bir ba\u015fka olu\u015fuma, mikromilliyet\u00e7ilik olay\u0131na g\u00f6t\u00fcr\u00fcyor.<\/p>\n<p>K\u00fcreselle\u015fme, yukarda i\u015faret etti\u011fim t\u00fcm kar\u015f\u0131 konulmaz s\u00fcre\u00e7lerle birlikte mikromilliyet\u00e7ilik ak\u0131mlar\u0131n\u0131 da devletler \u00fczerine adeta empoze ediyor.<\/p>\n<p>B\u00f6ylece imparatorluklar\u0131n da\u011f\u0131lmas\u0131ndan sonra, yirminci y\u00fczy\u0131l\u0131n en b\u00fcy\u00fck siyasal ger\u00e7e\u011fi olarak ortaya \u00e7\u0131kan ulus-devlet olgusu hem yukardan hem a\u015fa\u011f\u0131dan iki m\u00fcthi\u015f darbe yiyor.<\/p>\n<p><b>Ulus-Devlet Zorda<br \/>\n<\/b><br \/>\nUlus-devleti yukardan s\u0131k\u0131\u015ft\u0131ran ABD&#8217;nin etkisi, uluslararas\u0131 sermayenin egemenli\u011fi ve bilgi toplumunun teknolojik yay\u0131lmac\u0131l\u0131\u011f\u0131 kavramlar\u0131 ile, onu a\u015fa\u011f\u0131dan zorlayan mikromilliyet\u00e7ilik ak\u0131mlar\u0131n\u0131, bir siyasal komplonun par\u00e7alar\u0131 olarak g\u00f6rmek, konuyu fazla basite indirgemek olur.<\/p>\n<p>\u00c7\u00fcnk\u00fc s\u00f6z\u00fcn\u00fc etti\u011fim olu\u015fumlar, \u00f6rne\u011fin ABD&#8217;yi de a\u015fan ve onu da etkileyen s\u00fcre\u00e7lerdir.<\/p>\n<p>Her \u015feyden \u00f6nce bilmemiz gereken nokta, k\u00fcreselle\u015fmenin kar\u015f\u0131 konulmazl\u0131\u011f\u0131d\u0131r.<\/p>\n<p>K\u00fcreselle\u015fme ile ba\u015fa \u00e7\u0131kmak i\u00e7in su gibi akmak gerekir: Kar\u015f\u0131 konulamayacak yerde y\u00f6n de\u011fi\u015ftirmek ve hedefe do\u011fru, zaman zaman s\u0131zarak, zaman zaman da \u00e7a\u011flayarak, ama hi\u00e7bir zaman amac\u0131 g\u00f6zden ka\u00e7\u0131rmadan ak\u0131p gitmek.<\/p>\n<p>Peki, k\u00fcreselle\u015fme kar\u015f\u0131s\u0131nda savunulacak olan hedef nedir?<\/p>\n<p>Hedef, hem yukardan hem de a\u015fa\u011f\u0131dan gelen ba\u015fk\u0131lara kar\u015f\u0131, ulus-devleti \u00e7a\u011fda\u015f ve etkin hale getirerek, kapsad\u0131\u011f\u0131 siyasal s\u0131n\u0131rlar i\u00e7indeki t\u00fcm insanlar\u0131n refah\u0131n\u0131 ve mutluluk d\u00fczeyini y\u00fckseltmektir.<\/p>\n<p>Ni\u00e7in ulus-devleti korumak? \u00c7\u00fcnk\u00fc, bir ulus-devletin kapsad\u0131\u011f\u0131 siyasal s\u0131n\u0131rlar i\u00e7indeki t\u00fcm vatanda\u015flar\u0131n refah\u0131n\u0131 ve mutlulu\u011funu g\u00f6zetecek ba\u015fka bir g\u00fc\u00e7, ba\u015fka bir siyasal kurum, (en az\u0131ndan \u015fimdilik) yoktur da ondan.<\/p>\n<p>K\u00fcresel jandarmal\u0131\u011fa soyunan Sovyetler Birli\u011fi&#8217;nin ve onun devam\u0131 olan Rusya&#8217;n\u0131n eskiden Do\u011fu Avrupa&#8217;da ve \u015fimdi Kafkaslar&#8217;da yapt\u0131klar\u0131 ile bug\u00fcnk\u00fc jandarmal\u0131\u011f\u0131 y\u00fcklenmi\u015f g\u00f6r\u00fcnen ABD&#8217;nin Vietnam&#8217;daki marifetleri hen\u00fcz belleklerde \u00e7ok taze.<\/p>\n<p>Mikromilliyet\u00e7ili\u011fe gelince eski Yugoslavya&#8217;da ve Afrika&#8217;daki pek \u00e7ok \u00fclkede olup bitenler, kabile, \u0131rk, din ve milliyet ba\u011flam\u0131ndaki mikromilliyet\u00e7ilik hareketlerinin, bir ulus-devlet otoritesinin yoklu\u011funda nas\u0131l bir katliama d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fcn en g\u00fczel \u00f6rnekleri.<\/p>\n<p><b>Nas\u0131l Bir Ulus-Devlet<br \/>\n<\/b><br \/>\nBurada g\u00fcndeme gelen ilk konu nas\u0131l bir ulus-devlet? sorusu.<\/p>\n<p>Herhalde, \u0131rk gibi, din gibi, mezhep gibi, \u00f6zellikle mikromilliyet\u00e7ilik ak\u0131mlar\u0131 \u00e7er\u00e7evesinde birle\u015ftirici olmaktan \u00e7ok ay\u0131r\u0131c\u0131 i\u015flev yapan kavramlara dayal\u0131 bir milliyet\u00e7ilik de\u011fil, vatanda\u015fl\u0131k bilinci gibi, topyek\u00fcn kalk\u0131nma at\u0131l\u0131m\u0131 gibi b\u00fct\u00fcnle\u015ftirici anlay\u0131\u015flar \u00fczerine kurulu milliyet\u00e7ili\u011fe dayal\u0131 bir ulus-devlet.<\/p>\n<p>Biraz \u00f6nce yukarda de\u011findi\u011fim bi\u00e7imde, k\u00fcreselle\u015fmenin teknolojik devrimini b\u00fct\u00fcn\u00fcyle kullanabilecek, uluslararas\u0131 sermayenin egemenli\u011fine, kendi sermayesini ve i\u015f\u00e7isini destekleyip g\u00fc\u00e7lendirerek y\u00f6n vermeye \u00e7al\u0131\u015facak, insan haklar\u0131 ve kat\u0131l\u0131m beklentilerini t\u00fcm vatanda\u015flar\u0131n\u0131n t\u00fcm etkinlikleri i\u00e7in ilke kabul edecek bir devlet.<\/p>\n<p><b>K\u00fclt\u00fcrel Kimlik<br \/>\n<\/b><br \/>\nBireylerin k\u00fclt\u00fcrel kimlikleri, onlar \u00fczerinde ba\u011flay\u0131c\u0131 oldu\u011fu oranda bireysel \u00f6zg\u00fcrl\u00fckleri s\u0131n\u0131rland\u0131rmakta, ama ayn\u0131 \u00f6l\u00e7\u00fcde bir kimlik kart\u0131 i\u015flevini de yerine getirmektedir.<\/p>\n<p>K\u00fclt\u00fcrel kimlik ile bireysel \u00f6zg\u00fcrl\u00fck aras\u0131nda, bireyin tutum ve davran\u0131\u015flar\u0131n\u0131n farkl\u0131l\u0131klar\u0131na izin verilen &#8220;manevra alan\u0131n\u0131n&#8221; geni\u015fli\u011fi a\u00e7\u0131s\u0131ndan tersine bir korelatif ili\u015fki s\u00f6z konusudur.<\/p>\n<p>Bir ba\u015fka deyi\u015fle, sert bir k\u00fclt\u00fcrel kimlik, bireyin, ait oldu\u011fu k\u00fclt\u00fcrel kimlik a\u00e7\u0131s\u0131ndan yapmas\u0131 beklenen tutum ve davran\u0131\u015flar\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kendisine empoze eder ve b\u00f6ylece &#8220;bireysel \u00f6zg\u00fcrl\u00fckler alan\u0131&#8221; \u00f6nemli \u00f6l\u00e7\u00fcde s\u0131n\u0131rlanm\u0131\u015f olur.<\/p>\n<p>Buna kar\u015f\u0131l\u0131k yumu\u015fak bir k\u00fclt\u00fcrel kimlik, bireyin tutum ve davran\u0131\u015flar\u0131na daha az m\u00fcdahale etti\u011fi i\u00e7in, onun &#8220;bireysel \u00f6zg\u00fcrl\u00fckler alan\u0131n\u0131&#8221; daha geni\u015f bir \u00e7er\u00e7eveye ta\u015f\u0131r.<\/p>\n<p>Burada, bir k\u00fclt\u00fcrel kimli\u011fin &#8220;militan\u0131&#8221; kimli\u011fine b\u00fcr\u00fcnen birey, kendisini \u00f6teki k\u00fclt\u00fcrel kimlik sahiplerinden ay\u0131rmak i\u00e7in kendisinden farkl\u0131 tutum ve davran\u0131\u015flar\u0131 \u00f6nemli \u00f6l\u00e7\u00fcde olumsuzlama \u00e7abas\u0131 i\u00e7ine de girer ve b\u00f6ylece toplumsal etkile\u015fimi \u00f6nemli \u00f6l\u00e7\u00fcde zedeleyici bir olu\u015fum ortaya \u00e7\u0131kar.<\/p>\n<p>Buna kar\u015f\u0131l\u0131k, yumu\u015fak bir k\u00fclt\u00fcrel kimli\u011fi savunan birey, ayn\u0131 toplum i\u00e7inde ya\u015fad\u0131\u011f\u0131 \u00f6teki kimlik sahiplerine de ho\u015fg\u00f6r\u00fc ile bakma e\u011filimindedir.<\/p>\n<p>B\u00f6ylece yumu\u015fak k\u00fclt\u00fcrel kimlik hem o kimlik sahibi olan bireyin \u00f6zg\u00fcrl\u00fck alan\u0131n\u0131 daraltmaz, hem de \u00f6teki kimlik sahipleriyle bir arada ya\u015fama d\u00fcrt\u00fcs\u00fcn\u00fc k\u0131s\u0131tlamad\u0131\u011f\u0131 i\u00e7in, toplumsal etkile\u015fim miktar\u0131 k\u0131s\u0131tlanmam\u0131\u015f, dolay\u0131s\u0131yla toplumun i\u015fleyi\u015fi bozulmam\u0131\u015f olur.<\/p>\n<p><b>Anayasal Vatanda\u015fl\u0131k<br \/>\n<\/b><br \/>\nSon g\u00fcnlerde T\u00fcrkiye&#8217;nin g\u00fcndeminde yeniden tart\u0131\u015f\u0131lmaya ba\u015flanan &#8220;Anayasal vatanda\u015fl\u0131k&#8221; kavram\u0131, ulusal devleti, din, dil, \u0131rk gibi tarihten ya da co\u011frafyadan gelen &#8220;k\u00fclt\u00fcrel kimlikler&#8221; yerine, mensup olunan \u00fclkenin siyasal kimli\u011fine ve bu \u00fclkenin &#8220;e\u015fit haklara dayal\u0131 vatanda\u015fl\u0131\u011f\u0131&#8221; i\u00e7in k&gt;\u00e2 hin olmaya gerek yoktur.<\/p>\n<p>Ayr\u0131ca, \u00e7o\u011funlu\u011fun mensup oldu\u011fu kimlik kullan\u0131lmasa bile, kimi zaman, az\u0131nl\u0131kta kalanlar\u0131n k\u00fclt\u00fcrel kimli\u011fini \u00e7o\u011funlu\u011fa empoze etmek ya da bir k\u00fclt\u00fcrel kimli\u011fi \u015fiddete ve ter\u00f6re ba\u015fvurman\u0131n gerek\u00e7esi olarak kullanmak \u00e7\u0131kmaktad\u0131r:<\/p>\n<p>Bir toplumu olu\u015fturan t\u00fcm bireylerin ve farkl\u0131 gruplar\u0131n, din, dil, \u0131rk ve benzeri k\u00f6ken fark\u0131 olmaks\u0131z\u0131n, devletin \u00f6n\u00fcnde e\u015fit muamele g\u00f6rd\u00fc\u011f\u00fc, \u00fclkenin kamu hak ve olanaklar\u0131ndan e\u015fit olarak yararland\u0131\u011f\u0131, bu nedenle de \u00fcyesi oldu\u011fu devletle bak\u0131m\u0131ndan \u00e7ok de\u011fi\u015fik kimlikler ta\u015f\u0131yan insanlar kimi zaman bar\u0131\u015f i\u00e7inde, kimi zaman birbirleriyle sava\u015farak, ama her zaman &#8220;birlikte var olmu\u015flard\u0131r&#8221;.<\/p>\n<p>\u0130\u015fte Mustafa Kemal Atat\u00fcrk&#8217;\u00fcn kurdu\u011fu gen\u00e7 Cumhuriyet, t\u00fcm bu topraklar\u0131n ve bu insanlar\u0131n, bu etkilemektedir.<\/p>\n<p>\u00d6rne\u011fin Ermeni yurtta\u015flar\u0131m\u0131zla, tarihten gelen &#8220;talihsiz&#8221; ili\u015fkiler s\u00f6z konusudur.<\/p>\n<p>Buna kar\u015f\u0131l\u0131k ayn\u0131 tarih, Musevi yurtta\u015flar\u0131m\u0131zla &#8220;talihli&#8221; ili\u015fkilerin birikimini yans\u0131tmaktad\u0131r.<\/p>\n<p>Atat\u00fcrk&#8217;\u00fcn kurdu\u011fu gen\u00e7 Cumhuriyet, bug\u00fcnlerde yine g\u00fcndeme gelen &#8220;Anayasal vatanda\u015fl\u0131k&#8221; kavram\u0131na dayal\u0131, \u00e7a\u011fda\u015f bir ulus devlettir.<\/p>\n<p>\u00c7a\u011fda\u015f ve \u00e7e\u015fitlili\u011fini, devletin ve o devleti olu\u015fturan toplumun g\u00fczelli\u011fi ve g\u00fcc\u00fc olarak geli\u015ftirdi\u011fi oranda, refah\u0131 ve kuvveti
