Kafkasya topraklar\u0131 \u00f6zellikle de 19. y\u00fczy\u0131ldan itibaren Rus yay\u0131lmac\u0131l\u0131\u011f\u0131na maruz kalm\u0131\u015ft\u0131r.<br \/>\nRuslar\u0131n bilin\u00e7li ve zorunlu olarak uygulad\u0131klar\u0131 g\u00f6\u00e7 ve s\u00fcrg\u00fcn programlar\u0131 \u00f6z\u00fcnde bu topraklar \u00fczerindeki potansiyel M\u00fcsl\u00fcman birli\u011fine engel olabilmek amac\u0131n\u0131 ta\u015f\u0131yordu. \u00c7arl\u0131k rejiminin y\u00f6netimi alt\u0131nda ya\u015fayan M\u00fcsl\u00fcman halk ise her zaman kendisini Anadolu M\u00fcsl\u00fcmanlar\u0131na dolay\u0131s\u0131yla Osmanl\u0131&#8217;ya daha yak\u0131n hissetti.<\/p>\n<p>Hem T\u00fcrklerin adalet ve ho\u015fg\u00f6r\u00fc anlay\u0131\u015f\u0131n\u0131 yak\u0131ndan biliyor olmalar\u0131, hem de din birli\u011finin s\u00f6z konusu olmas\u0131 Rus tabas\u0131 alt\u0131nda ya\u015fayan halklar\u0131n s\u0131k s\u0131k Osmanl\u0131&#8217;n\u0131n merhametine, adaletine ve nizam\u0131na s\u0131\u011f\u0131nmalar\u0131na neden olmu\u015ftur. Osmanl\u0131, tarihi boyunca her zaman Kafkas T\u00fcrklerinin koruyuculu\u011funu \u00fcstlenmi\u015f, T\u00fcrk topluluklar\u0131 ile olan tarihi ve k\u00fclt\u00fcrel ba\u011f\u0131n\u0131 hi\u00e7bir zaman koparmam\u0131\u015ft\u0131r. Nitekim Osmanl\u0131 ar\u015fivleri de bu durumu g\u00f6zler \u00f6n\u00fcne seren belgelerle doludur.<\/p>\n<p>Kafkas halklar\u0131 hep y\u00fczleri Osmanl\u0131&#8217;ya d\u00f6n\u00fck bir \u00f6m\u00fcr s\u00fcrm\u00fc\u015flerdir. Biz art\u0131k kesin karar\u0131m\u0131z\u0131 vermi\u015f bulunuyoruz. Ya Ruslar\u0131 memleketimizden \u00e7\u0131karacak ya da bu \u00fclkeyi ba\u015ftanba\u015fa tahrip edece\u011fiz. Biz Devlet-i Aliyye&#8217;nin tebaas\u0131y\u0131z. Osmanl\u0131 Devleti&#8217;ne s\u0131\u011f\u0131n\u0131yoruz.\u201d (\u015einasi Altunda\u011f, Osmanl\u0131 \u0130daresi ve G\u00fcrc\u00fcler, DTCFD, X, 1-2 (11952), s.88)<\/p>\n<p>O g\u00fcn oldu\u011fu gibi bug\u00fcn de Kafkaslarda ya\u015fayan ve \u00e7o\u011fu M\u00fcsl\u00fcman olan halklar do\u011frudan veya dolayl\u0131 olarak Rus bask\u0131s\u0131na ve \u015fiddetine maruz kalmakta, hatta pek \u00e7o\u011fu s\u0131cak sava\u015f\u0131n i\u00e7inde ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131, kendi \u00f6rf ve adetlerini koruyabilmek, dinlerini \u00f6zg\u00fcrce ya\u015fayabilmek i\u00e7in canlar\u0131n\u0131 vermektedirler. O g\u00fcn oldu\u011fu gibi bug\u00fcn de bu masum ve zavall\u0131 halklar aleni bir zulme maruz kalmakta, kendilerine uzanacak bir yard\u0131m eli beklemektedir.<\/p>\n<p>Bu co\u011frafyada jeostratejik ve jeopolitik a\u00e7\u0131dan bu halklara tek yard\u0131m eli uzatabilecek \u00fclke ise hi\u00e7 \u015f\u00fcphesiz T\u00fcrkiye&#8217;dir. Bu \u00fclkelerle hem din, hem dil birli\u011fine sahip olan T\u00fcrkiye, ge\u00e7mi\u015fiyle oldu\u011fu kadar bug\u00fcn sahip oldu\u011fu \u00e7a\u011fda\u015f ve demokratik y\u00f6netimiyle de s\u00f6z<br \/>\nkonusu b\u00f6lgede liderlik rol\u00fcn\u00fc \u00fcstlenebilecek tek \u00fclkedir. \u00dcstelik bu, s\u00f6z konusu \u00fclkeler i\u00e7in oldu\u011fu kadar, T\u00fcrkiye i\u00e7in de \u00e7ok ciddi manada stratejik avantajlar i\u00e7eren bir rold\u00fcr. \u00c7\u00fcnk\u00fc T\u00fcrkiye i\u00e7in burada s\u00f6z konusu olan siyasi n\u00fcfuz alan\u0131 Kafkaslarla s\u0131n\u0131rl\u0131 de\u011fildir. Say\u0131lar\u0131 250 milyonu bulan dev T\u00fcrk D\u00fcnyas\u0131 kendilerini tek bir birlik alt\u0131nda toplayacak otoriteyi beklemektedir.<\/p>\n<p>Orta Asya&#8217;da 1990&#8217;lar itibariyle ortaya \u00e7\u0131kan yeni tablo T\u00fcrkiye&#8217;ye \u00e7ok \u00f6nemli ve yeni bir stratejik kap\u0131 a\u00e7t\u0131\u011f\u0131 gibi, 21. y\u00fczy\u0131l i\u00e7in \u00e7ok \u00f6nemli bir sorumlulu\u011fu da beraberinde y\u00fcklemektedir. 1991 y\u0131l\u0131, y\u0131llar boyunca kom\u00fcnist Rus y\u00f6netiminin \u015fiddete dayal\u0131 politikalar\u0131 alt\u0131nda ezilmi\u015f, zul\u00fcm g\u00f6rm\u00fc\u015f olan T\u00fcrk devletlerinin ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 kazand\u0131klar\u0131 bir d\u00f6n\u00fcm noktas\u0131 olmu\u015ftur. 70 y\u0131l s\u00fcren bask\u0131n\u0131n ard\u0131ndan kom\u00fcnizmin \u00e7\u00f6kmesiyle Orta Asya bozk\u0131rlar\u0131nda esmeye ba\u015flayan ba\u011f\u0131ms\u0131zl\u0131k r\u00fczg\u00e2rlar\u0131, T\u00fcrk D\u00fcnyas\u0131&#8217;n\u0131 birlik ve beraberli\u011fe, g\u00fc\u00e7l\u00fc bir d\u00fcnya h\u00e2kimiyetine do\u011fru y\u00f6nlendirmektedir. \u00dcstelik tarih boyunca d\u00fcnya devletleri kurmu\u015f, \u00fc\u00e7 k\u0131taya nizam vermi\u015f T\u00fcrk Milleti bir T\u00fcrk birli\u011fi ger\u00e7ekle\u015ftirme konusunda da son derece tecr\u00fcbelidir.<\/p>\n<p>Orhun Kitabeleri&#8217;nden K\u00fcltigin Kitabesi&#8217;nde ge\u00e7en \u015fu c\u00fcmleler, T\u00fcrk&#8217;\u00fcn d\u00fcnyaya h\u00e2kimiyetinin ve bu konudaki tecr\u00fcbesinin ispat\u0131 niteli\u011findedir:<br \/>\n\u201cDo\u011fuda g\u00fcn do\u011fusuna, g\u00fcneyde g\u00fcn do\u011fusuna onun i\u00e7indeki millet hep bana tabidir. Bunca milleti hep d\u00fczene soktum&#8230; Fakir milleti zengin k\u0131ld\u0131m. Az milleti \u00e7ok k\u0131ld\u0131m.\u201d<\/p>\n<p>250 milyonluk n\u00fcfusu ile T\u00fcrk D\u00fcnyas\u0131 21. y\u00fczy\u0131lda sa\u011flam ad\u0131mlarla ilerleyecektir. T\u00fcrkiye ve T\u00fcrki Cumhuriyetler aras\u0131nda tesis edilecek b\u00f6yle bir i\u015fbirli\u011finin temel dayanak noktas\u0131 ku\u015fkusuz, 70 y\u0131ld\u0131r Rusya taraf\u0131ndan unutturulmaya \u00e7al\u0131\u015f\u0131lan, M\u00fcsl\u00fcmanl\u0131k ve T\u00fcrkl\u00fck bilincinin geli\u015ftirilmesidir. T\u00fcrk-\u0130slam ahlak\u0131n\u0131n ana \u00f6\u011feleri olan adalet, ho\u015fg\u00f6r\u00fc, merhamet gibi hasletlerin peki\u015ftirilmesiyle yery\u00fcz\u00fcnde bug\u00fcn eksikli\u011fi hissedilen bar\u0131\u015f ve huzur ortam\u0131 T\u00fcrk Milleti&#8217;nin garant\u00f6rl\u00fc\u011f\u00fcnde in\u015fa edilecektir.<br \/>\nT\u00fcrk \u00fclkeleri her ne kadar uzun y\u0131llar ba\u015fka \u00fclkelerin boyunduru\u011fu alt\u0131nda ya\u015fam\u0131\u015f olsalar da, bu s\u00fcre i\u00e7inde sosyal ve k\u00fclt\u00fcrel yap\u0131lar\u0131nda k\u00f6kl\u00fc bir de\u011fi\u015fiklik olmam\u0131\u015ft\u0131r. T\u00fcrk \u00f6rf ve geleneklerine olan ba\u011fl\u0131l\u0131klar\u0131n\u0131 muhafaza eden bu devletler tarihte M\u00fcsl\u00fcman Osmanl\u0131 Devleti&#8217;nin do\u011fal liderli\u011fini kabullendikleri gibi, bug\u00fcn de T\u00fcrkiye liderli\u011finde olu\u015fturulacak g\u00fc\u00e7l\u00fc bir &#8220;T\u00fcrk Birli\u011fi&#8221;nin \u00f6zlemi i\u00e7erisindedirler. Bug\u00fcn \u00d6zbek&#8217;inden Azeri&#8217;sine, T\u00fcrkmen&#8217;inden K\u0131rg\u0131z&#8217;\u0131na b\u00fct\u00fcn M\u00fcsl\u00fcman T\u00fcrk halklar\u0131 T\u00fcrkiye&#8217;nin bu birlik konusunda ataca\u011f\u0131 ad\u0131mlar\u0131 beklemektedir. Kazakistan Cumhurba\u015fkan\u0131 Nursultan Nazarbayev&#8217;in ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n ilan\u0131ndan sonra \u0130stanbul&#8217;da yapt\u0131\u011f\u0131 konu\u015fma, T\u00fcrk Cumhuriyetlerinin bu beklentisini ve gelece\u011fe y\u00f6nelik umutlar\u0131n\u0131 yans\u0131tmas\u0131 bak\u0131m\u0131ndan son derece \u00f6nemlidir:<\/p>\n<p>\u201cAncak bahar sellerini ne kadar engellemeye, \u00f6n\u00fcne bentler \u00e7ekmeye \u00e7al\u0131\u015f\u0131rsan\u0131z \u00e7al\u0131\u015f\u0131n, su yine de kendi yolunu a\u00e7acakt\u0131r. \u0130\u015fte tarih nehri ile de ayn\u0131s\u0131 olmu\u015f ve \u2018so\u011fuk sava\u015f&#8217; engelini y\u0131kan tarih insanl\u0131k kanunlar\u0131yla belirlenen esas yata\u011f\u0131na d\u00f6nm\u00fc\u015ft\u00fcr&#8230; Halklar\u0131m\u0131z aras\u0131nda kar\u015f\u0131l\u0131kl\u0131 anlay\u0131\u015f ve g\u00fcven duygusu olu\u015ftu.
