Yaz\u0131, Abhazya milletvekili say\u0131n GOGUA Soner taraf\u0131ndan kaleme al\u0131nm\u0131\u015ft\u0131. Abhazya\u2019n\u0131n ekonomik olanaklar\u0131n\u0131 tan\u0131t\u0131yordu.<\/p>\n<p>Bu yaz\u0131n\u0131n hemen giri\u015f b\u00f6l\u00fcm\u00fcmde, Abhazya\u2019n\u0131n ba\u015fkentinin Sohum oldu\u011fu yaz\u0131yor ve parantez i\u00e7inde M.\u00d6. 6. y\u00fczy\u0131lda Yunanl\u0131lar taraf\u0131ndan kuruldu\u011funu belirtiyordu. Bende, t\u00fcm yaz\u0131\u015fmalar\u0131n birer suretini, Abhazya Temsilcisi say\u0131n AY\u00dcZBA Vladimir, KADK Ba\u015fkan\u0131 say\u0131n \u0130rfan Argun ve say\u0131n CHKOTUA Oktay arac\u0131l\u0131\u011f\u0131 ile Abhazya \u00dcniversitesi, Tarih Fak\u00fcltesi Dekan\u0131\u2019na birer \u00f6n yaz\u0131 ile ula\u015ft\u0131rd\u0131m. Bug\u00fcne kadar, say\u0131n GOGUA Soner hari\u00e7, hi\u00e7 birinden bir yan\u0131t gelmedi.<\/p>\n<p>Yinede iyi bir sonucu oldu. Onun, Kaf-Fed ve Abhazya\u2019n\u0131n Dostlar\u0131 ile yak\u0131nla\u015fmas\u0131 KADK\u2019\u0131 rahats\u0131z etmektedir.<\/p>\n<p>1977&#8217;de Abhaz Derne\u011fi, \u015eamil Vakf\u0131\u2019n\u0131n alt\u0131ndaki han\u0131n ufak odalar\u0131ndan birindeydi. Bende kendisine \u00c7erkes, Abaza oldu\u011fumu ve Ajiba s\u00fclalesinden oldu\u011fumu s\u00f6yledim. \u015eiddetle itiraz ederek \u201chay\u0131r, sen Apsuwa\u2019s\u0131n\u201c dedi. Aradan onca zaman ge\u00e7ti, nerede rastlarsak rastlayal\u0131m hala, yan\u0131ndaki ki\u015filere d\u00f6ner, sanki b\u00fcy\u00fck bir su\u00e7 i\u015flemi\u015fim gibi \u201cbu bana \u00c7erkes oldu\u011funu s\u00f6ylemi\u015fti\u201d der.<\/p>\n<p>Evet, ben \u00c7erkes\u2019im!<\/p>\n<p>Atam, ninem, babam, annem bana \u00f6yle \u00f6\u011fretti.<\/p>\n<p>K\u00f6y\u00fcm, y\u00f6rem ve y\u00f6remim t\u00fcm civar\u0131nda \u00f6yle bilinir, y\u00fczlerce y\u0131ll\u0131k ge\u00e7mi\u015fimizden gelen bir olgudur.<\/p>\n<p>Bu ay\u0131r\u0131c\u0131 bir \u015fey de\u011fil, birle\u015ftiricidir.<\/p>\n<p>\u00c7erkesler bizim y\u00f6remizde kar\u015f\u0131la\u015ft\u0131klar\u0131nda, Abaza olanlar: Vu Adigiuma? (Onda Adigelik -\u00c7erkeslik- yok!)<\/p>\n<p>Di\u011fer bir deyimle, Adigelik \u00c7erkeslikle, yani; Abaza, Wub\u0131h, Adige vd. birlikteli\u011fi ile \u00f6zde\u015fle\u015fmi\u015ftir.<\/p>\n<p>Sinop, Samsun, Amasya, Tokat, Sivas, Kayseri, Kahramanmara\u015f, Adana, Hatay hatt\u0131 ile Eski\u015fehir, \u00c7orum, Yozgat hatt\u0131nda ya\u015fayan t\u00fcm Abaza halk\u0131, kendini \u00f6ncelikle A\u015fkaruwa, A\u015fuwa diye tan\u0131tmaz Abaza\u2019y\u0131m diye tan\u0131t\u0131r ve ayn\u0131 zamanda \u00f6zbe \u00f6z \u00c7erkes hisseder. Onlara Abaza diyenler di\u011ferleridir. Onlar\u0131n tercihi Abazal\u0131k de\u011fil Apsuwal\u0131kt\u0131r.<\/p>\n<p>Hala toplant\u0131 ve g\u00f6r\u00fc\u015fmelerde, Abaza halk\u0131n\u0131 olu\u015fturan \u00fc\u00e7 unsurdan biri [Apsuwa (Su halk\u0131), A\u015fkaruwa (Yayla halk\u0131), A\u015fuwa (Da\u011f halk\u0131)] olduklar\u0131 halde t\u00fcm\u00fcn\u00fc kapsarcas\u0131na, Abaza terimi yerine Apsuwa terimini kullanmay\u0131 tercih ederler. Bir t\u00fcrl\u00fc Abaza ortak terimini kullanmazlar, sevmezler. Bu ho\u015f bir yakla\u015f\u0131m olmad\u0131\u011f\u0131 gibi, ayr\u0131\u015ft\u0131r\u0131c\u0131 bir tutumdur.<\/p>\n<p>Kaf-Fed, T\u00fcrkiye\u2019deki t\u00fcm Kafkas derneklerinin ortak iradesi ile kuruldu. Buna \u0130stanbul Kafkas-Abhazya K\u00fclt\u00fcr Derne\u011fi de dahildir. \u0130stanbul ve Ankara, D\u00fczce, \u0130neg\u00f6l, Kafkas-Abhazya K\u00fclt\u00fcr Dernekleri hari\u00e7, T\u00fcrkiye&#8217;deki di\u011fer b\u00fct\u00fcn Kafkas derneklerinde Abaza ve Adigeler bir arada ve beraberdirler.<\/p>\n<p>Ortak bir irade g\u00f6sterirler. Do\u011fru bir duru\u015ftur.<\/p>\n<p>Bir y\u0131ldan bu yana, KADK ve \u0130stanbul, Kafkas-Abhazya K\u00fclt\u00fcr Derne\u011fi \u00e7er\u00e7evesinde alttan alta ayr\u0131 bir federasyon \u00e7al\u0131\u015fmalar\u0131 s\u00fcr\u00fcp gidiyordu. Bu geli\u015fim\/giri\u015fim meyvelerini vermeye ba\u015flad\u0131.<\/p>\n<p>T\u00fcrkiye&#8217;de dernek olu\u015fumlar\u0131 ilk kurulu\u015f a\u015famalar\u0131nda ayr\u0131 ayr\u0131 \u00f6rg\u00fctlenip, ayr\u0131 ayr\u0131 federasyon kurup sonra onun bir \u00fcst \u00f6rg\u00fct\u00fc kurulsa idi iyi olurdu. O da \u0130stanbul Kafkas Derne\u011fi\u2019nden ayr\u0131lan Apsuwalar\u0131n kurdu\u011fu dernektir.<\/p>\n<p>Peki \u015fimdi kurulamaz m\u0131?<\/p>\n<p>Kurulur!<\/p>\n<p>Kurumlar\u0131m\u0131z, aralar\u0131ndaki sorunlar\u0131n\u0131 g\u00f6r\u00fc\u015f\u00fcp, konu\u015fup, xabze geleneklerine g\u00f6re \u00e7\u00f6zmeleri gerekirken, kurumlar\u0131 b\u0131rak\u0131p, teke tek \u015fah\u0131slar ve \u015fah\u0131slar\u0131n \u015fahsi fikirleri \u00fczerinden hareket ederek ayr\u0131\u015fmaya gidilirse olmaz!<\/p>\n<p>Tarihte, Kafkasya\u2019ya en b\u00fcy\u00fck maddi ve manevi zararlar\u0131 M.S. 600 ila M.S.1600 y\u0131llar\u0131 aras\u0131nda Asya k\u00f6kenli halklar vermi\u015flerdir. Bunlar\u0131n izleri hik\u00e2ye, destan ve a\u011f\u0131tlar\u0131m\u0131zda a\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcr.<\/p>\n<p>Kafkasya da, etkili ve kal\u0131c\u0131 zarar\u0131, Osmanl\u0131 \u0130mparatorlu\u011fu ve Rus \u00c7arl\u0131\u011f\u0131 vermi\u015ftir.<\/p>\n<p>Osmanl\u0131 \u0130mparatorlu\u011fu, temelinde zaten var olan oymak, oba, a\u015firet, yurtluk, ocakl\u0131k ve a\u011fal\u0131k, beylik, babal\u0131k, \u015feyhlik kurumlar\u0131 \u00fczerine kuruldu\u011fundan, merkezi otoritesini g\u00fc\u00e7lendirmek i\u00e7inde s\u00fcrekli olarak bu birimleri g\u00fc\u00e7s\u00fcz k\u0131lmak i\u00e7in, tekrar tekrar kendi i\u00e7inde b\u00f6lerek ve ayr\u0131\u015ft\u0131r\u0131p gerekli g\u00f6rd\u00fc\u011f\u00fc alanlara ta\u015f\u0131y\u0131p, yerle\u015ftirip, k\u00f6ks\u00fczle\u015ftirmi\u015ftir. Merkezi otoritesi bu sayede daha da g\u00fc\u00e7lenmi\u015ftir. Daha \u00f6nceleri me\u015fruiyetlerini xaseden (Kutsal Meclis) alan bu yerel y\u00f6neticilerin otoriteleri halk nazar\u0131nda sars\u0131lm\u0131\u015ft\u0131r. Xasenin i\u015flevsiz kalmas\u0131 xabzeyi de (Kutsal s\u00f6z= Anayasa) zaafa u\u011fratm\u0131\u015ft\u0131r. Binlerce y\u0131ll\u0131k \u201cKafkas Demokrasisi\u201d \u00e7er\u00e7evesinde olu\u015fmu\u015f olan \u201cDemokratik Yerinden Y\u00f6netim\u201d olarak \u00f6zetlenebilecek, uzun zamandan beri de sars\u0131lmakta olan devlet yap\u0131s\u0131n\u0131n, son ve iyice bozulmu\u015f \u015fekli olan gev\u015fek\u00a0 \u201c<strong>konfederasyon<\/strong>\u201d \u00e7\u00f6km\u00fc\u015ft\u00fcr. Osmanl\u0131lar, Kafkas halklar\u0131n\u0131n devlet yap\u0131lanmas\u0131n\u0131n son kal\u0131nt\u0131lar\u0131n\u0131 da yok etmi\u015ftir.<\/p>\n<p>Rus \u00c7arl\u0131\u011f\u0131, Kafkasya\u2019ya geldi\u011finde devlet yap\u0131s\u0131 \u00e7\u00f6km\u00fc\u015f, par\u00e7alanm\u0131\u015f bir yap\u0131yla kar\u015f\u0131la\u015ft\u0131. Buna ra\u011fmen, \u00f6zg\u00fcrl\u00fck sevdal\u0131s\u0131 Kafkasyal\u0131lar, b\u00f6lge b\u00f6lge, k\u00f6y k\u00f6y yurtlar\u0131n\u0131 savundular. Devlet yap\u0131s\u0131 \u00e7\u00f6km\u00fc\u015f, par\u00e7alanm\u0131\u015f Kafkasyal\u0131lar\u0131n yenilgisi ka\u00e7\u0131n\u0131lmazd\u0131 ve Rusya \u00c7arl\u0131\u011f\u0131, Kafkas halklar\u0131n\u0131n % 98\u2019ini yurtlar\u0131ndan kopar\u0131p att\u0131.<\/p>\n<p>\u0130\u015fte, bu iki olay; geleneksel devlet sistemlerinin \u00e7\u00f6km\u00fc\u015f olmas\u0131 ve s\u00fcrg\u00fcn, Kafkasyal\u0131lar da onar\u0131lmaz yaralar olu\u015fturdu.<\/p>\n<p>Par\u00e7alanm\u0131\u015f, b\u00f6l\u00fcnm\u00fc\u015f bir Kafkasya, hem Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun hem de Rus \u00c7arl\u0131\u011f\u0131\u2019n\u0131n \u00e7\u0131kar\u0131na idi. Onlarda bundan olabildi\u011fince yararland\u0131lar.<\/p>\n<p>B\u00fct\u00fcn d\u00fcnya yeniden yap\u0131lan\u0131rken, Rusya&#8217;da Ekim Devrimi oldu. Ekim Devrimi, anayurtta kalan az say\u0131daki Kafkasyal\u0131lar i\u00e7in her bak\u0131mdan, tart\u0131\u015fmas\u0131z kazan\u0131md\u0131r. Sovyet y\u00f6netimi, Rus \u00c7arl\u0131\u011f\u0131ndan miras kalan bu par\u00e7alanmay\u0131, biraz daha sistematikle\u015ftirerek, b\u00f6lge, dil, leh\u00e7e farkl\u0131l\u0131klar\u0131n\u0131 g\u00f6zeterek, siyasalla\u015ft\u0131rd\u0131, \u00f6zerk y\u00f6netimler olu\u015ftu. Bu b\u00f6lgelerde halklar, kendi dillerinde okuma-yazma, kendi y\u00f6neticilerini se\u00e7me olanaklar\u0131 kazand\u0131lar.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde, Rusya Federasyonu demokratik bir yap\u0131lanmay\u0131 se\u00e7ti. Bunun sonucu \u00f6zerk b\u00f6lgeler cumhuriyet stat\u00fcs\u00fc kazand\u0131lar. Rusya Federasyonu, d\u00fcnyan\u0131n i\u00e7inde bulundu\u011fu ko\u015fullar\u0131nda katk\u0131s\u0131yla her ge\u00e7en g\u00fcn, demokrasi yolunda biraz daha ilerlemektedir. Bu, hem Rus halk\u0131n\u0131n, hem de Rusya Federasyonu i\u00e7inde varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcren halklar a\u00e7\u0131s\u0131ndan son derece olumlu geli\u015fmedir.<\/p>\n<p>Rusya Federasyonu merkezinde ve Kafkasya&#8217;da mevcut cumhuriyetlerde, g\u00fcn\u00fcm\u00fczde, ayn\u0131 halklar\u0131n, yan yana ayr\u0131 siyasi birimler i\u00e7inde olmas\u0131, \u00e7e\u015fitli a\u00e7\u0131lardan sorgulanmaktad\u0131r. \u0130\u015fte, Rusya Federasyonu\u2019nun demokratik geli\u015fmesi, t\u00fcm Rusya&#8217;da oldu\u011fu \u00fczere burada, Kafkasya&#8217;da da olumlu y\u00f6nde geli\u015fecektir. Bu geli\u015fmelere, hem Rus halk\u0131n\u0131n, hem de Kafkas halklar\u0131n\u0131n kendi \u00f6zg\u00fcr, demokratik iradeleri karar verecektir.<\/p>\n<p>Kafkas diasporas\u0131 da \u00fczerine d\u00fc\u015feni yapacak, Kafkasya&#8217;daki cumhuriyetlere sahip \u00e7\u0131kacak, geli\u015fmesine, siyasi varl\u0131klar\u0131n\u0131n peki\u015fmesine, demokratik \u00e7er\u00e7eve i\u00e7erisinde, elinden gelen deste\u011fi verecektir.<\/p>\n<p>\u0130\u015fte tam da bu zamanda, Rusya Federasyonu\u2019nun da bug\u00fcn sorgulanmakta olan par\u00e7alanm\u0131\u015f yap\u0131y\u0131, birileri Kafkas diasporas\u0131na ta\u015f\u0131mak istemektedirler.<\/p>\n<p>Sunum basit, tam da halk adam\u0131n\u0131n anlayaca\u011f\u0131 bir s\u00f6ylem i\u00e7eriyor: B\u00fct\u00fcn halklar, kendi \u00f6rg\u00fctlenmelerini yapmal\u0131d\u0131r!<\/p>\n<p>Diaspora, \u00f6zellikle \u00e7o\u011funlu\u011fun oldu\u011fu T\u00fcrkiye&#8217;de, \u00c7erkes b\u00fct\u00fcnl\u00fc\u011f\u00fc i\u00e7erisinde \u015fu \u00fc\u00e7 \u00f6rg\u00fctte toplanm\u0131\u015flard\u0131r;<\/p>\n<p><strong>a) <\/strong>Genelde, demokratlar\u0131n ve d\u00f6n\u00fc\u015f\u00e7\u00fclerin a\u011f\u0131rl\u0131kl\u0131 olarak topland\u0131klar\u0131, Kafkas Dernekleri Federasyonu (Kaf-Fed),<strong><\/p>\n<p>b)<\/strong> \u201cKaradeniz\u2019den Hazar\u2019a, Birle\u015fik Kafkasya\u201d s\u00f6yleminde toplan\u0131lan Birle\u015fik Kafkas Dernekleri Federasyonu (Bir-Kaf-Fed),<br \/>\n<strong><br \/>\nc) <\/strong>\u0130slami s\u00f6ylemde birle\u015fenlerin olu\u015fturdu\u011fu Kafkas Vakf\u0131 (KV).<\/p>\n<p>\u015eimdi, kurumsalla\u015fm\u0131\u015f olan bu \u00fc\u00e7 temel yap\u0131, k\u00f6k\u00fcnden sars\u0131lmak istenmektedir.<\/p>\n<p>S\u00f6ylenen \u015fu; ortak irade g\u00f6sterip ayn\u0131 dernekte birlikte hareket eden Kafkas halklar\u0131, halk baz\u0131nda ayr\u0131\u015fmal\u0131, ayr\u0131 dernekler kurmal\u0131, halklar baz\u0131nda kurulan bu derneklerde ayr\u0131 ayr\u0131 federasyonlarda toplanmal\u0131. Federasyonlarda anla\u015fabilirlerse konfederasyon kurmal\u0131d\u0131r.<\/p>\n<p>T\u00fcrkiye&#8217;deki Kafkas diasporas\u0131,150 y\u0131ll\u0131k uzun u\u011fra\u015f\u0131lar sonunda varabildi\u011fi, bu \u00fc\u00e7 ayr\u0131 g\u00f6r\u00fc\u015f \u00fczerinden olu\u015fturdu\u011fu \u00f6rg\u00fctlenmesini, b\u00fct\u00fcn kazan\u0131mlar\u0131n\u0131, onca edindi\u011fi deneyimlerini atacak ve 400 y\u0131l \u00f6ncesinden ba\u015flayarak Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun olu\u015fumuna katk\u0131 verdi\u011fi ve bug\u00fcn Rusya Federasyonu\u2019nun da v\u00fccut bulmu\u015f, onunda sorgulamaya ba\u015flad\u0131\u011f\u0131, kabileler yap\u0131lanmas\u0131na yeniden d\u00f6necek!<\/p>\n<p>Aralar\u0131ndaki g\u00f6r\u00fc\u015f ayr\u0131l\u0131klar\u0131 bariz olan bu \u00fc\u00e7l\u00fc yap\u0131, zaman zaman uyu\u015fmasa da genelde -her \u015feye ra\u011fmen- birlikte hareket etme becerisini g\u00f6sterebilmektedir.<\/p>\n<p>Yap\u0131lmak istenen, bu birlikte hareket etme becerisinin ortadan kald\u0131r\u0131lmas\u0131d\u0131r.<\/p>\n<p>T\u00fcrkiye&#8217;de mevcut, herhangi bir federasyona ba\u011fl\u0131 olmayan Kafkas dernekleri, hi\u00e7 teredd\u00fct etmeden, bu \u00fc\u00e7l\u00fc yap\u0131lanmadan kendilerine yak\u0131n hissettikleri merkezi \u00f6rg\u00fctlenmeye kat\u0131lmal\u0131, onlar\u0131 g\u00fc\u00e7lendirmelidirler.<\/p>\n<p>Kaf-Fed, Bir-Kaf-Fed, KV, \u00f6zele\u015ftirilerini a\u00e7\u0131kl\u0131kla yapmal\u0131, kendilerini sorgulamalar\u0131, derneklerin ve o dernekleri olu\u015fturan taban\u0131n istek ve beklentilerini iyi de\u011ferlendirmeli, olumsuzluklar\u0131n\u0131 s\u00fcratle ortadan kald\u0131rmal\u0131d\u0131rlar. Bu kurumlar\u0131m\u0131z, birlik i\u00e7inde, birli\u011fe zarar vermeden, halklar\u0131n, kendini temsil etme isteklerine \u00e7\u00f6z\u00fcm bulmak zorundad\u0131rlar.<\/p>\n<p>KADK\u2019 in varl\u0131\u011f\u0131, T\u00fcrkiye Cumhuriyeti Abhazya Cumhuriyeti\u2019ni resmen tan\u0131y\u0131ncaya kadar devam etmek zorundad\u0131r. Yap\u0131s\u0131 g\u00fc\u00e7lendirilmelidir. Kaf-Fed, Bir-Kaf-Fed ve KV\u2019 da elinden gelen deste\u011fi vermeli, onu g\u00fc\u00e7lendirmelidirler.<\/p>\n<p>KADK ile Kaf-Fed, Bir-Kaf-Fed, KV\u2019\u0131n ve di\u011fer Kafkas \u00f6rg\u00fctlenmelerinin varl\u0131klar\u0131, \u00f6nemi, g\u00f6rev ve sorumluluklar\u0131n\u0131n s\u0131n\u0131rlar\u0131, ayr\u0131\u015ft\u0131klar\u0131 yerler ve birle\u015ftikleri alanlar t\u00fcm \u00c7erkesler taraf\u0131ndan do\u011fru okunmak zorunlulu\u011fundad\u0131r. Her kurumun varl\u0131\u011f\u0131 Kafkasya da ki cumhuriyetlerimize g\u00fc\u00e7 vermektedir. T\u00fcm T\u00fcrkiye\u2019deki Abaza, Adige ve di\u011fer Kafkas halklar\u0131 ile tart\u0131\u015f\u0131l\u0131r.
