Sava\u015f \u015fartlar\u0131 daha da a\u011f\u0131rla\u015f\u0131nca, toplumun ileri gelenleri, b\u00fct\u00fcn \u00c7erkesler birle\u015fmedi\u011fi taktirde yurtlar\u0131n\u0131 koruyamayacaklar\u0131n\u0131 anlad\u0131lar. Wub\u0131h komutan Berzek Granduko\u2019n\u0131n teklifi ile 1861 y\u0131l\u0131 Haziran ay\u0131n\u0131n 13\u2019\u00fcnde, So\u00e7i\u2019de, Shapsugh, Abzegh, Natukuay ve Wub\u0131hlar bir toplant\u0131 yapt\u0131lar. Bir \u00c7erkes devleti kurulmas\u0131 gerekti\u011fi karar\u0131na vard\u0131lar ve bu ama\u00e7la da bir parlamento olu\u015fturdular. 15 ki\u015filik bir icra kurulu se\u00e7ildi, parlamento ba\u015fkanl\u0131\u011f\u0131na da Berzek Granduka getirildi.<\/p>\n

Meclis karar\u0131 ile, olu\u015fturulan cumhuriyet 12 b\u00f6lgeye ayr\u0131ld\u0131, her b\u00f6lgenin kendi temsilcileri tayin edildi. Her 100 aileye 5 atl\u0131 sava\u015f\u00e7\u0131 olu\u015fturma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc getirildi. Bu o g\u00fcn\u00fcn \u015fartlar\u0131nda \u00f6nemli bir g\u00fc\u00e7t\u00fc.
