Kitapta, \u015fimdiye de\u011fin\u00a0 konuya ili\u015fkin olarak sunulmu\u015f olan bilgileri bir araya getirip bir \u00f6zetleme yapmakla yetinece\u011fiz.\u00a0 Eldeki bilgilere g\u00f6re, Kafkasya&#8217;da kurulmu\u015f ve ya\u015fam\u0131\u015f olan ba\u015fl\u0131ca devletler \u015funlard\u0131r:<\/p>\n<p>1) Bir Kafkas Devleti olarak tarihte yer alm\u0131\u015f olan ilk siyasal kurulu\u015f\/olu\u015fum <strong>Kimmer (Gimri) \u0130mparatorlu\u011fu&#8217;<\/strong>dur (1). A\u011f\u0131rl\u0131k merkezi Kafkasya ve K\u0131r\u0131m Yar\u0131madas\u0131 olan, ba\u015fka bir deyimle bu yerlerden do\u011fup b\u00fcy\u00fcm\u00fc\u015f olan <strong>Kimmer Devleti<\/strong>, bug\u00fcnk\u00fc G\u00fcney Rusya&#8217;y\u0131 kapsayan geni\u015f bir co\u011frafyaya yay\u0131lm\u0131\u015ft\u0131. Kimmer \u0130mparatorlu\u011fu, bilindi\u011fi kadar\u0131yla bir <strong> Kavimler Federasyonu <\/strong>idi.<\/p>\n<p>2) Kimmer \u00a0\u0130mparatorlu\u011fu M\u00d6 1500&#8217;lerde beliren \u0130skit sald\u0131r\u0131lar\u0131 sonucu y\u0131k\u0131ld\u0131. Bu \u00e7\u00f6k\u00fc\u015f sonucu, ku\u015fkusuz, Kafkasya&#8217;n\u0131n etnik konumunda ve yap\u0131s\u0131nda \u00a0baz\u0131 de\u011fi\u015fimler,\u00a0 da\u011f\u0131lma ve \u00e7\u00f6z\u00fclme durumlar\u0131 ger\u00e7ekle\u015fmi\u015f olmal\u0131d\u0131r.<\/p>\n<p>Kimmer sonras\u0131nda, Kafkasya&#8217;da, <strong>yedi a\u015firetin<\/strong> bulundu\u011funu g\u00f6r\u00fcyoruz. A\u015firetlerin en \u00f6nemlisi \u00a0<strong>Meot<\/strong>\u00a0 <strong>A\u015fireti<\/strong>\u2019dir . \u00c7\u00fcnk\u00fc bu a\u015firet, bir\u00e7ok kabileyi i\u00e7erdi\u011fi gibi, eski Kimmer \u0130mparatorlu\u011fu topraklar\u0131n\u0131n\u00a0 b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcne de yay\u0131lm\u0131\u015ft\u0131. Meotlar\u0131n bu yay\u0131l\u0131\u015f\u0131 sonucu Azak Denizi&#8217;ne <strong>&#8220;Palus Meotis&#8221; <\/strong>(=Meot Denizi) (2) denmeye ba\u015flanm\u0131\u015ft\u0131. Bu geni\u015fleme, Meotlar\u0131n co\u011frafi konumundan \u00e7ok, siyasal \u00a0konumundan kaynaklan\u0131yor olmal\u0131d\u0131r. Ancak Meot siyasal varl\u0131\u011f\u0131n\u0131n niteli\u011fini\/ger\u00e7ek durumunu tam olarak \u00f6\u011frenebilmi\u015f de de\u011filiz.<\/p>\n<p>Bat\u0131 Kimmerlilerin kendi krallar\u0131n\u0131 \u00f6ld\u00fcrmeleri olay\u0131n\u0131n Kafkasya&#8217;da krall\u0131k d\u00fczenine kar\u015f\u0131 bir tepki\/korku do\u011furdu\u011fu ve bu tepkinin cumhuriyet\u00e7i anlay\u0131\u015flara y\u00f6nelme bi\u00e7iminde kendini g\u00f6stermi\u015f oldu\u011fu d\u00fc\u015f\u00fcn\u00fclebilir. Bu durumda Meotlar\u0131n <strong>federal cumhuriyet <\/strong>d\u00fczenine dayal\u0131 bir devletlerinin bulunmu\u015f oldu\u011funu s\u00f6yleyebiliriz. \u00c7\u00fcnk\u00fc Meot varl\u0131\u011f\u0131 ve siyasal yap\u0131s\u0131, kendisini olu\u015fturan topluluklar\u0131n kimlikleriyle, yani topluluklar\u0131n \u00a0kendi adlar\u0131yla an\u0131lmaktad\u0131r. B\u00f6yle bir devlet tipine \u00a0<strong>etat social (sosyal devlet)\u00a0 <\/strong>ad\u0131n\u0131 verebiliriz.<\/p>\n<p>B\u00f6ylesine bir stat\u00fcn\u00fcn ne zaman olu\u015fmu\u015f oldu\u011funa ili\u015fkin kesin bir bilgimiz yoktur. Ancak Meotlar, Kimmer \u0130mparatorlu\u011fu&#8217;nun s\u0131n\u0131rlar\u0131 i\u00e7inde yer alm\u0131\u015f olan topluluklardan\u00a0 biri olduklar\u0131na g\u00f6re, Kimmerlerin \u00e7\u00f6k\u00fcp da\u011f\u0131lmalar\u0131 sonucu,\u00a0 Meotlar\u0131n siyasal bir varl\u0131k olarak tarih sahnesine \u00e7\u0131km\u0131\u015f olduklar\u0131 \u00a0d\u00fc\u015f\u00fcn\u00fclebilir.<\/p>\n<p>3) K\u0131r\u0131m ve Kafkasya&#8217;n\u0131n bir b\u00f6l\u00fcm\u00fc \u00fczerinde kurulmu\u015f olan <strong> Bosporos Krall\u0131\u011f\u0131 (Bosfor Devleti) <\/strong>(3), Meot topluluklar\u0131n\u0131n \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fc temsil ediyordu. Grek kolonileri taraf\u0131ndan kurulmu\u015f olan bu devlet, giderek bir Kafkas devletine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr (Roma&#8217;n\u0131n do\u011fuda Bizans-Grek kimli\u011fine d\u00f6n\u00fc\u015fmesi olay\u0131nda oldu\u011fu gibi).<\/p>\n<p>4) Bosporos Devleti\u2019nin Pontus (Pontos) ve Bizans sald\u0131r\u0131lar\u0131 ve bu sald\u0131r\u0131lara\u00a0 Got ak\u0131nlar\u0131n\u0131n da eklenmesi\u00a0 sonucu, Kafkasya tam bir \u00e7\u00f6k\u00fc\u015f s\u00fcreci i\u00e7ine girdi. Bat\u0131dan gelen bu sald\u0131r\u0131 ve darbeleri, do\u011fudan gelen T\u00fcrk-Mo\u011fol (Turan) topluluklar\u0131n\u0131n g\u00f6\u00e7leri ve ak\u0131nlar\u0131 izledi. Sonu gelmeyen bu sald\u0131r\u0131 ve ak\u0131nlar sonunda Kafkasya bir daha kendini toparlamak i\u00e7in gerekli zaman\u0131 ve olana\u011f\u0131 elde edemedi. Asl\u0131nda Kafkasyal\u0131lar beliren her f\u0131rsattan yararlan\u0131p kalk\u0131nma yolunda ad\u0131mlar att\u0131lar, ama s\u00fcrekli ve kal\u0131c\u0131 sonu\u00e7lar elde edemediler. At\u0131lan ad\u0131mlardan baz\u0131lar\u0131n\u0131 \u015f\u00f6yle s\u0131ralayabiliriz:<\/p>\n<ol>\n<li>Prens Lavristen\u2019in giri\u015fimi.<\/li>\n<li>Y\u0131nal\u0131ko\u2019nun (Y\u0131nal\u0131kua) giri\u015fimi.<\/li>\n<li>Abhazlar\u0131n kurduklar\u0131 devlet.<\/li>\n<\/ol>\n<p>Nitelikleri kendi b\u00f6l\u00fcmlerinde anlat\u0131lm\u0131\u015f olan bu giri\u015fimler d\u0131\u015f\u0131nda, Kafkasya\u2019da demokratik devrimci hareketler de ba\u015flam\u0131\u015ft\u0131.\u00a0 Abadzeh\/Abzegh kabilesinden\u00a0 kaynaklanan bu demokratik devrimci hareketler\u00a0 Kabardey y\u00f6resine de s\u0131\u00e7ram\u0131\u015ft\u0131. Destan\u0131 \u00fcnl\u00fc <strong>Aydemirkan <\/strong>bu demokratik devrim m\u00fccadelesinin bir kahraman\u0131 idi.<\/p>\n<p>Fiilen ya da d\u00fc\u015f\u00fcnsel d\u00fczeyde Kafkasya\u2019n\u0131n her taraf\u0131na yay\u0131lm\u0131\u015f ve en \u00fccra k\u00f6\u015felere de\u011fin i\u015flemi\u015f \u00a0\u00a0olan bu devrim (ink\u0131lap) hareketi, Kafkasya\u2019n\u0131n siyasal, sosyal ve y\u00f6netim anlay\u0131\u015f\u0131nda\u00a0 ve toplumsal yap\u0131s\u0131nda b\u00fcy\u00fck de\u011fi\u015fikliklere yol a\u00e7m\u0131\u015ft\u0131r. Buna kar\u015f\u0131n ulusal karakter (gelenek) rol\u00fcn\u00fc ve etkinli\u011fini korumu\u015ftur.<\/p>\n<p>Bu nedenle, izleyen y\u0131llarda Kafkasya\u2019da kurulmas\u0131 d\u00fc\u015f\u00fcn\u00fclen devletlerin t\u00fcm\u00fcnde cumhuriyet ve demokrasi\/dan\u0131\u015fma kurallar\u0131n\u0131n egemen olmalar\u0131 isteniyor ve bu ilkeler \u00a0Kafkas toplumunun ay\u0131rt edici \u00f6zelli\u011fi olan a\u015f\u0131r\u0131 bireycili\u011fin damgalar\u0131n\u0131 ta\u015f\u0131yorlard\u0131. B\u00fct\u00fcn bunlara ek olarak, devrimin etkisiyle d\u00fc\u015f\u00fcnce alan\u0131ndaki\u00a0 istikrar ve denge de sars\u0131lm\u0131\u015f, bu nedenle, belirli ve durulmu\u015f\/m\u00fcstakar bir ortam da olu\u015fam\u0131yordu. \u0130\u015fte b\u00f6ylesine bir ortamda Kafkasya, Rusya ile kar\u015f\u0131la\u015fm\u0131\u015f\/s\u0131n\u0131rda\u015f olmu\u015f, \u00f6rg\u00fctl\u00fc ve birli\u011fe dayanan bir y\u00f6netime gereksinim duydu\u011funu \u00e7ok ac\u0131 bir bi\u00e7imde de olsa, art\u0131k anlam\u0131\u015ft\u0131<\/p>\n<p><strong> Kan\u015favebi <\/strong> ve <strong>Kaytoko Aslanbek <\/strong>gibi kararl\u0131 ki\u015filerin kurmak istedikleri devlet, b\u00f6ylesine bir gereksinimden\u00a0 kaynaklan\u0131yordu. Ancak bu \u00a0giri\u015fimler de ki\u015fisel d\u00fczeylerde ve sonu\u00e7suz kalan\u00a0 giri\u015fimler oldular. Sonunda Do\u011fu Kafkasya\u2019da <strong>\u015eeyh \u015eamil Devleti<\/strong> kurulmu\u015ftur. Otoriter yap\u0131da olan bu devlet, b\u00fcy\u00fck ba\u015far\u0131lar kazan\u0131lmas\u0131na yol a\u00e7t\u0131ysa da t\u00fcm \u00e7abalara kar\u015f\u0131n Bat\u0131 Kafkasya\u2019y\u0131\u00a0 tam anlam\u0131yla n\u00fcfuzu\/etkisi alt\u0131na alamad\u0131.<\/p>\n<p>Sonu\u00e7 olarak Bat\u0131 Kafkasya\u2019da (-\u00c7erkesya-) ayr\u0131 bir devlet do\u011fdu. <strong>J\u0131le Thar\u0131o Xase (Milli Misak Meclisi Devleti) <\/strong> ad\u0131n\u0131 ta\u015f\u0131yan bu devlet,\u00a0 b\u00fct\u00fcn\u00fcyle dan\u0131\u015fma ve cumhuri\/halk egemenli\u011fi\/demokrasi prensipleri \u00fczerinde kurulmu\u015ftu. Daha do\u011fru bir tan\u0131mla, bu devletin niteli\u011fini ve yap\u0131s\u0131n\u0131 tan\u0131mlayacak bir deyim arayacak olursak, buna, yukar\u0131da da de\u011findi\u011fimiz gibi, <strong>sosyal devlet (etat social) <\/strong>dememiz uygun d\u00fc\u015fecektir.<\/p>\n<p>Ger\u00e7e\u011fi s\u00f6ylemek gerekirse, Do\u011fu ve Bat\u0131 Kafkas devletleri, tek bir y\u00f6netim alt\u0131nda ve ger\u00e7ek anlamda birle\u015femediler. Ancak temsilciler yoluyla bir i\u015fbirli\u011fi aray\u0131\u015f\u0131 i\u00e7ine girdiler ve bu ama\u00e7la da, birbirlerine kar\u015f\u0131l\u0131kl\u0131 temsilciler g\u00f6ndermeye ba\u015flad\u0131lar.<\/p>\n<p>O d\u00f6nem d\u00fcnya devletlerinde oldu\u011fu gibi, Kafkas devletlerinde de bug\u00fcnk\u00fc yap\u0131lar\u0131 ve ko\u015fullar\u0131 aramamak gerekir. Bu durumda, tarihi objektif\/nesnel olarak ele almak i\u00e7in, devlet kavram\u0131n\u0131n o d\u00f6nemdeki kapsam\u0131n\u0131\/anlam\u0131n\u0131 ve niteli\u011fini ortaya koymak \u00a0\u00a0gerekir.<\/p>\n<p>Eski d\u00f6nemlerde \u00e7ok geni\u015f, adeta bir k\u0131tay\u0131 kaplayacak boyutta devletlerden s\u00f6z ediliyordu. O t\u00fcr devletlerin bug\u00fcnk\u00fc devlet\u00a0 t\u00fcrleriyle kar\u015f\u0131la\u015ft\u0131r\u0131lmalar\u0131 do\u011fru olmaz. Eski d\u00f6nem devletlerinin belirli s\u0131n\u0131rlar\u0131 yoktu. \u00c7\u00fcnk\u00fc devletler aras\u0131 s\u0131n\u0131rlar\u0131n saptanmas\u0131na\/\u00e7izilmesine, ancak VIII. y\u00fczy\u0131lda ba\u015fland\u0131. Bu nedenle, devlet s\u0131n\u0131r\u0131 ve otoritesi, devleti kurmu\u015f olan z\u00fcmrenin\/toplulu\u011fun \u00e7\u0131karabildi\u011fi g\u00fcce g\u00f6re belirlenirdi. Egemen z\u00fcmre\/topluluk,\u00a0 toplayabildi\u011fi bu g\u00fc\u00e7le nerelere \u00a0ula\u015fabiliyor, etkinli\u011fini duyuruyor ve sonu\u00e7 olarak nerelerden vergi alabiliyorsa, o yerleri kendisine ait sayard\u0131. Bu durumda, devletin s\u0131n\u0131r\u0131 ve otoritesi, \u00e7\u0131karabildi\u011fi kuvvet\/asker say\u0131s\u0131 ve kontrol g\u00fcc\u00fcyle \u00f6l\u00e7\u00fcl\u00fcrd\u00fc. Egemenlik alanlar\u0131, adlar\u0131 ve s\u0131n\u0131rlar\u0131 s\u00fcrekli de\u011fi\u015fen devletlerle kar\u015f\u0131la\u015f\u0131l\u0131rd\u0131.<\/p>\n<p>\u00c7a\u011fda\u015f devletlerde s\u0131n\u0131rlar a\u015fa\u011f\u0131 yukar\u0131 belirlenmi\u015ftir. Bu gibi devletlerde s\u00fcrekli ve kal\u0131c\u0131 bir varl\u0131k olu\u015fmas\u0131 i\u00e7in, devlet yap\u0131s\u0131 i\u00e7erisinde yer alm\u0131\u015f olan topluluklar \u00fczerinde de\u011fi\u015fik politik y\u00f6ntemler uygulan\u0131r. B\u00f6ylece bir birlik ve birliktelik ger\u00e7ekle\u015ftirilmek istenir. Baz\u0131 devletler bu birlik ve birlikteli\u011fi ger\u00e7ekle\u015ftirmek i\u00e7in asimilasyon politikalar\u0131 uygular, asimilasyona direnen topluluklar\u0131 siyasal ya da ekonomik yollarla yok etmeye ya da bu topluluklarla kan ba\u011f\u0131na dayanan bir ulus yaratmaya \u00e7al\u0131\u015f\u0131r, bu yolda de\u011fi\u015fik y\u00f6ntemler uygularlar.<\/p>\n<p>Baz\u0131 devletler ise, tam aksine, devlet s\u0131n\u0131rlar\u0131 i\u00e7inde yer alm\u0131\u015f olan uluslara kar\u015f\u0131 sayg\u0131l\u0131 olurlar. Ancak bu de\u011fi\u015fik uluslar\u0131 bir\u00a0 ruh birli\u011fi\/ortak bir anlay\u0131\u015f\u00a0 \u00e7er\u00e7evesinde bir camia\/bir topluluk olmak \u00fczere bir arada tutmaya \u00e7al\u0131\u015f\u0131rlar (4). Bu sonuncu tip devletlerde \u00f6zg\u00fcrl\u00fck d\u00fc\u015f\u00fcncesinin\/h\u00fcrriyet prensiplerinin geli\u015fti\u011fi ve egemen oldu\u011fu g\u00f6r\u00fcl\u00fcr. Sonu\u00e7 olarak geli\u015fim ve ilerleme,\u00a0 bu gibi \u00fclkelerde daha erken bir tarihte ve daha g\u00fc\u00e7l\u00fc olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>\u015eimdiye de\u011fin \u00f6ne s\u00fcr\u00fclen g\u00f6r\u00fc\u015flerden anla\u015f\u0131ld\u0131\u011f\u0131 kadar\u0131yla, bir ulusun varolmas\u0131 ve ayakta kalmas\u0131, o ulusun bir devlet kurmas\u0131 ko\u015fulu ile s\u0131n\u0131rl\u0131 de\u011fildir. Devletle\u015fememi\u015f ya da var idiyse, devletinin y\u0131k\u0131lm\u0131\u015f olmas\u0131, o ulusun tarihsel varl\u0131\u011f\u0131n\u0131n da yok olaca\u011f\u0131 ya da kesintiye u\u011frayaca\u011f\u0131 anlam\u0131na gelmez. Bu konuda do\u011fru bir de\u011ferlendirmeye ula\u015fmak i\u00e7in \u015fu g\u00f6r\u00fc\u015fleri de dikkat alma gerekir:<\/p>\n<p>1) Bir \u00fclkede ya\u015fayan t\u00fcm insanlar\u0131n, o \u00fclkenin ba\u015fat\/egemen ulusundan olduklar\u0131 s\u00f6ylenemez.<\/p>\n<p>2) Egemenli\u011fin yok olmas\u0131\/de\u011fi\u015fme g\u00f6stermesi, o \u00fclkede ya\u015fayan uluslar\u0131n t\u00fcm\u00fcn\u00fcn de yok olaca\u011f\u0131 anlam\u0131n\u0131 i\u00e7ermez.<\/p>\n<p>Bu nedenle tarihte kar\u015f\u0131la\u015f\u0131lan etnik adlarla ilgili olarak, tarihsel ara\u015ft\u0131rmalarda \u00a0a\u015fa\u011f\u0131daki esaslar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurmam\u0131z gerekir:<\/p>\n<p>\u00d6rne\u011fin, aile, kabile ve a\u015firet anlam\u0131nda bir\u00e7ok de\u011fi\u015fik adla kar\u015f\u0131la\u015fabiliriz. Bu adlar bir ulusun tamam\u0131na ait olmayabilir.<\/p>\n<p>Ayr\u0131ca yabanc\u0131 uluslar, adlar\u0131, kendi dil ve a\u011f\u0131zlar\u0131na\/\u015fivelerine uydurur, ona g\u00f6re yazarlar ya da o adlar\u0131 de\u011fi\u015ftirerek, yani ba\u015fka bi\u00e7imlerde, ba\u015fka adlarla s\u00f6ylerler.<\/p>\n<p>T\u00fcm bunlar\u0131n d\u0131\u015f\u0131nda, ayn\u0131 ulusun de\u011fi\u015fik a\u015firetleri bile, birbirlerini de\u011fi\u015fik adlarla\u00a0 \u00e7a\u011f\u0131rabilirler.<\/p>\n<p>Toplumlar bir birli\u011fe do\u011fru evrildik\u00e7e\/geli\u015ftik\u00e7e bir\u00e7ok ad kendili\u011finden ortadan kalkar, \u00f6zellikle devletle\u015fen bir toplumda bu gibi adlar de\u011fi\u015fim ve d\u00f6n\u00fc\u015f\u00fcmlere u\u011frarlar. \u00c7\u00fcnk\u00fc devletler ayr\u0131l\u0131klar\u0131 an\u0131\u015ft\u0131ran ve \u00a0ayr\u0131l\u0131k an\u0131lar\u0131n\u0131\u00a0 canl\u0131 tutan adlar\u0131n terk edilmeleri ve unutulmalar\u0131 politikalar\u0131n\u0131 uygularlar. Hi\u00e7bir istila hareketi ile kar\u015f\u0131la\u015fmam\u0131\u015f, d\u0131\u015f etki ve kar\u0131\u015f\u0131mlara u\u011framam\u0131\u015f olsa bile, bir ulusta, sosyal ve politik etkiler sonucu ger\u00e7ekle\u015fmi\u015f ba\u015fkala\u015fmalar, adlarda da de\u011fi\u015fim ve \u00a0de\u011fi\u015fiklikler olabilir, bunlar da tarih\u00e7ileri \u015fa\u015f\u0131rt\u0131r ve onlar\u0131 yanl\u0131\u015f kan\u0131lara\/de\u011ferlendirmelere g\u00f6t\u00fcrebilirler. Kafkasya\u2019da b\u00f6ylesine durumlarla \u00e7ok kar\u015f\u0131la\u015f\u0131l\u0131r.
