Bulwer, D\u0131\u015fi\u015fleri Bakan\u0131 Earl Russell\u2019e yazd\u0131\u011f\u0131 3 May\u0131s 1864 tarihli raporunda \u201c\u00c7erkezistan gitti; kurtar\u0131lacak art\u0131k \u00c7erkesler kald\u0131\u201d demi\u015fti.<\/p>\n<p>Ruslar\u0131n \u201cya Osmanl\u0131&#8217;ya ya da Kuban \u00e7evresine\u201d diyerek g\u00f6\u00e7e zorlad\u0131\u011f\u0131 Adigelerin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu Osmanl\u0131 topraklar\u0131n\u0131 se\u00e7mek zorunda kalm\u0131\u015ft\u0131. Bu g\u00f6\u00e7 trajedisinin arka plan\u0131 hala tart\u0131\u015f\u0131ld\u0131 ve tart\u0131\u015f\u0131lmaya da devam edilecektir. Rus istilas\u0131ndan ka\u00e7an bu insanlar\u0131n bir k\u0131sm\u0131 Anadolu\u2019ya, \u00e7o\u011fu ise Rumeli\u2019ye, Tuna boylar\u0131na iskan edildi. Kafkas g\u00f6\u00e7menlerinin Rumeli\u2019ye yerle\u015ftirilmeleri Osmanl\u0131 \u0130mparatorlu\u011fu&#8217;nun Balkanlarda H\u0131ristiyan unsurlara kar\u015f\u0131 T\u00fcrk-M\u00fcsl\u00fcman unsurlar\u0131 kuvvetlendirme politikas\u0131 g\u00fctt\u00fc\u011f\u00fc \u015feklinde yorumlad\u0131 ve tenkitlere u\u011frad\u0131. Ger\u00e7ektende Balkanlar\u0131n demografik yap\u0131s\u0131 K\u0131r\u0131m Sava\u015f\u0131 sonras\u0131ndaki s\u00fcre\u00e7te T\u00fcrk ve M\u00fcsl\u00fcman n\u00fcfus lehine olduk\u00e7a fazla de\u011fi\u015fmi\u015ftir. \u00d6yle ki, bu geli\u015fme\u00a0 bilhassa Panislavist propagandan\u0131n tahrik etti\u011fi\u00a0 kampanya sonunda k\u0131smen haks\u0131z ve insafs\u0131z bir \u00c7erkes psikozu yaratacak seviyeye gelmi\u015ftir.<\/p>\n<p>\u00c7erkeslerin Balkanlara iskan edildi\u011fi y\u0131llardaki iskan politikas\u0131na haliyle Balkan milletleri tepki g\u00f6stermi\u015ftir. Bu tepkilerini de kendilerince do\u011fru bir adres olan Rusya\u2019ya yapm\u0131\u015flard\u0131r.<\/p>\n<p><strong>S\u0131rbistan\u2019dan Rusya\u2019ya Mektup<\/p>\n<p><\/strong>\u201cSiz Kafkasya\u2019y\u0131 fethettiniz, Kafkasya da bizi fethediyor. \u0130\u015fte bu mektupta bahsetmek istedi\u011fim konu bu. Siz Ruslar \u00c7erkesleri kendilerine yurt aramak i\u00e7in d\u00f6rt bir tarafa da\u011f\u0131t\u0131rken, ister istemez G\u00fcney Slav\u0131\u2019n\u0131n d\u00f6rt y\u00fczy\u0131ldan fazlad\u0131r s\u0131rt\u0131nda ta\u015f\u0131d\u0131\u011f\u0131 y\u00fck\u00fc de art\u0131rm\u0131\u015f oldu\u011funuzu hi\u00e7 d\u00fc\u015f\u00fcnd\u00fcn\u00fcz m\u00fc? Ku\u015fkusuz, hay\u0131r. \u00c7\u00fcnk\u00fc bu durumdan herhangi bir yarar umamazd\u0131n\u0131z ama aynen \u00f6yle oldu. Boyun e\u011fmek istemeyen \u00c7erkeslerin bir k\u0131sm\u0131n\u0131n ocaklar\u0131n\u0131 terk edip ba\u015fkalar\u0131n\u0131 aramaya karar verdi\u011fini elbette biliyorsunuz. Herhalde bilmedi\u011finiz, onlar\u0131n \u00f6nemli k\u0131sm\u0131n\u0131n bizim b\u00f6lgemize yerle\u015fti\u011fi ve bizi de ayn\u0131 \u015fekilde kendi ocaklar\u0131m\u0131z\u0131 terk edip ba\u015fkalar\u0131n\u0131 aramaya zorlad\u0131klar\u0131d\u0131r, Abartt\u0131\u011f\u0131m\u0131 sanmay\u0131n. \u00c7erkesler prensli\u011fimizin e\u015fi\u011finde, tam olarak aram\u0131zda ve bizimle, yani prensli\u011fimizle bir yandan eski S\u0131rbistan\u2019\u0131n di\u011fer yandan Bulgaristan\u2019\u0131n aras\u0131ndalar. Bu arada \u00c7erkesler cesur, gururlu, vah\u015fi ve zapt edilmez bir halk. Biz ise, G\u00fcney Slavlar\u0131 ezik, k\u00f6le ruhlu, manevi g\u00fcc\u00fcn\u00fc kaybetmi\u015f bir halk\u0131z. \u00dcstelik \u00c7erkesler \u00e7\u0131plak (bir\u00e7o\u011fu kelimenin ger\u00e7ek anlam\u0131yla \u00e7\u0131plak), a\u00e7 ve ayn\u0131 zamanda \u00e7al\u0131\u015fm\u0131yorlar. Biz ise bir yandan \u00c7erkeslerin, di\u011fer yandan efendimiz T\u00fcrklerin istedi\u011fi gibi onlar\u0131n a\u00e7l\u0131\u011f\u0131n\u0131 gidermek ve \u00e7\u0131plaklar\u0131n\u0131 \u00f6rtmek zorunda de\u011filiz ve bunu zaten yapam\u0131yoruz. Peki ne yapal\u0131m, \u00f6lelim mi? Ger\u00e7ekten yok olaca\u011f\u0131z, hem de Afrika\u2019n\u0131n en \u00fccra k\u00f6\u015felerindeki insanlar gibi yok olaca\u011f\u0131z&#8230;<\/p>\n<p>\u015eimdi \u00c7erkesler taraf\u0131ndan i\u015fgal edilen yerler, bilindi\u011fi gibi, eski S\u0131rplarla ve Bulgarlarla meskundu. \u00c7erkesler buralara geldi\u011finde Bab\u0131ali hemen yerlilere y\u00fck\u00fcml\u00fcl\u00fckler koydu. Yeni gelenlere \u015fu hizmetleri vermekle y\u00fck\u00fcml\u00fcyd\u00fcler: Onlar i\u00e7in evler ve \u00e7e\u015fitli m\u00fc\u015ftemilat (ah\u0131r, samanl\u0131k vb.) yapacaklar veya kendilerininkini b\u0131rakacaklar, ia\u015felerini sa\u011flayacaklar, g\u00f6\u00e7menler i\u00e7in tarla s\u00fcr\u00fcp ekecekler vb. ve b\u00fct\u00fcn bunlar\u0131n kar\u015f\u0131s\u0131nda sert T\u00fcrk cezas\u0131 tehdidi var&#8230; S\u0131rbistan\u2019la bir yandan Bulgaristan ve di\u011fer yandan eski S\u0131rbistan aras\u0131nda bulunan k\u00f6yler tamamen \u00c7erkeslere terk edildi. S\u0131rplar\u0131 ve Bulgarlar\u0131 oralardan koydular ama mesele bununla da bitmedi. \u00c7erkeslerin \u00e7al\u0131\u015fmayan bir halk oldu\u011funu s\u00f6ylemi\u015ftim, bu y\u00fczden ba\u015fkas\u0131n\u0131n kesesinden ya\u015f\u0131yorlar. Ger\u00e7ekten ya\u011fma, cinayet ve \u015fiddet \u015fu anda s\u0131n\u0131r\u0131m\u0131zda en deh\u015fet verici boyutlarda ya\u015fan\u0131yor. \u00c7erkesler sadece do\u011frudan T\u00fcrklere ba\u011fl\u0131 k\u00f6yl\u00fclere de\u011fil, bizim prensli\u011fimizin k\u00f6yl\u00fclerine de sald\u0131r\u0131yorlar&#8230;<\/p>\n<p>Bab\u0131ali\u2019nin \u00c7erkesleri yerle\u015ftirmek i\u00e7in S\u0131rbistan\u2019la Bulgaristan ve Eski S\u0131rbistan aras\u0131ndaki yerleri bo\u015falt\u0131rken hangi niyetlerle hareket etti\u011fini s\u00f6ylemeye gerek var m\u0131? Abd\u00fclhamid\u2019in izahat bekledikleri gibi sa\u011fl\u0131kl\u0131 \u015fekilde bo\u015faltma tedbirlerine devam edilerek Dobrica havalisinin tahliyesi zorunlu bir sava\u015fa dayal\u0131 olsa bile d\u00fc\u015fman\u0131n tecav\u00fcz\u00fcne kadar \u0130slam ve H\u0131ristiyan ahaliyi g\u00fcvenceye almak ve ba\u015f\u0131bozuklar ve \u00c7erkeslerin d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131n \u015fiddetle men edilmesi gerekti\u011fini emretmi\u015flerdir.<\/p>\n<p>Bu tel emrine kar\u015f\u0131 Abd\u00fclkerim Pa\u015fa 16 May\u0131s 1877 tarihli \u015fifreli telgrafla; \u0130shak\u00e7e taraflar\u0131nda d\u0131\u015far\u0131dan gelmi\u015f \u00c7erkes ve ba\u015f\u0131bozuk olmad\u0131\u011f\u0131 gibi oran\u0131n yerlisinden bir miktar s\u00fcvari muavenesi (yard\u0131mc\u0131 s\u00fcvari kuvveti) varsa da \u00f6yle k\u00f6y ya\u011fma etmek ve kilise yakmak gibi hareketlerin oldu\u011funa dair bana bir ihbar gelmedi\u011fi gibi bununda as\u0131ls\u0131z oldu\u011funun anla\u015f\u0131ld\u0131\u011f\u0131n\u0131 belirtmi\u015ftir.<\/p>\n<p>Serasker Redif Pa\u015fa \u201cRus\u00e7uk ahalisini korumakla y\u00fck\u00fcml\u00fc birliklerimiz ile ba\u015f\u0131bozuklar ve Rus\u00e7uk k\u00f6yleri \u00c7erkeslerinin zulmederek birbirini \u00f6ld\u00fcrmekte oldu\u011fu i\u015fitildi\u011finden bahisle bunun \u00f6nlenmesi i\u00e7in Varna\u2019da bulunan \u0130ngiltere Konsolosu \u0130ngiltere Devleti&#8217;nin temennisini i\u00e7eren\u00a0\u00a0 tedbirlerin uygulanmas\u0131 yolundaki isteklerini Serdar Pa\u015fa hazretlerine bir telgrafnameyle bildirdi\u011fini, ayr\u0131ca Dobricadan hicret eden M\u00fcsl\u00fcmanlar hakk\u0131nda Dobrica Bulgarlar\u0131n\u0131n etmedi\u011fi kalmad\u0131\u011f\u0131 ve Tatarlar\u0131 katletmekte olduklar\u0131 ve Zi\u015ftovi\u2019den hicret edemeyip kalan ihtiyar ve bi\u00e7arelere \u00f6ld\u00fcrme ve eziyet gibi zalimce davran\u0131\u015flarda bulunuldu\u011fu halde onlar i\u00e7in ecnebi devletler taraf\u0131ndan bir \u015fey denilmeyip de, asl\u0131 olup olmad\u0131\u011f\u0131 me\u00e7hul olan dedikodular \u00fczerine konsoloslar\u0131n aleyhte konu\u015fmalar\u0131na hayretle beraber bilginiz olmas\u0131 i\u00e7in a\u00e7\u0131kl\u0131yorum\u201d demektedir.<\/p>\n<p>Ruslar 93 Harbi&#8217;nde Do\u011fu ve Bat\u0131 cepheleriyle Osmanl\u0131&#8217;y\u0131 k\u0131skaca alarak zor durumda b\u0131rakm\u0131\u015ft\u0131r. Bat\u0131 cephesi\u00a0 olarak adland\u0131r\u0131labilecek Balkanlarda da Osmanl\u0131 Devleti yenilmi\u015f, 3 Mart 1878&#8217;de hi\u00e7bir zaman y\u00fcr\u00fcrl\u00fc\u011fe girmeyecek Ayastafanos antla\u015fmas\u0131 ve 13 Temmuz 1878\u2019de de sava\u015f\u0131 bitiren Berlin Antla\u015fmas\u0131&#8217;n\u0131 imzalam\u0131\u015ft\u0131r. Bu antla\u015fman\u0131n T\u00fcrk\u00e7e metinlerinde g\u00f6remedi\u011fimiz \u201cgizli\u201d maddesi gere\u011fince \u00c7erkesler i\u00e7in yeni bir muhaceret ba\u015flam\u0131\u015f oldu.<strong><\/p>\n<p>Rumeli\u2019den Suriye\u2019ye<\/strong><\/p>\n<p>Varna, Rus\u00e7uk ve K\u00f6stence limanlar\u0131na \u00e7\u0131kart\u0131larak buradan Balkanlar\u0131n \u00e7e\u015fitli yerlerine iskan edilen ve Rumeli\u2019de 14 y\u0131l kadar ya\u015fayan 70-80 bin \u00c7erkes, Balkanlar\u0131 terk ederek ak\u0131n ak\u0131n \u0130stanbul\u2019a do\u011fru yola \u00e7\u0131kt\u0131. Osmanl\u0131, muhacirleri bug\u00fcnk\u00fc \u00c7erkezk\u00f6y\u2019de durdurdu. \u00c7erkezk\u00f6y\u2019\u00fcn ismi buradan gelmektedir. Tekirda\u011f liman\u0131ndan gemilere bindirilen \u00c7erkesler Anadolu, Suriye, \u00dcrd\u00fcn, L\u00fcbnan ve hatta \u0130srail\u2019e g\u00f6nderildi.<\/p>\n<p>L\u00fcbnan n\u00fcfusunun \u00f6nemli bir k\u0131sm\u0131 H\u0131ristiyanlardan meydana geli\u015fi, \u00c7erkesler hakk\u0131nda k\u00f6t\u00fc propagandalar yap\u0131la gelmi\u015f olmas\u0131, nihayet evvelce L\u00fcbnan\u2019da kanl\u0131 H\u0131ristiyan-M\u00fcsl\u00fcman \u00e7at\u0131\u015fmalar\u0131n\u0131n \u00e7\u0131km\u0131\u015f bulunmas\u0131 y\u00fcz\u00fcnden, Avrupa bas\u0131n\u0131, L\u00fcbnan\u2019a \u00c7erkes g\u00f6\u00e7meni yollanmas\u0131na kar\u015f\u0131 yay\u0131nlar yapm\u0131\u015ft\u0131. L\u00fcbnan\u2019da ki konsoloslar\u0131n baz\u0131lar\u0131 da Rumeli\u2019den L\u00fcbnan\u2019a g\u00f6\u00e7men g\u00f6nderilmesine kar\u015f\u0131 Avrupa devletlerince direnmeler olmu\u015ftu. \u0130talya H\u00fck\u00fcmeti&#8217;nin bu konuda te\u015febb\u00fcs\u00fc olmu\u015ftur.<\/p>\n<p>\u0130stanbul\u2019daki Frans\u0131z B\u00fcy\u00fckel\u00e7isi Fournier, \u0130talyan te\u015febb\u00fcs\u00fcn\u00fc desteklemi\u015f ve Beyrut ve \u015eam\u2019a g\u00f6\u00e7men g\u00f6nderilmemesi i\u00e7in Osmanl\u0131 h\u00fck\u00fcmeti nezdinde te\u015febb\u00fcste bulunmu\u015ftur.<\/p>\n<p>Suriye\u2019ye Rumeli g\u00f6\u00e7menleri g\u00f6nderilmesi \u015eubat-Mart aylar\u0131nda ba\u015flam\u0131\u015ft\u0131r. \u0130ngiltere\u2019nin Beyrut Ba\u015fkonsolosu Eldridge daha \u015eubat 1878\u2019de Rumeli\u2019den Suriye\u2019ye g\u00f6\u00e7men getirildi\u011fini haber vermi\u015ftir. Eldridge Mart ay\u0131 ba\u015flar\u0131nda da\u00a0 Suriye\u2019ye g\u00f6\u00e7menlerin geli\u015finin devam etti\u011fini bildirmektedir. \u00d6te yandan Fransa\u2019n\u0131n Suriye Ba\u015fkonsolosu Guys\u2019da\u00a0 Suriye\u2019ye gelen Rumeli g\u00f6\u00e7menlerini haber vermi\u015ftir. 16 Nisan 1878 tarihinde Guys Rumeli\u2019den Suriye\u2019ye 25 bin kadar Rumeli g\u00f6\u00e7meni geldi\u011fini ve bu miktar\u0131n 100 bin\u2019ne \u00e7\u0131kar\u0131laca\u011f\u0131n\u0131 bildirmektedir. \u00d6yle anla\u015f\u0131l\u0131yor ki, Suriye\u2019ye g\u00f6\u00e7men g\u00f6nderilmesi bahar ve yaz aylar\u0131nda da devam etmi\u015ftir. Fakat ne kadar Rumeli g\u00f6\u00e7meninin Suriye\u2019ye yerle\u015fti\u011fi kesin olarak belli de\u011fildir. Yukar\u0131da i\u015faret edilen belgelere dayanarak, Suriye\u2019ye 100 bin kadar g\u00f6\u00e7men g\u00f6nderilmi\u015f oldu\u011fu tahmin edilebilir.<\/p>\n<p>\u00c7erkesler Halep Sanca\u011f\u0131&#8217;na ba\u011fl\u0131 Harim kazas\u0131n\u0131n Rihaniye nahiyesinin Yeni\u015fehir, Efnir ve Harran k\u00f6ylerine, Antakya kazas\u0131na ba\u011fl\u0131 Karamurt nahiyesinin Bedirge \u00c7erkez, Avakibe \u00c7erkez, Mara\u015fl\u0131 \u00c7erkez\u00a0 k\u00f6ylerine genellikle 1878-1879 y\u0131lar\u0131nda edilmi\u015flerdir. \u0130skan 1882 y\u0131l\u0131na kadar peyderpey s\u00fcrm\u00fc\u015ft\u00fcr.
