Devlet ile toplum aras\u0131nda g\u00fc\u00e7l\u00fc bir ba\u011f ve ili\u015fki bulunur. Bireyci\/ ferdiyet\u00e7i\/ individ\u00fcalist toplumlarda bireysel \u00f6zelliklerin toplumsal ko\u015fullara, ortakla\u015fac\u0131\/kolektivist toplumlarda da toplumsal ko\u015fullar\u0131n bireysel \u00f6zelliklere egemen oldu\u011funu s\u00f6ylemi\u015ftik. Bilindi\u011fi gibi, toplumsal ya\u015fam bireysel \u00f6zel-likleri etkiler\/de\u011fi\u015ftirir, bireysel \u00f6zg\u00fcrl\u00fckleri s\u0131n\u0131rlar. Sosyal ko\u015fullar\u0131n g\u00fc\u00e7lenmesi oran\u0131nda, s\u0131n\u0131rlama ve de\u011fi\u015ftirme durumu da g\u00fc\u00e7lenir. Toplumlar\u0131n devletle\u015fmesi bu yolla olur. Bu nedenle, d\u00fcnyadaki en g\u00fc\u00e7l\u00fc toplum ve devlet, bu bak\u0131\u015f a\u00e7\u0131s\u0131na g\u00f6re, \u0130ngiliz toplumu ve devletidir.<\/p>\n<p>G\u00fcn\u00fcm\u00fcz toplumlar\u0131- geli\u015fim denemez-kolektivizme\/ortakla\u015fac\u0131l\u0131\u011fa do\u011fru de\u011fi\u015fim ge\u00e7irmektedirler. D\u00fc\u015f\u00fcnce\u00a0 y\u00fcksek bir geli\u015fim d\u00fczeyine eri\u015fmi\u015ftir. Bu durumda insanlar ruhen ve bedenen \u00f6z\u00fcrl\u00fc\/sakat kalm\u0131\u015flar, d\u00fc\u015f\u00fcnsel anlamda ise geli\u015fmi\u015flerdir, sonu\u00e7 olarak de dengesiz bir durumdad\u0131rlar.<\/p>\n<p>Bu neden y\u00fcz\u00fcnden devlet ile toplum aras\u0131nda s\u00fcrekli bir m\u00fccadele vard\u0131r. D\u00fcnyadaki t\u00fcm ihtilallar\u0131n\/devrimler, \u00a0toplum ile devlet aras\u0131ndaki bu m\u00fccadelelerden kaynaklan\u0131r. Ancak b\u00fct\u00fcn geli\u015fmeler\/terakkiyat ve uyarmalar\/ihtarat, devletlerin g\u00fc\u00e7lenmeleri, toplumlar\u0131n da yenilmeleri, g\u00fc\u00e7l\u00fc bir devlet d\u00fczeni olu\u015fmas\u0131 sonucunu getirmi\u015ftir. Nazizm, Fa\u015fizm ve Kom\u00fcnizm rejimleri\/d\u00fczenleri, tarihte g\u00f6r\u00fclen en g\u00fc\u00e7l\u00fc devlet d\u00fczenleridir.<\/p>\n<p>Bu d\u00fczenlerin kar\u015f\u0131t\u0131 olan, yasall\u0131\u011f\u0131 ve de\u011ferli olu\u015fuyla k\u0131van\u00e7 duyan <strong>Liberalizm (demokrat) <\/strong>adl\u0131 devlet d\u00fczeni vard\u0131r. Sunulu\u015f ve anlat\u0131l\u0131\u015f bi\u00e7imine g\u00f6re, liberal devlet, \u00e7ekici\/cazip bir devlet bi\u00e7imidir. \u0130\u015fin ger\u00e7e\u011fi, bu tip bir devlette, de\u011fi\u015fik z\u00fcmrelerin olu\u015ftu\u011funu, sermaye ve serveti elinde bulunduran zalim ve egemen bir aristokrat\/\u00fcst tabakan\u0131n olu\u015fmu\u015f oldu\u011fu g\u00f6r\u00fcl\u00fcr. B\u00f6ylece d\u00fcnk\u00fc siyasal feodalizmin yerini, bug\u00fcnk\u00fc sermaye\/servet feodalizminin ald\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcr\u00fcz. Siyaset ve d\u00fc\u015f\u00fcnce insanlar\u0131 gibi, d\u00fc\u015f\u00fcnce sermayesinden ba\u015fka bir g\u00fcc\u00fc ve varl\u0131\u011f\u0131 bulunmayan ki\u015filer, s\u00fcrekli olarak bu servet\/sermaye aristokrasisinin tutsa\u011f\u0131 ve ecri\/\u00fccretli ki\u015fileri durumuna d\u00fc\u015fm\u00fc\u015flerdir. Bunun bir sonucu olarak da, d\u00fc\u015f\u00fcnce dola\u015f\u0131m\u0131 ger\u00e7e\u011fi bulmaya de\u011fil, \u00e7\u0131kara g\u00f6re ayarl\u0131d\u0131r. Ulusal oya g\u00f6re olu\u015ftu\u011fu\/oya dayad\u0131\u011f\u0131\u00a0 s\u00f6ylenen bu t\u00fcr devlet d\u00fczeni, ger\u00e7ekte bilimin parlat, ama aldatma ve aldanma esas\u0131 \u00fczerine kurgulanm\u0131\u015f demagojik kurallara dayan\u0131r.<\/p>\n<p>Bug\u00fcnk\u00fc anlay\u0131\u015fa\/g\u00f6r\u00fc\u015fe g\u00f6re, Kafkas toplumun dayand\u0131\u011f\u0131 toplumsal ko\u015fullar birer eksiklik olarak de\u011ferlendirilebilir, dahas\u0131 bu \u00f6l\u00e7\u00fctlere g\u00f6re Kafkasya\u2019da bir devlet olu\u015fumu ve devlet d\u00fczeni bile olanaks\u0131z g\u00f6r\u00fclebilir. Ancak bug\u00fcnk\u00fc durum, ger\u00e7ek ya\u015fam\u0131 temsil ve ifade ediyor mudur? E\u011fer b\u00fct\u00fcn insan\/be\u015feri \u00f6rg\u00fctlenmelerin amac\u0131 insanlar\u0131n mutlulu\u011funu ger\u00e7ekle\u015ftirmek ise, bu soruyu ikna edici ve olumlu bir bi\u00e7imde yan\u0131tlamak olanaks\u0131zd\u0131r.<\/p>\n<p>Toplumun kendisini y\u00f6netmesi amac\u0131yla olu\u015fturmu\u015f oldu\u011fu devletin i\u015flevi, toplumun varl\u0131\u011f\u0131n\u0131, huzur ve g\u00fcvenli\u011fini, \u00f6zg\u00fcrl\u00fck ve ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131, sonunda geli\u015fmesini ve ilerlemesin sa\u011flamak ise, toplumu bu hedeflere do\u011fru g\u00f6t\u00fcrecek olan her devlet bi\u00e7imi olumlu ve yerinde kar\u015f\u0131lanmal\u0131d\u0131r. Buna kar\u015f\u0131l\u0131k otoritesini istismar\/s\u00f6m\u00fcrme arac\u0131 olarak kullanan ve toplumu bir bi\u00e7imde bir telakkiye\/anlay\u0131\u015fa dayanan bir devlet bi\u00e7imine\/kal\u0131b\u0131na uydurmaya bir devlet, ne gibi bir ad ta\u015f\u0131rsa ta\u015f\u0131s\u0131n bir de\u011fer ifade etmez. Bu durumda bir devleti, ba\u015fka bir deyimle bir toplumun y\u00f6netsel d\u00fczene\u011fine\/idari mekanizmas\u0131n\u0131 de\u011ferlendirirken, o devletin bi\u00e7imine ya da ta\u015f\u0131d\u0131\u011f\u0131 ada de\u011fil, o devletin y\u00f6netti\u011fi toplumun durumuna\/vaziyetine bakmak gerekir.<\/p>\n<p>Bir \u00fclkenin\u00a0 b\u00fcy\u00fck ve mamur\/\u015fenlikli kentler\u00a0 donanm\u0131\u015f olmas\u0131, b\u00fcy\u00fck fabrikalar, b\u00fcy\u00fck servet\/mal varl\u0131\u011f\u0131 ve sermaye eserleriyle s\u00fcslenmi\u015f olmas\u0131, o \u00fclkedeki toplumun mutlulu\u011funu sa\u011flayacak tek ekenler olarak kabul edilemez. Aksine bu t\u00fcr toplumlarda daha belirgin olarak e\u015fitsizlik, bask\u0131 ve zul\u00fcm bi\u00e7imlerinin \u00fcr\u00fcrl\u00fckte oldu\u011fu g\u00f6r\u00fcl\u00fcr. Toplumu olu\u015fturan\u00a0 de\u011fi\u015fik z\u00fcmreler\/s\u0131n\u0131fsal kesitler aras\u0131nda kin, haset\/k\u0131kanma, husumet\/d\u00fc\u015fmanl\u0131k ve sefahat\/har vurup harman savurma durumlar\u0131 ya\u015fan\u0131r. Sonu\u00e7 olarak servet ve l\u00fcks konutlar i\u00e7inde huzursuz ve mutsuz bir toplumun ya\u015fad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcr.<\/p>\n<p>Ger\u00e7ekten, bir yanda g\u00fcnde on kuru\u015f bile kazanamayan, di\u011fer yanda g\u00fcnde y\u00fcz ya da bin liray\u0131 az bulan bireylerden; yine di\u011fer bir yanda devletin b\u00fct\u00fcn y\u00fck\u00fcml\u00fcl\u00fcklerini s\u0131rtlanm\u0131\u015f, di\u011fer yanda devletin b\u00fct\u00fcn nimet ve ayr\u0131cal\u0131klar\u0131n\u0131 elde etmi\u015f z\u00fcmrelerden olu\u015fmu\u015f bir toplum, devleti ne gibi bir ad ve \u00fcn ta\u015f\u0131rsa ta\u015f\u0131s\u0131n, \u00fclkesi ne gibi \u015fatafatl\u0131 modern eserlerle s\u00fcslenmi\u015f olursa olsun, o toplum g\u0131pta edilecek\/imrenilecek bir toplum say\u0131lamaz.<\/p>\n<p>Bu nedenle, d\u00fc\u015f\u00fcn\u00fcrler, bug\u00fcnk\u00fc devlet d\u00fczenlerinin insanlar\u0131 soysuzla\u015ft\u0131rmakta ve bir felakete do\u011fru g\u00f6t\u00fcrmekte olduklar\u0131n\u0131 anl\u0131yor ve insanl\u0131k i\u00e7in yeni bir devlet d\u00fczeni saptamay\u0131 zorunlu g\u00f6r\u00fcyorlar. Bu amaca y\u00f6nelik d\u00fc\u015f\u00fcnce ak\u0131mlar\u0131 i\u00e7in \u00e7\u0131k\u0131\u015f noktas\u0131 olarak, bug\u00fcnk\u00fc \u201c\u00f6nce toplum, sonra birey\u201d, yani \u201cbirey\/fert devlet i\u00e7indir\u201d ilkesinin aksine olarak, \u201d\u00f6nce birey, sonra devlet\u201d, yani \u201cdevlet birey i\u00e7indir\u201d\u00a0 ilkesinin kabul edilmesi gerekir.<\/p>\n<p>Bu takdirde toplumda, bireyleri bask\u0131 alt\u0131nda tutan ve dejenerasyona\/soysuzla\u015fmaya\u00a0 y\u00f6nelten etkenlerin kald\u0131r\u0131lmalar\u0131, bireylere insanca ki\u015filiklerinin geri verilmesi, bu ki\u015filiklere uzun s\u00fcreler boyunca\u00a0 geli\u015fim olana\u011f\u0131 sa\u011flanmas\u0131 gerekir. B\u00f6ylece suni\/yapay devlet kal\u0131plar\u0131 i\u00e7ine s\u0131k\u0131\u015ft\u0131r\u0131lm\u0131\u015f ve o kal\u0131plara g\u00f6re bi\u00e7imlendirilerek nitelikleri de\u011fi\u015ftirilmi\u015f olan toplumlar, bu kal\u0131plardan s\u0131yr\u0131ld\u0131klar\u0131nda, yeniden\u00a0 do\u011fal bi\u00e7imlerine d\u00f6necekler, -yapay toplumlar\u0131n yerini alan-tabii\/do\u011fal toplumlar olu\u015facakt\u0131r. Bu geli\u015fim sonucu olarak, k\u00fc\u00e7\u00fck ama g\u00fc\u00e7l\u00fc toplum gruplar\u0131 do\u011facakt\u0131r. Toplum ne denli g\u00fc\u00e7l\u00fc olursa, devlete duyulan gereksinim de o denli azalacakt\u0131r. Ba\u015fka bir deyimle devletlerin y\u00fcklenecekleri g\u00f6revler azal\u0131r, toplum gruplar\u0131n\u0131n ortak \u00e7\u0131kar\u0131\/yarar\u0131 ve g\u00fcvenli\u011fi sa\u011flama gibi i\u015flerle s\u0131n\u0131rl\u0131 d\u00fczeye iner.<\/p>\n<p>\u00d6ne s\u00fcrd\u00fc\u011f\u00fcm\u00fcz bu g\u00f6r\u00fc\u015fler sonucu olarak, devlet d\u00fczenlerini isimlendirmemiz gerekecek olursa:<\/p>\n<p><strong>1) <\/strong>Bireyin ve toplumun birlikte egemen oldu\u011fu devlete <strong> Sosyal Devlet (Etat Social), <\/strong><\/p>\n<p><strong>2) <\/strong>Devlet otoritesinin egemen oldu\u011fu d\u00fczene de <strong>Siyasi Devlet (Etat Politique), <\/strong>adlar\u0131n\u0131 verebiliriz.<\/p>\n<p>Birinci devlet tipinde\/d\u00fczeninde g\u00fc\u00e7 ve irade halktan kaynaklan\u0131r, devlet sadece bu g\u00fc\u00e7 ve iradenin bir uygulama arac\u0131 olur.<\/p>\n<p>Bu durum Do\u011fu\u2019da <em> \u201cHalk\u0131n sedas\u0131, hakk\u0131n nidas\u0131d\u0131r\u201d<\/em>\u00a0 (Halk\u0131n sesi, hakk\u0131n sesidir)\u00a0 bi\u00e7iminde dile getirilmi\u015ftir.
