1) <\/strong>Komite 1996 y\u0131l\u0131ndan itibaren kan kaybetmeye ba\u015flam\u0131\u015f; \u00e7al\u0131\u015fma t\u00fcz\u00fc\u011f\u00fcne uymamas\u0131, toplumdan uzakla\u015fmas\u0131, se\u00e7im maddesini uygulamamas\u0131, topluma s\u0131rt\u0131n\u0131 d\u00f6nmesi, toplumu k\u00fc\u00e7\u00fck g\u00f6rmesi gibi sebeplerle yaln\u0131z kalm\u0131\u015ft\u0131r.<\/p>\n

2) <\/strong> Abhazya Devleti’yle olan ili\u015fkileri sembolik olmaktan \u00f6teye ge\u00e7memi\u015ftir. <\/p>\n

3)<\/strong> Geri d\u00f6n\u00fc\u015f \u00e7al\u0131\u015fmalar\u0131nda ba\u015far\u0131s\u0131z olmu\u015f, s\u00fcreci iyi takip edememi\u015f, yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar geri d\u00f6n\u00fc\u015f\u00fc te\u015fvikten \u00e7ok, gidenleri geri \u00e7evirmeye y\u00f6nelik olmu\u015ftur.<\/p>\n

4)<\/strong> Komite toplumdan kopmakla kalmam\u0131\u015f, toplumla bar\u0131\u015f\u0131p toplumdan g\u00fc\u00e7 almaktan \u0131srarla ka\u00e7\u0131nm\u0131\u015ft\u0131r.<\/p>\n

5) <\/strong>Kafkas k\u00f6kenli ve davam\u0131za sempatiyle bakan gazeteci, politikac\u0131, siyasilerle olan ili\u015fkiler noktalanm\u0131\u015f; bu konudaki \u00e7al\u0131\u015fmalar sadece komite ba\u015fkan\u0131n\u0131n inisiyatifinde kullan\u0131lm\u0131\u015ft\u0131r. Ancak birka\u00e7 ki\u015fiden \u00f6teye ge\u00e7emeyen bu ili\u015fkilerle bo\u015fluk doldurulamam\u0131\u015ft\u0131r.<\/p>\n

6) <\/strong>Bir\u00e7ok kez komiteyi ve diasporay\u0131 toparlamak i\u00e7in; hem Abhazya’dan hem diasporadan giri\u015fimlerde bulunulmu\u015f, ancak komite ba\u015fkan\u0131n\u0131n, kontrol\u00fc sadece kendi elinde tutmas\u0131 y\u00f6n\u00fcndeki \u0131srar\u0131 sebebiyle \u00e7al\u0131\u015fmalar neticelenememi\u015ftir.<\/p>\n

7) <\/strong>Komitede yap\u0131lan toplant\u0131lar belli bir sistem ve prensibe ba\u011fl\u0131 olmad\u0131\u011f\u0131 i\u00e7in; yap\u0131lan toplant\u0131larda saatlerce ayn\u0131 konular yaras\u0131z tart\u0131\u015f\u0131lm\u0131\u015f olumlu sonu\u00e7lar al\u0131namam\u0131\u015ft\u0131r.<\/p>\n

10)<\/strong> Say\u0131n Sergey Bagap\u015f\u2019\u0131n T\u00fcrkiye’ye ziyareti ba\u015far\u0131l\u0131 sonu\u00e7land\u0131r\u0131lamam\u0131\u015f, Uzuncaorman\u2019dan sonra yakalanan olumlu hava da komite taraf\u0131ndan de\u011ferlendirilememi\u015ftir.<\/p>\n

11)<\/strong> Komite i\u00e7in yeni bir ba\u015flang\u0131\u00e7 olabilecek her fikir her \u00e7al\u0131\u015fma, ba\u015fkan taraf\u0131ndan ki\u015fisel inat ve bencilli\u011fe kurban edilmi\u015ftir.<\/p>\n

12)<\/strong> Komite toplant\u0131lar\u0131nda al\u0131nan kararlarla uygulanan kararlar birbirinden farkl\u0131l\u0131klar g\u00f6stermeye ba\u015flam\u0131\u015ft\u0131r.<\/p>\n

13)<\/strong> 3 \u015eubat 2008’de se\u00e7imli genel kurul teklifi komite i\u00e7inde tart\u0131\u015f\u0131lm\u0131\u015f ve kabul edilmemi\u015ftir.<\/p>\n

14)<\/strong> 3 \u015eubat’tan sonra komite yeniden yap\u0131lanmaya \u00e7al\u0131\u015fm\u0131\u015f yeni bir t\u00fcz\u00fck haz\u0131rlan\u0131lm\u0131\u015f ancak t\u00fcz\u00fckte se\u00e7im maddesi oldu\u011fu i\u00e7in iptal edilmi\u015f ve t\u00fcz\u00fc\u011f\u00fc haz\u0131rlayan komite \u00fcyeleri su\u00e7lanm\u0131\u015ft\u0131r. Se\u00e7im ve t\u00fcz\u00fckle ilgili komite \u00fcyelerinin genel d\u00fc\u015f\u00fcnceleri:<\/p>\n

– Se\u00e7im komiteye nifak sokar.
\n– Komiteye \u015farts\u0131z destek vereceklerle yola devam etmeli derneklerin delegelerin olu\u015fturaca\u011f\u0131 bir durum ayr\u0131\u015fmalara neden olur.
\n– Se\u00e7im yanl\u0131\u015f bir yoldur.
\n– Se\u00e7im i\u00e7inde olsa yap\u0131lacak bir toplant\u0131 komitenin itibar\u0131n\u0131 sarsar, bizi se\u00e7in diye toplum kar\u015f\u0131s\u0131na \u00e7\u0131kamay\u0131z biz.
\n– T\u00fcz\u00fck mertlik d\u0131\u015f\u0131 komiteyi bitirme plan\u0131d\u0131r.
\n– T\u00fcz\u00fck bana bir \u015fey ifade etmiyor.<\/p>\n

15) <\/strong>Komitenin topluma hesap verme toplumdan g\u00fc\u00e7 alma gibi bir ideali yoktur ama ba\u015f\u0131 s\u0131k\u0131\u015ft\u0131k\u00e7a toplumu dernekleri imdada \u00e7a\u011f\u0131r\u0131r.<\/p>\n

16) <\/strong>Komite ba\u015fkan\u0131 ve \u00fcyelerine g\u00f6re; komiteciler yeri doldurulamaz e\u015fi bulunmaz yapt\u0131\u011f\u0131 her \u015fey do\u011fru (!) komite d\u0131\u015f\u0131ndaki herkes davaya zarar vermesi muhtemel ki\u015filerdir.<\/p>\n

17) <\/strong>Komite Abhazya milletvekilleri ve d\u0131\u015fi\u015flerinden gelen taslak \u00e7al\u0131\u015fmalar\u0131 gerekti\u011fi gibi uygulayamam\u0131\u015f, uygulanmas\u0131na \u00f6nayak olmam\u0131\u015ft\u0131r.<\/p>\n
