Geli\u015fmenin bizi do\u011frudan ya da dolayl\u0131 ilgilendirdi\u011fidir. De\u011fi\u015fimin olabilecek etkilerini alg\u0131lay\u0131p alg\u0131layamad\u0131\u011f\u0131m\u0131zd\u0131r. Sorumluluk duygusudur, donam\u0131m\u0131zd\u0131r. \u00d6zetle paradigmam\u0131zd\u0131r.\u00a0 Olaylar kar\u015f\u0131s\u0131ndaki tutumlar\u0131m\u0131z\u0131n, neden bu denli farkl\u0131 oldu\u011fu da \u201cParadigma\u201d olgusu kavranabildi\u011fi \u00f6l\u00e7\u00fcde anla\u015f\u0131labilecek, dolay\u0131s\u0131yla da konuyu uzman\u0131na dan\u0131\u015fmak yerinde olacakt\u0131r:<\/p>\n<p>Konunun uzman\u0131 oldu\u011fundan ku\u015fku duymad\u0131\u011f\u0131m\u0131z say\u0131n Do\u011fan C\u00fccelo\u011flu,\u00a0 Yakup bey ile Timur beyin\u00a0 kar\u015f\u0131l\u0131kl\u0131 konu\u015fmalar\u0131 \u00fczerine kurgulad\u0131\u011f\u0131 \u201c\u0130yi D\u00fc\u015f\u00fcn Do\u011fru Karar Ver\u201d adl\u0131 kitab\u0131nda paradigmay\u0131 bak\u0131n ne g\u00fczel a\u00e7\u0131klam\u0131\u015f:<\/p>\n<p>\u201cParadigma, bireyin i\u00e7 ve d\u0131\u015f d\u00fcnyas\u0131n\u0131 alg\u0131lay\u0131p yorumlamas\u0131nda etkili olan t\u00fcm fakt\u00f6rleri kapsar. Alg\u0131lama, yorumlama, ve bilme s\u00fcre\u00e7leriyle ilgili t\u00fcm etkenlerin yaratt\u0131\u011f\u0131, \u00f6rg\u00fctl\u00fc ve dinamik d\u00fc\u015f\u00fcnsel sisteme, alg\u0131 d\u00fczene\u011fi yada paradigma ad\u0131 verilir. Paradigma fark\u0131na varmadan takt\u0131\u011f\u0131m\u0131z bir psikolojik g\u00f6zl\u00fckt\u00fcr; i\u00e7 d\u00fcnyam\u0131z\u0131 oldu\u011fu kadar d\u0131\u015f d\u00fcnyam\u0131z\u0131 da bu g\u00f6zl\u00fck arac\u0131l\u0131\u011f\u0131yla g\u00f6r\u00fcr\u00fcz.\u201d<\/p>\n<p>\u201cAlg\u0131lamay\u0131 etkileyen ki\u015fiye ait t\u00fcm i\u00e7 etkenler bir araya gelerek bir alg\u0131 d\u00fczene\u011fi olu\u015fturdu\u011fu zaman bu sisteme paradigma ad\u0131 verilir. Paradigma dinamiktir ve\u00a0 \u00e7o\u011fu kez ki\u015fi kulland\u0131\u011f\u0131 paradigman\u0131n fark\u0131nda de\u011fildir.\u201d<\/p>\n<p>\u201cParadigma bir harita olarak da d\u00fc\u015f\u00fcn\u00fclebilir. Harita temsil etti\u011fi \u015feyi ne kadar ger\u00e7ek\u00e7i olarak yans\u0131t\u0131rsa o derecede de\u011fer kazan\u0131r. \u00d6rne\u011fin bir \u015fehrin haritas\u0131, o \u015fehrin kendi de\u011fildir. O \u015fehrin ka\u011f\u0131t \u00fczerine\u00a0 \u00e7izilmi\u015f bir modelidir. \u015eehri ne kadar ger\u00e7e\u011fe uygun olarak temsil ediyorsa, harita o derece kullan\u0131\u015fl\u0131 ve i\u015fe yarar olacakt\u0131r.\u201d<\/p>\n<p>\u201cBursa \u015fehrinin haritas\u0131 \u00fczerine yanl\u0131\u015fl\u0131kla, \u0130zmir yaz\u0131lm\u0131\u015f olsa ve bu harita kullan\u0131larak \u0130zmir\u2019in bir noktas\u0131ndan di\u011fer noktas\u0131na gitmeye \u00e7al\u0131\u015f\u0131lsa, ne kadar dikkat edilirse edilsin, ne kadar h\u0131zl\u0131 gidilirse gidilsin, ba\u015far\u0131l\u0131 olunamaz. \u00c7\u00fcnk\u00fc kullan\u0131lan paradigma, izlenen harita yanl\u0131\u015ft\u0131r; temsil etmesi gerekti\u011fi ger\u00e7e\u011fi, yani \u0130zmir \u015fehrini temsil etmemektedir. \u201d \u0130zmir\u2019de adres bulmakta kulland\u0131\u011f\u0131n\u0131z tutum, \u00f6\u011frendi\u011finiz teknikler, araba kullanma h\u0131z\u0131n\u0131z ya da ba\u015fka hi\u00e7bir \u015fey yanl\u0131\u015f paradigman\u0131n (haritan\u0131n) getirdi\u011fi zarar\u0131 \u00f6nleyemeyecektir\u201d.<\/p>\n<p>\u0130\u015fte ayn\u0131 olay\u0131 farkl\u0131 de\u011ferlendiri\u015f, farkl\u0131 yorumlay\u0131\u015f\u0131m\u0131z\u0131n ve \u00e7\u0131kar\u0131mlar\u0131m\u0131z\u0131n farkl\u0131 olu\u015funun, olay kar\u015f\u0131s\u0131nda kimilerimiz bedel \u00f6demeyi de gerektirebilecek eylemlerde bulunurken kimilerimizin de sessiz kal\u0131\u015f\u0131n\u0131n nedeni paradigmalar\u0131m\u0131z\u0131n farkl\u0131l\u0131\u011f\u0131d\u0131r. \u00d6yle ki, paradigma bilindi\u011finde \u00e7\u0131kar\u0131labilecek sonucu, \u00e7\u0131kar\u0131mdan hareketle de paradigmay\u0131 tahmin edebilmek m\u00fcmk\u00fcnd\u00fcr. Dahas\u0131, paradigma \u00e7\u0131kar\u0131m\u0131n sa\u011fl\u0131kl\u0131 olup olamayaca\u011f\u0131 konusunda fikir verebilecek en g\u00fcvenilir yol g\u00f6stericidir.<\/p>\n<p>Evet, say\u0131n C\u00fccelo\u011flu\u2019nun da dedi\u011fi gibi \u00e7o\u011fu zaman ki\u015fi, paradigmas\u0131n\u0131n fark\u0131nda de\u011fildir. Fark\u0131nda olmad\u0131\u011f\u0131 i\u00e7in de kendi \u00f6zel konumu ile uyumlu \u00f6znel \u00e7\u0131kar\u0131mlar\u0131n\u0131, b\u00fct\u00fcn benli\u011fi ile nesnel ko\u015fullar\u0131n sonucu oldu\u011funu san\u0131r ve savunur.\u00a0 \u00d6zel konumuyla uyumlu genel politika geli\u015ftirir. Yazar\u0131m\u0131z b\u00f6ylelerinin d\u00fc\u015ft\u00fc\u011f\u00fc bu g\u00fcl\u00fcn\u00e7 durumu, ad\u0131n\u0131 and\u0131\u011f\u0131m\u0131z kitapta \u015f\u00f6yle vurgular:<\/p>\n<p>\u201cTan\u0131d\u0131\u011f\u0131m baz\u0131 insanlar, paradigmalar\u0131na \u00f6ylesine ba\u011flanm\u0131\u015flar, \u00f6ylesine bir \u201cparadigma tutkunlu\u011fu\u201d geli\u015ftirmi\u015flerdir ki, ellerindeki Bursa haritas\u0131n\u0131n \u0130zmir\u2019de adres bulmaya yaramad\u0131\u011f\u0131n\u0131 y\u00fczlerce defa g\u00f6rd\u00fckleri halde, kabahati haritada de\u011fil, \u0130zmir\u2019de bulurlar.\u201d<\/p>\n<p>\u201cBir anlamda, \u2018bu sokaklar ve evler yanl\u0131\u015f yerlere konmu\u015f, yanl\u0131\u015f isim verilmi\u015f esas\u0131nda bu haritada g\u00f6sterildi\u011fi gibi d\u00fczenlenmeliydi\u2019 demektedirler.\u201d<\/p>\n<p>Bu ba\u011flamda denebilir ki, Demokratik A\u00e7\u0131l\u0131m, \u00c7erkes paradigmas\u0131 ile tart\u0131\u015f\u0131ld\u0131\u011f\u0131nda ancak, \u00c7erkesler a\u00e7\u0131s\u0131ndan anlam kazanacak, \u00f6nemli bulunacakt\u0131r. \u00c7erkes paradigmas\u0131 da \u00c7erkesler i\u00e7in d\u00fc\u015flenen gelecek kurgusunun olu\u015fturdu\u011fu paradigmad\u0131r. Paradigmay\u0131 olu\u015fturan i\u00e7 ve d\u0131\u015f etkenler, bile\u015fenler sa\u011fl\u0131kl\u0131 alg\u0131lanamad\u0131\u011f\u0131nda, ger\u00e7ek\u00e7i de\u011ferlendirmeler yap\u0131lamad\u0131\u011f\u0131nda, \u00f6nemli bile\u015fenlerinden \u201cdinamizm\u201d g\u00f6z ard\u0131 edildi\u011finde paradigma, \u00fczerinde \u0130zmir yazan Bursa haritas\u0131 \u00f6rne\u011fi yanl\u0131\u015f olacakt\u0131r. Yanl\u0131\u015f paradigma ile de do\u011fru sonucu bulabilmek m\u00fcmk\u00fcn olamayacakt\u0131r. \u00d6yle ki; \u00c7erkesler i\u00e7in d\u00fc\u015flenen gelecek kurgusunun a\u00e7\u0131klanmas\u0131, bir olay\u0131 \u00c7erkes kimli\u011fi ile tart\u0131\u015fma hakk\u0131n\u0131n \u00f6n ko\u015fuludur demek yanl\u0131\u015f olmayacakt\u0131r.<\/p>\n<p>Olaylar, de\u011fi\u015fim ve geli\u015fimlerin bizler i\u00e7in \u00f6nemini, de\u011ferini belirleyen de bunlar\u0131n kurgumuza olas\u0131 etkileridir. Dahas\u0131, sa\u011fl\u0131kl\u0131 bir paradigma ve sa\u011fl\u0131kl\u0131 bir \u00e7\u0131kar\u0131ma kar\u015f\u0131n bireyin davran\u0131\u015f\u0131n\u0131 as\u0131l belirleyecek olan etken, bireyin kendisini konumland\u0131rd\u0131\u011f\u0131 yerdir. \u00c7erkes sorununun \u00e7\u00f6z\u00fcm\u00fc konusunda kendisini ne kadar sorumlu sayd\u0131\u011f\u0131d\u0131r. Sorunun \u00e7\u00f6z\u00fcm s\u00fcrecinde \u00fcstlenebilece\u011fi g\u00f6revleri de b\u00fcy\u00fck \u00f6l\u00e7\u00fcde bu sorumluluk alg\u0131s\u0131 belirleyecektir.<\/p>\n<p>Ger\u00e7ekten de, gelecek kurgusu ve bu kurgunun ger\u00e7ekle\u015ftirilmesi s\u00fcrecinde \u00fcstlendi\u011fimiz sorumluluk, bilincinde olmasak da, \u00c7erkeslerin kimler oldu\u011fu sorusuna verilecek yan\u0131t dahil, sorunumuza ili\u015fkin her s\u00f6ylemimizi, her \u00f6nerimizi, her eylemimizi etkilemekte, bi\u00e7imlendirmektedir. Dolay\u0131s\u0131 ile s\u00f6ylemleri ne denli \u00c7erkesleri ilgilendirir g\u00f6r\u00fcnse de \u00c7erkesler i\u00e7in gelecek kurgusu olmayanlar\u0131n yakla\u015f\u0131mlar\u0131, \u00e7\u00f6z\u00fcm \u00f6nerileri \u00c7erkesler taraf\u0131ndan \u00f6nemsenmeyecektir.\u00a0Yakla\u015f\u0131mlar\u0131, \u00f6nerileri gelecek kurgular\u0131 ger\u00e7ek\u00e7i oldu\u011fu \u00f6l\u00e7\u00fcde de\u011fer kazanacak, \u00c7erkes insan\u0131 bu kurgunun ger\u00e7ekle\u015fmesine katk\u0131lar\u0131 oran\u0131nda kendilerini benimseyecek, \u00c7erkes Tarihi\u2019nin \u00f6nemseyece\u011fi ki\u015filer de bu ayd\u0131nlar olacakt\u0131r.<\/p>\n<p>Ben; gelece\u011fimizin Rusya Federasyonu ile birlikte kurgulaman\u0131n ger\u00e7ek\u00e7i olaca\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnenlerdenim. Anavatana d\u00f6n\u00fc\u015f\u00fc, \u00c7erkes ulusal sorunumuzun tek \u00e7\u00f6z\u00fcm yolu olarak g\u00f6r\u00fcyorum. Kar\u015f\u0131la\u015ft\u0131\u011f\u0131m\u0131z her olay\u0131 oldu\u011fu gibi Demokratik A\u00e7\u0131l\u0131m\u2019\u0131 da d\u00f6n\u00fc\u015f paradigmas\u0131 ile de\u011ferlendirdi\u011fimin bilincinde olunmas\u0131n\u0131 diliyor, g\u00f6r\u00fc\u015f belirtenlerin \u00f6ncelikle paradigmalar\u0131n\u0131n sorgulanmas\u0131n\u0131 da gerekli buluyorum.<\/p>\n<p><b> \u00c7erkes kimdir? <\/b><\/p>\n<p>Bilimsel olarak ve anavatandaki kabule g\u00f6re \u00c7erkes, kendisini Adige olarak adland\u0131ran halk\u0131m\u0131za, di\u011fer halklar\u0131n verdi\u011fi add\u0131r. T\u00fcrkiye ayr\u0131 tutulursa, diaspora \u00fclkelerindeki anlay\u0131\u015f da anavatandaki ile t\u0131pa t\u0131p \u00f6rt\u00fc\u015fmektedir. \u0130ngilizce ad\u0131 \u201cCircassian\u201d s\u00f6zc\u00fc\u011f\u00fcn\u00fc i\u00e7eren Amerika\u2019daki derne\u011fimiz, anadilde Adige derne\u011fi olarak bilinmektedir. \u00dcrd\u00fcn ve Suriye\u2019de de derneklerimizin Adigece adlar\u0131nda ge\u00e7en Adige s\u00f6zc\u00fc\u011f\u00fc Arap\u00e7a adland\u0131rmada \u201c\u015eerkes\u201d olarak ge\u00e7mektedir.<\/p>\n<p>\u00c7erkes s\u00f6zc\u00fc\u011f\u00fcn\u00fcn Kuzey Kafkasya\u2019n\u0131n otokton halklar\u0131n\u0131n t\u00fcm\u00fcn\u00fcn ortak ad\u0131 oldu\u011fu tan\u0131m\u0131 ise sadece T\u00fcrkiye k\u00f6kenli az say\u0131daki \u00c7erkes\u2019in zorlama kabul\u00fcd\u00fcr. Temelinde de T\u00fcrkiyelilik paradigmas\u0131 yatmaktad\u0131r. \u00d6z\u00fcnde bu yakla\u015f\u0131m\u0131 benimseyenlerin ya \u00c7erkes halk\u0131 i\u00e7in gelecek kurgular\u0131 hi\u00e7 yoktur ya da kurguyu bi\u00e7imlendiren T\u00fcrkiyelilik olgusudur.<\/p>\n<p>Bir di\u011fer bilimsel ger\u00e7ek, Abaza Adige ve Wub\u0131hlar\u0131n k\u00f6kenlerinin ayn\u0131 oldu\u011fu, \u00e7ok uzak ge\u00e7mi\u015fte ayn\u0131 dili konu\u015ftuklar\u0131d\u0131r. Ancak, k\u00f6ken birli\u011fi olan Wub\u0131hlar\u0131n bir b\u00f6l\u00fcm\u00fc Abazalarla bir b\u00f6l\u00fcm\u00fc de Adigelerle kayna\u015fm\u0131\u015ft\u0131r. Bu k\u00f6ken birli\u011fi sosyo-politik durum gerektirdi\u011finde, \u00c7erkes, Adige ve Abaza\u2019d\u0131r tan\u0131m\u0131na olanak vermektedir. Nitekim kurucu \u00f6rg\u00fctlerin \u00e7o\u011fu taraf\u0131ndan bir Adige birli\u011fi olarak d\u00fc\u015f\u00fcn\u00fclm\u00fc\u015fken, halklar\u0131m\u0131z\u0131n politik \u00e7\u0131karlar\u0131 gerektirdi\u011fi i\u00e7in D\u00fcnya \u00c7erkes Birli\u011fi, Adige Abaza \u00f6rg\u00fct\u00fc olarak do\u011fmu\u015ftur.<\/p>\n<p>Ancak g\u00fcn\u00fcm\u00fczde iki karde\u015f halktan Abazalar ba\u011f\u0131ms\u0131z Abhazya\u2019ya kavu\u015fmu\u015ftur. Adigelerin \u00e7o\u011funlu\u011funun amac\u0131 ise D\u00f6n\u00fc\u015f ve Rusya Federasyonu b\u00fct\u00fcnl\u00fc\u011f\u00fc i\u00e7inde daha \u00f6zg\u00fcr, olanaklar\u0131 daha geni\u015f bir halk olmak, ulusla\u015fmakt\u0131r. Bu durumda \u00f6nceli\u011fi ba\u011f\u0131ms\u0131zl\u0131k olmayan Adigelerin, \u00f6nceli\u011fi Ba\u011f\u0131ms\u0131z Abhazya\u2019n\u0131n daha \u00e7ok \u00fclke taraf\u0131ndan tan\u0131nmas\u0131 olan Abazalar\u0131, \u00c7erkes \u00e7at\u0131s\u0131n\u0131 kabule zorlamalar\u0131 ger\u00e7ek\u00e7i de\u011fildir, bir o kadar da anlams\u0131zd\u0131r. Bu ger\u00e7ekler kar\u015f\u0131s\u0131nda g\u00fcn\u00fcm\u00fczde \u00c7erkes\u2019i bilimsel anlam\u0131 ile Adige kar\u015f\u0131l\u0131\u011f\u0131 kullanmak, sosyo-politik a\u00e7\u0131dan da daha do\u011fru bir yakla\u015f\u0131m olmaktan \u00f6te bir gerekliliktir.<\/p>\n<p>\u00c7erkeslerin somut durumu, paradigmam\u0131z\u0131 olu\u015fturan en \u00f6nemli bile\u015fenlerden biridir. Bilindi\u011fi gibi \u00c7erkesler ge\u00e7mi\u015f y\u00fczy\u0131llarda kimi tarih\u00e7ilere g\u00f6re y\u00fcz elli y\u0131l, kimilerine g\u00f6re de \u00fc\u00e7 y\u00fcz y\u0131l s\u00fcren ba\u011f\u0131ms\u0131zl\u0131k sava\u015f\u0131n\u0131 \u00c7arl\u0131k Rusya\u2019s\u0131na kar\u015f\u0131 kaybetmi\u015f, soyk\u0131r\u0131ma u\u011fram\u0131\u015f ve s\u00fcr\u00fclm\u00fc\u015flerdir. \u00c7arl\u0131k Rusya\u2019s\u0131n\u0131n insans\u0131z bir Kuzey Bat\u0131 Kafkasya iste\u011fi ile d\u00f6nemin bir di\u011fer emperyalist \u00fclkesi Osmanl\u0131 \u0130mparatorlu\u011fu&#8217;nun bu co\u011frafyadaki sava\u015fkan ve M\u00fcsl\u00fcman insanlara olan ihtiyac\u0131 \u00f6rt\u00fc\u015fm\u00fc\u015f ve \u00c7erkes n\u00fcfusun % 90\u2019\u0131na anavatanlar\u0131 terk ettirilmi\u015ftir. \u0130ngiltere ve Fransa da bunu desteklemi\u015f, \u00c7erkeslerin nerelere yerle\u015ftirilmeleri konusunda \u00c7arl\u0131k Rusya\u2019s\u0131 ile birlikte \u00e7\u0131karlar\u0131 ile uyumlu m\u00fcdahalelerde bulunmu\u015flard\u0131r.<\/p>\n<p>\u00d6zellikle vurgulamak gerekir ki; \u00c7erkesler, sava\u015flar boyunca da yenilgiden sonra da ilgili \u00fclkelerce hi\u00e7bir zaman \u00f6zne olarak g\u00f6r\u00fclmemi\u015f, \u00fclkelerinin s\u0131n\u0131r\u0131n\u0131 \u00e7izen hi\u00e7bir anla\u015fmada taraf kabul edilmemi\u015flerdir. Osmanl\u0131 ile Rusya aras\u0131nda yap\u0131lm\u0131\u015f g\u00f6\u00e7 anla\u015fmalar\u0131, 1862\u2019de yard\u0131m talebi ile \u0130ngiltere\u2019ye giden \u00c7erkes el\u00e7ilere \u201cyenildiklerinde istedikleri \u00fclkeye g\u00f6\u00e7\u00fcr\u00fclmeleri konusunda yard\u0131m\u201d vaadi ise \u00c7erkeslerin hazin sonunun 1864\u2019den \u00e7ok \u00f6nce planland\u0131\u011f\u0131n\u0131 kan\u0131tlamas\u0131 a\u00e7\u0131s\u0131ndan ilgin\u00e7tir.<\/p>\n<p>Osmanl\u0131 Devleti \u00c7erkesleri, artan H\u0131ristiyan n\u00fcfusu dengelemek yan\u0131nda ba\u015fka bir\u00e7ok \u00e7\u0131kar\u0131n\u0131 da g\u00f6zeterek ama hi\u00e7bir b\u00f6lgede \u00e7o\u011funluk olmamalar\u0131na da \u00f6zen g\u00f6stererek bir plan dahilinde yerle\u015ftirmi\u015ftir. Osmanl\u0131 Devleti&#8217;nin da\u011f\u0131lmas\u0131 daha sonra da nedenleri farkl\u0131 g\u00f6\u00e7lerle, y\u00f6netimleri ve bask\u0131n k\u00fclt\u00fcrleri benzemez \u00e7ok say\u0131da \u00fclkeye da\u011f\u0131lm\u0131\u015flard\u0131r. N\u00fcfusun \u00e7ok b\u00fcy\u00fck bir \u00e7o\u011funlu\u011funa anavatan\u0131n kaybettirilmesi, uygulanan kolonyalist politika \u00c7erkesleri anavatanda par\u00e7al\u0131 ve az\u0131nl\u0131k durumda b\u0131rakm\u0131\u015ft\u0131r. Ayr\u0131ca hep vurgulad\u0131\u011f\u0131m\u0131z gibi, anavatana d\u00f6n\u00fc\u015f d\u00fc\u015f\u00fcncesi s\u00fcrg\u00fcn\u00fcn ilk g\u00fcnlerinde ortaya \u00e7\u0131km\u0131\u015f, giri\u015fimlerde bulunulmu\u015ftur. Ancak ne \u00c7arl\u0131k Rusya\u2019s\u0131n\u0131n ne de Osmanl\u0131 Devleti\u2019nin engelleri a\u015f\u0131labilmi\u015ftir. Salt olabilirli\u011fi de\u011fil olmazsa olmazl\u0131\u011f\u0131 da en a\u00e7\u0131k \u015fekli ile ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>Rusya Federasyonu\u2019nun \u00e7\u0131karlar\u0131 ile \u00e7\u0131karlar\u0131m\u0131z\u0131n \u00f6rt\u00fc\u015f\u00fcr olmas\u0131, d\u00f6n\u00fc\u015f\u00fcn ger\u00e7ekle\u015fmesi olas\u0131l\u0131\u011f\u0131n\u0131 b\u00fcy\u00fctmektedir.<\/p>\n<p>\u00c7arl\u0131k Rusya\u2019s\u0131 Kafkas sava\u015flar\u0131 s\u0131ras\u0131nda \u00c7erkeslere gelecek yard\u0131m\u0131 engellemek i\u00e7in k\u0131y\u0131lar\u0131 abluka alt\u0131na alan Rus donanmas\u0131 bug\u00fcn Abhazya\u2019y\u0131 sald\u0131r\u0131lardan korumak i\u00e7in n\u00f6bettedir.<\/p>\n<p>Rusya Federasyonu\u2019nun n\u00fcfus azl\u0131\u011f\u0131, \u015fimdilik belirli b\u00f6lgeleri kapsayan Federal D\u00f6n\u00fc\u015f program\u0131na uzak olmayan bir gelecekte cumhuriyetlerimizin de uygulama alan\u0131na al\u0131nacaklar\u0131 umudunu beslemektedir.<\/p>\n<p>T\u00fcrkiye Cumhuriyeti ile Rusya Federasyonu\u2019nun ortak enerji politikalar\u0131 ticaret hacimlerinin b\u00fcy\u00fcmesi ili\u015fkilerinin alabildi\u011fine geli\u015fmesi uzak olmayan bir gelecekte vizenin kalkabilece\u011fi ve \u00e7ifte vatanda\u015fl\u0131k anla\u015fmas\u0131n\u0131n g\u00fcndeme gelebilece\u011fi umudunu b\u00fcy\u00fctmektedir.<\/p>\n<p>Federasyon \u00fcyesi cumhuriyetlerimizin \u00e7a\u011fr\u0131s\u0131 ve atalar\u0131m\u0131z\u0131 vatan\u0131ndan eden, s\u00fcren \u00c7arl\u0131k Rusya\u2019s\u0131n\u0131n varisi Rusya Federasyonu\u2019nun onay\u0131 ile d\u00f6n\u00fclebilmekte, vatanda\u015f\u0131 olunan \u00fclkeden d\u00f6n\u00fc\u015f ba\u015fvurusu yap\u0131labilmektedir.<\/p>\n<p>D\u00f6n\u00fc\u015f art\u0131k yerel y\u00f6netimlerimizin resmi politikas\u0131 olmu\u015f, Federasyonun resmi politikas\u0131 olma umudu do\u011fmu\u015ftur.<\/p>\n<p>T\u00fcrkiye\u2019deki demokratik geli\u015fim, ulusal sorunumuzun daha rahat tart\u0131\u015f\u0131laca\u011f\u0131 bir ortam yaratacak, d\u00f6n\u00fc\u015f yapanlar\u0131n iki \u00fclke ili\u015fkilerinin geli\u015fmesine katk\u0131lar\u0131 olacakt\u0131r.<\/p>\n<p>D\u00f6n\u00fc\u015f\u00fcn ulusal getirisi ile elde etmek i\u00e7in \u00f6denmesi gereken bedelin b\u00fcy\u00fckl\u00fc\u011f\u00fc ters orant\u0131l\u0131d\u0131r.<\/p>\n<p>D\u00f6n\u00fc\u015f bir ulusal kurtulu\u015f m\u00fccadelesi olmakla birlikte, bizleri kahramanl\u0131klara zorlamayan basit, bulunulan \u00fclke y\u00f6netimlerine ters d\u00fc\u015fmeyi, gizli \u00f6rg\u00fctler kurmay\u0131, hapislerde \u00e7\u00fcr\u00fcme, s\u00fcr\u00fclme, \u00f6ld\u00fcr\u00fclme gibi bedelleri g\u00f6ze almay\u0131 gerektirmeyen do\u011fal bir \u00e7izgidir.<\/p>\n<p>D\u00f6n\u00fc\u015f bir y\u00f6n\u00fc ile daha iyi i\u015f olanaklar\u0131 i\u00e7in, daha mutlu olacaklar\u0131 bir k\u00fclt\u00fcr ortam\u0131nda ya\u015famak i\u00e7in \u00fclke de\u011fi\u015ftirmek gibi \u00e7ok s\u0131radan bir n\u00fcfus hareketi olarak da alg\u0131lanabilir. Nitekim bug\u00fcn Rusya Federasyonu\u2019na yerle\u015fmi\u015f, \u00e7al\u0131\u015fan, \u00fcreten, ge\u00e7inen, i\u015f kuran, evlenen, \u00c7erkes olmayan T\u00fcrk vatanda\u015f\u0131 say\u0131s\u0131 \u00c7erkes T\u00fck vatanda\u015f\u0131 say\u0131s\u0131ndan kat be kat fazlad\u0131r. Ayr\u0131ca y\u0131llarca dili yasaklanm\u0131\u015f k\u00fclt\u00fcr\u00fcn\u00fc geli\u015ftirme olanaklar\u0131 k\u0131s\u0131tlanm\u0131\u015f, az\u0131nl\u0131k bir halk\u0131n ulusal k\u00fclt\u00fcrel haklar\u0131n\u0131 savunan, demokratik ortam\u0131n d\u00f6n\u00fc\u015fe mutlaka olumlu katk\u0131s\u0131 olaca\u011f\u0131n\u0131n bilincinde olan bir d\u00f6n\u00fc\u015f\u00e7\u00fc olarak demokratik m\u00fccadeleyi desteklememek,\u00a0kar\u015f\u0131 durmak kendimi yads\u0131mak olur.<\/p>\n<p>Ancak hemen belirtmeliyim ki eylemlerde \u00c7erkes kimli\u011fi ile yer al\u0131nmas\u0131 son derece yanl\u0131\u015ft\u0131r. Yanl\u0131\u015ft\u0131r \u00e7\u00fcnk\u00fc \u00c7erkes kimli\u011fi ile demokratik m\u00fccadeleye katk\u0131 giri\u015fimi antidemokratik olacakt\u0131r. Oysa demokrasiyi benimseyen, demokratik m\u00fccadeleye destek veren ki\u015finin \u00f6nce kendisinin demokrat olmas\u0131 gerekmez mi? Demokrat olman\u0131n birinci ko\u015fulu da ad\u0131na eylemde bulunmay\u0131 d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fcn\u00fcz toplulu\u011fun oyuna, onay\u0131na sayg\u0131 duymak de\u011fil midir? Oysa, \u00c7erkeslerin konumu gere\u011fi g\u00fcn\u00fcm\u00fczde cumhuriyetlerimizin ba\u015fkanlar\u0131 dahil tim \u00c7erkesler ad\u0131na konu\u015fma hakk\u0131 olan, halk\u0131m\u0131z\u0131n oyunu onay\u0131n\u0131 alm\u0131\u015f yetkilimiz de \u00f6rg\u00fct\u00fcm\u00fcz de yoktur. Somutumuz bu kadar a\u00e7\u0131kken halk\u0131 ad\u0131na konu\u015ftu\u011fu izlenimi vermek kendimize, halk\u0131m\u0131za, i\u00e7inde ya\u015fad\u0131\u011f\u0131m\u0131z topluma sayg\u0131s\u0131zl\u0131k olacakt\u0131r.<\/p>\n<p>Ayr\u0131ca, b\u00f6ylesi tahlili zor, \u00fclke halk\u0131n\u0131n kampla\u015ft\u0131\u011f\u0131, \u00fclke yazarlar\u0131n\u0131n ayr\u0131\u015ft\u0131\u011f\u0131 bir olayda \u00c7erkesler ad\u0131na konu\u015fulsa bile \u00c7erkeslerin desteklemeyece\u011fi bilinmelidir. \u201c<strong>demokratik yeniden yap\u0131lanma \u00e7a\u011fr\u0131s\u0131<\/strong>&#8221; yapan \u201c<strong>Demokrasi \u0130\u00e7in \u00c7erkes Giri\u015fimi<\/strong>\u201d g\u00f6r\u00fc\u015flerimizi do\u011frulayan en yak\u0131n \u00f6rnektir. Giri\u015fimciler halk\u0131m\u0131z\u0131n oyu ve onay\u0131 yokken halk\u0131n ad\u0131n\u0131 kullanarak giri\u015fimde bulunmu\u015f, hem kendi halk\u0131m\u0131za hem de T\u00fcrkiye halk\u0131na sayg\u0131s\u0131zl\u0131k yapm\u0131\u015flard\u0131r. Halk\u0131m\u0131z da kendilerinden deste\u011fin en k\u00fc\u00e7\u00fc\u011f\u00fcn\u00fc bile esirgemi\u015ftir.<\/p>\n<p>Dahas\u0131, diasporada \u00f6zellikle politik olaylarda, \u00f6zellikle \u00fclke halk\u0131n\u0131n belirgin olarak ayr\u0131\u015ft\u0131\u011f\u0131 konularda \u00c7erkesler ad\u0131na yap\u0131lacak her giri\u015fimin h\u00fcsranla sonu\u00e7lanaca\u011f\u0131n\u0131 bunun genetik sosyal psikolojik nedenleri oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorum. \u00d6nce bir tespit:<\/p>\n<p>S\u00fcrg\u00fcnden bu yana hi\u00e7bir diaspora \u00fclkesinde, \u00f6zellikle diaspora devlet uygulamalar\u0131na kar\u015f\u0131 \u00c7erkes toplumsal hareketi olmam\u0131\u015ft\u0131r. K\u00f6yler s\u00fcr\u00fclm\u00fc\u015f kar\u015f\u0131 koymam\u0131\u015f\u0131z. D\u00f6nem gelmi\u015f dilimiz yasaklanm\u0131\u015f\u00a0\u201cpeki\u201d demi\u015fiz. Kendimizi bildik bileli ta\u015f\u0131d\u0131\u011f\u0131m\u0131z soyadlar\u0131m\u0131z\u0131n T\u00fcrk\u00e7eleri ile de\u011fi\u015ftirilmesini benimsemi\u015fiz. Cumhuriyet d\u00f6nemindeki ilk derne\u011fimizi ancak 1946\u2019da \u00c7erkes\u2019i hi\u00e7 an\u0131msatmayan bir ad vererek \u201cDosteli Yard\u0131mla\u015fma Derne\u011fi ad\u0131 ile a\u00e7abilmi\u015fiz. Y\u0131llard\u0131r \u00c7erkes ile hain s\u00f6zc\u00fcklerinin birlikte kullan\u0131lmas\u0131na kendimizi al\u0131\u015ft\u0131rm\u0131\u015f\u0131z.
