Kurulan yeni kom\u00fcnist idare, Rus imparatorlu\u011funda ya\u015fayan halklara \u015fu beyannameyi sunuyor: (2)<\/p>\n<p><b>&#8221;RUSYA\u2019DA YA\u015eAYAN M\u0130LLETLER\u0130N HAKLARINA DA\u0130R BEYANNAME&#8221;<br \/>\n1) <\/b>Rusya&#8217;da ya\u015fayan halklar e\u015fittir ve egemendir.<br \/>\n<b>2)<\/b> Rusya&#8217;da ya\u015fayan halklar\u0131n Rusya&#8217;dan ayr\u0131lmaya, ba\u011f\u0131ms\u0131z bir devlet kurmaya var\u0131ncaya kadar, serbest\u00e7e kaderlerini kendilerinin tayin etme\u011fe haklar\u0131 vard\u0131r.<br \/>\n<b>3) <\/b>Herhangi ya da b\u00fct\u00fcn milli ve milli-dini imtiyazlar ve gerilikler kald\u0131r\u0131lacakt\u0131r.<br \/>\n<b>4)<\/b> Rus topraklar\u0131nda oturan milli az\u0131nl\u0131klar ve etnografik guruplar serbest olarak geli\u015feceklerdir.<br \/>\n<b>5)<\/b> Rus Cumhuriyeti ad\u0131na Halk Komiserleri Konseyi B\u015fk.<br \/>\n<b>6) <\/b>Cuko\u015fvili Stalin V. Uliyanov<br \/>\n<b>7) <\/b>G\u00f6r\u00fcl\u00fcyor ki bu beyanname Rusya\u2019da ya\u015fayan b\u00fct\u00fcn halklara ba\u011f\u0131ms\u0131z devlet kurmaya var\u0131ncaya kadar geni\u015f yetki veriyor. Gerek bu beyannamenin etkisiyle, gerekse Rusya\u2019daki kar\u0131\u015f\u0131kl\u0131klar sebebiyle bir\u00e7ok milletlerin mili-mahalli h\u00fck\u00fcmetler kurdu\u011fu g\u00f6zden ka\u00e7m\u0131yor. Bu arada Kuzey Kafkasya&#8217;da 11 May\u0131s 1918\u2019de kendi k\u00fc\u00e7\u00fck cumhuriyetini kuruyor. Fakat di\u011fer bir\u00e7ok k\u00fc\u00e7\u00fck devletler gibi o da k\u0131sa bir s\u00fcre sonra ortadan kald\u0131r\u0131l\u0131yor. (18. Mart. 1921)<br \/>\n<b>8) <\/b>Anti-kom\u00fcnist \u00e7evrelere g\u00f6re, kom\u00fcnistler Rusya\u2019da ya\u015fayan halklara verdikleri s\u00f6zde durmam\u0131\u015flard\u0131r. Hatta ba\u015flang\u0131\u00e7ta vermi\u015f g\u00f6r\u00fcnd\u00fckleri s\u00f6z dahi samimi de\u011fildi. Bu Rusya\u2019da ya\u015fayan halklar\u0131 avlamak i\u00e7in bir tuzakt\u0131. Kom\u00fcnistlere ve bat\u0131daki sosyalistlere g\u00f6re ise milli-mahalli h\u00fck\u00fcmetlerin ortadan kald\u0131r\u0131lmas\u0131n\u0131n gerek\u00e7esi &#8221;B\u00fct\u00fcn bu h\u00fck\u00fcmetlerin ve hareketlerin ba\u015f\u0131nda m\u00fclk sahibi s\u0131n\u0131flar\u0131n&#8221; bulunmas\u0131, &#8221;y\u00f6netimin kapitalist ve gericilerin eline ge\u00e7mi\u015f&#8221; olmas\u0131yd\u0131. (3) Bundan sonra, Sovyetlere sad\u0131k, Sovyet Sosyalist cumhuriyetleri, Sovyet muhtar b\u00f6lgeleri kuruldu.<br \/>\nSene l940&#8230; ikinci d\u00fcnya sava\u015f\u0131 patlak verdi. Almanlar Avrupa&#8217;y\u0131 i\u015fgal ederek h\u0131zla Moskova\u2019ya do\u011fru ilerlediler. Rus y\u00f6netimine hen\u00fcz al\u0131\u015famam\u0131\u015f, ondan ho\u015fnut olmayan halk y\u0131\u011f\u0131nlar\u0131 Almanlar\u0131n geli\u015fini sevin\u00e7 ve heyecanla kar\u015f\u0131lad\u0131lar. Fakat k\u0131sa bir s\u00fcre sonra yan\u0131ld\u0131klar\u0131n\u0131 anlad\u0131lar. Sovyet kuvvetlerine kar\u015f\u0131 gerilla sava\u015flar\u0131 vermek i\u00e7in haz\u0131rlanan bu guruplar, silahlar\u0131n\u0131 yeniden Alman i\u015fgal Kuvvetlerine kar\u015f\u0131 \u00e7evirdiler. Asl\u0131nda Almanlar Kafkasyal\u0131lar\u0131n h\u00fcrriyetlerine kar\u015f\u0131 da h\u00fcrmetkar olmam\u0131\u015f, ana hedefleri Kafkasya\u2019n\u0131n zengin petrollerini Alman kapitalizmine katmak olmu\u015ftur. (4) Almanlar ama\u00e7lar\u0131na eri\u015femediler. K\u0131sa zamanda par\u00e7alan\u0131p da\u011f\u0131laca\u011f\u0131 \u00fcmit edilen Sovyet imparatorlu\u011fu bu sava\u015ftan daha sa\u011flam, daha g\u00fc\u00e7l\u00fc \u00e7\u0131kt\u0131<br \/>\n<b>9) <\/b>Art\u0131k d\u00fcnya birbirine kinle, h\u0131n\u00e7la bakan iki kampa ayr\u0131lm\u0131\u015ft\u0131; do\u011fu-bat\u0131 bloklar\u0131. \u00f6yle iki blok ki en normal insanl\u0131k ili\u015fkilerini dahi kesmi\u015flerdi birbirleriyle. Arada bir demir perde, haberle\u015fme \u00f6zg\u00fcrl\u00fc\u011f\u00fc bile ortadan kalkm\u0131\u015ft\u0131. B\u00fct\u00fcn bunlar\u0131n nedeni sadece ekonomik ve sosyal sistem ayr\u0131l\u0131\u011f\u0131yd\u0131. Amans\u0131z bir m\u00fccadele alm\u0131\u015f y\u00fcr\u00fcm\u00fc\u015ft\u00fc&#8230;<\/p>\n<p>Bloklar aras\u0131 bu politik tutumdan en \u00e7ok zarar g\u00f6ren yine biz Kuzey Kafkasl\u0131lar olduk. Y\u00fcz sene \u00f6nce ana vatan\u0131m\u0131z\u0131 terketmi\u015f, bir k\u0131s\u0131m karde\u015flerimizi orada kaderleriyle ba\u015fba\u015fa b\u0131rakm\u0131\u015ft\u0131k. Onlar orada ne yap\u0131yordu? Bilemiyorduk. Kendileri ile ili\u015fkiler kuracak imkan ve \u015fartlara da sahip de\u011fildik. Kas\u0131tl\u0131 olarak ortaya at\u0131lan propagandalarla birbirimize kar\u015f\u0131 olan g\u00fcvenimiz sars\u0131lm\u0131\u015f, sevgi ba\u011flar\u0131m\u0131z kopar\u0131lmak istenmi\u015fti. Birbirimizle haberdar olmamak i\u00e7in elden gelen her \u015fey yap\u0131lm\u0131\u015ft\u0131. T\u00fcrkiye d\u0131\u015f\u0131nda ya\u015fayan karde\u015flerimizin de bizden haberleri yoktu son senelere kadar. \u0130\u015fin en ac\u0131kl\u0131 taraf\u0131 ise bizlere y\u00f6n verecek, bir\u00e7ok hususlarda bizleri ayd\u0131nlatacak olan ayd\u0131nlar\u0131m\u0131z\u0131n olmay\u0131\u015f\u0131yd\u0131. Ayd\u0131n ge\u00e7inen pek\u00e7ok kimse ki\u015fisel \u00e7\u0131karlar pe\u015finde ko\u015fuyor, bunlar anavatandan ayr\u0131lmaktaki sebebi bilmezlikten geliyorlard\u0131. \u00c7erkesler gibi k\u0131smen de olsa vatanlar\u0131n\u0131 terketmek zorunlulu\u011funda kalm\u0131\u015f di\u011fer milletler, G\u00fcrc\u00fcler, Ermeniler, Azeriler her f\u0131rsatta ana vatanlar\u0131na d\u00f6n\u00fcyor, oradaki \u0131rkda\u015flar\u0131yla ili\u015fkilerini kesmiyorlard\u0131. Ayr\u0131ca muhacerette bulunduklar\u0131 zamanlarda aralar\u0131ndaki \u0130\u015fbirli\u011fini yitirmiyor, her t\u00fcrl\u00fc yard\u0131mla\u015fma, ve k\u00fclt\u00fcr \u00e7al\u0131\u015fmalar\u0131na b\u00fcy\u00fck \u00f6nem veriyorlard\u0131. Ama buna kar\u015f\u0131l\u0131k biz Kuzey Kafkasyal\u0131lar hala yanl\u0131\u015f politik tutumlarla yabanc\u0131lara hizmette kusur etmiyorduk. Bu y\u00f6ndeki s\u00f6z\u00fcm ona \u00e7al\u0131\u015fmalar birka\u00e7 ki\u015finin \u015fahsi g\u00f6r\u00fc\u015flerinin \u0131\u015f\u0131\u011f\u0131 alt\u0131nda, pl\u00e2ns\u0131z ve belirsiz bir \u015fekilde saman alevi gibi arada bir yan\u0131p s\u00f6nme \u015feklinde s\u00fcregeliyordu&#8230;<\/p>\n<p>Nihayet do\u011fu ile bat\u0131 aras\u0131ndaki buzlar \u00e7\u00f6z\u00fclme\u011fe ba\u015flad\u0131. Ger\u00e7i demir perde yine mevcuttu ama ne de olsa eski kal\u0131nl\u0131k ve kat\u0131l\u0131\u011f\u0131 kalmam\u0131\u015ft\u0131. Sosyal ve k\u00fclt\u00fcrel ili\u015fkiler geli\u015fti. D\u00fcnya milletleri aras\u0131ndaki bu geli\u015fmelere paralel olarak Kuzey Kafkasyal\u0131lar da harekete ge\u00e7tiler. Bilhassa Suriye, \u00dcrd\u00fcn ve \u0130srail\u2019de ya\u015fayanlar anavatanda ya\u015fayan karde\u015fleriyle s\u0131k\u0131 ili\u015fkiler kurdular. Kar\u015f\u0131l\u0131kl\u0131 ziyaretler d\u00fczenlendi. Sonu\u00e7 olarak Kuzey Kafkasya\u2019da ya\u015fayan karde\u015flerinin durumlar\u0131n\u0131n kendilerinden daha iyi oldu\u011funu g\u00f6rd\u00fcler. K\u00fclt\u00fcrel ba\u011flar yeniden d\u00fczenlendi, milli dille yaz\u0131lm\u0131\u015f kitaplar getirtildi ve bulunduklar\u0131 yerlerde ana dilleriyle \u00f6\u011frenim yap\u0131lma\u011fa ba\u015flan\u0131ld\u0131. Bu \u00e7al\u0131\u015fmalar yap\u0131ladursun \u00cesrail-Arap sava\u015f\u0131 sonucu Suriye\u2019deki soyda\u015flar\u0131m\u0131z bulunduklar\u0131 topraklar\u0131 terketmek zorunlulu\u011funda kald\u0131lar. \u015eimdi bunlar anayurtlar\u0131 Kuzey Kafkasya\u2019ya (Kabardey-Balkar Cumhuriyeti\u2019ne) d\u00f6nme \u00e7abas\u0131 i\u00e7inde bulunuyorlar.<\/p>\n<p>Art\u0131k bundan b\u00f6yle d\u00fcnyan\u0131n \u015furas\u0131na buras\u0131na, bilhassa Ortado\u011fu&#8217;ya serpilir de sosyal d\u00fczenlerini yitirmi\u015f olan \u00c7erkeslerin Kafkasya\u2019ya d\u00f6nmekten ba\u015fka \u00e7areleri kalmam\u0131\u015ft\u0131r. Yeter ki bu y\u00f6nde olumlu ve yeterli \u00e7al\u0131\u015fmalar yap\u0131labilsin.
