T\u00fcrkiye\u2019nin ve T\u00fcrk halk\u0131n\u0131n d\u0131\u015f politika \u00f6ncelikleri Avrupa Birli\u011fi, K\u0131br\u0131s ve Ortado\u011fu\u2019dur. Halen Maykop\u2019un bile deniz kenar\u0131nda olup olmad\u0131\u011f\u0131n\u0131 bilmeyen Kuzey Kafkasya K\u00fclt\u00fcr Derne\u011fi ba\u015fkanlar\u0131 var. Kuzey Kafkasyal\u0131lar\u0131n y\u00fczde 95\u2019i halen bir kere bile Kafkasya\u2019ya turistik ama\u00e7la bile gitmemi\u015f durumda. T\u00fcrkiye\u2019de \u201c1864\u201d tarihini T\u00fcrk toplumunda ka\u00e7 ki\u015fi biliyor? Sokaktaki vatanda\u015f i\u00e7in \u201c1864\u201d bir\u015fey ifade ediyor mu? Sanm\u0131yorum.<\/p>\n<p>T\u00fcrk toplumu K\u0131z\u0131lderilileri bile Kuzey Kafkasyal\u0131lardan daha fazla tan\u0131yor ve sempati duyuyor. 2005 y\u0131l\u0131nda yay\u0131nlanan \u201cEncyclopedia of Diasporas\u201dda bile Kuzey Kafkasya yer alm\u0131yor. Hacettepe \u00dcniversitesi Uluslararas\u0131 \u0130li\u015fkiler B\u00f6l\u00fcm\u00fc\u2019nde son s\u0131n\u0131f \u00f6\u011frencilerine \u201cKafkasya Politikalar\u0131\u201d adl\u0131 bir ders veriyorum. 45 ki\u015filik s\u0131n\u0131fta Abhazya\u2019n\u0131n d\u00fcnya haritas\u0131ndaki yerini bilen bir ki\u015fi bile \u00e7\u0131kmad\u0131. Abhazya d\u00fcnyan\u0131n neresindedir? Kimdir bu Abhazlar? Sokaktaki T\u00fcrk halk\u0131 T\u00fcrkiye\u2019de halk aras\u0131nda \u201cAbaza\u201d ad\u0131 ile bilinen Abhazlar hakk\u0131nda birka\u00e7 kelime belki edebilir. En az\u0131ndan kom\u015fusu, k\u00f6yl\u00fcs\u00fc, akrabas\u0131 veya arkada\u015f\u0131 Abhaz k\u00f6kenlidir.<\/p>\n<p>Ancak, genel olarak ne Abhazlar\u0131n k\u00f6keni bilinir, ne atlasta Abhazya\u2019n\u0131n yeri g\u00f6sterilebilir. Bu kara cahillikten kim su\u00e7ludur? Sokaktaki vatanda\u015f m\u0131? Yoksa, \u201cKuzey\u201d kelimesinden \u00f6c\u00fc g\u00f6rm\u00fc\u015f gibi gibi ka\u00e7arak resmi adlar\u0131ndan \u00e7\u0131karan ve y\u00fcz\u00fc a\u015fk\u0131n olmakla \u00f6v\u00fcnen Kafkas Dernekleri mi? Halbuki Abhazya, T\u00fcrkiye\u2019nin Karadeniz\u2019deki yak\u0131n akrabas\u0131d\u0131r. Abhazya nezle olursa, T\u00fcrkiye\u2019nin burnu akar. \u00c7\u00fcnk\u00fc, Abhazya\u2019da y\u00fczy\u0131llard\u0131r s\u00fcrg\u00fcn ve soyk\u0131r\u0131ma u\u011frayanlar, Anadolu\u2019da huzur bulmu\u015flard\u0131r. 1864\u2019te biten Kafkas-Rus Sava\u015f\u0131 ve 93 Harbi (1877-78) olarak bilinen Osmanl\u0131-Rus Sava\u015f\u0131 sonras\u0131nda u\u011fran\u0131lan soyk\u0131r\u0131m ve s\u00fcrg\u00fcn nedeniyle \u00f6zellikle Kuzeybat\u0131 Anadolu Abhazya\u2019dan s\u00fcrekli zorunlu g\u00f6\u00e7 alm\u0131\u015ft\u0131r. Bu nedenle, g\u00fcn\u00fcm\u00fczde Abhazya\u2019dan \u00e7ok daha fazla Abhaz T\u00fcrkiye\u2019de bulunmaktad\u0131r.<\/p>\n<p>G\u00fcneybat\u0131 Karadeniz k\u0131y\u0131s\u0131nda bulunan Abhazya\u2019n\u0131n y\u00fcz\u00f6l\u00e7\u00fcm\u00fc: 8.600 km\u00b2, n\u00fcfusu 300 bin\u2019dir. 1992-93 G\u00fcrc\u00fc-Abhaz sava\u015f\u0131 \u00f6ncesi n\u00fcfusu ise (1991) 550 bin\u2019dir. Sovyetler Birli\u011fi devrinde Karadeniz k\u0131y\u0131s\u0131nda G\u00fcrcistan\u2019a ba\u011fl\u0131 \u00f6zerk bir cumhuriyet olan Abhazya, birli\u011fin da\u011f\u0131lmas\u0131n\u0131n ard\u0131ndan 23 Temmuz 1992 tarihinde fiilen (de facto) G\u00fcrcistan\u2019dan ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 ilan etmi\u015ftir. Bunun \u00fczerine, 14 A\u011fustos 1992 tarihinde G\u00fcrc\u00fc kuvvetlerinin Abhazya\u2019n\u0131n ba\u015fkenti Sohum\u2019a girmesi ve buna Abhaz kuvvetlerinin cevap vermesiyle patlak veren G\u00fcrcistan-Abhazya ihtilaf\u0131 topyek\u00fbn sava\u015fa d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu sava\u015f bir y\u0131ldan fazla s\u00fcrerek 30 Eyl\u00fcl 1993 tarihinde G\u00fcrc\u00fc kuvvetleri ile G\u00fcrc\u00fc n\u00fcfusunun Abhazya\u2019y\u0131 terk etmesiyle sonu\u00e7lanm\u0131\u015ft\u0131r. Sava\u015fta iki taraftan yakla\u015f\u0131k 7 bin ki\u015fi \u00f6lm\u00fc\u015f, 250 bin Abhazyal\u0131 G\u00fcrc\u00fc m\u00fclteci haline gelmi\u015fti. 1992-93 y\u0131llar\u0131 aras\u0131ndaki G\u00fcrcistan-Abhazya sava\u015f\u0131, Abhazya a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck bir sosyal ve ekonomik y\u0131k\u0131m\u0131 getirmekle kalmam\u0131\u015f, G\u00fcrcistan ile yeniden bir araya gelme se\u00e7ene\u011fini de b\u00fcy\u00fck \u00f6l\u00e7\u00fcde t\u00fcketmi\u015ftir. 3 Ekim 2004 tarihinde yap\u0131lan Abhazya devlet ba\u015fkanl\u0131\u011f\u0131 se\u00e7iminin Rusya Federasyonu&#8217;nun arzu etmedi\u011fi bir bi\u00e7imde Bagap\u015f lehine sonu\u00e7lanmas\u0131ndan sonra Rus\u00e7u Abhazlar ile Abhaz milliyet\u00e7ileri aras\u0131nda ortaya \u00e7\u0131kan i\u00e7 sava\u015f tehlikesi, Abhaz halk\u0131n\u0131n devlet ba\u015fkanlar\u0131n\u0131 se\u00e7mek i\u00e7in 12 Ocak 2005 tarihinde tekrar sand\u0131k ba\u015f\u0131na gitmesine yol a\u00e7m\u0131\u015ft\u0131r. 3 Ekim se\u00e7imlerinde Abhazya\u2019n\u0131n ilk Devlet Ba\u015fkan\u0131 Vladislav Ardz\u0131nba ve Rusya Federasyonu\u2019nun destekledi\u011fi aday olan Raul Hacimba se\u00e7imi kaybetmi\u015f, buna kar\u015f\u0131n Abhaz halk\u0131n\u0131n destekledi\u011fi aday olan Sergey Bagap\u015f se\u00e7imi kazanm\u0131\u015ft\u0131r. S\u00f6z konusu se\u00e7im sonucunda ortaya \u00e7\u0131kan i\u00e7sava\u015f tehlikesi ise Bagap\u015f\u2019\u0131n 12 Ocak se\u00e7imlerine 3 Ekim se\u00e7imlerinde en \u00e7ok oyu alan Hacimba ile tek liste ve ortak ekonomi program\u0131yla kat\u0131lmas\u0131 ile \u00f6nlenebilmi\u015ftir. Buna g\u00f6re, Bagap\u015f devlet ba\u015fkanl\u0131\u011f\u0131na, Hacimba ise devlet ba\u015fkan\u0131 yard\u0131mc\u0131l\u0131\u011f\u0131na aday olmu\u015f ve s\u00f6z konusu ortakl\u0131k se\u00e7imi kazanm\u0131\u015ft\u0131r. Asl\u0131nda, Moskova\u2019n\u0131n a\u011f\u0131rl\u0131\u011f\u0131n\u0131 koymas\u0131 ile sa\u011flanan bu \u00e7\u00f6z\u00fcm, Rusya Federasyonu ile Abhazya halk\u0131 aras\u0131nda bir uzla\u015fma sa\u011flama \u00e7\u00f6z\u00fcm\u00fc olmu\u015ftur. Moskova\u2019n\u0131n bask\u0131lar\u0131na ra\u011fmen, Abhazya devlet ba\u015fkanl\u0131\u011f\u0131 se\u00e7imlerinin beklenmedik bir bi\u00e7imde sonu\u00e7lanmas\u0131 ile birlikte, bu tan\u0131nmam\u0131\u015f \u00fclkede meydana gelen sessiz devrim d\u00fcnyada yank\u0131 bulmasa da Abhaz halk\u0131 yozla\u015fm\u0131\u015f bir y\u00f6netim ve Rusya Federasyonu\u2019nun g\u00f6lgesinde kalm\u0131\u015f bir Abhazya\u2019dan kurtulmak istedi\u011fini, iktidar nimetlerini Moskova\u2019n\u0131n deste\u011fi ile kullanan ve iktidar\u0131 b\u0131rakmak istemeyen y\u00f6netici s\u0131n\u0131f\u0131 tasfiyede kararl\u0131 oldu\u011funu se\u00e7im sand\u0131\u011f\u0131nda ikinci defa g\u00f6stermi\u015ftir. Abhazya\u2019da parlamento se\u00e7imleri de Mart 2007\u2019de yap\u0131lm\u0131\u015ft\u0131r. Parlamento se\u00e7imlerinin birinci turu 4 Mart ve birinci turda adaylardan birinin y\u00fczde 50 oy oran\u0131n\u0131 a\u015famad\u0131\u011f\u0131 17 b\u00f6lgede d\u00fczenlenen ikinci tur 18 Mart 2007\u2019de yap\u0131lm\u0131\u015ft\u0131r. Parlamentodaki 35 sandalye i\u00e7in 117 aday yar\u0131\u015fmas\u0131na ra\u011fmen, sonu\u00e7lar s\u00fcpriz olmam\u0131\u015f ve milletvekillikleri Devlet Ba\u015fkan\u0131 Sergey Bagap\u015f ile Devlet Ba\u015fkan\u0131 Yard\u0131mc\u0131s\u0131 Raul Hacimba\u2019ya yak\u0131n adaylar aras\u0131nda b\u00f6l\u00fc\u015f\u00fclm\u00fc\u015ft\u00fcr. Abhazya, b\u00fcy\u00fck veya ses getirecek bir yer olmad\u0131\u011f\u0131ndan ve Rusya Federasyonu ile G\u00fcrcistan\u2019\u0131n d\u00fcnyadan soyutlad\u0131\u011f\u0131 k\u00fc\u00e7\u00fck bir co\u011frafya oldu\u011fundan dolay\u0131 bu tan\u0131nmam\u0131\u015f topraklarda meydana gelen parlamento se\u00e7imleri d\u00fcnyada ve T\u00fcrkiye\u2019de yank\u0131 bulmam\u0131\u015f ve g\u00f6lgede kalm\u0131\u015ft\u0131r.<\/p>\n<p>Abhazya\u2019n\u0131n as\u0131l korkusu yok olma tehlikesi ile kar\u015f\u0131 kar\u015f\u0131ya olmas\u0131d\u0131r. Tan\u0131nmayan bir devlet d\u00fczeni, zaten az olan n\u00fcfusun artt\u0131r\u0131lamamas\u0131 ve Abhazca\u2019n\u0131n Rus\u00e7an\u0131n bask\u0131s\u0131 alt\u0131nda erimesi, Abhaz ayd\u0131nlar\u0131n\u0131 tedirgin etmektedir. Bu nedenle, Abhazya\u2019n\u0131n istikrar ve g\u00fcvenli\u011fini sa\u011flamak, Abhaz n\u00fcfusunu art\u0131rmak, Rusya Federasyonu ve G\u00fcrcistan ile ili\u015fkilerini dengelemek i\u00e7in T\u00fcrkiye ile ili\u015fkilerin geli\u015ftirilmesi arzulanmaktad\u0131r. Bu ba\u011flamda, T\u00fcrkiye ziyareti s\u0131ras\u0131nda Bagap\u015f\u2019\u0131n Abhazya ile G\u00fcrcistan aras\u0131ndaki sorunlar\u0131n \u00e7\u00f6z\u00fclmesi i\u00e7in T\u00fcrkiye\u2019nin arabulucu olmas\u0131n\u0131 ve Abhazya\u2019ya uygulanan deniz ve hava ula\u015f\u0131m ile ticari ambargonun insani \u00f6l\u00e7\u00fclere \u00e7ekilmesini isteyece\u011fi tahmin edilmektedir. De\u011fi\u015fim ve kimlik isteminde \u0131srarc\u0131 olan Abhazya\u2019n\u0131n tarih\u00ee, k\u00fclt\u00fcrel ve akrabal\u0131k ba\u011flar\u0131n\u0131n bulundu\u011fu T\u00fcrkiye ile ili\u015fkilerini yeniden geli\u015ftirmek i\u00e7in ata\u011fa ge\u00e7mesi, Abhazya-T\u00fcrkiye ili\u015fkilerinin gelece\u011finin belirlenmesi bak\u0131m\u0131ndan \u00f6nem ta\u015f\u0131maktad\u0131r. Nitekim, Abhazya iktidar\u0131 ve halk\u0131 \u00fczerinde b\u00fcy\u00fck etkisi olan D\u00fcnya Abhaz-Abazin (Abaza) Halklar\u0131 Birli\u011fi\u2019nin 11 Haziran 2005\u2019de T\u00fcrkiye\u2019de toplanmas\u0131, Abhazya\u2019n\u0131n siyasi, sosyal ve ekonomik konularda T\u00fcrkiye ile i\u015fbirli\u011fini geli\u015ftirmekte kararl\u0131 oldu\u011funu g\u00f6stermektedir. G\u00fcn\u00fcm\u00fczde Abhazya\u2019n\u0131n ithalat\u0131n\u0131n y\u00fczde 70\u2019i ve ihracat\u0131n\u0131n y\u00fczde 30\u2019u T\u00fcrkiye ile ger\u00e7ekle\u015fmektedir. Ekonomik, tarihi ili\u015fkilere ve kan ba\u011f\u0131na kar\u015f\u0131n, g\u00fcn\u00fcm\u00fczde ABD, AB, Almanya, \u0130ngiltere, \u0130talya ve Fransa merkezli 15 sivil toplum kurulu\u015funun Abhazya\u2019da faaliyet g\u00f6stermesine kar\u015f\u0131n T\u00fcrkiye\u2019den herhangi bir sivil toplum kurulu\u015fu Abhazya\u2019da bulunmamaktad\u0131r.<\/p>\n<p>Parlamentonun yeni yap\u0131s\u0131 ana hatlar\u0131yla Abhazya sorununda ciddi bir de\u011fi\u015fime yol a\u00e7masa da Bagap\u015f \u00f6nderli\u011findeki Abhazya h\u00fck\u00fcmeti \u00fclkenin i\u00e7 ve d\u0131\u015f politikas\u0131n\u0131 yenileme s\u00fcrecine girmeye ba\u015flam\u0131\u015ft\u0131r. Nitekim, parlamento se\u00e7imleri sonras\u0131nda 21-25 Nisan 2007 tarihleri aras\u0131nda Bagap\u015f\u2019\u0131n Abhazya\u2019n\u0131n yeni d\u00f6nemini ve gelece\u011fini g\u00f6r\u00fc\u015fmek, siyasi, sosyal ve ekonomik konularda i\u015fbirli\u011fini geli\u015ftirmek amac\u0131yla T\u00fcrkiye\u2019yi ziyaret etmesi kesinle\u015fmi\u015fti. Bu ba\u011flamda, Bagap\u015f\u2019\u0131n T\u00fcrkiye temaslar\u0131 ve iletilecek mesajlar, Abhazya, G\u00fcrcistan, Rusya Federasyonu, T\u00fcrkiye ve Kafkasya\u2019n\u0131n gelece\u011finin belirlenmesi bak\u0131m\u0131ndan \u00f6nem ta\u015f\u0131yacakt\u0131. Ayr\u0131ca, s\u00f6z konusu T\u00fcrkiye gezisinin ana amac\u0131n\u0131n G\u00fcrcistan Devlet Ba\u015fkan\u0131 Mikheil Saaka\u015fvili ile Ankara\u2019da kapal\u0131 bir g\u00f6r\u00fc\u015fme yapmak i\u00e7in oldu\u011fu ve bu nedenle b\u00fcy\u00fck \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131 iddialar\u0131 ortaya at\u0131lm\u0131\u015ft\u0131r. Ancak, Bagap\u015f ge\u00e7irdi\u011fi kalp yetmezli\u011fi nedeniyle Moskova\u2019ya gitmek zorunda kalm\u0131\u015f ve sa\u011fl\u0131k sorunlar\u0131 nedeniyle T\u00fcrkiye gezisini ileri bir tarihe ertelemi\u015ftir.
