Bu b\u00f6lgede T\u00fcrkiye i\u00e7in b\u00fcy\u00fck bir potansiyel n\u00fcfuz alan\u0131 vard\u0131r. Kafkaslar, tarih boyunca Rus zulm\u00fcnden ka\u00e7arak Osmanl\u0131&#8217;ya s\u0131\u011f\u0131nm\u0131\u015f M\u00fcsl\u00fcman kavimlerin diyar\u0131d\u0131r. Orta Asya ise, Osmanl\u0131 topra\u011f\u0131 olmasa da, T\u00fcrkl\u00fck ba\u011f\u0131yla T\u00fcrkiye&#8217;ye ba\u011fl\u0131d\u0131r. Bu nedenle T\u00fcrk Milleti&#8217;nin ayd\u0131nl\u0131k gelece\u011fi i\u00e7in olu\u015fturulan vizyonun \u00e7er\u00e7evesi belirlenirken, ba\u015fta T\u00fcrk-Rus ili\u015fkileri olmak \u00fczere, bu co\u011frafyan\u0131n tarihsel arka plan\u0131n\u0131n incelenmesi son derece faydal\u0131 olacakt\u0131r.<\/p>\n<p>SSCB&#8217;nin y\u0131k\u0131lmas\u0131n\u0131n ard\u0131ndan olu\u015fan yeni Kafkasya haritas\u0131, T\u00fcrkiye ile \u00e7ok yak\u0131n ba\u011f\u0131 olan bir b\u00f6lge ortaya \u00e7\u0131karm\u0131\u015ft\u0131r. \u00c7\u00fcnk\u00fc ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 birer birer ilan eden M\u00fcsl\u00fcman T\u00fcrk devletleri ile T\u00fcrkiye aras\u0131nda hem din, hem dil, hem k\u00fclt\u00fcr, hem de tarihi a\u00e7\u0131dan \u00e7ok g\u00fc\u00e7l\u00fc ba\u011flar bulunmaktad\u0131r. \u00dcstelik politik ve ekonomik g\u00fcc\u00fc, demokratik, \u00e7a\u011fda\u015f ve modern kimli\u011fi ile T\u00fcrkiye Orta Asya devletleri i\u00e7in olduk\u00e7a \u00f6nemli bir \u00f6rnek te\u015fkil etmekte, hatta bu devletler taraf\u0131ndan bir nevi &#8220;a\u011fabey&#8221; olarak alg\u0131lanmaktad\u0131r. Ancak bu ba\u011flar\u0131n daha da sa\u011flamla\u015ft\u0131r\u0131l\u0131p, b\u00f6lgede g\u00fc\u00e7l\u00fc bir T\u00fcrk Birli\u011fi olu\u015fturulmas\u0131 s\u00f6z konusu oldu\u011funda T\u00fcrkiye&#8217;nin kar\u015f\u0131s\u0131na \u00e7ok \u00f6nemli engeller \u00e7\u0131kmaktad\u0131r. Bu engellerin en \u00f6nemlilerinden biri ise b\u00f6lgede kaybetti\u011fi siyasi ve ekonomik hegemonyas\u0131n\u0131 tekrar kazanmak isteyen Rusya&#8217;d\u0131r.<\/p>\n<p>Orta Asya ve Kafkasya&#8217;y\u0131 Rusya a\u00e7\u0131s\u0131ndan \u00f6nemli k\u0131lan fakt\u00f6rlerin ba\u015f\u0131nda petrol, do\u011falgaz ve b\u00f6lgenin sahip oldu\u011fu y\u00fcksek rezervli do\u011fal kaynaklar gelir. Cumhuriyetlerin ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 kazanmalar\u0131n\u0131n ard\u0131ndan Rusya i\u00e7in hammadde bulamama tehlikesi ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bunun yan\u0131 s\u0131ra bu topraklar co\u011frafi olarak da Rusya i\u00e7in stratejik bir \u00f6nem ta\u015f\u0131maktad\u0131r. \u00d6zellikle Kafkasya, Orta Asya&#8217;n\u0131n kap\u0131s\u0131 ve Rusya&#8217;n\u0131n kendisine b\u00fcy\u00fck rakip olarak g\u00f6rd\u00fc\u011f\u00fc \u0130ran ve T\u00fcrkiye&#8217;nin kesi\u015fme noktas\u0131 olmas\u0131 itibar\u0131 ile son derece de\u011ferlidir.<\/p>\n<p>Rusya&#8217;n\u0131n T\u00fcrkiye&#8217;ye ve T\u00fcrk Milleti&#8217;ne bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131n tam anlam\u0131yla kavranabilmesi i\u00e7in \u00f6ncelikle Rusya&#8217;n\u0131n d\u0131\u015f politika anlay\u0131\u015f\u0131n\u0131n iyi irdelenmesi gerekir. Bir kara \u00fclkesi olan Rusya, kurulu\u015fundan bu yana s\u00fcrekli olarak s\u0131n\u0131rlar\u0131n\u0131 geni\u015fletmek ve kendisine a\u00e7\u0131k kap\u0131 sa\u011flayabilecek denizlere ula\u015fabilmek ihtiyac\u0131n\u0131 hissetmi\u015ftir. Bu yay\u0131lmac\u0131l\u0131k anlay\u0131\u015f\u0131 Rusya&#8217;n\u0131n 18. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda s\u0131n\u0131rlar\u0131n\u0131 Balt\u0131k Denizi&#8217;ne kadar geni\u015fletmesini sa\u011flam\u0131\u015ft\u0131r. 1721 y\u0131l\u0131nda ise imparatorlu\u011funu ilan eden Rusya bir k\u0131ta devleti haline d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. K\u0131ta devleti olman\u0131n do\u011fal bir sonucu olarak Rusya bu tarihten itibaren d\u0131\u015f politikas\u0131n\u0131, k\u0131taya en yak\u0131n b\u00f6lgeleri denetimi alt\u0131nda tutabilecek bir strateji izlemek \u00fczerine bina etmi\u015ftir. Buna g\u00f6re Rusya kendi g\u00fcvenli\u011fini d\u00f6rt ana b\u00f6lgeye n\u00fcfuz edebilme g\u00fcc\u00fcyle e\u015fde\u011fer tutmu\u015ftur. Bu b\u00f6lgeler Balkanlar, Balt\u0131k \u00dclkeleri, Kafkaslar ve Orta Asya&#8217;d\u0131r.<\/p>\n<p>Bu nedenle Ruslar tarih boyunca bu b\u00f6lgelerde kar\u015f\u0131 kar\u015f\u0131ya geldikleri milletler ile s\u00fcrekli \u00e7at\u0131\u015fma i\u00e7inde olmu\u015flard\u0131r.<br \/>\nRuslar\u0131n en \u00e7ok kar\u015f\u0131 kar\u015f\u0131ya geldikleri \u00fclke ise hi\u00e7 \u015f\u00fcphesiz Osmanl\u0131 \u0130mparatorlu\u011fu&#8217;dur. Ruslar ile Osmanl\u0131lar son 300 y\u0131l i\u00e7inde dokuz b\u00fcy\u00fck sava\u015f ve \u00e7ok daha fazla say\u0131da \u00e7at\u0131\u015fma ya\u015fam\u0131\u015flard\u0131r.<\/p>\n<p><b>OSMANLI&#8217;YA BA\u011eLI RUS TEBASI<br \/>\n<\/b><br \/>\nRusya&#8217;n\u0131n tarih boyunca izledi\u011fi yay\u0131lmac\u0131 politika Kafkasya topraklar\u0131nda ya\u015fayan M\u00fcsl\u00fcman halk\u0131 derinden etkilemi\u015ftir. Kafkasya topraklar\u0131 \u00f6zellikle de 19. y\u00fczy\u0131ldan itibaren Rus yay\u0131lmac\u0131l\u0131\u011f\u0131na maruz kalm\u0131\u015ft\u0131r.<br \/>\nRuslar\u0131n bilin\u00e7li ve zorunlu olarak uygulad\u0131klar\u0131 g\u00f6\u00e7 ve s\u00fcrg\u00fcn programlar\u0131 \u00f6z\u00fcnde bu topraklar \u00fczerindeki potansiyel M\u00fcsl\u00fcman birli\u011fine engel olabilmek amac\u0131n\u0131 ta\u015f\u0131yordu. \u00c7arl\u0131k rejiminin y\u00f6netimi alt\u0131nda ya\u015fayan M\u00fcsl\u00fcman halk ise her zaman kendisini Anadolu M\u00fcsl\u00fcmanlar\u0131na dolay\u0131s\u0131yla Osmanl\u0131&#8217;ya daha yak\u0131n hissetti.<\/p>\n<p>Osmanl\u0131, tarihi boyunca her zaman Kafkas T\u00fcrkleri&#8217;nin koruyuculu\u011funu \u00fcstlenmi\u015f, T\u00fcrk topluluklar\u0131 ile olan tarihi ve k\u00fclt\u00fcrel ba\u011f\u0131n\u0131 hi\u00e7bir zaman koparmam\u0131\u015ft\u0131r. Nitekim Osmanl\u0131 ar\u015fivleri de bu durumu g\u00f6zler \u00f6n\u00fcne sermektedir. Osmanl\u0131 tebas\u0131 iken anla\u015fma h\u00fck\u00fcmlerine ayk\u0131r\u0131 olarak Rus idaresine ge\u00e7en G\u00fcrcistan halk\u0131n\u0131n her iki y\u00f6netim hakk\u0131ndaki kanaatlerini i\u00e7eren belgelere Prof. \u0130smet Miro\u011flu \u00e7al\u0131\u015fmalar\u0131nda de\u011finmi\u015ftir. Bu belgelerin her biri T\u00fcrk adalet ve ho\u015fg\u00f6r\u00fcs\u00fcn\u00fc aksettirmekle birlikte, bu topraklar \u00fczerinde ya\u015fayan milyonlarca insan\u0131n T\u00fcrkiye ile olan tarihsel ba\u011f\u0131n\u0131n da delili h\u00fckm\u00fcndedir. Ba\u015fbakanl\u0131k Ar\u015fivi&#8217;nde yer alan bu belgelerden birinde G\u00fcrcistan halk\u0131 Osmanl\u0131&#8217;ya olan ba\u011fl\u0131l\u0131klar\u0131n\u0131 \u015f\u00f6yle dile getirmektedir:<\/p>\n<p>Ruslar\u0131n bask\u0131s\u0131ndan kurtar\u0131lmam\u0131z\u0131 rica ediyoruz. Bu hareketinizle b\u00fct\u00fcn G\u00fcrcistan halk\u0131n\u0131n hay\u0131r duas\u0131n\u0131 alacaks\u0131n\u0131z. G\u00fcrcistan halk\u0131n\u0131n Osmanl\u0131 idaresinden uzakla\u015farak Rusya&#8217;n\u0131n eline b\u0131rak\u0131lmamas\u0131n\u0131 bilhassa niyaz ederiz. Biz bu zalimlerin takip ve tasallutlar\u0131na u\u011frad\u0131k, vatan\u0131m\u0131z\u0131 terk ettik.<\/p>\n<p>Kafkas halklar\u0131 hep y\u00fczleri Osmanl\u0131&#8217;ya d\u00f6n\u00fck bir \u00f6m\u00fcr s\u00fcrm\u00fc\u015flerdir. Her zaman i\u00e7in kendi topraklar\u0131n\u0131 Devlet-i Ali Osmani&#8217;nin bir par\u00e7as\u0131 olarak g\u00f6rm\u00fc\u015fler, hem T\u00fcrk, hem de M\u00fcsl\u00fcman olman\u0131n bilinciyle Osmanl\u0131 Sultanlar\u0131&#8217;na ba\u011fl\u0131l\u0131klar\u0131n\u0131 her f\u0131rsatta dile getirmi\u015flerdir. Osmanl\u0131 Sultanlar\u0131&#8217;na yazd\u0131klar\u0131 mektuplarda onlar\u0131 kendi topraklar\u0131na davet etmi\u015fler, resmen de Osmanl\u0131 topraklar\u0131n\u0131n bir par\u00e7as\u0131 olmay\u0131 kendileri teklif etmi\u015flerdir. Yine bir G\u00fcrc\u00fc Meliki taraf\u0131ndan Osmanl\u0131 padi\u015fah\u0131na g\u00f6nderilen bir mektup bu tarihi ger\u00e7e\u011fi g\u00f6stermektedir:<\/p>\n<p>\u00d6teden beri Devlet-i Aliyye&#8217;nin bir k\u00f6lesi ve tebaas\u0131y\u0131m ve G\u00fcrcistan Osmanl\u0131 topraklar\u0131n\u0131n bir par\u00e7as\u0131d\u0131r. B\u00fct\u00fcn G\u00fcrcistan halk\u0131n\u0131n Osmanl\u0131 Devleti&#8217;nin sayesinde sakin bir hayat s\u00fcrd\u00fc\u011f\u00fc de g\u00fcn gibi ortadad\u0131r.<\/p>\n<p>G\u00fcrcistan ileri gelenleri ve halk\u0131 taraf\u0131ndan g\u00f6nderilen bir ba\u015fka mektup ise \u015f\u00f6yledir:<\/p>\n<p>On y\u0131ld\u0131r Ruslar hile ile memleketimize girdi. \u0130leri gelenlerimizi aldatt\u0131&#8230; \u00c7ok \u015fiddetli bask\u0131lar ba\u015flad\u0131. \u00c7oluk \u00e7ocu\u011fumuza sald\u0131rd\u0131, ya\u015fl\u0131lar ve yedi ya\u015f\u0131nda \u00e7ocuklar\u0131n d\u0131\u015f\u0131nda kalanlar\u0131 Rusya&#8217;ya g\u00f6t\u00fcrd\u00fc, halbuki G\u00fcrcistan alt\u0131 y\u00fcz y\u0131ld\u0131r Osmanl\u0131 Devleti sayesinde asayi\u015fi d\u00fczg\u00fcn bir \u00fclke idi. Biz art\u0131k kesin karar\u0131m\u0131z\u0131 vermi\u015f bulunuyoruz. Ya Ruslar\u0131 memleketimizden \u00e7\u0131karacak ya da bu \u00fclkeyi ba\u015ftan ba\u015fa tahrip edece\u011fiz. Biz Devlet-i Aliyye&#8217;nin tebaas\u0131y\u0131z. Osmanl\u0131 Devleti&#8217;ne s\u0131\u011f\u0131n\u0131yoruz.<\/p>\n<p>O g\u00fcn oldu\u011fu gibi bug\u00fcn de Kafkaslarda ya\u015fayan ve \u00e7o\u011fu M\u00fcsl\u00fcman olan halklar do\u011frudan veya dolayl\u0131 olarak Rus bask\u0131s\u0131na ve \u015fiddetine maruz kalmakta, hatta pek \u00e7o\u011fu s\u0131cak sava\u015f\u0131n i\u00e7inde ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131, kendi \u00f6rf ve adetlerini koruyabilmek, dinlerini \u00f6zg\u00fcrce ya\u015fayabilmek i\u00e7in canlar\u0131n\u0131 vermektedirler. O g\u00fcn oldu\u011fu gibi bug\u00fcn de bu masum ve zavall\u0131 halklar aleni bir zulme maruz kalmakta, kendilerine uzanacak bir yard\u0131m eli beklemektedir.<\/p>\n<p>Bu co\u011frafyada jeostratejik ve jeopolitik a\u00e7\u0131dan bu halklara tek yard\u0131m eli uzatabilecek \u00fclke ise hi\u00e7 \u015f\u00fcphesiz T\u00fcrkiye&#8217;dir. Bu \u00fclkelerle hem din, hem dil birli\u011fine sahip olan T\u00fcrkiye, ge\u00e7mi\u015fiyle oldu\u011fu kadar bug\u00fcn sahip oldu\u011fu \u00e7a\u011fda\u015f ve demokratik y\u00f6netimiyle de s\u00f6z konusu b\u00f6lgede liderlik rol\u00fcn\u00fc \u00fcstlenebilecek tek \u00fclkedir. \u00dcstelik bu, s\u00f6z konusu \u00fclkeler i\u00e7in oldu\u011fu kadar, T\u00fcrkiye i\u00e7in de \u00e7ok ciddi manada stratejik avantajlar i\u00e7eren bir rold\u00fcr. \u00c7\u00fcnk\u00fc T\u00fcrkiye i\u00e7in burada s\u00f6z konusu olan siyasi n\u00fcfuz alan\u0131 Kafkaslarla s\u0131n\u0131rl\u0131 de\u011fildir. Say\u0131lar\u0131 250 milyonu bulan dev T\u00fcrk D\u00fcnyas\u0131 kendilerini tek bir birlik alt\u0131nda toplayacak otoriteyi beklemektedir.<br \/>\nOrta Asya&#8217;da 1990&#8217;lar itibariyle ortaya \u00e7\u0131kan yeni tablo T\u00fcrkiye&#8217;ye \u00e7ok \u00f6nemli ve yeni bir stratejik kap\u0131 a\u00e7t\u0131\u011f\u0131 gibi, 21. y\u00fczy\u0131l i\u00e7in \u00e7ok \u00f6nemli bir sorumlulu\u011fu da beraberinde y\u00fcklemektedir.<\/p>\n<p>1991 y\u0131l\u0131, y\u0131llar boyunca kom\u00fcnist Rus y\u00f6netiminin \u015fiddete dayal\u0131 politikalar\u0131 alt\u0131nda ezilmi\u015f, zul\u00fcm g\u00f6rm\u00fc\u015f olan T\u00fcrk devletlerinin ba\u011f\u0131ms\u0131zl\u0131klar\u0131n\u0131 kazand\u0131klar\u0131 bir d\u00f6n\u00fcm noktas\u0131 olmu\u015ftur. 70 y\u0131l s\u00fcren bask\u0131n\u0131n ard\u0131ndan kom\u00fcnizmin \u00e7\u00f6kmesiyle Orta Asya bozk\u0131rlar\u0131nda esmeye ba\u015flayan ba\u011f\u0131ms\u0131zl\u0131k r\u00fczgarlar\u0131, T\u00fcrk D\u00fcnyas\u0131&#8217;n\u0131 birlik ve beraberli\u011fe, g\u00fc\u00e7l\u00fc bir d\u00fcnya hakimiyetine do\u011fru y\u00f6nlendirmektedir. \u00dcstelik tarih boyunca d\u00fcnya devletleri kurmu\u015f, \u00fc\u00e7 k\u0131taya nizam vermi\u015f T\u00fcrk Milleti bir T\u00fcrk birli\u011fi ger\u00e7ekle\u015ftirme konusunda da son derece tecr\u00fcbelidir.<br \/>\nOrhun Kitabeleri&#8217;nden K\u00fcltigin Kitabesi&#8217;nde ge\u00e7en \u015fu c\u00fcmleler, T\u00fcrk&#8217;\u00fcn d\u00fcnyaya hakimiyetinin ve bu konudaki tecr\u00fcbesinin ispat\u0131 niteli\u011findedir:<br \/>\nDo\u011fuda g\u00fcn do\u011fusuna, g\u00fcneyde g\u00fcn do\u011fusuna onun i\u00e7indeki millet hep bana tabidir. Bunca milleti hep d\u00fczene soktum&#8230; Fakir milleti zengin k\u0131ld\u0131m. Az milleti \u00e7ok k\u0131ld\u0131m.<\/p>\n<p>250 milyonluk n\u00fcfusu ile T\u00fcrk D\u00fcnyas\u0131 21. y\u00fczy\u0131lda sa\u011flam ad\u0131mlarla ilerleyecektir. T\u00fcrkiye ve T\u00fcrki Cumhuriyetler aras\u0131nda tesis edilecek b\u00f6yle bir i\u015fbirli\u011finin temel dayanak noktas\u0131 ku\u015fkusuz, 70 y\u0131ld\u0131r Rusya taraf\u0131ndan unutturulmaya \u00e7al\u0131\u015f\u0131lan, M\u00fcsl\u00fcmanl\u0131k ve T\u00fcrkl\u00fck bilincinin geli\u015ftirilmesidir. T\u00fcrk-\u0130slam ahlak\u0131n\u0131n ana \u00f6\u011feleri olan adalet, ho\u015fg\u00f6r\u00fc, merhamet gibi hasletlerin peki\u015ftirilmesiyle yery\u00fcz\u00fcnde bug\u00fcn eksikli\u011fi hissedilen bar\u0131\u015f ve huzur ortam\u0131 T\u00fcrk Milleti&#8217;nin garant\u00f6rl\u00fc\u011f\u00fcnde in\u015fa edilecektir.<\/p>\n<p>T\u00fcrk \u00fclkeleri her ne kadar uzun y\u0131llar ba\u015fka \u00fclkelerin boyunduru\u011fu alt\u0131nda ya\u015fam\u0131\u015f olsalar da, bu s\u00fcre i\u00e7inde sosyal ve k\u00fclt\u00fcrel yap\u0131lar\u0131nda k\u00f6kl\u00fc bir de\u011fi\u015fiklik olmam\u0131\u015ft\u0131r. T\u00fcrk \u00f6rf ve geleneklerine olan ba\u011fl\u0131l\u0131klar\u0131n\u0131 muhafaza eden bu devletler tarihte M\u00fcsl\u00fcman Osmanl\u0131 Devleti&#8217;nin do\u011fal liderli\u011fini kabullendikleri gibi, bug\u00fcn de T\u00fcrkiye liderli\u011finde olu\u015fturulacak g\u00fc\u00e7l\u00fc bir &#8220;T\u00fcrk Birli\u011fi&#8221;nin \u00f6zlemi i\u00e7erisindedirler. Bug\u00fcn \u00d6zbek&#8217;inden Azeri&#8217;sine, T\u00fcrkmen&#8217;inden K\u0131rg\u0131z&#8217;\u0131na b\u00fct\u00fcn M\u00fcsl\u00fcman T\u00fcrk halklar\u0131 T\u00fcrkiye&#8217;nin bu birlik konusunda ataca\u011f\u0131 ad\u0131mlar\u0131 beklemektedir.
