So\u011fuk sava\u015f\u0131n 1990 Malta zirvesiyle resmen bitmesi ve Sovyetler Birli\u011fi&#8217;nin 1991 Alma Ata Anla\u015fmas\u0131 ile ortadan kalkmas\u0131n\u0131n ard\u0131ndan de\u011fi\u015fen k\u00fcresel konjonkt\u00fcr i\u00e7inde Kuzey Kafkasya tezlerinin yeniden tan\u0131mlanmas\u0131 zorunlulu\u011fu ortaya \u00e7\u0131kt\u0131. Ancak bu hedeflerin ger\u00e7ekle\u015fmesi \u00f6ncelikle fikir ve kadroya dayan\u0131yordu.<\/p>\n<p>Oysa doksanlara gelindi\u011finde T\u00fcrkiye diasporas\u0131nda iki temel handikap vard\u0131: Seksen sonras\u0131nda \u00fclkemize hakim olan depolitizasyon s\u00fcrecinde yeni ku\u015faklar davaya angaje edilememi\u015fti ve mevcut kadrolar g\u00fcncel konulara eski vizyonlarla bakmakta devam ediyorlard\u0131. Kar\u015f\u0131t tezleri de yans\u0131tsalar, so\u011fuk sava\u015f dengelerinden esinlenen fikir ve s\u00f6ylemleri, uygulanabilirlikleri olmad\u0131\u011f\u0131ndan g\u00fcncel sorunlara \u00e7\u00f6z\u00fcm \u00fcretmede yetersiz kal\u0131yordu. Ku\u015fak farkl\u0131l\u0131\u011f\u0131ndan kaynaklanan de\u011fi\u015fik perspektifler sorunsal\u0131n \u00f6z\u00fcn\u00fc olu\u015fturuyordu. Ne Sovyet Rus stat\u00fckosuna ba\u011fl\u0131l\u0131k tezi ne de diaspo-ra ger\u00e7e\u011fini yads\u0131yan ve sorunun Sovyet aparat\u0131n\u0131n \u00e7\u00f6kmesiyle bitece\u011fini \u00f6ng\u00f6ren bak\u0131\u015f a\u00e7\u0131s\u0131 ger\u00e7e\u011fi yans\u0131t\u0131yordu.<\/p>\n<p>Entelekt\u00fcel formasyonlar\u0131 so\u011fuk sava\u015f on y\u0131llar\u0131nda kemikle\u015fmemi\u015f, yeni olu\u015fan dengeleri yorumlama esnekli\u011fine sahip gen\u00e7 ku\u015fak Kuzey Kafkasya&#8217;n\u0131n temel sorununun ideolojik de\u011fil de\u011fi\u015fmeyen s\u00f6m\u00fcrge stat\u00fcs\u00fc oldu\u011funu g\u00f6rerek, z\u0131t gibi g\u00f6r\u00fcnseler de Rus\u00e7u ortak paydada bulu\u015fan geleneksel tezlere alternatif bak\u0131\u015f a\u00e7\u0131s\u0131 getiriyor, \u00e7\u00f6z\u00fcm\u00fc birle\u015fik \u00f6zg\u00fcr Kuzey Kafkasya bi\u00e7iminde form\u00fcle ediyordu. Kurulmalar\u0131 Abhazya&#8217;n\u0131n i\u015fgalinden sonraya rastlayan Kafkas-Abhazya Dayan\u0131\u015fma Komitesi ve Birle\u015fik Kafkas Konseyi de ku\u015faklar aras\u0131ndaki \u00e7izgiyi daha da kal\u0131nla\u015f\u0131rd\u0131.<\/p>\n<p>Yeni ku\u015fak d\u00f6n\u00fc\u015f\u00fcm\u00fc metropoller ba\u015fta olmak \u00fczere dernek, vak\u0131f ve yay\u0131n organlar\u0131 b\u00fcnyelerinde yayg\u0131n bi\u00e7imde izlendi. Gen\u00e7li\u011fimizin, T\u00fcrkiye \u00fcst yap\u0131s\u0131 ile e\u015fzamanl\u0131 ya\u015fanan bu trendi yakalama dinamizmini g\u00f6stermesi de ku\u015fkusuz toplumumuzun yar\u0131n\u0131 ad\u0131na sevindiricidir.<br \/>\nKuzey Kafkasyal\u0131lar K\u00fclt\u00fcr Derne\u011fi \u00f6zelinde ya\u015fanan d\u00f6n\u00fc\u015f\u00fcm\u00fcn k\u00f6keni de bahsetti\u011fimiz ku\u015faksal dinamikten ba\u011f\u0131ms\u0131z de\u011fildi. Geleneksel \u00e7izgi sorunun te\u015fhis ve tedavisini ideolojik \u00f6\u011feye endeksleyerek milliyet\u00e7ilik fakt\u00f6r\u00fcn\u00fc d\u0131\u015flam\u0131\u015ft\u0131. Sovyet sisteminin y\u0131k\u0131lmas\u0131n\u0131 mucize \u00e7\u00f6z\u00fcm gibi g\u00f6ren ama Kuzey Kafkasya sorununun esas\u0131n\u0131 rejim ne olursa olsun Rus hegemonyas\u0131n\u0131n olu\u015fturdu\u011funu kavrayamayan bir anlay\u0131\u015f vard\u0131. Birka\u00e7 milyonluk diaspora kitlesi siyasal angajmanlar mazeretiyle g\u00f6rmezden gelinebilmi\u015fti. Miras\u0131n bu k\u0131sm\u0131 reddedildi.<\/p>\n<p>So\u011fuk sava\u015f on y\u0131llar\u0131 i\u00e7inde yozla\u015ft\u0131r\u0131lm\u0131\u015f da olsa, Kuzey Kafkasyal\u0131lar K\u00fclt\u00fcr Derne\u011fi do\u011frulu\u011fu tart\u0131\u015f\u0131lamayacak birle\u015fik \u00f6zg\u00fcr Kuzey Kafkasya \u015fiar\u0131 \u00fczerine kurulmu\u015ftu. Dernek asl\u0131na r\u00fccu ettirilmeli ve haketti\u011fi konuma getirilmeliydi. Kuzey Kafkasya&#8217;n\u0131n, dolay\u0131s\u0131yla diasporan\u0131n kaderini belirleyecek geli\u015fmelere birlik ve \u00f6zg\u00fcrl\u00fck slogan\u0131n\u0131n \u00f6nc\u00fcl\u00fck etmesine ihtiya\u00e7 vard\u0131. Sessiz \u00e7o\u011funluk da bunu talep ediyordu.<\/p>\n<p>Dernek \u00e7izgisini d\u00f6n\u00fc\u015ft\u00fcren felsefe derginin yay\u0131n politikas\u0131n\u0131 da ayn\u0131 do\u011frultuda belirledi.
