Oysaki, mesela Bulgar devletinin ilk kurulu\u015fundaki Bulgar n\u00fcfusu kendi tarih\u00e7ilerine g\u00f6re de 250 bin ki\u015fi iken (1), Arnavutluk Arnavutlar\u0131 ondan fazla idi. Bereket versin vatanlar\u0131ndan topluca g\u00f6\u00e7medikleri ve g\u00f6\u00e7\u00fcr\u00fclmedikleri i\u00e7in, hesaba kat\u0131l\u0131r bir millet niteli\u011fini muhafaza etmektedir. Bize daima sad\u0131k olan onlar\u0131n c\u0131l\u0131zl\u0131\u011f\u0131 elbette menfaatimize ayk\u0131r\u0131d\u0131r.<\/p>\n<p>Osmanl\u0131lar kar\u015f\u0131s\u0131nda Kafkasya&#8217;da bir Balkan&#8217;d\u0131. Orada da dostlar\u0131 ve rakipleri vard\u0131; fakat ne dostlar\u0131 ne rakipleri hakk\u0131nda bilimsel ara\u015ft\u0131rmalar \u015f\u00f6yle dursun, g\u00fcnl\u00fck politikas\u0131nda i\u015fe yarayabilecek \u00fcst\u00fcnk\u00f6r\u00fc bir bilgiye bile sahip olamam\u0131\u015flard\u0131; politik bir karar vermiye s\u0131ra gelince \u00e7ok isabetsiz tatbikat yap\u0131yordu; \u00dcnl\u00fc T\u00fcrk d\u00fc\u015f\u00fcn\u00fcr\u00fc Cevdet Pa\u015fa, Tarihi\u2019nde bundan yak\u0131nmaktad\u0131r.<\/p>\n<p>Osmanl\u0131lar Kafkasya&#8217;da da dostlar\u0131n\u0131 bilememi\u015f, onlar\u0131n geli\u015fip g\u00fc\u00e7lenmelerini destekleyece\u011fine k\u00f6steklemi\u015ftir. \u00f6rne\u011fin, Abhazlar\u0131 Karadeniz&#8217;deki korsanl\u0131klar\u0131ndan vazge\u00e7irmek i\u00e7in -onlar\u0131 me\u015fru denizcilik yolunda organize edip kendilerine de kendine de faydal\u0131 k\u0131laca\u011f\u0131 yerde- gemilerini par\u00e7alat\u0131p yakt\u0131rarak onlar\u0131n denizcili\u011fini de gemi yap\u0131m\u0131 zanaatlar\u0131n\u0131 da \u00f6ld\u00fcrm\u00fc\u015ft\u00fc. Ferruh Ali Pa\u015fa bir yandan bu gibi -g\u00fcya- tedbirler al\u0131rken kendisinin de orada devlet bir maden i\u015fletmesi kurmas\u0131na -bu yollarla g\u00fc\u00e7lenirse ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 ilan eder, diyerek- izin ve imkan verilmemi\u015fti (2). \u00c7arlara kar\u015f\u0131 bir \u00e7elik kale gibi g\u00f6\u011f\u00fcs geren Kuzey Kafkas halklar\u0131n\u0131n i\u015fbirli\u011fini baltalayarak. Osmanl\u0131lara ba\u011fl\u0131 kalaca\u011f\u0131n\u0131 daha \u00e7ok g\u00fcvendiren Zan O\u011flu Sefer Pa\u015fa&#8217;y\u0131 kahraman ve bilgili naip Mehmet Emin&#8217;e kar\u015f\u0131 desteklemi\u015f, b\u00f6ylece m\u00fc\u015fterek d\u00fc\u015fmana kar\u015f\u0131 \u00c7erkesistan cephesinin y\u0131k\u0131lmas\u0131n\u0131 haz\u0131rlam\u0131\u015ft\u0131. Osmanl\u0131lar\u0131n elinden zaten \u00e7\u0131km\u0131\u015f olan Kafkas ellerinin ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 Paris kongresinde ileri s\u00fcren \u0130ngiliz delegasyonuna, deste\u011fini istedikleri Osmanl\u0131 delegesi Ali Pa\u015fa&#8217;n\u0131n &#8221;Bizce oralar\u0131n o kadar \u00f6nemi yoktur. Bizim i\u00e7in \u00c7\u00fcr\u00fcksu taraf\u0131nda biraz m\u00fcnazaal\u0131 yerlerimiz var; oralar\u0131 kurtarmakla yetiniyoruz&#8221; cevab\u0131na \u0130ngilizler \u015fa\u015fm\u0131\u015f ve \u00f6fkelenmi\u015fti. Bu konuda \u0130ngiliz ba\u015f delegesi ve hariciye naz\u0131r\u0131 Clarendan, kendisini gev\u015feklikle su\u00e7land\u0131ran \u0130ngilizlere &#8221;Ben bir T\u00fcrk&#8217;ten daha fazla T\u00fcrk olamam&#8221; diye Ali Pa\u015fa&#8217;n\u0131n b\u00fcy\u00fck hatas\u0131n\u0131 anlatm\u0131\u015f oluyordu (Cevdet Pa\u015fa&#8217;n\u0131n 11. tezkiresi).<\/p>\n<p>Bu gibi hatalar Kafkasya\u2019da da Osmanl\u0131lar\u0131n dostlar\u0131n\u0131 rakiplerine imha ettirmi\u015ftir; bir Osmanl\u0131 vilayeti olaca\u011f\u0131na g\u00fcvenmedi\u011fi b\u00f6lgelerin Millet\u00e7e imha edilmesini \u00f6nleyici bir yard\u0131m yap\u0131lmam\u0131\u015ft\u0131r. O zavall\u0131larda Osmanl\u0131lara bu kadar g\u00fcvenmeselerdi, silah\u0131n\u0131 b\u0131rakaca\u011f\u0131 zaman\u0131 daha iyi bilir ve b\u0131rak\u0131r, kurtulu\u015fu gelecek f\u0131rsatlara b\u0131rak\u0131p, Millet\u00e7e yok olmaktan kurtulurdu, Bu g\u00fcn <b>G\u00fcrcistan<\/b> ve Ermenistan\u2019dan daha a\u011f\u0131r basan bir Kafkas g\u00fcc\u00fc olarak kalm\u0131\u015f ve y\u00fckselmi\u015f olurdu. Bilindi\u011fi gibi, o zaman Osmanl\u0131lar kar\u015f\u0131s\u0131nda Ruslar\u0131 destekleyen z\u00fcmreler bug\u00fcn hat\u0131r\u0131 say\u0131l\u0131r g\u00fc\u00e7l\u00fc birer millet seviyesine y\u00fckselmi\u015flerdir. Onlar bu g\u00fcn\u00fcn T\u00fcrk\u00e7e yay\u0131nlar\u0131nda milli unvanlar\u0131yla an\u0131l\u0131rken T\u00fcrk&#8217;\u00fcn oradaki en vefal\u0131 dostlar\u0131n\u0131n milli unvan\u0131 olan \u00c7erkes ile \u00c7erkesistan terimleri T\u00fcrk\u00e7e yay\u0131nlarda art\u0131k yad\u0131rganmaya bile ba\u015flam\u0131\u015ft\u0131r. T\u00fcrk\u2019\u00fcn en vefal\u0131 dostlar\u0131 kendisi taraf\u0131ndan di\u011ferine b\u00f6yle feda m\u0131 edilmeli idi?<\/p>\n<p>T\u00fcrk&#8217;\u00fcn -g\u00fcya- d\u00fc\u015fmanl\u0131\u011f\u0131n\u0131 vehmedenlerce \u00c7erkeslerin tabii T\u00fcrk m\u00fcttefiki say\u0131lmas\u0131 \u00c7erkeslere telafi edilmeyecek derecede pahal\u0131ya mal olmu\u015ftur. Hele Abhazlar\u0131n durumu tam bir imha edilme ile nitelendirilebilir.<\/p>\n<p>N\u00fcfuslar\u0131n\u0131n en az be\u015fte d\u00f6rd\u00fcn\u00fcn sava\u015fla veya binlerce ailenin ormanda yak\u0131lmas\u0131 ile yahut da y\u00fcz binlerin vatandan g\u00f6\u00e7\u00fcr\u00fclmesi ile imhas\u0131 sava\u015f \u00f6fkelerine &#8211; hakl\u0131 olmamakla beraber &#8211; hamledilse bile, sava\u015f\u0131n bitiminden y\u0131llarca sonra ve sava\u015f yaralar\u0131n\u0131n sar\u0131lm\u0131\u015f bulunmas\u0131 gereken y\u0131llarda bile bu imhan\u0131n devam etti\u011fi nefretle g\u00f6ze \u00e7arpmaktad\u0131r. Bu zavall\u0131lar\u0131n kendi \u015fehirlerinde yerle\u015fmeleri &#8211; T\u00fcrk s\u0131zma yuvas\u0131 olurlar vehmiyle veya bahanesiyle &#8211; yasaklanm\u0131\u015ft\u0131 (3), ba\u015fka tedbirlerle de vatanlar\u0131n\u0131n verimsiz yerlerine itiliyorlard\u0131. Bu, k\u00fclt\u00fcrel ve ekonomik kalk\u0131nmalar\u0131n\u0131 da engelliyordu. Men\u015feviklerin \u00e7ok vah\u015fice sald\u0131r\u0131lar\u0131na kar\u015f\u0131 vatan\u0131n h\u00fcrriyetini ve ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 kahramanca savunan Abhazlar Alman-Kazak-Rum- G\u00fcrc\u00fc birle\u015fik alaylar\u0131n\u0131n \u00e7ok \u00fcst\u00fcn say\u0131 ve silah g\u00fcc\u00fcyle ve politik deste\u011fiyle Men\u015feviklerce memleket y\u0131k\u0131l\u0131p yak\u0131l\u0131rken memleketin valisi Abhaz S. Basarba (Bassaria) \u0130stanbul konferans\u0131na Abhazya delegesi olarak se\u00e7ilip g\u00f6nderiliyor, bunu istemeyen sald\u0131rgan Men\u015fevikler &#8221;Valiniz Basarba vatan\u0131n\u0131z\u0131 Osmanl\u0131lara satm\u0131\u015f, siz hala ba\u011f\u0131ms\u0131zl\u0131k sava\u015f\u0131ndas\u0131n\u0131z&#8221; diye \u00f6ld\u00fcrme ve ya\u011fmalar\u0131na bahane ar\u0131yorlard\u0131, hatta birbirine z\u0131t g\u00f6t\u00fcren Men\u015fevik ve Bol\u015fevik partileri Abhazya\u2019y\u0131 Men\u015fevik G\u00fcrc\u00fclere zorla ba\u011flamakta birlikte yard\u0131m ediyorlard\u0131 (5). Turanc\u0131l\u0131k vehmiyle kurulmak istenen Aryanizm cemiyetine Iran, K\u00fcrt, Ermeni, G\u00fcrc\u00fc ve \u00f6b\u00fcr Asya ve Avrupa aryenleri sokulmaya \u00e7al\u0131\u015f\u0131l\u0131rken bu milletlerin d\u0131\u015f\u0131ndaki Kafkas aryenleri s\u00f6z konusu bile edilmiyordu; \u00e7\u00fcnk\u00fc onlar T\u00fcrk&#8217;\u00fcn tabii m\u00fcttefiki say\u0131l\u0131yordu (6). Daha sonra onun yerine kurulan Ermeni-G\u00fcrc\u00fc cemiyeti de ayn\u0131 durumda idi (7).<\/p>\n<p>B\u00fct\u00fcn Kafkasya halklar\u0131n\u0131n -imha edildi\u011finden en \u00e7ok bahsedilen \u00c7e\u00e7enler de dahil olarak- n\u00fcfuslar\u0131 \u00e7e\u015fitli oranlarda aral\u0131ks\u0131z olarak artt\u0131\u011f\u0131 halde, Abhaz n\u00fcfusunun zaman zaman birdenbire \u00f6nemli derecede eksikli\u011fi ve sonra tekrar artmaya ba\u015flad\u0131\u011f\u0131 istatistiklerde g\u00f6r\u00fcl\u00fcyor. Demek ki Kafkasya&#8217;da en \u00e7ok imha edilen Abhazlard\u0131r. Fakat Abhazlar ve dostlar\u0131na \u00fcmit ve teselli verebilecek olan \u015fu var ki, Stalin&#8217;in ve Beria&#8217;n\u0131n \u00f6l\u00fcmlerinden sonra Abhaz imhas\u0131 tavsam\u0131\u015f veya durmu\u015f g\u00f6r\u00fcnmekte ve yine n\u00fcfuslar\u0131 -yava\u015f da olsa &#8211; artmaya ba\u015flam\u0131\u015f bulunmaktad\u0131r. Ancak; gerek bu art\u0131\u015f oran\u0131n\u0131n \u00f6b\u00fcr Kafkas Mardan \u00e7ok d\u00fc\u015f\u00fck olmas\u0131 ve gerek Abhazya&#8217;ya egemen g\u00fc\u00e7lerin resmi yaz\u0131lar\u0131nda (Abhazya) dendi\u011fi halde (Abhaz) denmeyip yerine (Abhazya G\u00fcrc\u00fcleri) denmesi ayd\u0131nlar\u0131 \u00fczmekte ve y\u00f6neticilerin d\u00fcr\u00fcstl\u00fc\u011f\u00fcnden ve ileriki f\u0131rsatlarda iyi niyetli davran\u0131\u015f yapacaklar\u0131ndan \u015f\u00fcphe ettirmektedir. Bilinmeli ki mutlulukdaki ortakl\u0131k karde\u015fli\u011fi per\u00e7inleyecek ve taraflara faydal\u0131 olacakt\u0131r. Abhazlar imhaya maruz ve bask\u0131 alt\u0131nda olmad\u0131klar\u0131na ve h\u00fcr bulunduklar\u0131na g\u00f6re kendilerine bu mutlulu\u011fu veren \u015fartlar\u0131 sevmeleri tabiidir, aksi tabiata ayk\u0131r\u0131d\u0131r; \u00f6yle ise ne i\u00e7in Kafkas tesan\u00fcd\u00fc yerine d\u0131\u015f m\u00fcdahale istemelerinden \u015f\u00fcphelenilsin de zaman zaman ezilsin?<\/p>\n<p>Tif\u00fcsten y\u00fcz binlerce yerle\u015fik Ermeni&#8217;yi s\u00f6k\u00fcp atan y\u00f6netim, g\u00fcc\u00fc, egemen oldu\u011fu Abhazya\u2019da kuvvetli Ermeni toplulu\u011fu birikmesini \u00f6nlememektedir. Ermeniler kovulduklar\u0131 Tiflis\u2019e her t\u00fcrl\u00fc g\u00fc\u00e7l\u00fc\u011f\u00fc ve tehlikeyi kabul ederek bin bir oyunla d\u00f6n\u00fcp orada tekrar bir dayanma yuvas\u0131 kurarken, uyan\u0131k Kafkasl\u0131lar\u0131n bu gibi \u00f6l\u00fcm-kal\u0131m didi\u015fmeleri kar\u015f\u0131s\u0131nda Ortado\u011fu&#8217;daki eski muhacir kuzeyliler hasretini \u00e7ektikleri vatanlar\u0131 Kafkasya\u2019daki kendi b\u00f6lgelerinde her \u015feye ra\u011fmen kendi n\u00fcfuslar\u0131n\u0131 yo\u011funla\u015ft\u0131rarak g\u00fc\u00e7l\u00fc bir milli yuva yaratmamalar\u0131, istedikleri ba\u011f\u0131ms\u0131z ve mutlu milli yuvan\u0131n kurulu\u015fu yolundaki \u00e7al\u0131\u015fmalar\u0131n\u0131n yal\u0131n\u0131z b\u00fcrokratik nitelikte ve dolay\u0131s\u0131yla etkisiz kalmas\u0131 karde\u015f G\u00fcrc\u00fc ve Ermenilerin ya\u015fama hak ve kabiliyetini kazand\u0131ran davran\u0131\u015flar\u0131m \u00f6rnek edinmemelerinin nedenleri d\u00fc\u015f\u00fcn\u00fclmeye de\u011fer, Bunlar, Kafkasya\u2019y\u0131 Ortado\u011fu memleketlerine \u00f6\u011fretecek yay\u0131nda her nedense yapamam\u0131\u015flard\u0131r. Neticesi de korkun\u00e7tur. Bu arada : (\u0130stanbul \u015fimali Kafkas cemiyeti hayriyesi) Sohum\u2019dan ald\u0131\u011f\u0131 5 Haziran 1334 g\u00fcnl\u00fc \u015fikayetnameye dayanarak yay\u0131nlad\u0131\u011f\u0131 \u00c7erkeslerin Hakk\u0131 ba\u015fl\u0131kl\u0131 uzun deklarasyonda &#8221;Vaktiyle buralara memleketi ahvaliyasiye ve co\u011frafiyesine ve kabailin hususiyeti ahvaline vak\u0131f kimselerin g\u00f6nderilmemesi y\u00fcz\u00fcnden \u00c7erkesli\u011fin m\u00fchim bir unsuru olan Abhazl\u0131k gaib oluyor&#8230;&#8221; demektedir (8). O zamanki Osmanl\u0131 y\u00f6neticileri eskilerin hatalar\u0131n\u0131 tekrarlamamak ve Kafkasl\u0131lar\u0131n ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131na yard\u0131mc\u0131 olmak istemi\u015fse de konu \u00fczerinde fikirce daha haz\u0131r bulunan sald\u0131rgan Men\u015fevik G\u00fcrc\u00fclerin entrikas\u0131n\u0131n \u00fcst\u00fcn geldi\u011fine yukar\u0131 ki deklarasyonda de\u011finilmektedir.<\/p>\n<p>Yeni T\u00fcrkiye y\u00f6neticilerine gelince; bunlarda \u00e7\u00f6z\u00fcmleme zorunda kald\u0131klar\u0131 bin bir ana dava i\u00e7inde Kafkasya\u2019y\u0131 \u00f6\u011frenme \u00e7abas\u0131 g\u00fctmeye hen\u00fcz vakit bulamam\u0131\u015fa benziyor. Bununla beraber, bu l\u00fczuma art\u0131k bir \u00e7are bulma zaman\u0131 geldi\u011fini d\u00fc\u015f\u00fcnenleri g\u00f6r\u00fcyoruz. Rahmetli Re\u015fit Galip&#8217;in, maarif vekilli\u011fi zaman\u0131nda T\u00fcrkiye\u2019de bir Caucasologie k\u00fcrs\u00fcs\u00fc veya Kafkas enstit\u00fcs\u00fc kurmay\u0131 tasarlad\u0131\u011f\u0131 g\u00fcvenilir zevattan duyulmu\u015ftu. Ne yaz\u0131k ki \u00f6mr\u00fc vefa etmedi.
