Seteney&#8217;in bu d\u00f6nem \u00e7\u0131kan son say\u0131s\u0131nda dernek \u00e7al\u0131\u015fmalar\u0131 samimi olarak de\u011ferlendirildi. Ele\u015ftirilerden gelecek d\u00f6nem daha g\u00fczel, daha sa\u011fl\u0131kl\u0131 \u00e7al\u0131\u015fmalar\u0131n yap\u0131lmas\u0131na katk\u0131da bulunmak ama\u00e7lan\u0131yordu. Fakat hi\u00e7bir ele\u015ftiri sonuna kadar g\u00f6t\u00fcr\u00fclemedi. Ele\u015ftirilerde yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n ba\u015far\u0131l\u0131 veya ba\u015far\u0131s\u0131z y\u00f6nlerinin aktar\u0131lmas\u0131yla s\u0131n\u0131rl\u0131 kal\u0131nd\u0131 ve ba\u015far\u0131s\u0131zl\u0131klar\u0131n nedenleri (ki, nedenler belirlenirse \u00e7\u00f6z\u00fcmleri de \u00f6nerilebilir) irdelenemedi.<\/p>\n<p>Seteney&#8217;in ele\u015ftirisindeki eksiklik dernek \u00e7al\u0131\u015fmalar\u0131na yap\u0131lan di\u011fer ele\u015ftirilerle bir benzerlik ta\u015f\u0131yor. Yap\u0131lan ele\u015ftiriler neden derinle\u015ftirilemiyor, neden ba\u015far\u0131s\u0131zl\u0131klar\u0131n nedenleri, ba\u015far\u0131l\u0131 \u00e7al\u0131\u015fmalar\u0131n temelleri irdelenip \u00f6rneklendirilemiyor? San\u0131r\u0131m bunun en temel nedeni tarihsel bir perspektife sahip olunamay\u0131\u015f\u0131, olgular\u0131n s\u00fcre\u00e7 i\u00e7inde de\u011ferlendirilemeyi\u015fi.<\/p>\n<p>Zorlu ve ac\u0131l\u0131 bir d\u00f6nemden ge\u00e7iyoruz. Bu d\u00f6nemin en b\u00fcy\u00fck \u00f6zelli\u011fi ise toplumsal ili\u015fkilerin, yapay olarak tarihten d\u0131\u015ftalanmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015f olmas\u0131d\u0131r. Y\u0131llarca toplumsal kurum ve kurulu\u015flar tarihsel k\u00f6klerinden kopar\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131. Y\u0131llarca tarih d\u0131\u015f\u0131, ge\u00e7mi\u015f ve gelecek kavramlar\u0131ndan kopuk toplumsal ili\u015fkiler kurulmaya \u00e7al\u0131\u015f\u0131ld\u0131. Somutta &#8220;tarih d\u0131\u015f\u0131na \u00e7\u0131kmak&#8221; istemi tarihi yapan toplumsal dinamiklere \u00f6nc\u00fcl\u00fck edenlerin, toplumun nabz\u0131n\u0131 tutanlar\u0131n ezilmesi, sindirilmesi, y\u0131ld\u0131r\u0131lma-s\u0131yla ger\u00e7ekle\u015febilirdi. Ac\u0131l\u0131 g\u00fcnler ya\u015fand\u0131 ve ya\u015fan\u0131yor.<\/p>\n<p>Bu d\u00f6nemin etkileri derneklerimizde de g\u00f6r\u00fcnd\u00fc. Uzun bir aradan sonra dernek \u00e7al\u0131\u015fmalar\u0131na kat\u0131lanlar\u0131n b\u00fcy\u00fck bir k\u0131sm\u0131 yenilendi. Bu yenilenme, s\u00fcre\u00e7 i\u00e7inde ger\u00e7ekle\u015femedi\u011finden, yeni ku\u015faklar k\u00f6ks\u00fcz, temelsiz, deneyimsiz ve her \u015feyi ile &#8220;yeni&#8221; kald\u0131.<\/p>\n<p>B\u00f6ylesi g\u00fcnlerde yap\u0131lmas\u0131 gereken tarihi d\u0131\u015ftalayan &#8220;g\u00fcncelin&#8221; a\u015f\u0131larak, tarihsel bir perspektifin kazan\u0131lmas\u0131, kazand\u0131r\u0131lmas\u0131yd\u0131. Kafda\u011f\u0131 ikinci say\u0131s\u0131nda bu tespiti vurgulam\u0131\u015ft\u0131; &#8220;her tarihsel d\u00f6nem\u00bb ge\u00e7mi\u015ften farkl\u0131 pratik sorunlar\u0131 gelece\u011fe aktar\u0131r. Art\u0131k ge\u00e7mi\u015fi\u00bb pratik \u00e7al\u0131\u015fmalar\u0131n\u0131n birikimi, al\u0131\u015fkanl\u0131klar\u0131, teorik \u00e7\u00f6z\u00fcmlemeleri yeniye (ele\u015ftirel bir s\u00fczge\u00e7ten ge\u00e7irilmedik\u00e7e) uygulanamaz hale gelir. Tarihsel d\u00f6nem, g\u00fcndeme getirdi\u011fi sorunlar\u0131 a\u015facak pratik \u00e7al\u0131\u015fmalar\u0131 ve bu pratik \u00e7al\u0131\u015fmalara \u0131\u015f\u0131k tutacak teorik \u00e7al\u0131\u015fmalar\u0131 gerekli k\u0131lar.&#8221; Ge\u00e7mi\u015fin ele\u015ftirel bir s\u00fczge\u00e7ten ge\u00e7irilerek, birikimleri derleyip de\u011ferlendirerek, prati\u011fe \u0131\u015f\u0131k tutacak yeni teorik \u00e7al\u0131\u015fmalar\u0131 temellendirmek ise zor, uzun \u00bbe sab\u0131rl\u0131 bir \u00e7al\u0131\u015fmay\u0131 gerektirmektedir. Kafda\u011f\u0131 bug\u00fcne kadar bu yapt\u0131\u011f\u0131 tespit do\u011frultusunda yay\u0131n\u0131n\u0131 s\u00fcrd\u00fcrd\u00fc.<\/p>\n<p>&#8220;G\u00fcncel&#8217;in s\u0131n\u0131rlar\u0131na hapsolmadan bir dergi \u00e7\u0131karmak, \u00f6zelikle K.K.K. Dernekleri i\u00e7in \u00e7ok zordu. Dergiye bir\u00e7ok mektup ve s\u00f6zl\u00fc de\u011ferlendirme geldi. Derginin \u00e7izgisini benimseyerek te\u015fekk\u00fcr edenler oldu\u011fu gibi ele\u015ftirenler de oldu. Ele\u015ftiriler &#8220;sa\u011f&#8221; ve &#8220;sol&#8221; kanatlardan gelmekle birlikte ele\u015ftirilen \u00e7izgide birle\u015filiyordu. \u0130ki kanat\u0131n ele\u015ftiri bi\u00e7imleri farkl\u0131 olsa da \u00f6z\u00fcnde &#8220;pop\u00fclist&#8221; e\u011filimleri savunmaktayd\u0131lar. Ele\u015ftirenlerin birle\u015fti\u011fi nokta &#8220;halk&#8217;a seslenilemedi\u011fiydi. &#8220;Sa\u011f&#8221; konular\u0131n de\u011fi\u015ftirilmesini, derginin haber a\u011f\u0131rl\u0131kl\u0131 olmas\u0131n\u0131, &#8220;halk&#8221;\u0131n g\u00fcnl\u00fck ili\u015fkilerinden s\u00f6z edilmesini isterken, &#8220;sol&#8221; konular\u0131n sunulu\u015funun de\u011fi\u015ftirilmesini, bilimsel yaz\u0131lar\u0131n azalt\u0131lmas\u0131n\u0131, ajitatif yaz\u0131lar\u0131n a\u011f\u0131rl\u0131k kazanmas\u0131n\u0131 \u00f6neriyordu. K\u0131sacas\u0131 Kafda\u011f\u0131&#8217;n\u0131n yaz\u0131lar\u0131-konular\u0131 &#8220;a\u011f\u0131r&#8221; gelmi\u015fti. Halk bunlar\u0131 anlamaz deniyordu. \u0130stenilen &#8220;halk&#8217;\u0131n Kafda\u011f\u0131&#8217;n\u0131 okuyup tart\u0131\u015fmas\u0131yd\u0131.<\/p>\n<p>Kafda\u011f\u0131 ise s\u00fcre\u00e7 i\u00e7erisinde kendi yerini belirleyerek pop\u00fclizmi reddetti. Birinci y\u0131l\u0131n sonunda dergi yazan ve \u00e7al\u0131\u015fanlar\u0131n\u0131n tamam\u0131n\u0131n davet edildi\u011fi ve b\u00fcy\u00fck bir k\u0131sm\u0131n\u0131n kat\u0131ld\u0131\u011f\u0131 toplant\u0131da \u00e7izgisini netle\u015ftirdi.<\/p>\n<p><b>Toplant\u0131da benimsenen ilkeler:<br \/>\n<\/b><br \/>\n<b>1)<\/b> Kafda\u011f\u0131 K.K.K. Derne\u011fi&#8217;nin yay\u0131n organ\u0131d\u0131r. Bu nedenle yay\u0131n amac\u0131 olan &#8220;geleneksel k\u00fclt\u00fcr de\u011ferlerimizin derlenerek evrensel k\u00fclt\u00fcrle uyumlu bi\u00e7imde geli\u015ftirilerek korunmas\u0131 ve ya\u015fama ge\u00e7irilmesi&#8221;, dernek t\u00fcz\u00fc\u011f\u00fcndeki ama\u00e7 maddesinden kaynaklanmaktad\u0131r. Bu amaca ula\u015fabilmek k\u00fclt\u00fcrel-bilimsel \u00e7al\u0131\u015fmalar\u0131n yap\u0131lmas\u0131n\u0131, yay\u0131nlanmas\u0131n\u0131 zorunlu k\u0131lar. Okuyup-anlamak i\u00e7in de en az\u0131ndan o alanda bilgilenmek istemi gereklidir. Yani Kafda\u011f\u0131 akt\u00fcalite-magazin dergisi de\u011fil k\u00fclt\u00fcr dergisidir.<\/p>\n<p><b>2)<\/b> Kafda\u011f\u0131 k\u00fclt\u00fcrel-bilimsel \u00e7al\u0131\u015fmalar\u0131n yan\u0131s\u0131ra k\u00fclt\u00fcr\u00fcn aktar\u0131m\u0131 ve yeniden \u00fcretimine de \u00f6nem vermektedir. Bu ilke temel al\u0131narak dergide bilimsel yaz\u0131larla birlikte destan, masal, \u015fiir, hikaye, an\u0131, vb.leri ile sanata da a\u011f\u0131rl\u0131k verildi. \u00c7\u00fcnk\u00fc Kafda\u011f\u0131 sanat dergisiydi. B\u00f6ylece Kafda\u011f\u0131&#8217;n\u0131n \u00e7ocuktan yeti\u015fkine kadar geni\u015f bir ya\u015f ku\u015fa\u011f\u0131na ve ilgi alanlar\u0131 farkl\u0131 kitlelere seslenebilmesinin yollar\u0131 a\u00e7\u0131ld\u0131.<\/p>\n<p><b>3)<\/b> \u0130ki ayl\u0131k periyotlarla yay\u0131nlanan Kafda\u011f\u0131&#8217;nda haber yaz\u0131lar\u0131n\u0131n, toplumsal olaylar ve dernek \u00e7al\u0131\u015fmalar\u0131n\u0131n duyurulmas\u0131 olabilece\u011fi d\u00fc\u015f\u00fcn\u00fclerek derginin haber anlay\u0131\u015f\u0131 olu\u015fturuldu. Ve Kafka\u011f\u0131&#8217;n\u0131n k\u00fclt\u00fcr, sanat ve haber anlay\u0131\u015f\u0131n\u0131n ana \u00e7izgileri belirlendi.<\/p>\n<p>Derginin ilkeleri b\u00f6yle belirlendikten sonra bir ad\u0131m daha at\u0131larak, ikinci yay\u0131n y\u0131l\u0131nda, her say\u0131da bir konuya a\u011f\u0131rl\u0131k verilmesine karar verildi. Birinci say\u0131da &#8220;K\u00fclt\u00fcr ve Asimilasyon&#8221;, ikinci say\u0131da &#8220;Tarih&#8221; ve bu say\u0131da da &#8220;Kuzey Kafkasya&#8221; konular\u0131na a\u011f\u0131rl\u0131k verildi. Gelecek say\u0131lar i\u00e7inse s\u0131ras\u0131yla &#8220;Kafkasya&#8217;da Sanat ve Edebiyat&#8221;, &#8220;Ulusal Kurtulu\u015f Sava\u015flar\u0131 ve 1864 M\u00fccadelesi&#8221; ve son olarak &#8220;Ekonomi&#8221; konular\u0131 a\u011f\u0131rl\u0131kl\u0131 konular olarak se\u00e7ildi. A\u011f\u0131rl\u0131kl\u0131 konu se\u00e7iminde ama\u00e7lanan ge\u00e7mi\u015fin birikimini tekrar d\u00fczenleyerek, ele\u015ftiri s\u00fczgecinden ge\u00e7irerek, s\u00fcre\u00e7 i\u00e7inde elde edilen bilgileri ekleyerek, belirlenen konularda bilgi birikimini sa\u011flamakt\u0131. Bu bilgilenme, bilgi aktarma s\u00fcreci ile, prati\u011fe \u0131\u015fvk tutacak, teorik \u00e7al\u0131\u015fmalar\u0131n temellendirilmesi d\u00fc\u015f\u00fcn\u00fcld\u00fc.<\/p>\n<p>\u00d6n\u00fcm\u00fczdeki s\u00fcre\u00e7, tarihsel perspektif i\u00e7inde etkinlikleri programlamak (teorik \u00e7al\u0131\u015fma) ve ya\u015fama ge\u00e7irmektir (pratik \u00e7al\u0131\u015fma).<\/p>\n<p>Kafda\u011f\u0131&#8217;n\u0131n amac\u0131 &#8220;teorik \u00e7al\u0131\u015fmalar\u0131 temellendirmek&#8221; olunca okuyucu kitlesi soyut &#8220;halk&#8221; olmaktan \u00e7\u0131kmakta ve okuyucu ve okuyuculara da bir misyon y\u00fcklenmektedir. Bu misyon potansiyel ayd\u0131n, ayd\u0131n olma misyonudur. B\u00f6ylece okuyuculardan yaz\u0131 kuruluna d\u00fc\u015f\u00fcnsel, yaz\u0131nsal alanlarda kat\u0131lma, dergiyi ortak platforma d\u00f6n\u00fc\u015ft\u00fcrmenin yan\u0131 s\u0131ra birlikte \u00fcretilenlerin somut halka aktar\u0131lmas\u0131 ve ona \u00f6nderlik edilmesi de beklenmektedir.<\/p>\n<p>Kafda\u011f\u0131&#8217;n\u0131n \u00fcstlendi\u011fi g\u00f6revleri ba\u015farabilmesi i\u00e7in iki \u00f6nemli engeli a\u015fmas\u0131 gerekmektedir:<\/p>\n<p><b>a) <\/b>K. Kafkasya tarihi, k\u00fclt\u00fcr\u00fc, vb. konular\u0131nda bilgili, toplumsal \u00e7al\u0131\u015fmalara kat\u0131lm\u0131\u015f olan &#8220;eski ku\u015faklar\u0131&#8221; \u00fcretime daha aktif bi\u00e7imde katmak, onlar\u0131 hareketlendirmek,<\/p>\n<p><b>b) <\/b>&#8220;G\u00fcnceli&#8221; en yo\u011fun bi\u00e7imde ya\u015fayan ve\/fakat bilgi birikimi ve deneyimleri bulunmayan &#8220;yeni&#8221; ku\u015faklara bilgi ve deneyim birikimini aktarmak. Bu engeller a\u015f\u0131ld\u0131\u011f\u0131 oranda derginin gelecekteki yay\u0131n program\u0131 daha da geli\u015ferek &#8220;g\u00fcncelle\u015febilecek&#8221;tir.<\/p>\n<p>Yeri gelmi\u015fken bir olgu daha vurgulanmal\u0131; ne Kafda\u011f\u0131 siyasi bir dergi, ne de K.K.K. Derne\u011fi siyasi bir \u00f6rg\u00fctlenmedir. Daha da a\u00e7mak gerekirse Derne\u011fimiz siyasi iktidara alternatif olmad\u0131\u011f\u0131 veya olan bir siyasi hareketi desteklemedi\u011fi gibi dergisi de derne\u011fe ba\u011fl\u0131d\u0131r. (Siyasi iktidara y\u00f6nelen \u00f6rg\u00fctlenmeler partilerdir.) Fakat bu olgu dernek \u00fcyelerinin siyasetsiz olmalar\u0131n\u0131 gerekli k\u0131lmaz. Ayn\u0131 zamanda \u00fcyelerin siyasetsiz olmalar\u0131n\u0131 \u00f6v\u00fcn\u00e7 kayna\u011f\u0131 haline getirmez. Aksine derne\u011fimizin \u00fcyelerinin de siyasi tercihlerinin olmas\u0131 \u00f6v\u00fcn\u00e7 kayna\u011f\u0131 olmal\u0131 ve desteklenmelidir. \u00c7\u00fcnk\u00fc K. Kafkasyal\u0131lar\u0131n siyasetle ilgilenmemelerini istemek, onlar\u0131n demokratik cumhuriyetlerde en do\u011fal olan devlet y\u00f6netimine kat\u0131lma, y\u00f6netimi belirleme haklar\u0131n\u0131 ellerinden almak, halk\u0131n taleplerini dile getirme yollar\u0131n\u0131n \u00f6n\u00fcn\u00fc t\u0131kamak demektir. Dernek \u00fcyeleri &#8220;siyasi&#8221; olmal\u0131 ve\/ fakat birbirlerinin siyasetlerine de sayg\u0131 duymal\u0131d\u0131r. E\u011fer bu \u00f6nermeler do\u011fru ise, siyasetin dernek \u00e7al\u0131\u015fmalar\u0131na ve yay\u0131n\u0131na yans\u0131y\u0131\u015f\u0131 &#8220;kaba politika&#8221; yaparak de\u011fil, bilimsel, sanatsal, k\u00fclt\u00fcrel \u00e7al\u0131\u015fmalara yakla\u015f\u0131m ve kat\u0131l\u0131mla olabilecektir.
