Bunun nedenlerine gelince; pek a\u00e7\u0131k bir ger\u00e7ek oldu\u011fu ve\u00e7hile, Osmanl\u0131 H\u00fck\u00fcmeti&#8217;nin inkar\u0131 m\u00fcmk\u00fcn olmayan k\u00f6t\u00fc idaresinin sonucu olarak \u00e7e\u015fitli dert ve felaketlere kurban edilmek y\u00fcz\u00fcnden \u00c7erkesler, d\u00f6rt milyon n\u00fcfustan yoksun kalm\u0131\u015flard\u0131r.<\/p>\n<p>Kald\u0131 ki, 13 sene \u00f6nce Me\u015frutiyet idaresinin ilan\u0131 \u00fczerine siyasi olgunluktan mahrum ve ancak T\u00fcrk\u00e7\u00fcl\u00fck ve Turanc\u0131l\u0131k duygular\u0131yla dolu olan ve tarihte misli g\u00f6r\u00fclmemi\u015f bir surette, di\u011fer Osmanl\u0131 unsurlar\u0131n\u0131 y\u0131ld\u0131rma politikas\u0131 ile T\u00fcrkle\u015ftirmek gibi yanl\u0131\u015f bir politika izleyen T\u00fcrk y\u00f6neticilerinin siyaseti, T\u00fcrk olmayan b\u00fct\u00fcn unsurlar\u0131n milliyetlerini ve ya\u015fama g\u00fcvenliklerini yok etmekle \u00c7erkeslerde de &#8221;yaln\u0131z korunma amac\u0131&#8221; ile hakl\u0131 bir \u015fikayet ve peri\u015fan olma hissi uyand\u0131rm\u0131\u015f ve bunun sonucu olarak \u00c7erkesler bu devam edegelen zul\u00fcmlardan kurtulmak amac\u0131 ile milli bir gaye takibine ve millicilerin a\u00e7\u0131k\u00e7a \u00c7erkes milletini mahva kalk\u0131\u015fmas\u0131 dolay\u0131s\u0131yla, onlar da silahl\u0131 savunmaya ve \u00e7arp\u0131\u015fmaya mecbur kalm\u0131\u015flard\u0131r.<\/p>\n<p>Bu y\u00fczden \u00c7erkesler, binlerce de\u011ferli evlad\u0131n\u0131 ebediyen kaybetti. Mallar\u0131 ve hayvanlar\u0131 ya\u011fma edildi ve k\u00f6yleri y\u0131k\u0131ld\u0131. Netice itibar\u0131yla \u00c7erkeslik, telafisi m\u00fcmk\u00fcn olmayan maddi ve manevi bak\u0131mdan korkun\u00e7 zarar ve kay\u0131plara u\u011fram\u0131\u015f olmakla beraber, bu m\u00fccadelesinde sars\u0131lmaz bir azimle sebat etmi\u015f ve bug\u00fcn de etmekte bulunmu\u015flard\u0131r.<\/p>\n<p>Ger\u00e7i \u00c7erkesler, gerek komutan ve gerekse er olarak Birinci D\u00fcnya Harbi&#8217;ne kat\u0131lmad\u0131lar de\u011fil; fakat, bu kat\u0131lma di\u011fer milletler gibi fiili, emeli, hissi olmaktan ziyade ister istemez ve kanun (zoruyla olmu\u015f) idi. Mamafih, m\u00fctarekeden sonra \u00c7erkeslerin az bir k\u0131sm\u0131 Anadolu \u0130htilalcileri&#8217;ne (tamamen yanl\u0131\u015f bir his ile) kat\u0131lm\u0131\u015f ve bir nevi Mustafa Kemal&#8217;in h\u00fck\u00fcmranl\u0131\u011f\u0131n\u0131 kurmaya yarayacak fiili harekatta bulunmu\u015f iseler de, Kemalistler&#8217;in insanl\u0131k d\u0131\u015f\u0131 hareketlerini ve yanl\u0131\u015f siyasetlerini onlar da yak\u0131ndan g\u00f6r\u00fcp anlay\u0131nca geri d\u00f6n\u00fclmesi b\u00fcy\u00fck bir sak\u0131nca olmayacak k\u0131sa bir m\u00fcddet i\u00e7inde \u00c7erkeslik emelleri yoluna, pi\u015fmanl\u0131k duyarak bundan geri d\u00f6nm\u00fc\u015flerdir.<\/p>\n<p>\u00d6zellikle \u00c7erkesler, Halifelik Makam\u0131&#8217;na manevi bak\u0131mdan ba\u011fl\u0131 kald\u0131klar\u0131 halde, Bab\u0131ali&#8217;nin Kemalistlerle birle\u015fti\u011fini ve bunca fedakarl\u0131\u011f\u0131na ra\u011fmen \u00c7erkesli\u011fi tamamen ihmal etti\u011fini saklamaya l\u00fczum g\u00f6rmedikten sonra \u00c7erkeslik, hakl\u0131 ve tabii bir kararla, kendisine kurtulu\u015f vadeden ve bunu i\u015fgal b\u00f6lgesinde fiilen ispat eden Yunan Ordusu&#8217;na kat\u0131lmay\u0131, milli ve hayati \u00e7\u0131karlar\u0131ndan saym\u0131\u015ft\u0131r (nitekim daha \u00f6nce de soylu Arnavut ve Arap milletlerinin de T\u00fcrklerden ayr\u0131lmakla yabanc\u0131 kurtar\u0131c\u0131lara ayn\u0131 sebepler ve kayg\u0131lar ile e\u011filim g\u00f6sterip kat\u0131ld\u0131klar\u0131na \u015f\u00fcphe yoktur). Bundan sonra, bir bu\u00e7uk sene devam eden m\u00fccadele esnas\u0131nda \u00c7erkesler; m\u00fcsl\u00fcman olan ve olmayan binlerce su\u00e7suz insan millicilerin k\u0131y\u0131m\u0131ndan kurtarmas\u0131 itibar\u0131yla belirtmeye ve \u00f6l\u00e7\u00fclmeye de\u011fer hizmetlerde bulunmu\u015flard\u0131r.<\/p>\n<p>Yunan H\u00fck\u00fcmeti, ta\u015f\u0131d\u0131\u011f\u0131 milletleraras\u0131 insanl\u0131k ve uygarl\u0131k nitelikleri gere\u011fi olarak din fark\u0131n\u0131 g\u00f6z \u00f6n\u00fcne almaks\u0131z\u0131n, Ermeni ve bilhassa Rum g\u00f6\u00e7menleri ile e\u015fit olarak ve belki fazlas\u0131 ile \u00c7erkes g\u00f6\u00e7menleri ve m\u00fcltecileri hakk\u0131nda ilgi g\u00f6stererek, onlar\u0131n ia\u015felerini ve yerle\u015fmelerini en iyi bir \u015fekilde sa\u011flam\u0131\u015ft\u0131r.<\/p>\n<p>Yunan H\u00fck\u00fcmeti&#8217;nin Anadolu&#8217;ya ayak bast\u0131\u011f\u0131 tarihten itibaren askeri i\u015fgal sahas\u0131na giren b\u00f6lgelerde oturan \u00c7erkes ahalisine Kemalistlerin zul\u00fcm ve bask\u0131 yapmalar\u0131 \u00fczerine s\u0131\u011f\u0131nanlara, harp ederek esir ald\u0131\u011f\u0131 milletta\u015flar\u0131m\u0131za, di\u011ferlerinden farkl\u0131 olarak yak\u0131nl\u0131k ve h\u00fcsn\u00fckabul g\u00f6stermesi, iyi davranmas\u0131, itimat etmesi ve kay\u0131rmas\u0131 bilhassa minnet ve \u015f\u00fckranla anmaya ve belirtmeye de\u011fer.<\/p>\n<p>Bundan dolay\u0131, bu g\u00f6n\u00fcl ok\u015fay\u0131c\u0131 ve i\u00e7ten davran\u0131\u015f \u00c7erkeslerin Anadolu&#8217;da uygarl\u0131k yeteneklerine sahip ve kurtar\u0131lmaya lay\u0131k bir millet oldu\u011fu ve Anadolu&#8217;da Rumlarla \u00c7erkeslerin kar\u015f\u0131l\u0131kl\u0131 olarak hayati menfaatlerinin ve siyasi haklar\u0131n\u0131n e\u015fit olarak korunmas\u0131 gerekti\u011fi inanc\u0131ndan dolay\u0131 oldu\u011funu, \u00c7erkesler kuvvetle \u00fcmit eder ve dilerler.<\/p>\n<p>Konuyu ayr\u0131nt\u0131l\u0131 sunmaktan ama\u00e7:<\/p>\n<p><strong>a) <\/strong>Milli \u00e7ehremizi g\u00f6stermek,<br \/>\n<strong><br \/>\nb)<\/strong> Anadolu&#8217;da uygar milletlerin dikkat nazar\u0131n\u0131 \u00e7ekmeye lay\u0131k bir \u00c7erkes milletinin ya\u015fad\u0131\u011f\u0131n\u0131 belirtmek.<\/p>\n<p><strong>c)<\/strong> (\u00dc\u00e7 y\u00fcz seneden beri s\u00fcrekli olarak egemen olan k\u00f6t\u00fc idare y\u00fcz\u00fcnden y\u0131k\u0131l\u0131\u015f vadisine yuvarlanan, asri ve medeni bir idare kurmak kabiliyetinden yoksun, i\u00e7ten d\u0131\u015ftan Yak\u0131n Do\u011fu&#8217;da ve dolay\u0131s\u0131yla Avrupa&#8217;da bir kar\u0131\u015f\u0131kl\u0131k ve harp kayna\u011f\u0131 olan Osmanl\u0131 H\u00fck\u00fcmeti ve Me\u015frutiyet&#8217;in ilan\u0131 ile onun yerine ge\u00e7erek Osmanl\u0131l\u0131\u011f\u0131n \u00e7\u00f6kmesine neden olan a\u015f\u0131r\u0131 T\u00fcrk\u00e7\u00fclerin\u00a0\u00a0\u00a0 u\u011fursuz siyaseti, Anadolu sahas\u0131nda T\u00fcrk&#8217;ten gayri bir milletin hayat hakk\u0131n\u0131 tan\u0131mamakta\u00a0 direndi\u011fi, medeniyet alemince inkar\u0131 kabil olmayan bir hakikat oldu\u011fundan) bundan b\u00f6yle \u00c7erkeslerin Yak\u0131n Do\u011fu&#8217;da T\u00fcrklerin u\u011fursuz y\u00f6netimlerinden kurtulmas\u0131yla Yunan himayesi alt\u0131nda bir bar\u0131\u015f ve esenlik olarak ya\u015famalar\u0131 sebeplerinin sa\u011flanmas\u0131 arzular\u0131n\u0131 g\u00f6stermek ve dilemekten ibarettir.<\/p>\n<p>Bundan dolay\u0131, B\u00fcy\u00fck \u0130tilaf Devletleri ve ortaklar\u0131nca milli olan a\u015fa\u011f\u0131daki isteklerimizin kabul\u00fcn\u00fc ve desteklenmesini kongremiz rica ve hemen harekete ge\u00e7ilmesini sab\u0131rs\u0131zl\u0131kla bekledi\u011fini soylu ki\u015filiklerine sunmakla \u015feref duyar.<\/p>\n<p><strong>1)<\/strong> Devletler aras\u0131nda kabul ve ilan edilip eski sulh antla\u015fmalar\u0131na kondu\u011fu gibi, gelecekteki Yak\u0131n Do\u011fu sulhuna da konmas\u0131 kuvvetle umulan az\u0131nl\u0131k halindeki milletlerin haklar\u0131 ve siyasi \u00e7\u0131karlar\u0131n\u0131 temin ve tatmin edecek olan madde h\u00fck\u00fcmlerinin b\u00fct\u00fcn \u00c7erkesleri\u00a0\u00a0\u00a0 de kapsam\u0131na almas\u0131.<\/p>\n<p><strong> 2) <\/strong>\u00c7erkes Milleti, Anadolu&#8217;da her bak\u0131mdan kendi\u00adsiyle ayn\u0131 durumda ve kar\u015f\u0131l\u0131kl\u0131 menfaatlerle ba\u011fl\u0131\u00a0\u00a0 bu\u00adlundu\u011fu Rum unsuru ile e\u015fit haklar \u00e7er\u00e7evesinde kader birli\u011fine istekli bulundu\u011fundan dolay\u0131, milli ilerleme ve geli\u015fmesine kuvvetle \u00fcmit etti\u011fi uygar Yunan h\u00fck\u00fcme\u00adtinin fiili himayesi alt\u0131na sokulmas\u0131.<\/p>\n<p><strong> 3) <\/strong>\u00c7erkes Milletinin \u00f6nce Halife ve Bab\u0131ali&#8217;nin ve sonra milli ve hayati \u00e7\u0131karlar\u0131n\u0131 \u015fevki ile giri\u015fti\u011fi\u00a0\u00a0\u00a0 bu m\u00fccadele y\u00fcz\u00fcnden u\u011frad\u0131\u011f\u0131 b\u00fct\u00fcn zarar ve ziyanlar\u0131n bar\u0131\u015f yapacak taraflardan biri olan T\u00fcrk H\u00fck\u00fcmeti&#8217;ne \u00f6de turnesinin sa\u011flanmas\u0131.<\/p>\n<p><strong> 4)<\/strong> Bar\u0131\u015f\u00a0 Konferans\u0131nda yukar\u0131daki milli isteklerimize kar\u015f\u0131 \u00e7\u0131k\u0131ld\u0131\u011f\u0131nda,\u00a0\u00a0\u00a0 delilleri g\u00f6stermek, inand\u0131r\u0131c\u0131 a\u00e7\u0131klamay\u0131 yapmak ve gerekli savunmada bulunmak \u00fczere, y\u00fcksek konferans meclisine yetkili temsilcilerimi\u00adzin davet buyrulmas\u0131.<\/p>\n<p>Bundan dolay\u0131 yukar\u0131da a\u00e7\u0131klanan, kabul ve desteklenmesi hususunda medeni yard\u0131m ve deste\u011fi birinci olarak B\u00fcy\u00fck \u0130tilaf Devletleri&#8217;nden; ikinci olarak Yunan Devleti&#8217;nden; \u00fc\u00e7\u00fcnc\u00fc olarak insanl\u0131k ve medeniyet aleminden rica etti\u011fini ve bekledi\u011fini ve bundan b\u00f6yle milli emellerinin meydana gelmesine hizmet edecek siyasi ve sosyal te\u015fkilat\u0131 yapmak, \u00c7erkeslerin gelenekleri ve milli, dini ve medeni ihtiya\u00e7lar\u0131 \u00e7er\u00e7evesi i\u00e7inde sa\u011flamak; ilerlemek ve geli\u015fmesi esaslar\u0131n\u0131 d\u00fc\u015f\u00fcnmek ve haz\u0131rlamak; h\u00fck\u00fcmetler ve y\u00fcksek meclislerle ba\u011f\u0131nt\u0131 kurarak gerekti\u011finde yetkili temsilciler g\u00f6ndermek ve siyasi giri\u015fimleri yapmak, l\u00fczumlu evrak\u0131n d\u00fczenlenmesine ve imzas\u0131na ve milli haklar\u0131n\u0131n dayand\u0131\u011f\u0131 i\u015flerin ve dayand\u0131\u011f\u0131 hususlar\u0131n izlenmesine ve sonu\u00e7land\u0131r\u0131lmas\u0131na kongremiz kendi
