Hatta viz\u00f6r\u00fc daha da geni\u015fleterek, bireysel ve toplumsal ya\u015fam alg\u0131m\u0131zda gelenek, din, demokrasi ve hukuk kavramlar\u0131n\u0131n ne ifade etti\u011fini ve nas\u0131l \u00f6nceliklendi\u011fini tart\u0131\u015fmak gerekir kan\u0131s\u0131nday\u0131m.<\/p>\n<p>Hi\u00e7 ku\u015fku yok ki bug\u00fcn Kabardey-Balkar\u2019\u0131n ba\u015f\u0131na bela olan radikal dinci ter\u00f6r, Kuzey Kafkasya\u2019y\u0131 da \u00f6ncelikli \u2018cihat\u2019 alan\u0131 olarak g\u00f6ren k\u00fcresel bir \u00f6rg\u00fctlenmenin eseridir. \u00c7e\u00e7enistan\u2019da ba\u015flay\u0131p \u00e7evreye ta\u015fan bu \u015fiddet dalgas\u0131n\u0131n g\u00fcc\u00fc Afganistan, Pakistan, Irak, \u00dcrd\u00fcn gibi maj\u00f6r \u2018cihat\u2019 alanlar\u0131ndaki geli\u015fmelere ba\u011fl\u0131 olarak de\u011fi\u015fse de, temelde Kuzey Kafkasya\u2019n\u0131n tarihi ve g\u00fcncel yap\u0131s\u0131yla radikal islami \u00f6rg\u00fctlenme i\u00e7in uygun bir iklime sahip oldu\u011fu muhakkakt\u0131r.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/circassiancenter.com\/cc-turkiye\/yorum\/parag-ara.gif\" width=\"45\" height=\"18\" border=\"0\" \/><\/p>\n<p>Evet, Kuzey Kafkasya\u2019da radikal islam bak\u0131m\u0131ndan tarihi iklim vard\u0131r, zira Kuzey Kafkasya 8. y\u00fczy\u0131ldan itibaren islamiyetin fetih \u00f6nceli\u011fine sahip bir b\u00f6lge olmu\u015ftur. \u0130slamiyetin Kafkasya\u2019y\u0131 \u2018h\u0131ristiyanl\u0131\u011f\u0131n ve putperestli\u011fin elinden kurtarma harekat\u0131\u2019 \u00fc\u00e7 koldan s\u00fcrm\u00fc\u015ft\u00fcr; Acem, Arap ve T\u00fcrk (Osmanl\u0131 ve Orta Asya)&#8230; Da\u011f\u0131stan\u2019dan ba\u015flay\u0131p \u00c7e\u00e7enistan, \u0130ngu\u015fetya ve giderek Bat\u0131\u2019ya Karadeniz k\u0131y\u0131s\u0131na kadar uzanan bir yay\u0131 i\u00e7ine alacak \u015fekilde y\u00fczy\u0131llard\u0131r devam etmi\u015ftir. 15. y\u00fczy\u0131ldan itibaren Do\u011fu\u2019da \u015eafi\u2019li\u011fin, Bat\u0131\u2019da Hanefi\u2019li\u011fin egemen oldu\u011fu genel bir \u2018kurtarma\u2019 ger\u00e7ekle\u015fmi\u015ftir.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/circassiancenter.com\/cc-turkiye\/yorum\/parag-ara.gif\" width=\"45\" height=\"18\" border=\"0\" \/><\/p>\n<p>Ancak Rus h\u0131ristiyanl\u0131\u011f\u0131na kar\u015f\u0131 as\u0131l m\u00fccadele 18. y\u00fczy\u0131l\u0131n ba\u015f\u0131ndan itibaren tarikatlerin Kuzey Kafkasya\u2019da etkin olmaya ba\u015flamas\u0131yla keskinle\u015fmi\u015ftir. \u00d6nce Nak\u015fibendi tarikati etkin olmu\u015f, daha sonra da Kadiri tarikati daha kitlesel bir g\u00fc\u00e7 haline gelerek K. Kafkasya\u2019y\u0131 Rusya\u2019ya kar\u015f\u0131 cephe hatt\u0131 olarak \u00f6rg\u00fctlemi\u015ftir. Osetlerin ve Abhazlar\u0131n bir k\u0131sm\u0131n\u0131 kapsayamam\u0131\u015f olsa da islamiyet Kuzey Kafkasya\u2019n\u0131n b\u00fct\u00fcn\u00fcnde \u2018ba\u015far\u0131\u2019 kazanm\u0131\u015ft\u0131r. \u00d6nceleri birbiriyle rekabet eden bu iki tarikatin 1800\u2019lerin ba\u015f\u0131ndan itibaren ittifak sa\u011flamas\u0131 \u00fczerine, 1864\u2019de (hatta 1878\u2019e kadar) yenilgi ve kitlesel s\u00fcrg\u00fcnle sonu\u00e7lanan b\u00fcy\u00fck sava\u015f ya\u015fanm\u0131\u015ft\u0131r. Sonras\u0131 malum, \u2018Sovyet sisteminin bask\u0131s\u0131 alt\u0131nda ge\u00e7en\u2019 seksen y\u0131l. B\u00fct\u00fcn bunlar \u00fcst \u00fcste kondu\u011funda Kuzey Kafkasya\u2019n\u0131n neden islamiyet a\u00e7\u0131s\u0131ndan \u00f6ncelikli m\u00fccadele ve r\u00f6van\u015f alan\u0131 oldu\u011fu kolayca anla\u015f\u0131lmaktad\u0131r&#8230;<\/p>\n<p>Ve Sovyetlerin da\u011f\u0131lmas\u0131yla birlikte r\u00f6van\u015f i\u00e7in f\u0131rsat \u00e7\u0131km\u0131\u015ft\u0131r. Bildi\u011fimiz gibi \u00c7e\u00e7enistan bu f\u0131rsat\u0131n ilk uygulama alan\u0131 olmu\u015ftur. Ve de ilk kurban\u0131. \u015eeyh \u015eamil\u2019lerin, \u0130mam Mansur\u2019lar\u0131n ruhu bu yeni d\u00f6nemde adeta Kala\u015fnikoflu Vahabist gerillalar olarak tarih sahnesine \u00e7\u0131km\u0131\u015f, r\u00f6van\u015f almak \u00fczere bir kez daha meydan okumu\u015flard\u0131r. Yirmi y\u0131ld\u0131r s\u00fcrd\u00fcr\u00fclen kutsal \u2018cihat\u2019, ne yaz\u0131k ki y\u00fczbinlerce \u00c7e\u00e7en\u2019in \u00f6l\u00fcm\u00fc ve s\u00fcrg\u00fcn\u00fcyle sonu\u00e7lanan yeni bir h\u00fcsrandan ba\u015fka bir\u015fey de\u011fildir. \u015eimdi, bu h\u00fcsran\u0131n Da\u011f\u0131stan\u2019a, Kabardey-Balkar\u2019a ve giderek t\u00fcm Kuzey Kafkasya\u2019ya yay\u0131larak cephenin geni\u015fletilmesine \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<\/p>\n<p>Kuzey Kafkasya, tarihi iklimi yan\u0131s\u0131ra g\u00fcncel durumuyla da radikal islama davetiye \u00e7\u0131karan bir ortama sahiptir. \u00c7\u00fcnk\u00fc Sovyetlerin y\u0131k\u0131lmas\u0131ndan sonra kurulan yeni d\u00fczen Kuzey Kafkasya halklar\u0131na demokrasi ve refah sa\u011flayamam\u0131\u015f, gelecek vaadedememi\u015ftir. Yolsuzluk ve r\u00fc\u015fvete dayal\u0131 bu kara d\u00fczen do\u011fald\u0131r ki mutsuz insanlar\u0131n say\u0131s\u0131n\u0131 h\u0131zla \u00e7o\u011faltm\u0131\u015ft\u0131r. \u00d6zellikle ama\u00e7s\u0131z, i\u015fsiz ve geleceksiz kalan gen\u00e7lerin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu islami \u00f6rg\u00fctlenmenin haz\u0131r taban\u0131 haline gelmi\u015ftir. Kuzey Kafkasya\u2019n\u0131n hemen tamam\u0131nda gen\u00e7leri bekleyen se\u00e7enek ya alkol-uyu\u015fturucu olmu\u015ftur ya da din. Radikal islam, adeta yolsuzlu\u011fa ve r\u00fc\u015fvete dayal\u0131 kara d\u00fczene ve ahlaki \u00e7\u00f6k\u00fcnt\u00fcye ba\u015fkald\u0131r\u0131n\u0131n \u00e7ekim merkezi haline gelmi\u015ftir. 18-20 ya\u015flar\u0131nda gencecik \u00e7ocuklar\u0131 ac\u0131mas\u0131z katillere d\u00f6n\u00fc\u015ft\u00fcren dini fanatizm, bir bak\u0131ma \u00e7aresizli\u011fin ve umutsuzlu\u011fun \u00e7\u0131\u011fl\u0131\u011f\u0131d\u0131r da. Ve maalesef sadece \u00c7e\u00e7enistan, Kabardey-Balkar, Da\u011f\u0131stan de\u011fil b\u00f6lgedeki t\u00fcm cumhuriyetler islami yay\u0131lma alanlar\u0131d\u0131r, \u00e7\u00fcnk\u00fc hepsi tarihi ve g\u00fcncel durum bak\u0131m\u0131ndan benze\u015fiktir.<\/p>\n<p>T\u00fcm bunlar\u0131n yan\u0131nda, \u00f6zellikle son \u00e7eyrek y\u00fczy\u0131ldaki k\u00fcreselle\u015fmenin islam d\u00fcnyas\u0131nda b\u00fcy\u00fck bask\u0131 yaratt\u0131\u011f\u0131n\u0131 da hesaba katmak gerekiyor. \u00d6yle ya, \u2018H\u0131r\u0131stiyan-kapitalist Bat\u0131 kontroll\u00fc k\u00fcreselle\u015fme\u2019 d\u00fcnyay\u0131 h\u0131zla kafirle\u015ftirmektedir(!). Bu bask\u0131 islam\u0131n meydan okuyu\u015funu daha da sertle\u015ftirmekte, islam i\u00e7indeki safla\u015fmay\u0131 da keskinle\u015ftirmektedir. D\u00fcn hay\u0131rseverlik ve toplumsal dayan\u0131\u015fma ara\u00e7lar\u0131 \u00fczerinden birbiriyle rekabet eden mezhep ve tarikatlar bug\u00fcn daha \u00f6l\u00fcmc\u00fcl y\u00f6ntemlerle alanlar\u0131n\u0131 korumaya-geni\u015fletmeye ve birbirine \u00fcst\u00fcnl\u00fck sa\u011flamaya \u00e7al\u0131\u015f\u0131yor. \u00d6zellikle Suudi Arabistan men\u015feyli Selefi\u2019li\u011fin uzant\u0131s\u0131 olarak t\u00fcm d\u00fcnyada nam salan Vahabizm ile \u0130ran men\u015feyli din ideolojisini mutlak k\u0131lmay\u0131 ama\u00e7layan \u00e7e\u015fitli radikal \u00f6rg\u00fctlerin sert m\u00fccadele y\u00f6ntemleri birebir Kuzey Kafkasya\u2019da hayat buluyor. Herg\u00fcn medyaya yans\u0131yan modern \u00e7a\u011f\u0131n full te\u00e7hizatl\u0131 m\u00fccahitleri, Hasan Sabbah\u2019\u0131n neredeyse bin y\u0131l \u00f6nce B\u00fcy\u00fck Sel\u00e7uklu \u0130mparatorlu\u011fu\u2019nu y\u0131kmak \u00fczere kurdu\u011fu efsane olunan Ha\u015fha\u015fi tarikatini ve onun \u00f6zel suikast timlerini \u00e7a\u011fr\u0131\u015ft\u0131r\u0131yor.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/circassiancenter.com\/cc-turkiye\/yorum\/parag-ara.gif\" width=\"45\" height=\"18\" border=\"0\" \/><\/p>\n<p>\u0130\u015fte k\u00fc\u00e7\u00fcc\u00fck Kabardey-Balkar Cumhuriyeti son be\u015f y\u0131ld\u0131r harici ve dahili bir \u2018cihad\u2019 sald\u0131r\u0131s\u0131n\u0131n alt\u0131ndad\u0131r. Hele son bir y\u0131ld\u0131r artan ac\u0131mas\u0131z infazlarla kar\u015f\u0131 kar\u015f\u0131yad\u0131r. KBC Y\u00f6netimi, \u00f6nceleri asker ve polisleri hedefleyen ve giderek sivillere y\u00f6nelen radikal dinci sald\u0131r\u0131lar kar\u015f\u0131 \u00e7are ar\u0131yor.<\/p>\n<p>Hi\u00e7 ku\u015fku yok ki, KBC\u2019deki radikal dinci ter\u00f6r\u00fcn ge\u00e7ti\u011fimiz haftalarda tarih ve etnografi profes\u00f6r\u00fc Arslan Tsipinov&#8217;u, \u2018eski Adige geleneklerini canland\u0131rarak Putperestli\u011fi savundu\u011fu\u2019 gerek\u00e7esiyle hedef almas\u0131, meseleyi \u2018din-kurulu d\u00fczen \u00e7at\u0131\u015fmas\u0131\u2019 yan\u0131s\u0131ra \u2018din-gelenek \u00e7at\u0131\u015fmas\u0131\u2019 eksenine de kayd\u0131rm\u0131\u015ft\u0131r. Ve ter\u00f6ristlerin, \u201cbundan sonra kafirlere, m\u00fc\u015friklere ve putpereslere sald\u0131racaklar\u0131n\u0131\u201d a\u00e7\u0131klamalar\u0131, bunlar\u0131n din-gelenek \u00e7at\u0131\u015fmas\u0131n\u0131 siyaseten hedeflediklerini g\u00f6stermektedir.<\/p>\n<p>Tam da bu noktada, KBC Y\u00f6netimi\u2019nin bu ter\u00f6ristlere kar\u015f\u0131 \u2018gelenek\u2019 \u00fczerinden m\u00fccadele edilmesini \u00f6neren yakla\u015f\u0131m\u0131 \u2018bile bile lades\u2019 de\u011fildir de nedir? KBC Ba\u015fkan\u0131 Say\u0131n Arsen Kanoko, \u201cs\u00fclaleler kanun d\u0131\u015f\u0131 eylemlerde bulunan bireylerine kar\u015f\u0131 sorumluluk almal\u0131\u201d diyor ve ekliyor; \u201cbize yeni bir ideoloji laz\u0131m\u201d&#8230; Yani \u2018dini ideoloji\u2019ye kar\u015f\u0131 \u2018gelenek ideolojisi\u2019&#8230;<\/p>\n<p>Say\u0131n Kanoko\u2019nun bu genel siyasi stratejisine uygun olarak, dinci ter\u00f6re kar\u015f\u0131 \u2018sivil savunma komiteleri\u2019 kurulaca\u011f\u0131 a\u00e7\u0131kland\u0131. Peki bu sivil savunma komiteleri kimlerden olu\u015facak? Herhalde milli kimli\u011fine ve geleneklerine ba\u011fl\u0131 militanlardan. Yani, kimlik ve gelenek ideolojinin neferlerinden. Allah a\u015fk\u0131na bu, tam da radikal dincilerin kurdu\u011fu bir tuza\u011fa g\u00f6z g\u00f6re g\u00f6re d\u00fc\u015fmek de\u011fil midir?.. Dini kimlikle milli kimli\u011fi kar\u015f\u0131 kar\u015f\u0131ya getirecek b\u00f6ylesi bir iki u\u00e7lu militanla\u015fma \u00e7at\u0131\u015fma alan\u0131n\u0131 geni\u015fletip derinle\u015ftirme riski ta\u015f\u0131maz m\u0131? Ve \u00fcstelik s\u00fclaleler aras\u0131 kan davalar\u0131na yola\u00e7maz m\u0131? Kontrols\u00fcz silahl\u0131 gruplar\u0131n say\u0131s\u0131n\u0131 art\u0131rmaz m\u0131? Hukuksuzlu\u011fu daha da me\u015frula\u015ft\u0131rmaz m\u0131? Kaosu daha da b\u00fcy\u00fctmez mi?..<\/p>\n<p>Diyelim \u2018militan gelenek\u2019 galebe \u00e7ald\u0131 ve \u2018militan dine\u2019a kar\u015f\u0131 sonu\u00e7 ald\u0131. Peki sonra? Bu \u2018muzaffer\u2019 guruplar\u0131 kim, nas\u0131l kontrol edecek?. Ayr\u0131ca, s\u00f6zkonusu edilen Adige-Kabartay milli kimli\u011fi ve gelenekleri oldu\u011funa ve sivil savunma komiteleri bunlardan olu\u015fturulaca\u011f\u0131na g\u00f6re KBC\u2019deki Balkarlar\u0131n yeri ve konumu ne olacak? Bu ayr\u0131m Kabartay-Balkar \u00e7at\u0131\u015fmas\u0131n\u0131 \u00a0g\u00fcndeme getirmez mi? Birka\u00e7y\u00fcz radikali bertaraf edelim derken daha yayg\u0131n radikalle\u015fmelere zemin yarat\u0131lm\u0131\u015f olmaz m\u0131?..<\/p>\n<p>\u0130\u015fte, PKK ter\u00f6r\u00fcne kar\u015f\u0131 acze d\u00fc\u015f\u00fcp a\u015firetlere dayal\u0131 koruculu\u011fu icad eden, yetmedi Jitem\u2019i ihdas eden, yetmedi H\u0131zbullah\u2019\u0131 panzehir diye \u00f6ne s\u00fcr\u00fcp toplumun ba\u015f\u0131na bela eden bir memlekette ya\u015fad\u0131n\u0131z m\u0131, ister istemez bu sorular\u0131 soruyorsunuz.<\/p>\n<p>Pek\u00e7ok \u00fclkede \u00f6rne\u011fi ya\u015fand\u0131\u011f\u0131 \u00fczere, s\u0131n\u0131r tan\u0131mayan radikal sald\u0131rganl\u0131\u011fa ve ter\u00f6re kar\u015f\u0131 s\u0131n\u0131r\u0131 belli olmayan y\u00f6ntemlerle m\u00fccadele etmek daha b\u00fcy\u00fck y\u0131k\u0131mlara yol a\u00e7maktad\u0131r. Tek yol, g\u00fcc\u00fcn\u00fc yasalardan alan devlet kolluk kuvvetlerini daha etkin hale getirmek, hukuka uygun \u00f6nleyici tedbirler almak ve adil yarg\u0131 sistemini \u00e7al\u0131\u015ft\u0131rmakt\u0131r. As\u0131l \u00f6nemlisi ise herkesi kucaklayacak bir siyasi-ekonomik iklimin yarat\u0131labilmesidir. Bunu sa\u011flayacak olan da demokratikle\u015fmedir. KBC i\u00e7in de \u00e7\u00f6z\u00fcm yolu bu olmal\u0131d\u0131r.<\/p>\n<p><img decoding=\"async\" src=\"http:\/\/circassiancenter.com\/cc-turkiye\/yorum\/parag-ara.gif\" width=\"45\" height=\"18\" border=\"0\" \/><\/p>\n<p>T\u00fcm bu belirsiz olas\u0131l\u0131klar ve riskler bir yana, meseleye daha geni\u015f bir pencereden bakarsak, sormam\u0131z gereken soru, \u00f6nerilen \u00e7\u00f6z\u00fcm yolunun \u2018demokrasi ve hukuk\u2019 bak\u0131m\u0131ndan ne anlam ta\u015f\u0131d\u0131\u011f\u0131d\u0131r. Hatta daha da ileri giderek, bireysel ve toplumsal ya\u015fam alg\u0131m\u0131zda gelenek, din, demokrasi ve hukuk kavramlar\u0131n\u0131n ne ifade etti\u011fini ve nas\u0131l \u00f6nceliklendi\u011fini tart\u0131\u015fmak gerekmektedir.<\/p>\n<p>D\u00fcnyadaki di\u011fer toplumlar gibi Kuzey Kafkasya toplumlar\u0131 da y\u00fczy\u0131llard\u0131r dam\u0131tt\u0131klar\u0131 ya\u015fam deneyimlerin\u0131 katmerleye katmerleye geleneklerini olu\u015fturup bug\u00fcne ula\u015fm\u0131\u015flard\u0131r. Gelenek insano\u011flunun bilinen tarihiyle \u00f6zde\u015ftir ve elbette dinlerden hele hele tek tanr\u0131l\u0131 dinlerden \u00e7ok daha eskiye uzanmaktad\u0131r. Dinlerin do\u011fu\u015fuyla birlikte gelenekler de de\u011fi\u015fime u\u011fram\u0131\u015f, bazen dine hizalanarak bazen de dini kendine hizalayarak yeni ko\u015fullara g\u00f6re yeniden ve yeniden \u00fcretilmi\u015ftir. Do\u011fald\u0131r ki gelenekle din aras\u0131nda hem uzla\u015fma hem \u00e7at\u0131\u015fma alanlar\u0131 olmu\u015ftur ve olacakt\u0131r. Sonu\u00e7ta bug\u00fcne geldi\u011fimizde b\u00fct\u00fcn toplumlarda hem gelene\u011fin hem de dinin kar\u015f\u0131l\u0131\u011f\u0131 vard\u0131r ve her toplum kendine g\u00f6re bunu ya\u015famaktad\u0131r.<\/p>\n<p>Gelenek de\u011fi\u015fkendir, her toplum de\u011fi\u015fen ya\u015fam ko\u015fullar\u0131na g\u00f6re yeniden ve yeniden gelenek olu\u015fturur. Toplumsal ya\u015famda \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f, kar\u015f\u0131l\u0131\u011f\u0131n\u0131 yitirmi\u015f gelenekler, \u2018eski\u2019 olarak adland\u0131r\u0131l\u0131r ve toplumsal haf\u0131zan\u0131n derinliklerine terkedilir.
