Hi\u00e7 ku\u015fku yok ki dil, insano\u011flunun en b\u00fcy\u00fck ke\u015ffidir. Sesin s\u00f6ze, s\u00f6z\u00fcn c\u00fcmleye dizilerek anlat\u0131ya d\u00f6n\u00fc\u015fmesi ve nihayet harflere d\u00f6k\u00fcl\u00fcp yaz\u0131l\u0131 hale gelerek m\u00fckemmelle\u015fmesi epeyce uzun bir yolculuktur. Her toplum bu uzun yolculu\u011fu tamamlay\u0131p bir dil yaratm\u0131\u015ft\u0131r. Her dil ait oldu\u011fu toplumun belle\u011fidir, bilgeli\u011fidir, \u00f6zg\u00fcrl\u00fc\u011f\u00fcd\u00fcr. Dil insan\u0131 insan, toplumu toplum edendir. Konu\u015fmad\u0131r, \u015fiirdir, destand\u0131r, a\u011f\u0131tt\u0131r, \u015fark\u0131d\u0131r, ya\u015fama dair her\u015feydir. Velhas\u0131l\u0131 dil, her toplumun varolu\u015f manifestosudur.<\/p>\n<p>\u0130\u015fte bu y\u00fczden UNESCO, 21 \u015eubat\u2019\u0131 \u2018D\u00fcnya Anadil G\u00fcn\u00fc\u2019 ilan ederek, t\u00fcm dilleri onurland\u0131rm\u0131\u015ft\u0131r. Hi\u00e7bir ayr\u0131m yapmadan, hepsini e\u015fit de\u011ferde tutarak, en evrensel olandan en yerel olana, en fazla konu\u015fulandan en az konu\u015fulana kadar t\u00fcm dilleri insanl\u0131\u011f\u0131n ortak hazinesi olarak y\u00fcceltmi\u015ftir.<\/p>\n<p>21 \u015eubat\u2019ta, \u0130stanbul Bilgi \u00dcniversitesi AB Enstit\u00fcs\u00fc\u2019n\u00fcn ev sahipli\u011finde toplan\u0131p \u2018anadil g\u00fcn\u00fc\u2019n\u00fc kutlayaca\u011f\u0131z. Kafkas Dernekleri Federasyonu ve Global Dialogue Fonu\u2019nun katk\u0131lar\u0131yla d\u00fczenlenen bu etkinlikte, T\u00fcrkiye\u2019de \u2018resmi dil\u2019in g\u00f6lgesi alt\u0131ndaki anadiller konu\u015fulacak-tart\u0131\u015f\u0131lacak, bu dillerden \u015fiirler-\u015fark\u0131lar seslendirilecek. Anadilini \u00f6nemseyen herkes bu etkinli\u011fe davetlidir. Hi\u00e7 de\u011filse o g\u00fcn birbirimizle kendi dilimizi konu\u015farak ve bizimle ayn\u0131 kaderi payla\u015fmakta olan di\u011fer dillerden bir s\u00f6zc\u00fck duyarak-\u00f6\u011frenerek anadilimizi onurland\u0131rabilir ve di\u011fer anadilleri selamlayabiliriz.<\/p>\n<p>UNESCO\u2019ya g\u00f6re d\u00fcnyada halen en az 6 bin 700 farkl\u0131 dil ya\u015famaktad\u0131r (\u00e7e\u015fitli kaynaklarda bu say\u0131 6 bin 800\u2019den 7 bin 400\u2019e kadar de\u011fi\u015fmektedir). Bu dillerin baz\u0131lar\u0131 y\u00fczmilyonlarca ki\u015fi taraf\u0131ndan, baz\u0131lar\u0131 ise sadece birka\u00e7 ki\u015fi taraf\u0131ndan konu\u015fulmaktad\u0131r. Bug\u00fcn dillerin sadece 300 kadar\u0131 \u2018resmi dil\u2019 stat\u00fcs\u00fcndedir ve devletlerin do\u011frudan korumas\u0131 alt\u0131ndad\u0131r. Di\u011ferleri ise savunmas\u0131zd\u0131r. UNESCO\u2019ya g\u00f6re 2 bin 400 dil yokolma tehditi alt\u0131ndad\u0131r.<\/p>\n<p><strong> \u201cEthnologue: Languages of the World\u201d katalo\u011funa g\u00f6re, <\/strong> yery\u00fcz\u00fcnde diller a\u00e7\u0131s\u0131ndan en zengin b\u00f6lge ekvator ku\u015fa\u011f\u0131d\u0131r; Uzak Asya\u2019dan Afrika\u2019ya, oradan Orta Amerika\u2019ya uzanan \u00e7izginin alt\u0131 ve \u00fcst\u00fc\u2026 D\u00fcnyan\u0131n en fazla farkl\u0131 dilin ya\u015fad\u0131\u011f\u0131 \u00fclke 830\u2019la Papua Yeni Gine\u2019dir. Endonezya\u2019da 719, Nijerya\u2019da 514, Hindistan\u2019da 438, \u00c7in\u2019de 292, Meksika\u2019da 291, Kamerun\u2019da 278, Kongo\u2019da 215, Brezilya\u2019da 181, ABD\u2019de 176, Filipinler\u2019de 171, Avustralya\u2019da 161, Rusya\u2019da 100 farkl\u0131 dil konu\u015fulmaktad\u0131r.<\/p>\n<p>UNESCO taraf\u0131ndan haz\u0131rlanan \u201cTehlike Alt\u0131ndaki Diller Atlas\u0131\u201d hem d\u00fcnyada yokolma tehditi alt\u0131ndaki dillere dikkat \u00e7ekmeyi, hem de bu dillerin korunmas\u0131 i\u00e7in \u00fclkeler taraf\u0131ndan al\u0131nmas\u0131 gereken \u00f6nlemlerin alt\u0131n\u0131 \u00e7izmeyi ama\u00e7l\u0131yor. Her dilin insanl\u0131\u011f\u0131n ortak hazinesi oldu\u011fu ger\u00e7e\u011fiyle, devletlerin az\u0131nl\u0131k dillerini koruyan politikalar \u00fcretmesi ve anadilde e\u011fitimi destekleyen e\u011fitim sistemlerinin geli\u015ftirilmesinin gereklili\u011fine vurgu yap\u0131yor.<\/p>\n<p>D\u00fcnyada dillerin yokolma s\u00fcreci elbetteki s\u00f6m\u00fcrgecilik d\u00f6neminde h\u0131z kazanm\u0131\u015ft\u0131r. \u00d6zellikle Avrupa\u2019n\u0131n Amerika\u2019y\u0131, Afrika\u2019y\u0131 ve Uzak Asya\u2019y\u0131 s\u00f6m\u00fcrgele\u015ftirmesi sonucu son 600 y\u0131lda y\u00fczlerce \u00f6zg\u00fcn dil yokolup gitmi\u015ftir. Mayalar\u0131n, Azteklerin, \u0130nkalar\u0131n astronomi bilimi \u00fcretmi\u015f dillerinden ba\u015flayarak, iki y\u00fczy\u0131l \u00f6ncesine kadar d\u00fcnyan\u0131n pek\u00e7ok b\u00f6lgesinde kendi dilleriyle ya\u015fama zenginlik katan y\u00fczlerce yerli halk, ya dilleriyle birlikte tarih sahnesinden silinmi\u015flerdir ya da egemen dillere teslim olmu\u015flard\u0131r.<\/p>\n<p>Yak\u0131n d\u00f6nemde ise en b\u00fcy\u00fck tehdit, ulus-devlet modelinin dayatt\u0131\u011f\u0131 tek dilliliktir. Yine Avrupa\u2019dan ba\u015flay\u0131p dalga dalga d\u00fcnyaya yay\u0131lan bu model, bug\u00fcn y\u00fczlerce \u00fclkede binlerce farkl\u0131 dil, az say\u0131daki egemen dilin bask\u0131s\u0131 alt\u0131nda yokolma tehditiyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r. Evet, halen d\u00fcnyada 7 bin c\u0131var\u0131nda farkl\u0131 dil ya\u015famaktad\u0131r ancak bu dillerin y\u00fczde 96\u2019s\u0131 d\u00fcnya n\u00fcfusunun y\u00fczde 4\u2019\u00fc taraf\u0131ndan konu\u015fulmaktad\u0131r. Ba\u015fka bir de\u011fi\u015fle d\u00fcnya n\u00fcfusunun y\u00fczde 96\u2019s\u0131n\u0131n kulland\u0131\u011f\u0131 dil, ya\u015fayan dillerin y\u00fczde 4\u2019\u00fcne tekab\u00fcl eden yakla\u015f\u0131k 300 resmi dildir. UNESCO raporu son elli y\u0131lda 200\u2019den fazla dilin yok oldu\u011funu ortaya koymaktad\u0131r. Bug\u00fcnk\u00fc ko\u015fullar devam ederse, bu y\u00fczy\u0131l\u0131n sonunda 2 bin 400 farkl\u0131 dil kaybolacakt\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019de \u2018resmi dil\u2019 T\u00fcrk\u00e7e d\u0131\u015f\u0131nda halen 34 farkl\u0131 dil ya\u015famaktad\u0131r; Abazaca-Abhazca, Adigece-Kabartayca, Arap\u00e7a, Arnavut\u00e7a, Avarca, Azerice, Bo\u015fnak\u00e7a, Bulgarca-Pomakca, \u00c7e\u00e7ence, Ermenice, Fars\u00e7a-\u0130ranice, Gagavuzca, G\u00fcrc\u00fcce, Hem\u015fince, H\u00e9rtevince, Kazak\u00e7a, K\u0131rg\u0131zca, K\u0131rmanca(\u015eikaki-Herki), Kumuk\u00e7a, K\u00fcrt\u00e7e, Ladino (Yahudice), Lazca, Lezgice, Oset\u00e7e, \u00d6zbek\u00e7e, Pontus Rumcas\u0131, Romanice- Domarice, Yunanca-Rumca, S\u0131rp\u00e7a, S\u00fcryanice, Tatarca, Turoyoca, T\u00fcrkmen, Uygurca, Zazaca-Dimlice&#8230;<\/p>\n<p>T\u00fcrkiye\u2019de ya\u015fayan dillerin bir k\u0131sm\u0131 bu \u00e7o\u011frafyada do\u011fmu\u015f ve geli\u015fmi\u015ftir. Bir k\u0131sm\u0131 da Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun k\u00fc\u00e7\u00fclme s\u00fcrecinde yak\u0131n \u00e7evreden T\u00fcrkiye\u2019ye malolmu\u015ftur. T\u00fcrkiye\u2019nin yak\u0131n co\u011frafyas\u0131nda en fazla dilin konu\u015fuldu\u011fu b\u00f6lge Kuzey Kafkasya\u2019d\u0131r. Be\u015f milyonu bulmayan toplam n\u00fcfus i\u00e7inde 50\u2019ye yak\u0131n ayr\u0131 halk ya\u015famakta ve fakl\u0131 dil konu\u015fmaktad\u0131r. Ve pek \u00e7o\u011fu ya bu b\u00f6lgedeki \u00fclkelerin resmi dilleridir ya da devlet taraf\u0131ndan desteklenen okullarda \u00f6\u011fretilerek koruma alt\u0131na al\u0131nm\u0131\u015f dillerdir. Yan\u0131s\u0131ra, Balkanlar ve Ortado\u011fu co\u011frafyas\u0131 da dil \u00e7e\u015fitlili\u011fi bak\u0131m\u0131ndan son derece zengindir.<\/p>\n<p>UNESCO\u2019nun raporuna g\u00f6re, halen T\u00fcrkiye\u2019de konu\u015fulan 34 dilin 18\u2019i yak\u0131n gelecekte yokolma tehlikesi alt\u0131ndad\u0131r. Son \u00e7eyrek y\u00fczy\u0131lda ise Ub\u0131h\u00e7a ve Kapadokya Yunancas\u0131 yokolmu\u015ftur.<\/p>\n<p>T\u00fcrkiye\u2019de dil kayb\u0131, 1930\u2019lardan itibaren devlet eliyle sistemli olarak y\u00fcr\u00fct\u00fclen \u2018tek dil\u2019 politikalar\u0131 yan\u0131s\u0131ra, 1960\u2019lardan sonra y\u00fckselen kentle\u015fme s\u00fcrecinin do\u011fal sonucu olarak da h\u0131z kazanm\u0131\u015ft\u0131r. T\u00fcm engellemelere ve yasaklamalara kar\u015f\u0131n, 1960\u2019lara kadar b\u00fcy\u00fck k\u0131sm\u0131 k\u0131rsal kesimde birarada ya\u015fayan toplumlar kendi dillerini \u00f6zel alanlar\u0131nda korumay\u0131 s\u00fcrd\u00fcrebilmi\u015fler, ancak kentlere da\u011f\u0131n\u0131k g\u00f6\u00e7ler nedeniyle bu dillerin ya\u015fama iklimi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde yok olmu\u015ftur.<\/p>\n<p>Bug\u00fcn art\u0131k, konu\u015fan n\u00fcfusun \u00e7oklu\u011fu ve biraradal\u0131\u011f\u0131 bak\u0131m\u0131ndan en b\u00fcy\u00fck \u015fansa sahip olan K\u00fcrt\u00e7e\u2019nin bile, ebeveynden \u00e7ocu\u011fa do\u011fal konu\u015fma y\u00f6ntemiyle \u00f6\u011fretilip ya\u015fat\u0131labilme \u015fans\u0131 iyice azalm\u0131\u015ft\u0131r. Daha az ve daha da\u011f\u0131n\u0131k n\u00fcfus taraf\u0131ndan konu\u015fulanlar\u0131n ise orta ve uzun vadede hi\u00e7 \u015fans\u0131 bulunmamaktad\u0131r.<\/p>\n<p>Avrupa Birli\u011fi Uyum Yasalar\u0131 kapsam\u0131n\u0131da, 2000-2002 y\u0131llar\u0131nda farkl\u0131 dillere uygulanan yasaklar\u0131n kalkmas\u0131 ve bu dillerin \u00f6\u011frenimi i\u00e7in \u00f6zel kurslar\u0131n a\u00e7\u0131labilmesine olanak sa\u011flayan hukuki d\u00fczenlemeler, a\u011f\u0131r b\u00fcrokrasi ve maddi imkans\u0131zl\u0131klar y\u00fcz\u00fcnden sonu\u00e7 al\u0131c\u0131 olamam\u0131\u015ft\u0131r.
