Uzun y\u0131llar birbirinden habersiz \u00e7al\u0131\u015fan derneklerimiz Kafkas Dernekleri Federasyonu (Kaf-Fed) \u00e7at\u0131s\u0131 alt\u0131nda biraraya gelerek hat\u0131r\u0131 say\u0131l\u0131r bir g\u00fc\u00e7 olu\u015fturdular. Yan\u0131s\u0131ra, \u00e7e\u015fitli vak\u0131flar, platformlar, inisiyatif gruplar\u0131, internet portallar\u0131, yay\u0131nlar vs. derneklerimizin yeti\u015femedi\u011fi alanlarda az-\u00e7ok i\u015f ve d\u00fc\u015f\u00fcnce \u00fcreterek toplumsal ihtiyaca cevap vermeye \u00e7al\u0131\u015ft\u0131lar. As\u0131l sevindirici olan, on y\u0131l \u00f6ncesine kadar \u2018\u00c7erkes\u2019 tan\u0131m\u0131n\u0131 kullanmaya dahi \u00e7ekinen, k\u00fclt\u00fcrel haklar\u0131n ve taleplerin dillendirilmesini \u2018sak\u0131ncal\u0131\u2019 addeden genel anlay\u0131\u015f\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde k\u0131r\u0131lm\u0131\u015f olmas\u0131d\u0131r. Bundan sonras\u0131, kurumsal \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcm\u00fcz\u00fc daha da g\u00fc\u00e7lendirmek, s\u00fcreklili\u011fi ve b\u00fct\u00fcnl\u00fcl\u00fc\u011f\u00fc olan siyasal m\u00fccadele rotas\u0131 olu\u015fturabilmektir.<\/p>\n<p>Yeni ba\u015flayanlar i\u00e7in kronolojik bir \u00f6zet yapmak isterim;<\/p>\n<p>\u0130kinci Me\u015frutiyet\u2019ten hemen sonra (1908\u2019de) kurulan \u00c7erkes Teav\u00fcn Cemiyeti ve \u00c7erkes Kad\u0131nlar\u0131 Teav\u00fcn Cemiyeti ile ba\u015flayan, \u00c7erkes \u00d6rnek Mektebi\u2019nin kurulmas\u0131n\u0131n yan\u0131s\u0131ra \u00e7e\u015fitli gazete ve dergilerle desteklenen \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcm\u00fcz, 1923\u2019de bu cemiyetlerimizin kapat\u0131l\u0131p yasaklanmas\u0131yla kesintiye u\u011fram\u0131\u015ft\u0131r.<\/p>\n<p>A\u011f\u0131r asimilasyon ko\u015fullar\u0131n\u0131n ard\u0131ndan 1950\u2019li y\u0131llarda yeniden \u00f6rg\u00fctlenme \u015fans\u0131 bulunabilmi\u015f, \u0130stanbul, Ankara ve di\u011fer kentlerde kurulan derneklerimiz arac\u0131l\u0131\u011f\u0131yla k\u00fclt\u00fcrel faaliyetler yeniden ba\u015flat\u0131labilmi\u015ftir.<\/p>\n<p>Zaman i\u00e7inde derneklerimizin say\u0131s\u0131 artm\u0131\u015f ve 1970\u2019li y\u0131llardan itibaren bu derneklerin birlik olu\u015fturmas\u0131 fikri ortaya \u00e7\u0131km\u0131\u015ft\u0131r. \u00c7e\u015fitli giri\u015fimlerden sonra 1990\u2019da KAF-KUR ad\u0131yla bir koordinasyon kurulu olu\u015fturulmu\u015f, bu olu\u015fum 18-19 Ocak 1992 tarihinde \u0130stanbul\u2019da yap\u0131lan geni\u015fletilmi\u015f toplant\u0131 sonunda 26 derne\u011fi kapsayan bir \u00fcst \u00f6rg\u00fctlenme modeli olarak hayata ge\u00e7mi\u015ftir. 14 A\u011fustos 1992\u2019de G\u00fcrcistan\u2019\u0131n Abhazya\u2019ya sald\u0131r\u0131s\u0131yla y\u00fckselen dayan\u0131\u015fma ruhu g\u00fc\u00e7l\u00fc-merkezi \u00f6rg\u00fctlenme d\u00fc\u015f\u00fcncesini de kam\u00e7\u0131lam\u0131\u015f, 1993\u2019de KAF-DER ve nihayet yasal mevzuatlar\u0131n elvermesiyle birlikte 2003\u2019de de bug\u00fcnk\u00fc Kafkas Dernekleri Federasyonu (KAF-FED) kurulmu\u015ftur.<\/p>\n<p>Derneklerimizin bir \u00e7at\u0131 alt\u0131nda toplanmas\u0131 s\u00fcre\u00e7i ya\u015fan\u0131rken, yasal k\u0131s\u0131tlamalar\u0131n zorlamas\u0131yla genelde k\u00fclt\u00fcrel faaliyet alan\u0131na s\u0131k\u0131\u015fm\u0131\u015f bu \u00f6rg\u00fctlenme modeli yan\u0131nda daha siyasal i\u00e7erikli \u00f6rg\u00fctlenme ihtiyac\u0131 da kendini g\u00f6stermeye ba\u015flam\u0131\u015ft\u0131. Bu minvalde \u0130stanbul ve Ankara\u2019dan bir grup \u00c7erkes ayd\u0131n\u0131 taraf\u0131ndan 1 Eyl\u00fcl 1999\u2019da Demokratik \u00c7erkes Platformu (D\u00c7P) ad\u0131yla bir inisiyatif olu\u015fturuldu. T\u00fcrkiye&#8217;nin Avrupa Birli\u011fi&#8217;ne \u00fcyelik adayl\u0131\u011f\u0131n\u0131n a\u00e7\u0131klanmas\u0131yla (11 Aral\u0131k 1999 tarihli Helsinki Zirvesi) olu\u015fan olumlu siyasi ortamla birlikte \u00e7al\u0131\u015fmalar h\u0131zland\u0131r\u0131ld\u0131 ve 26 Mart 2000&#8217;de T\u00fcrkiye&#8217;nin \u00e7e\u015fitli b\u00f6lgelerinden dernek temsilcileri, ayd\u0131nlar ve kanaat \u00f6nderlerinin kat\u0131ld\u0131\u011f\u0131 geni\u015fletilmi\u015f \u0130stanbul toplant\u0131s\u0131 sonunda 149 imzal\u0131 ilk deklarasyonla Demokratik \u00c7erkes Platformu kuruldu. K\u0131sa s\u00fcrede kat\u0131l\u0131mc\u0131 say\u0131s\u0131 500\u2019\u00fc a\u015ft\u0131. D\u00c7P, uzun y\u0131llardan sonra T\u00fcrkiye\u2019de ilk \u00c7erkes ad\u0131n\u0131 kullanarak\u00a0 \u00c7erkes kimli\u011fini, hak ve taleplerini dillendiren pek \u00e7ok \u00e7al\u0131\u015fma yapt\u0131; bas\u0131n a\u00e7\u0131klamalar\u0131, konferanslar, kimlik ara\u015ft\u0131rmalar\u0131, anadil toplant\u0131lar\u0131 ve \u00fcniversitelerle ortak konferanslar, 21 May\u0131s etkinlikleri (ki \u0130stanbul\u2019daki a\u00e7\u0131khava toplant\u0131lar\u0131n\u0131 2001\u2019de D\u00c7P ba\u015flatt\u0131), Avrupa Birli\u011fi-Sivil Toplum ortak \u00e7al\u0131\u015fmalar\u0131na kat\u0131l\u0131m, di\u011fer toplumsal kesimler ve farkl\u0131 k\u00fclt\u00fcrlerle ortak projeler vs.<\/p>\n<p>D\u00c7P, derneklere daha fazla \u00f6zg\u00fcrl\u00fck tan\u0131yan yasal d\u00fczenlemelerin yap\u0131lmas\u0131 ve 2003\u2019de Kaf-Fed\u2019in kurulmas\u0131 \u00fczerine, y\u00fcr\u00fctt\u00fc\u011f\u00fc \u00e7al\u0131\u015fmalar\u0131n hemen t\u00fcm\u00fcn\u00fc Kaf-Fed\u2019e devretmi\u015ftir.<\/p>\n<p>Bug\u00fcn T\u00fcrkiye\u2019nin \u00e7e\u015fitli b\u00f6lgelerinde faaliyet g\u00f6steren 60 derne\u011fi b\u00fcnyesinde toplayan Kaf-Fed, diyasporada ony\u0131llard\u0131r s\u00fcrd\u00fcr\u00fclen toplumsal-ulusal m\u00fccadeleyi temsil eden, bu m\u00fccadelenin omurgas\u0131n\u0131 olu\u015fturan yegane \u00f6rg\u00fctlenmemizdir.<\/p>\n<p>Evet, Kaf-Fed taa \u00c7erkes Teav\u00fcn Cemiyeti\u2019nden bug\u00fcne devam edegelen toplumsal-ulusal m\u00fccadeleyi temsil eden kurumsal \u00f6rg\u00fctlenmemizdir ama, gelin g\u00f6r\u00fcn ki son birka\u00e7 y\u0131l zarf\u0131nda de\u011fi\u015fik mecralarda ve genellikle Kaf-Fed\u2019e kar\u015f\u0131 \u00f6rg\u00fctlenme \u00e7abalar\u0131 da h\u0131z kazanm\u0131\u015ft\u0131r. Bug\u00fcn gelinen nokta itibariyle, farkl\u0131 d\u00fc\u015f\u00fcnce gruplar\u0131n\u0131n olu\u015fturdu\u011fu federasyonlar\u0131n, derneklerin, vak\u0131flar\u0131n, platformlar\u0131n, inisiyatif gruplar\u0131n\u0131n, internet portallar\u0131n\u0131n vs. yer ald\u0131\u011f\u0131 \u00e7oky\u00f6nl\u00fc ve giderek karma\u015f\u0131kla\u015fan bir yap\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bu \u00e7oky\u00f6nl\u00fc-\u00e7oksesli yap\u0131, d\u00fc\u015f\u00fcnce ve \u00f6rg\u00fctlenme zenginli\u011fi bak\u0131m\u0131ndan faydal\u0131 g\u00f6r\u00fcnse de, pek\u00e7ok olumsuzlu\u011fu da beraberinde getirmektedir.<\/p>\n<p>Bu durum her\u015feyden \u00f6nce hem kendi toplumumuzda hem de T\u00fcrkiye\u2019nin genel kamuoyunda, \u2018her kafadan ses \u00e7\u0131kan\u2019 bir par\u00e7alanm\u0131\u015fl\u0131k alg\u0131s\u0131 yaratmaktad\u0131r. Bu alg\u0131 toplumumuzda \u00f6rg\u00fctl\u00fc m\u00fccadele inanc\u0131n\u0131 zay\u0131flatmakta, taleplerimizi seslendirme g\u00fcc\u00fcm\u00fcz\u00fc azaltmakta ve taleplerimizin muhatab\u0131 olan devlet-h\u00fck\u00fcmet yetkilileri \u00fczerindeki yapt\u0131r\u0131m g\u00fcc\u00fcm\u00fcz\u00fc-n\u00fcfuzumuzu b\u00fcy\u00fck \u00f6l\u00e7\u00fcde zaafa u\u011fratmaktad\u0131r.<\/p>\n<p>Son d\u00f6nemlerde \u2018her kafadan ses\u2019 e\u011filimi giderek h\u0131z kazanmakta, kendine liderlik-\u00f6nc\u00fcl\u00fck atfeden \u00fc\u00e7-be\u015f ki\u015filik k\u00fc\u00e7\u00fck \u2018kurtar\u0131c\u0131 gruplar\u0131n\u2019 say\u0131s\u0131 her ge\u00e7en g\u00fcn artmaktad\u0131r. Bu \u00e7\u0131k\u0131\u015flar\u0131n herbirini iyiniyetli \u00e7abalar olarak de\u011fendirebiliriz, hatta toplumsal dinamizme katk\u0131 sa\u011flad\u0131klar\u0131n\u0131 d\u00fc\u015f\u00fcnerek sempati duyup destekleyebiliriz de. Ancak hepimiz bu gidi\u015fat\u0131 art\u0131s\u0131yla eksisiyle etrafl\u0131ca de\u011ferlendirmeliyiz. Topluma \u00f6nc\u00fcl\u00fck etme misyonu y\u00fcklenmi\u015f bu marjinal \u00e7\u0131k\u0131\u015flar toplumsal m\u00fccadelemize toplamda fayda m\u0131 sa\u011fl\u0131yor, zarar m\u0131 veriyor iyice tartmal\u0131y\u0131z.<\/p>\n<p>Bu gruplar\u0131n \u00e7o\u011fu kendini Kaf-Fed kar\u015f\u0131tl\u0131\u011f\u0131 \u00fczerinden tan\u0131mlamaktad\u0131r. Baz\u0131lar\u0131n\u0131n olu\u015fturucular\u0131 Kaf-Fed\u2019e ba\u011fl\u0131 derneklere \u00fcyedirler. \u00dcye olduklar\u0131 dernekler \u00fczerinden Kaf-Fed\u2019i daha g\u00fc\u00e7l\u00fc ve daha \u00fcretken k\u0131lmaya \u00e7abalamak yerine, d\u00fc\u015f\u00fcnce ve proje \u00fcretme kabiliyetlerini, enerjilerini ve i\u015f yapma istek ve becerilerini Kaf-Fed \u00fczerinden ya da Kaf-Fed\u2019le birlikte hayata ge\u00e7irmeye \u00e7al\u0131\u015fmak yerine, \u2018ayr\u0131 telden \u00e7alma\u2019 isteklerini yanl\u0131\u015f buldu\u011fumu ve reddetti\u011fimi belirtmek isterim.<\/p>\n<p>Duymu\u015fsunuzdur, son bir hafta i\u00e7inde yeni bir \u2018\u00f6nc\u00fc grup\u2019 \u00e7\u0131kt\u0131. 13 Mart\u2019ta Ankara\u2019da \u2018yeri g\u00f6\u011f\u00fc inletecek, iktidara ses dinletecek\u2019 bir miting yapacaklar\u0131n\u0131 ilan ettiler.<\/p>\n<p>Bu grubu olu\u015fturanlar\u0131n bir-ikisi Kafkas Vakf\u0131 ge\u00e7mi\u015fli, bir-ikisi de son d\u00f6nemlerde ortaya \u00e7\u0131kan Adige milliyet\u00e7ili\u011fi eksenli. \u00c7erkesleri \u00f6rg\u00fctlemek, \u00c7erkesler ad\u0131na siyaset yapmak, \u00c7erkeslerin hak ve taleplerini seslendirmek iddias\u0131ndalar. Kaf-Fed\u2019e kar\u015f\u0131lar-muhalifler ama, yapacaklar\u0131 miting i\u00e7in belirledikleri kat\u0131l\u0131mc\u0131 hedef kitlesi Kaf-Fed\u2019e ba\u011fl\u0131 dernekler ve bunlar\u0131n \u00fcyeleri. \u0130stiyorlar ki etkinliklerini Kaf-Fed ve dernekler desteklesin, organizasyona fiili katk\u0131 sa\u011flas\u0131n, \u00fcyeleri eksiksiz kat\u0131ls\u0131n\u2026<\/p>\n<p>Toplumu \u00f6rg\u00fctlemek \u015fiar\u0131yla yola \u00e7\u0131km\u0131\u015f bu arkada\u015flar\u0131n \u00f6rg\u00fctlemeyi hedefledikleri kitle, bizatihi toplumsal \u00f6rg\u00fctlenmemizin kendisi olan Kaf-Fed ve ba\u011fl\u0131 derneklerdir. Benim anlamad\u0131\u011f\u0131m, Kaf-Fed\u2019in kendisi \u00f6rg\u00fct de\u011fil de, \u00f6rg\u00fctlenmeyi bekleyen bir taban konumunda m\u0131d\u0131r? Bu arkada\u015flar Kaf-Fed\u2019i b\u00f6yle mi alg\u0131lamaktad\u0131r?.. As\u0131l \u00f6nemlisi, baz\u0131 Kef-Fed \u00fcyesi dernek y\u00f6neticilerinin bu etkinli\u011fi destekledi\u011fi f\u0131s\u0131ldan\u0131yor. Bu ger\u00e7ekse, bu deste\u011fi veren dernek y\u00f6neticileri de mi kendilerini \u00f6rg\u00fctlenecek taban olarak g\u00f6r\u00fcyor?..<\/p>\n<p>Kendilerini Kaf-Fed\u2019e kar\u015f\u0131 konumland\u0131ran, her f\u0131rsatta Kaf-Fed\u2019i karalayan, yok sayan bu arkada\u015flar\u0131n d\u00fc\u015f\u00fcnd\u00fckleri bu etkinli\u011fi Kaf-Fed eliyle kotarmay\u0131 ister-bekler olmalar\u0131 paradoksun trajik hali de\u011filse nedir? Ayr\u0131ca, ger\u00e7ekten bu etkinli\u011fe ye\u015fil \u0131\u015f\u0131k yakm\u0131\u015f dernek y\u00f6neticileri varsa onlar\u0131n hali daha da sorgulanmay\u0131 haketmez mi?..<\/p>\n<p>Bir y\u00fcr\u00fcy\u00fc\u015f ve miting yapma gere\u011fimiz varsa, neden Kaf-Fed \u00f6nc\u00fcl\u00fc\u011f\u00fcnde de\u011fil de hen\u00fcz ama\u00e7lar\u0131n\u0131-hedeflerini-acendalar\u0131n\u0131 bilemedi\u011fimiz birka\u00e7 ki\u015finin pe\u015fine tak\u0131l\u0131p yapal\u0131m ki !&#8230; Hangi taleplerin nas\u0131l dillendirilece\u011fi, hangi sloganlar\u0131n at\u0131laca\u011f\u0131, hangi pankartlar\u0131n d\u00f6vizlerin a\u00e7\u0131laca\u011f\u0131 belli olmayan b\u00f6yle bir bilinmeze niye kap\u0131lal\u0131m ki !..<\/p>\n<p>Ne yani, her bilinmezin pe\u015fine \u2018ya tutarsa\u2019 diyerek ko\u015facak denli \u00e7aresiz bir toplum gibi mi g\u00f6r\u00fcn\u00fcyoruz? Bu kadar ba\u015f\u0131bo\u015f muyuz?&#8230;<\/p>\n<p>Miting yapmak ciddi i\u015ftir. Konseptini, b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc, etkin kat\u0131l\u0131m \u015fartlar\u0131n\u0131 ve en \u00f6nemlisi verece\u011fi mesajlar\u0131 iyi d\u00fc\u015f\u00fcnmek, iyi hesaplamak gerekir.<\/p>\n<p>Ben, oldu-bitti \u00fczerine bina edilen ve ucu nereye varaca\u011f\u0131 bilinmeyen b\u00f6yle bir mitinge kat\u0131lmayaca\u011f\u0131m.<\/p>\n<p>Meydanlara \u00e7\u0131kma ihtiyac\u0131m\u0131z varsa, bunun zamanlamas\u0131n\u0131 en iyi bilecek organizasyonunu da kotaracak kurulu\u015fumuz Kaf-Fed\u2019dir. Kaf-Fed\u2019in \u00f6nc\u00fcl\u00fc\u011f\u00fcnde olacaksa, hay hay hi\u00e7 teredd\u00fct etmeden kalabal\u0131\u011f\u0131n aras\u0131nda saf tutar\u0131m.<\/p>\n<p>Y\u0131llard\u0131r toplumsal \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fc g\u00fc\u00e7lendirmenin ve bu \u00f6rg\u00fctl\u00fcl\u00fc\u011fe siyasal dil ve i\u00e7erik kazand\u0131rman\u0131n gere\u011fini savundum; diyasporadaki varl\u0131\u011f\u0131m\u0131z\u0131 koruman\u0131n yolunun k\u00fclt\u00fcrel dernek\u00e7ilik sath\u0131 mailinden \u00e7\u0131k\u0131p siyasal \u00f6rg\u00fctl\u00fcl\u00fc\u011fe ula\u015fmaktan ge\u00e7ti\u011fine inand\u0131m.<\/p>\n<p>Ama b\u00f6yle de\u011fil. Herkesin kendince rota belirledi\u011fi, kendince siyaset g\u00fctt\u00fc\u011f\u00fc ve kendince eylem planlad\u0131\u011f\u0131 bir savruklukla ne \u00f6rg\u00fctlenmemizi g\u00fc\u00e7lendirebiliriz ne de siyaseten g\u00fc\u00e7lenebiliriz.<\/p>\n<p>Evet, Federasyonumuzun pek\u00e7ok eksi\u011fi, aksa\u011f\u0131, yetersizli\u011fi bulunmaktad\u0131r. 60 derne\u011fi biraraya getirmi\u015ftir ama hen\u00fcz bu nicelikten beklenen niteli\u011fi ve sinerjiyi yaratamam\u0131\u015ft\u0131r; ortak \u00e7al\u0131\u015fma alanlar\u0131n\u0131 geni\u015fletememi\u015f, topluma umut verecek \u00f6nc\u00fcl\u00fck g\u00f6revini hen\u00fcz tam olarak kucaklayamam\u0131\u015ft\u0131r. Ku\u015fkusuz deneyimi ve birikimi artt\u0131k\u00e7a eksiklerini tamamlayacakt\u0131r. Yapt\u0131klar\u0131 pek\u00e7ok olumlu i\u015f yan\u0131nda bizim i\u00e7in as\u0131l umut verici olan\u0131, Federasyon y\u00f6neticilerimizin bu eksikleri gidermek i\u00e7in b\u00fcy\u00fck bir iyiniyet ve \u00f6zveriyle \u00e7aba g\u00f6steriyor olmalar\u0131d\u0131r. Federasyonumuzun daha etkin, daha g\u00fc\u00e7l\u00fc ve daha siyasi bir \u00f6rg\u00fct haline gelebilmesi hepimizin ortak \u00e7abas\u0131, katk\u0131s\u0131 ve kat\u0131l\u0131m\u0131yla m\u00fcmk\u00fcn olacakt\u0131r.<\/p>\n<p>\u015eimdi yapmam\u0131z gereken, kendi egolar\u0131m\u0131z\u0131n pe\u015fine s\u00fcr\u00fcklenip hizipler olu\u015fturmak ya da bu hiziplerin ard\u0131nda savrulmak de\u011fil, Kaf-Fed\u2019in i\u00e7inde \u00e7al\u0131\u015farak ona g\u00fc\u00e7 katmakt\u0131r. Bilgimizi, becerimizi, enerjimizi, heyecan\u0131m\u0131z\u0131 Kaf-Fed \u00e7at\u0131s\u0131 alt\u0131nda birle\u015ftirmektir. Ancak bu yolla toplumumuzu daha g\u00fc\u00e7l\u00fc kucaklayan, taleplerimizi daha y\u00fcksek sesle dile getiren bir \u00f6rg\u00fcte sahip olabiliriz.<\/p>\n<p>Unutmayal\u0131m ki kurumsal \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcm\u00fcz\u00fc g\u00fc\u00e7lendirirsek ileriye yol alabiliriz.
