Me\u011fer dertlerimiz ne kadar \u00e7okmu\u015f, me\u011fer dertlerimiz ne kadar benzermi\u015f ve me\u011fer dertlerimize \u00e7are aramak i\u00e7in birlikte m\u00fccadele etmek ne kadar elzemmi\u015f&#8230;<\/p>\n<p>11-12 \u015eubat\u2019ta (2012) Bolu Koru Oteli\u2019de yap\u0131lan bu toplant\u0131, Kafkas Dernekleri Federasyonu ile Laz K\u00fclt\u00fcr Derne\u011fi\u2019nin proje ortakl\u0131\u011f\u0131nda ger\u00e7ekle\u015ftirilen \u201cFarkl\u0131l\u0131klar\u0131m\u0131zla Var Olmak \u0130stiyoruz\u201d adl\u0131 Ortak Ak\u0131l toplant\u0131lar\u0131 dizisinin sonuncusuydu. Daha \u00f6nce 7-8 Ocak\u2019ta Lazlar\u0131, 14-15 Ocak ve 28-29 Ocak\u2019ta \u00c7erkesleri biraraya getiren toplant\u0131lar yap\u0131lm\u0131\u015ft\u0131. Bu son toplant\u0131 ise ilk \u00fc\u00e7\u00fcn\u00fcn birikimi ve daha geni\u015f kat\u0131l\u0131mla (\u00e7o\u011funluk yine \u00c7erkesler ve Lazlar olsa da) hem nitelik hem nicelik bak\u0131m\u0131ndan \u00e7ok daha zengin sonu\u00e7lar ortaya koydu. Hukuk profes\u00f6r\u00fc Mithat Sancar, ileti\u015fim profes\u00f6r\u00fc Sevda Alanku\u015f gibi yetkin akademisyenlerin ve farkl\u0131 medya gruplar\u0131ndan duyarl\u0131 gazetecilerin kat\u0131l\u0131m\u0131 da toplant\u0131n\u0131n \u00f6zg\u00fcl a\u011f\u0131rl\u0131\u011f\u0131n\u0131 art\u0131rd\u0131.<\/p>\n<p>Sisma\u2019dan Dr.\u0130rfan M\u0131s\u0131rl\u0131o\u011flu\u2019nun moderat\u00f6rl\u00fc\u011f\u00fcnde ger\u00e7ekle\u015fen toplant\u0131, T\u00fcrkiye\u2019de ya\u015fayan halklar\u0131n ve dini gruplar\u0131n birbirini tan\u0131mas\u0131, d\u00fcnden bug\u00fcne ya\u015fad\u0131klar\u0131 sorunlar\u0131 payla\u015fmalar\u0131 ve gelecek i\u00e7in umut ve beklentilerini ortaya koyarak bu u\u011furda ortak m\u00fccadele zemin olu\u015fturmalar\u0131 bak\u0131m\u0131ndan tarihi de\u011fer ta\u015f\u0131yor. Hepimiz anlad\u0131k ki, biz hem farkl\u0131y\u0131z hem ayn\u0131. Farkl\u0131y\u0131z ama ortak dertlerimiz ve umutlar\u0131m\u0131zla ayn\u0131y\u0131z. Hem farkl\u0131l\u0131klar\u0131m\u0131z\u0131 korumak hem de birlikte ya\u015fama zenginli\u011fini geli\u015ftirmek istiyoruz. \u00d6zetle, farkl\u0131l\u0131klar\u0131m\u0131zla var olmak istiyoruz&#8230; Hepimiz anlad\u0131k ki, ne kadar farkl\u0131 olursak olal\u0131m bu ulus-devlet cenderesinde halleri benze\u015fenleriz, T\u00fcrk-S\u00fcnni dayatmas\u0131n\u0131n ma\u011fdurlar\u0131y\u0131z. Ve anlad\u0131k ki, halleri benze\u015fenler birlikte yol al\u0131r ve birlikte \u00e7are arar&#8230;<\/p>\n<p>Elbette bu toplant\u0131lar\u0131n ev sahipli\u011fini yapan Kafkas Dernekleri Federasyonu ile Laz K\u00fclt\u00fcr Derne\u011fi, bu toplant\u0131larda ortaya \u00e7\u0131kan d\u00fc\u015f\u00fcnceleri, tespitleri, \u00f6neri ve talepleri en geni\u015f \u015fekliyle kamuoyuna duyuracaklard\u0131r; \u00e7al\u0131\u015fma gruplar\u0131n\u0131n \u00e7ok de\u011ferli sunumlar\u0131n\u0131 ve bunlar \u0131\u015f\u0131\u011f\u0131nda haz\u0131rlanacak kapsaml\u0131 ortak raporu payla\u015facaklard\u0131r. Benim bu notlar\u0131m ki\u015fisel g\u00f6zlem ve de\u011ferlendirmelerden ibarettir&#8230;<\/p>\n<p><b>Ge\u00e7mi\u015fle y\u00fczle\u015fme ve yeni travmalar&#8230;<\/p>\n<p><\/b>Toplant\u0131ya kat\u0131lan herkesin (57 ki\u015fi) s\u00f6z\u00fc de\u011ferliydi. Yine de, Prof. Dr. Mithat Sancar\u2019\u0131n toparlay\u0131c\u0131 konu\u015fmas\u0131 ayr\u0131 bir de\u011fere sahipti. Mithat hoca, hepimizin fikirlerini, beklentilerini dinledikten sonra birle\u015ftirici bir analiz yapt\u0131. \u015e\u00f6yle ki;<\/p>\n<p>&#8211; T\u00fcrkiye\u2019nin ge\u00e7mi\u015finde pek\u00e7ok a\u011f\u0131r travmalar var. Elbette ge\u00e7mi\u015fle y\u00fczle\u015fece\u011fiz ama bilmeliyiz ki bu y\u00fczle\u015fme yeni travmalara yola\u00e7acak. \u00d6zellikle egemen g\u00fc\u00e7 (T\u00fcrk-S\u00fcnni) \u00fcst d\u00fczeyde tepki verecek. \u015eimdiden bile T\u00fcrk milliyet\u00e7ili\u011finin ve S\u00fcnni muhafazakarl\u0131\u011f\u0131n reflekslerini g\u00f6rebiliyoruz. Bunlar daha da artacak ve \u015fiddetlenecek. Buna haz\u0131rl\u0131kl\u0131 olmak gerek.<\/p>\n<p>&#8211; G\u00fcndemimizde yeni anayasa var. Bu, herkesin-herkesimin yarar\u0131na yeni bir toplumsal uzla\u015f\u0131y\u0131 in\u015faa etmek i\u00e7in \u00e7ok \u00f6nemli bir f\u0131rsat. Evet, 1924\u2019den beri yap\u0131lan t\u00fcm anayasalar Kemalist ulus-devlet ideolojisinin \u00fcr\u00fcn\u00fcd\u00fcr. Evet, \u015fimdi makas de\u011fi\u015ftirme zaman\u0131d\u0131r. Yine de anayasan\u0131n sihirli bir de\u011fnek olmad\u0131\u011f\u0131n\u0131 bilmeli ve her sorunu \u00e7\u00f6zemeyece\u011fini kabul etmeliyiz. Ba\u015fka bir de\u011fi\u015fle, bu anayasa baz\u0131 sorunlar\u0131 \u00e7\u00f6zecek baz\u0131lar\u0131n\u0131 ise \u00e7\u00f6zemeyecektir. O y\u00fczden belki yeni anayasadan beklentimizi, her sorunu \u00e7\u00f6zen de\u011fil her sorunun \u00e7\u00f6z\u00fcm\u00fcne engel olmayan bir anayasa diye tariflemeliyiz.<\/p>\n<p>&#8211; Elbette \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te T\u00fcrkiye\u2019nin varolu\u015f paradigmas\u0131, devlet yap\u0131s\u0131, siyasi ve idari sistemi sorgulanacak. Belki co\u011frafi veya toplumsal federalizm modelleri, ya da ne bileyim \u015fimdi akla gelmeyen farkl\u0131 yol aray\u0131\u015flar\u0131 konu\u015fulup tart\u0131\u015f\u0131lacak. Ama bu tart\u0131\u015fmalar\u0131n-\u00f6nermelerin olgunla\u015fmas\u0131, benimsenmesi, hazmedilmesi ve nihayetinde herkesin kabullenece\u011fi bir model ortaya konmas\u0131 epey zaman gerektirecek. Demek istedi\u011fim, \u015fimdi yap\u0131lacak anayasa ile bu kadar derin-komplike sorunlar\u0131 bir \u00e7\u0131rp\u0131da \u00e7\u00f6zemeyiz, ama anayasay\u0131 daha sonra bizi bu sorunlar\u0131 \u00e7\u00f6zmeye g\u00f6t\u00fcrecek yolda engel te\u015fkil etmeyecek \u015fekilde yapabiliriz.<\/p>\n<p>&#8211; B\u00fcy\u00fck ve karma\u015f\u0131k bir de\u011fi\u015fim-d\u00f6n\u00fc\u015f\u00fcm ya\u015f\u0131yoruz. Bu s\u00fcre\u00e7te her\u015feyin atba\u015f\u0131 (senkronize) gitmesini beklememeliyiz. Baz\u0131 noktalarda h\u0131zl\u0131, baz\u0131 noktalarda yava\u015f yol alaca\u011f\u0131z. Toplumun farkl\u0131 kesimlerinin tepkisi-kat\u0131l\u0131m\u0131 farkl\u0131 farkl\u0131 olacak. Belki burada bulunanlar\u0131m\u0131z\u0131n bir\u00e7o\u011fu temsil ettikleri toplumlar\u0131n duyars\u0131zl\u0131\u011f\u0131ndan, ataletinden ve kat\u0131l\u0131ma hevesli olmay\u0131\u015flar\u0131ndan yak\u0131n\u0131yordur. Hi\u00e7 moralimizi bozmayal\u0131m, bu giderek yayg\u0131nl\u0131k ve ivme kazanacak bir s\u00fcre\u00e7tir. En zoru, ilk ba\u015ftaki birka\u00e7 ad\u0131m\u0131 atmakt\u0131r. Y\u00fcr\u00fcmeyi \u00f6\u011frenmek gibi; \u00fcrkek, yalpalayan ilk ad\u0131mlardan sonra g\u00fcvenle y\u00fcr\u00fcmeye ba\u015flan\u0131r. G\u00fcven artt\u0131k\u00e7a yere daha sa\u011flam basan ad\u0131mlar at\u0131l\u0131r.<\/p>\n<p><b>E\u015fitlik ve \u00f6zg\u00fcrl\u00fck&#8230;<\/p>\n<p><\/b>\u0130ki g\u00fcn boyunca hepimiz daha \u00f6zg\u00fcr, daha mutlu, daha m\u00fcreffeh bir ya\u015fam i\u00e7in d\u00fc\u015f\u00fcncelerimizi payla\u015ft\u0131k. Kendi kendimize k\u0131rm\u0131z\u0131 \u00e7izgi koymamaya, d\u00fc\u015f\u00fcncemize sans\u00fcr uygulamamaya \u00e7abalad\u0131k. Yine de hepimiz \u00fcrkektik. Hatta \u00f6yle ki, benim gibi kendi toplumunun tutuk hallerinden yak\u0131nanlar g\u00f6rd\u00fck ki, di\u011fer pek\u00e7ok toplum bizden de tutukmu\u015f. Evet, herkeste bir iyimserlik vard\u0131, herkeste bir umut. Ama hen\u00fcz epey temkinli ve epey \u00f6l\u00e7\u00fcl\u00fc. Mithat hocan\u0131n s\u00f6z\u00fcn\u00fc etti\u011fi gibi, g\u00fcven artt\u0131k\u00e7a \u00e7o\u011falacak cinsten bir iyimserlik, artacak cinsten bir umut.<\/p>\n<p>Benim ki\u015fisel \u00e7\u0131karsamam \u015f\u00f6yle \u00f6zetlendi;<\/p>\n<p>&#8211; Ge\u00e7mi\u015ften bug\u00fcne zaman zaman \u00e7e\u015fitli vesilelerle ve daha \u00e7ok s\u0131n\u0131rl\u0131 projelerle biraraya geldi\u011fimiz T\u00fcrkiye\u2019nin di\u011fer \u2018\u00f6teki\u2019leriyle ilk kez bu kadar kapsaml\u0131 ve bu kadar geni\u015f kat\u0131l\u0131ml\u0131 bir bulu\u015fma imkan\u0131 bulduk, etrafl\u0131ca konu\u015fup-dertle\u015fip gelecek i\u00e7in birlikte m\u00fccadele zemini olu\u015fturduk. Bu hem \u00f6\u011freten, hem empati ve sinerji yaratan bir bulu\u015fma oldu. Mutlaka devam\u0131 gelmeli&#8230;<\/p>\n<p>&#8211; T\u00fcrkiye her ne kadar de\u011fi\u015fim-d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecine girmi\u015f olsa da hala zihinlerdeki prangalar yeterince k\u0131r\u0131labilmi\u015f de\u011fildir Bu nedenledir ki, bu toplant\u0131da sorunlar\u0131n tespiti konusunda ortaya konan cesaret ve \u00f6zg\u00fcven, sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc konusunda pek kendini g\u00f6steremedi. \u00d6rne\u011fin halklar\u0131n siyasi temsili, y\u00f6netime kat\u0131l\u0131m\u0131, toplumsal federalizm vs. gibi canal\u0131c\u0131 kavramlar\u0131 yeterince konu\u015fup tart\u0131\u015famad\u0131k. \u00c7\u00fcnk\u00fc, zihinlerimiz hen\u00fcz tam anlam\u0131yla \u00f6zg\u00fcrle\u015femedi.<\/p>\n<p>&#8211; D\u00fc\u015f\u00fcnsel \u00f6zg\u00fcrle\u015fmenin e\u015fitlik\u00e7i siyasal terminolojiyle desteklenmeye ihtiyac\u0131 oldu\u011fu muhakkakt\u0131r. D\u00fcnyada oldu\u011fu gibi T\u00fcrkiye\u2019de de \u2018\u00f6teki\u2019ye kar\u015f\u0131 kullan\u0131lan adland\u0131rmalar, tan\u0131mlar ve kavramlar e\u015fitlik\u00e7i olduk\u00e7a \u2018\u00f6teki\u2019 de o kadar kendini \u00f6zg\u00fcr hissedecektir. Ba\u015fka bir de\u011fi\u015fle, \u2018etnik grup\u2019 ya da \u2018k\u00fclt\u00fcrel grup\u2019 gibi alt tan\u0131mlar yerine \u2018halk\u2019 gibi e\u015fitlik\u00e7i tan\u0131mlar kullanmak; \u2018tolerans\u2019 veya \u2018ho\u015fg\u00f6r\u00fc\u2019 gibi katlanma-l\u00fctfetme ifade eden kavramlar\u0131n yerine \u2018farkl\u0131l\u0131k hakk\u0131\u2019 veya \u2018farkl\u0131l\u0131\u011fa sayg\u0131\u2019 gibi e\u015fitlik\u00e7i kavramlar kullanmak; \u2018K\u00fcrt k\u00f6kenli\u2019, \u2018\u00c7erkes k\u00f6kenli\u2019, \u2018Ermeni k\u00f6kenli\u2019 vs. gibi ikincillendirilmi\u015f adland\u0131rmalar yerine K\u00fcrt, \u00c7erkes, Ermeni vs. gibi e\u015fitlik\u00e7i adland\u0131rmalar kullanmak, e\u015fitli\u011fi i\u00e7selle\u015ftirmek ve \u00f6zg\u00fcveni art\u0131rmak bak\u0131m\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r. Bu toplant\u0131n\u0131n bir art\u0131s\u0131 da, e\u015fitlik\u00e7ili\u011fe de\u011fer vermesidir.<\/p>\n<p>&#8211; Bu bulu\u015fma ayn\u0131 zamanda bile\u015fenlerinin birbirini g\u00fcven ve samimiyet testine tabi tuttu\u011fu bir s\u0131nama ortam\u0131yd\u0131. Bundan sonraki bulu\u015fmalarda herkes kendini daha rahat hissedecek, otokontrole ihtiya\u00e7 duymadan d\u00fc\u015f\u00fcncelerini a\u00e7\u0131k\u00e7a ifade edebilecektir.<\/p>\n<p>&#8211; T\u00fcrkiye\u2019de, \u2018\u00f6teki\u2019lerin egemen-bask\u0131n g\u00fcce kar\u015f\u0131 alan geni\u015fletebilmeleri, ancak birlikte m\u00fccadele etmeleriyle m\u00fcmk\u00fcn. Bu toplant\u0131da hepimiz, sorunlar\u0131m\u0131z\u0131n ne kadar benzer, ne kadar ortak oldu\u011funu daha iyi \u00f6\u011frendik ve anlad\u0131k. Bundan sonras\u0131, bu sorunlarla ba\u015fa \u00e7\u0131kma \u00e7abalar\u0131m\u0131z\u0131 da ortakla\u015ft\u0131rmak, T\u00fcrkiye\u2019nin demokratikle\u015fme s\u00fcrecine birlikte daha fazla
