Dernek ise; kazan\u00e7 payla\u015fma d\u0131\u015f\u0131nda, kanunlarla yasaklanmam\u0131\u015f belirli ve ortak bir amac\u0131 ger\u00e7ekle\u015ftirmek \u00fczere, en az yedi ger\u00e7ek veya t\u00fczel ki\u015finin, bilgi ve \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrekli olarak birle\u015ftirmek suretiyle olu\u015fturduklar\u0131 t\u00fczel bir ki\u015fili\u011fe sahip ki\u015fi topluluklar\u0131ndand\u0131r. Ek olarak da T\u00fcrkiye\u2019de dernekler kanununun oldu\u011fu vurgulan\u0131yor.<\/p>\n<p>Benim \u00fczerinde durmak istedi\u011fim \u00f6rg\u00fctler kurulurken \u00f6zellikle belirli bir ama\u00e7 grubuna y\u00f6nelik tan\u0131mlamas\u0131d\u0131r. Bunu derneklerimize indirgedi\u011fimizde faaliyet alanlar\u0131n\u0131 s\u0131n\u0131rland\u0131rm\u0131\u015f oldu\u011fumuz ger\u00e7e\u011fi ile kar\u015f\u0131la\u015f\u0131yoruz.<\/p>\n<p>T\u00fcrkiye\u2019de ya\u015fayan genelde Kuzey Kafkas Halklar\u0131 \u00f6zelinde de \u00c7erkesleri ele ald\u0131\u011f\u0131m\u0131zda \u015fu soruyu sormak gerekti\u011fi kan\u0131s\u0131nday\u0131m. Belirli bir toplulu\u011fa hizmet ama\u00e7l\u0131 bir yap\u0131lanmaya giderken \u00f6rg\u00fct kurucular\u0131 neleri g\u00f6ze alarak \u00f6rg\u00fctsel yap\u0131lar\u0131n\u0131 ve eylemliliklerini \u015fekillendirirler? Hitap etti\u011fi toplumun ekonomik-k\u00fclt\u00fcrel ve siyasi yap\u0131lar\u0131n\u0131 mi dikkate almal\u0131lar? Yoksa kendi do\u011frular\u0131na uygun bir topluluk yaratmak amac\u0131yla m\u0131 kurulurlar?<\/p>\n<p>T\u00fcrkiye 12 Eyl\u00fcl solunun \u00f6rg\u00fctlenmeleri bellidir. On sosyalist bir araya gelir ve sistem de\u011fi\u015fimini hedef\u00a0 koyup, devrime giden yolda gerekli stratejisini olu\u015fturur. \u0130lkeler nettir. Halk\u0131n bu ilkelere uymas\u0131na \u00e7al\u0131\u015f\u0131l\u0131r. Uyan \u00f6rg\u00fcte kat\u0131l\u0131r, uymayanlar s\u0131n\u0131flara ayr\u0131l\u0131r. Bilin\u00e7siz halk, i\u015fbirlik\u00e7i kesim, l\u00fcmpen kesim, kar\u015f\u0131 devrimci kesim, burjuva kesim vs. \u00d6rg\u00fct \u015fablonlar\u0131 genelde haz\u0131rc\u0131l\u0131k mant\u0131\u011f\u0131 ile\u00a0 devrimi ger\u00e7ekle\u015ftiren ba\u015fka \u00fclkelerden kopya edildi\u011fi i\u00e7in halk\u0131n bu \u015fablona sokulmas\u0131na \u00e7al\u0131\u015f\u0131l\u0131rd\u0131. \u00c7in \u015fablonu, Arnavut \u015fablonu, K\u00fcba \u015fablonu, Sovyet \u015fablonu gibi. Ne T\u00fcrkiye\u2019nin co\u011frafi yap\u0131s\u0131 ne de ya\u015fayan halklar\u0131n yap\u0131s\u0131 \u00e7ok fazla \u00f6nemli de\u011fildi. Elbet bu \u015fablona sokulacakt\u0131 millet ama olmad\u0131.<\/p>\n<p>\u00c7erkeslerde \u00f6rg\u00fctlenmeler neden dernek\u00e7ilik baz\u0131nda s\u0131n\u0131rl\u0131 kald\u0131? Neden bir \u015fabloncu da \u00e7\u0131kmad\u0131 bizlerden ya da \u00e7\u0131kan \u015fabloncular neden tutunamad\u0131? T\u00fcrkiye genelinde ya\u015fayan \u00c7erkeslerin yap\u0131s\u0131n\u0131 iyi alg\u0131lad\u0131\u011f\u0131m\u0131zda sorunun cevabi asl\u0131nda \u00e7ok da basitti. Her halk kendine uygun y\u00f6neticiler taraf\u0131ndan y\u00f6netilir laf\u0131n\u0131 kullan\u0131p \u2018\u2019Her halk kendine uygun \u00f6rg\u00fctlenmelere kat\u0131l\u0131r\u201da uyarlarsak san\u0131r\u0131m ne demek istedi\u011fimi daha netle\u015ftirebilirim .<\/p>\n<p>Neden siyasi bir yap\u0131lanma \u00e7\u0131kmad\u0131? Neden d\u00f6n\u00fc\u015f \u00f6rg\u00fctlenemedi? Neden derneklerimiz k\u00fclt\u00fcrel faaliyetlerin \u00fczerinde bir misyon \u00fcstlenemedi? Bu sorulara verilen en kolay cevap hep \u201cO zaman \u00e7al\u0131\u015fan dernek\u00e7iler yapmad\u0131lar da ondan\u201d olmu\u015ftur. Milli bilincimiz vard\u0131, herkes anavatan\u0131 biliyordu da ancak bir babayi\u011fit \u00e7\u0131k\u0131p bunlar\u0131 \u00f6rg\u00fctleyemedi, diyenlerimizde var. T\u00d6B-Der der vard\u0131 \u00f6\u011fretmenler i\u00e7in, Pol-Der vard\u0131 polisler i\u00e7in\u2026 <strong> D\u00f6n-Der<\/strong> neden olamad\u0131 d\u00f6n\u00fc\u015f\u00e7\u00fcler i\u00e7in? \u00c7\u00fcnk\u00fc \u015fu ger\u00e7e\u011fi kimse kabullenmek istemiyordu san\u0131r\u0131m. Bizim siyasetle, d\u00f6n\u00fc\u015fle i\u015fimiz yok, biz geleneklerimizi ya\u015fatmaya, ba\u015fka \u00c7erkes insanlar\u0131m\u0131zla tan\u0131\u015fabilece\u011fimiz, vorser yapabilece\u011fimiz, dans edebilece\u011fimiz, gece yapabilece\u011fimiz d\u00f6rt duvar istiyoruz diyen insanlar bizim insanlar\u0131m\u0131z\u0131n \u00e7ok b\u00fcy\u00fck \u00e7o\u011funlu\u011fuydu. Bunu zaman\u0131nda fark eden daha ilerici kesim itiraf edemeseler de \u201dBizden bu kadar, bunlarla bu i\u015fler olmayacak, ben d\u00f6n\u00fcyorum\u201d deyip ama buna tabi \u201cT\u00fcrkiye\u2019de misyonum bitti, gidip anavatan da \u00f6rg\u00fctlenmeye ba\u015flayay\u0131m\u201d k\u0131l\u0131f\u0131 ile kapat\u0131p ayr\u0131lm\u0131\u015flard\u0131 dernek ortamlar\u0131ndan. Di\u011fer bir kesim de \u201dYahu bu derneklerden bizim \u00f6rg\u00fctlere adam falan \u00e7\u0131kmaz, bunlar apolitik olmu\u015f, gelenek\u00e7i yap\u0131da insanlar\u201d deyip bir s\u00fcreli\u011fine ayr\u0131ld\u0131klar\u0131 \u015fablon \u00f6rg\u00fctlenmelerine geri d\u00f6nm\u00fc\u015flerdi. Yani garip bir \u00e7ark d\u00f6nmekteydi. 2 milyona yak\u0131n bir halktan ne legal ne illegal bir siyasi yap\u0131lanmaya gidilememi\u015fti. Ko\u015fullar\u0131n olmas\u0131 m\u0131 \u00f6nemliydi, ko\u015fullar olsa da o ko\u015fullar\u0131 dolduracak insanlar\u0131m\u0131z\u0131n olmay\u0131\u015f\u0131 m\u0131?<\/p>\n<p>Ger\u00e7ekleri g\u00f6rmek bizlerin hayal d\u00fcnyas\u0131ndaki turlar\u0131m\u0131z\u0131 k\u0131salt\u0131r tabi ki. Ancak hayal d\u00fcnyas\u0131nda gezinmeyip o zaman\u0131n ko\u015fullar\u0131nda \u201cEllerinden gelenin\u201c de \u00f6tesinde bir \u015feyler yapmaya \u00e7al\u0131\u015fan genci ya\u015fl\u0131s\u0131 bir kesim vard\u0131 ki; i\u015fte bu insanlard\u0131 omuzlar\u0131na ald\u0131klar\u0131 y\u00fck\u00fcn alt\u0131nda her t\u00fcrl\u00fc f\u0131r\u00e7alamaya maruz kalan.<\/p>\n<p>&#8211; Neden yapmad\u0131n?<br \/>\n&#8211; Neden \u00f6rg\u00fctlemedin insanlar\u0131 devrim yolunda?<br \/>\n&#8211; D\u00f6n\u00fc\u015f yolunda, \u015feriat yolunda?<\/p>\n<p>Bu ba\u011fr\u0131\u015fmalar aras\u0131nda \u201cya gidin be karde\u015fim, dernek kiran\u0131 bile \u00f6demeyen sen, derneklere bir ad\u0131m bile atmayan sen, i\u015fg\u00fcn\u00fcnde yok say\u0131l\u0131p, konu\u015fmada \u00f6n s\u0131rada yer kapan sen, general sen\u201d diye hayk\u0131ran ama bunu d\u0131\u015far\u0131 vuramayan bir kesim vard\u0131 ki, hala babadan okula ge\u00e7ercesine tek ayakta kalan kesimdi.<\/p>\n<p>General a\u011f\u0131rl\u0131kl\u0131 askersiz bir ordu benzetmesine sahip biz \u00c7erkes halk\u0131n\u0131n t\u00fcm\u00fcn\u00fcn sesi olabilecek siyasi bir yap\u0131lanman\u0131n \u00e7\u0131kmayaca\u011f\u0131 bir ger\u00e7ektir. Laf\u0131 fazla uzatmadan bir t\u00fcrl\u00fc g\u00f6rmek istemedi\u011fimiz bu ger\u00e7ekle bence ne kadar erken y\u00fczle\u015firsek o kadar \u2018\u2019halk\u0131m\u0131z i\u00e7in ne yapabiliriz\u2019\u2019e karar veririz. O nedenle net olarak elimizdekinin k\u0131ymetini bilmeden hazine av\u0131na \u00e7\u0131kman\u0131n hayal k\u0131r\u0131kl\u0131\u011f\u0131 bizlerden \u00e7ok \u015feyler g\u00f6t\u00fcrecektir.<\/p>\n<p>\u00c7erkeslerin tek \u00f6rg\u00fctlenebilece\u011fi yap\u0131lanmalar derneklerimizdir. \u00c7erkes halk\u0131 i\u00e7in yap\u0131labilecek en b\u00fcy\u00fck \u00f6rg\u00fctsel de\u011fi\u015fiklik T\u00fcrkiye\u2019deki yeni de\u011fi\u015fimler paralelinde Kaf-Fed isminin T\u00fcrkiye Adige- Abaza Halklar\u0131 Federasyonu\u2019na d\u00f6n\u00fc\u015fmesi olacakt\u0131r ya da T\u00fcrkiye \u00c7erkes Federasyonu. Ancak bence yap\u0131lmas\u0131 gereken en b\u00fcy\u00fck de\u011fi\u015fim ne siyasi yap\u0131lanma ne de sadece dernek isimlerinin de\u011fi\u015fimidir. Derneklerimizin amat\u00f6r y\u00f6neticilikten profesyonel y\u00f6neticili\u011fe kayd\u0131r\u0131lmas\u0131 olmal\u0131d\u0131r.<\/p>\n<p>G\u00f6n\u00fcll\u00fc birlikteliklerle g\u00f6n\u00fcllerin \u00f6mr\u00fc yetti\u011fi kadar bir \u015feyler \u00fcretebiliyorsunuz. \u2018\u2019Neden yapmad\u0131n\u2019\u2019 sorusu sorma yetkisi kimsede olam\u0131yor hakl\u0131 olarak. O nedenle dernekler kanununu a\u015fan bir \u00fcst \u00f6rg\u00fctlenme (ki, vak\u0131f olabilir) \u015fekli ile profesyonel kadrolarca idare edilebilecek ve ekonomik kayna\u011f\u0131n\u0131 ba\u011f\u0131\u015flara de\u011fil de kendi yarataca\u011f\u0131 ekonomik yat\u0131r\u0131mlardan alabilecek tabiri caizse \u201cT\u00fcrkiye Adige-Abhaz A.S.\u201d \u00a0yap\u0131lanmas\u0131n\u0131n yollar\u0131 aranmal\u0131d\u0131r.<\/p>\n<p>\u0130ngiltere\u2019de halkevi \u00f6rne\u011fini verirsek: Halkevi K\u00fcrt halk\u0131n\u0131n derne\u011fidir. Vak\u0131f hizmeti g\u00f6rmektedir. \u00c7ok b\u00fcy\u00fck bir \u00fcye say\u0131s\u0131na sahiptir ve \u00fcyeler her ay d\u00fczenli olarak ba\u011f\u0131\u015flar\u0131n\u0131 \u00f6derler.
