Son n\u00fcfus say\u0131mlar\u0131nda bu konuda bilgi edinmeyi sa\u011flayacak sorular ne yaz\u0131k ki sorulmad\u0131. \u201cBu dil ve leh\u00e7eler\u201din, y\u0131llara g\u00f6re hangi b\u00f6lgelerde ka\u00e7 ki\u015fi taraf\u0131ndan anadil, ikinci dil, \u00fc\u00e7\u00fcnc\u00fc dil olarak konu\u015fuldu\u011funu; ka\u00e7 ki\u015finin \u201cbu dil ve leh\u00e7eler\u201di \u00f6\u011frenmek istedi\u011fini; bu ki\u015filerin siyas\u00ee tercihlerini, e\u011fitim d\u00fczeylerini ve kendilerini nas\u0131l tan\u0131mlad\u0131klar\u0131n\u0131 bilemiyoruz. Bu somut veri eksikli\u011fi ortada olmas\u0131na ra\u011fmen, \u00e7e\u015fitli cenahlarda \u201cbu dil ve leh\u00e7eler\u201de ili\u015fkin \u00e7e\u015fitli s\u0131\u011f tart\u0131\u015fmalar yap\u0131lmaktad\u0131r. Kimilerine g\u00f6re, \u201cSevr\u201d \u00f6zlemi i\u00e7indeki baz\u0131 \u00e7evrelerin k\u0131\u015fk\u0131rt\u0131c\u0131 giri\u015fimleri sonucu, alt kimliklere dayal\u0131 e\u011fitim isteklerinin g\u00fcndeme getirilmesi, T\u00fcrk ulusunun birlik ve b\u00fct\u00fcnl\u00fc\u011f\u00fcne b\u00fcy\u00fck bir tehdit. Kimilerine g\u00f6reT\u00fcrkiye\u2019nin de taraf oldu\u011fu Lozan Antla\u015fmas\u0131, yaln\u0131zca H\u0131ristiyan ve Musev\u00ee az\u0131nl\u0131klar\u0131n \u201ck\u00fclt\u00fcrel haklar\u201d\u0131n\u0131 de\u011fil, T\u00fcrk vatanda\u015flar\u0131n\u0131n geleneksel olarak kulland\u0131\u011f\u0131 \u201cdil ve leh\u00e7eler\u201din de varl\u0131klar ve ya\u015fat\u0131lmalar\u0131n\u0131 g\u00fcvence alt\u0131na alm\u0131\u015ft\u0131. Kimileri de \u201cbir yerel dil veya leh\u00e7e\u201dyi \u00f6n plana \u00e7\u0131kararak, di\u011ferlerini yok saymaktad\u0131r. \u201cBu dil ve leh\u00e7eler\u201din ya\u015fat\u0131lmas\u0131ndan yana olanlar ve buna kar\u015f\u0131 olanlar \u201chavanda su d\u00f6vmek\u201d misali tart\u0131\u015fmalar y\u00fcr\u00fctmeye devam ediyor. Bu ki\u015filerin ortak y\u00f6nleri, \u201cbu dil ve leh\u00e7eler\u201d ile ortak anla\u015fma dilimiz T\u00fcrk\u00e7e\u2019nin toplumdaki somut yerini ger\u00e7ek anlamda tespit edememi\u015f olmalar\u0131d\u0131r.<\/p>\n<p>\u201cBu dil ve leh\u00e7eler\u201de y\u00f6nelik politikalar\u0131n kurucu kadrolar taraf\u0131ndan cumhuriyetin ilk y\u0131llar\u0131nda tespit edildi\u011fini somut olarak biliyoruz. \u201c CHP\u2019nin tek parti y\u00f6netimi\u201d, \u201culusal sanayi\u201dnin \u00a0 \u201ckapitalist \u00fcretim ili\u015fkilerini ve kurumlar\u0131\u201dn\u0131 geli\u015ftiremedi ve \u201cyerel \u00fcretim ili\u015fkileri\u201dni tasfiye edemedi. Bu sebeple de dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 \u201cdo\u011fal\u201d bir \u201cyok olu\u015f s\u00fcreci\u201dne s\u00fcr\u00fckleyemedi. Bunun yerine \u201cyerel \u00fcretim ili\u015fkileri\u201dni de\u011fil ; ama, dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 \u201cdo\u011fal olmayan bir yol\u201dla, yani resm\u00ee ideoloji ve resm\u00ee tarih tezleriyle ortadan kald\u0131rmaya \u00e7al\u0131\u015ft\u0131. T\u00fcrkiye\u2019nin Sovyetler Birli\u011fi\u2019ne kar\u015f\u0131 \u201cBat\u0131\u201d ile m\u00fcttefikli\u011fe dayanan duru\u015fu, bu vb. politikalar\u0131n \u201c\u0130kinci D\u00fcnya Sava\u015f\u0131 y\u0131llar\u0131 \u00f6ncesi ve sonras\u0131\u201d ve \u201cSo\u011fuk Sava\u015f y\u0131llar\u0131\u201d boyunca harfiyen uygulanmas\u0131na imk\u00e2n sa\u011flad\u0131. TKP\u2019nin 1926 Program\u0131n\u0131n bu y\u0131llardaki uygulamalara somut olarak kar\u015f\u0131 \u00e7\u0131kt\u0131\u011f\u0131n\u0131 biliyoruz: <em>\u201c &#8230; TKP &#8230; Halk F\u0131rkas\u0131n\u0131n M\u00fcsl\u00fcman az\u0131nl\u0131klar\u0131 zorla T\u00fcrkle\u015ftirmek, H\u0131ristiyan ve Musev\u00ee az\u0131nl\u0131klar\u0131 da ezmek siyasetine her vas\u0131tayla kar\u015f\u0131 koyar &#8230; TKP, \u00a0 onlar i\u00e7in hukukta tam bir e\u015fitlik; dillerini kullanmak ve k\u00fclt\u00fcrlerini yayma ve e\u011fitim konular\u0131nda tam bir serbest\u00ee &#8230;\u00a0\u00a0 talep eder.\u201d <\/em> (madde 11)<\/p>\n<p>Manisa Mebusu Mehmet Sabri Toprak\u2019\u0131n 1938\u2019de verdi\u011fi kanun tasar\u0131s\u0131 \u00e7arp\u0131c\u0131 bir \u00f6rnek olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Bu tasar\u0131, T\u00fcrk vatanda\u015flar\u0131n\u0131n evlerinin d\u0131\u015f\u0131nda umuma a\u00e7\u0131k yerlerde, her zaman T\u00fcrk\u00e7e konu\u015fmalar\u0131n\u0131, aksi takdirde 1-7 g\u00fcn aras\u0131nda hapis ve 10 ile 100 kuru\u015f aras\u0131nda para cezas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyordu. \u00a0 Bunlar\u0131n diplomalar\u0131na da el konulacak ve doktorluk, \u00f6\u011fretmenlik ya da gazetecilik yapamayacaklard\u0131. Ceza olarak toplanan paralar\u0131n bir b\u00f6l\u00fcm\u00fc de<\/p>\n<p>\u201cihbarc\u0131lar\u201da \u201c\u00f6d\u00fcl\u201d olarak da\u011f\u0131t\u0131lacakt\u0131. Yine bu tasar\u0131ya g\u00f6re, T\u00fcrk\u00e7e bilmeyen T\u00fcrk vatanda\u015flar\u0131 bir y\u0131l i\u00e7inde \u00f6\u011frenmeye mecburdu. Yoksa, onlar\u0131 T\u00fcrk vatanda\u015fl\u0131\u011f\u0131ndan \u00e7\u0131kart\u0131lmak bekliyordu.<\/p>\n<p>\u00c7arp\u0131c\u0131 bir ba\u015fka \u00f6rnek olu\u015fturan ayn\u0131 d\u00f6nemin Antalya Mebusu Rasih Kaplan, Meclis\u2019te \u015funlar\u0131 s\u00f6yl\u00fcyordu:<em>\u201c &#8230; \u00a0 Baz\u0131 unsurlar pek ars\u0131zca hareket ederek T\u00fcrk milletinin diline h\u00fcrmet etmiyorlar. Evlerinde istedikleri dili konu\u015fabilirler. Fakat umumi yerlerde &#8230; bir k\u0131s\u0131m T\u00fcrk vatanda\u015f\u0131n\u0131n konu\u015ftu\u011fu T\u00fcrk\u00e7e de\u011fildir. Ey vatanda\u015f, e\u011fer T\u00fcrk vatanda\u015f\u0131 isen T\u00fcrk diline sayg\u0131 g\u00f6ster. Kar\u015f\u0131ndaki T\u00fcrkleri de rencide etme . \u201d<\/em><\/p>\n<p>T\u00fcrk vatanda\u015flar\u0131n\u0131n geleneksel olarak kulland\u0131\u011f\u0131 \u201cdil ve leh\u00e7eler\u201de kar\u015f\u0131 olan uygulamalar \u201cg\u00fcn\u00fcm\u00fcz\u201de kadar s\u00fcrd\u00fc. Neden ta ba\u015f\u0131ndan beri resm\u00ee dil ve ortak anla\u015fma dili T\u00fcrk\u00e7e\u2019nin yan\u0131nda \u201cbu dil ve leh\u00e7eler\u201di ya\u015fatmak yerine, bazen konu\u015fulmalar\u0131n\u0131n bile yasaklanarak, ama \u00e7o\u011funlukla kurumsalla\u015fmalar\u0131 \u00f6nlenerek neden yok edilmeye \u00e7al\u0131\u015f\u0131ld\u0131klar\u0131 konusuna hi\u00e7 kafa yorulmad\u0131.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde at\u0131lan olumlu ad\u0131mlara ra\u011fmen, bu dillerin h\u00e2l\u00e2 sahipsiz oldu\u011funu g\u00f6rmekteyiz. Bazen \u201c\u0130sl\u00e2m Az\u0131nl\u0131k Dilleri\u201d bazen de \u201cYerel dil ve leh\u00e7eler\u201d olarak adland\u0131r\u0131lan T\u00fcrkiye\u2019nin ya\u015fayan dillerinden \u201c\u00c7erkes\u00e7e\u201d, \u201cK\u00fcrt\u00e7e\u201d ve Lazca ge\u00e7en y\u0131l\u0131n sonlar\u0131nda bir kez daha bir gazete taraf\u0131ndan g\u00fcndeme getirildi. (Vatan, 23-25 Aral\u0131k 2003) Bu vesileyle, \u00e7evrelerinin \u201ckanaat \u00f6nderleri\u201d olarak kabul edilebilecek ki\u015filerin g\u00f6r\u00fc\u015flerini de, yans\u0131t\u0131ld\u0131\u011f\u0131 kadar\u0131yla ayn\u0131 gazeteden \u00f6\u011frenmi\u015f olduk. Somut ger\u00e7eklerle ba\u011fda\u015fmayan baz\u0131 a\u00e7\u0131klamalar\u0131 gerekli yank\u0131y\u0131 nedense hi\u00e7 uyand\u0131rmad\u0131; hi\u00e7 tepki \u00e7ekmedi. T\u00fcrkiye\u2019de konu\u015fulan Balkan, Kafkasya, Ortado\u011fu ve\/ veya Anadolu k\u00f6kenli veya de\u011fil b\u00fct\u00fcn \u201cdi\u011fer diller\u201de ya\u015fat\u0131lmalar\u0131 konusunda ayn\u0131 tav\u0131rda olman\u0131n gere\u011fi ortadad\u0131r.<\/p>\n<p>\u201cCHP\u2019nin tek parti y\u00f6netimi\u201d ve \u201cSo\u011fuk Sava\u015f y\u0131llar\u0131\u201d boyunca T\u00fcrkiye\u2019nin \u201c\u00e7ok dilli\u201d bir \u00fclke oldu\u011fu ger\u00e7e\u011fi kabullenilmek istenmedi. T\u00fcrk\u00e7e\u2019nin resm\u00ee dil olmas\u0131n\u0131n yan\u0131nda, \u201ckonu\u015fanlar\u0131 say\u0131ca (daha) az diller\u201d veya \u201cyerel diller\u201din de varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrebilmeleri ve kurumsalla\u015fmalar\u0131n\u0131n, \u201culusla\u015fma\u201d \u00f6n\u00fcnde bir engel te\u015fkil etmeyece\u011fi dikkate al\u0131nmad\u0131. Bunun yerine, bu dillerin konu\u015fulmalar\u0131 bile yasaklanarak konu\u015fanlar\u0131n\u0131n say\u0131s\u0131n\u0131n her ge\u00e7en g\u00fcn azalt\u0131lmas\u0131 ama\u00e7land\u0131. Bu \u201cyasak diller\u201d, 1920\u2019lerde esas olarak T\u00fcrkiye\u2019nin belirli b\u00f6lgelerinde konu\u015fulurken, g\u00fcn\u00fcm\u00fczde \u201cdo\u011fal\u201d olan veya olmayan sebeplerden dolay\u0131 ya\u015fanan g\u00f6\u00e7lerle T\u00fcrkiye\u2019nin hemen her yerinde konu\u015fulmaktad\u0131r.<\/p>\n<p>\u201cKonu\u015fanlar\u0131 say\u0131ca (daha) az olan diller\u201d veya \u201cyerel diller\u201d g\u00fcndeme geldi\u011finde kimileri \u201cbu diller\u201di \u201cb\u00f6l\u00fcc\u00fcl\u00fck\u201d sebebi olarak l\u00e2nse etmeye \u00e7al\u0131\u015fmaktad\u0131r. Kimileri de \u201canadil e\u011fitimi\u201d, \u201canadilde e\u011fitim\u201d vb. tart\u0131\u015fmalar\u0131 \u201cK\u00fcrt\u00e7e\u201d \u00fczerinden yapmaktad\u0131r. Oysa ne \u201cbu diller\u201d l\u00e2nse edilmeye \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 gibi \u201c b\u00f6l\u00fcc\u00fcl\u00fck \u201d sebebidir ne de \u201cK\u00fcrt\u00e7e\u201d T\u00fcrkiye\u2019nin tek \u201ckonu\u015fan\u0131 say\u0131ca (daha) az dil\u201di veya \u201cyerel dil\u201didir. \u201cBu diller\u201d \u00fclkemizin ve b\u00fct\u00fcn insanl\u0131\u011f\u0131n ortak zenginli\u011fidir. Binlerce y\u0131ll\u0131k bir ge\u00e7mi\u015fe sahip olan ve \u201cher t\u00fcrl\u00fc olumsuz \u015fart\u201da ra\u011fmen, g\u00fcn\u00fcm\u00fcze ula\u015fabilme becerisini g\u00f6steren \u201c bu diller\u201d ister y\u00fcz ki\u015filik bir k\u00f6yde konu\u015fuluyor olsun, ister \u00e7ok daha fazla insan taraf\u0131ndan toplu veya da\u011f\u0131n\u0131k \u00e7ok daha geni\u015f yerle\u015fim birimlerinde ya\u015fat\u0131l\u0131yor olsun ayn\u0131 e\u015fitlikte gelece\u011fe ta\u015f\u0131nma hakk\u0131na sahiptir. \u201cBu diller\u201d de ya\u015famal\u0131, geli\u015ftirilebilmeli ve her t\u00fcrl\u00fc ileti\u015fim ara\u00e7lar\u0131yla gelecek ku\u015faklara aktar\u0131labilmelidir .<\/p>\n<p>T\u00fcrkiye\u2019nin \u201c \u00e7ok dilli\u201d bir \u00fclke oldu\u011fu ger\u00e7e\u011finin kabul edilmesi, resm\u00ee dil T\u00fcrk\u00e7e\u2019nin d\u0131\u015f\u0131ndaki bu \u201c yasak diller \u201din de kurumsalla\u015fabilmeleri ve kendilerini gelece\u011fe ta\u015f\u0131yabilmelerinin \u00f6n\u00fcndeki engellerin kald\u0131r\u0131lmas\u0131, toplumun demokratikle\u015fmesine, toplumsal birlik ve bar\u0131\u015fa \u015f\u00fcphesiz \u00f6nemli bir katk\u0131 olacakt\u0131r. Bu dillerin geli\u015fmeleri ve kurumsalla\u015farak sonraki ku\u015faklara yaz\u0131l\u0131 olarak aktar\u0131lmalar\u0131 engellendi. B\u00fct\u00fcn bunlar\u0131n da \u00f6tesinde, bu dillerin o g\u00fcnk\u00fc halleriyle bile konu\u015fulmalar\u0131 baz\u0131 d\u00f6nemlerde yasakland\u0131. Bu \u00fclkenin yurtta\u015flar\u0131n\u0131n \u201canadilleri\u201dni geli\u015ftirerek gelecek ku\u015faklara aktar\u0131lmas\u0131n\u0131 \u00e7ok g\u00f6ren hak\u00eem siyas\u00ee anlay\u0131\u015f, yabanc\u0131 dilde e\u011fitim yapan okullar\u0131n a\u00e7\u0131lmas\u0131n\u0131 b\u00fct\u00fcn g\u00fcc\u00fcyle desteklemi\u015f ve bunda bir sak\u0131nca g\u00f6rmemi\u015ftir. T\u00fcrk\u00e7e\u2019yi \u201cdo\u011fal olmayan yollar\u201dla herkesin \u201canadili\u201d haline getirmeye \u00e7al\u0131\u015fan anlay\u0131\u015f, T\u00fcrkiye\u2019de konu\u015fulan di\u011fer \u201canadiller\u201din geli\u015fimini engelleyerek yok olma noktas\u0131na getirmekle kalmam\u0131\u015f, T\u00fcrk\u00e7e\u2019nin de yabanc\u0131 diller etkisine girmesine hizmet etmi\u015ftir.<\/p>\n<p>\u201cCHP\u2019nin tek parti y\u00f6netimi\u201d, \u201canadiller\u201di T\u00fcrk\u00e7e\u2019den ba\u015fka diller olan \u00e7ocuklar\u0131 ilkokula ba\u015flad\u0131klar\u0131nda hi\u00e7 bilmedikleri veya \u00e7ok az bildikleri dil olan T\u00fcrk\u00e7e\u2019yle e\u011fitim- \u00f6\u011fretime zorlayarak, onlar\u0131n travmalar ge\u00e7irmelerine ve ne kendi \u201canadiller\u201dini ne de T\u00fcrk\u00e7e\u2019yi iyi konu\u015fabilen ku\u015faklar olarak yeti\u015fmelerine sebep olmu\u015ftur. Bask\u0131yla kendi \u201canadili\u201dnden uzakla\u015ft\u0131r\u0131lan ve \u00e7ok iyi \u00f6\u011frenilemeyen bir T\u00fcrk\u00e7e ile b\u00fcy\u00fcyen bu \u00e7ocuklar\u0131n \u00f6\u011frenmeleri, d\u00fc\u015f\u00fcnmeleri; kendilerini, \u00e7evrelerini, \u00fclkelerini ve d\u00fcnyay\u0131 alg\u0131layabilmeleri, de\u011ferlendirebilmeleri ve toplumsal \u00fcretime l\u00e2y\u0131k\u0131yla kat\u0131labilmeleri, ba\u015far\u0131l\u0131 ve mutlu bireyler olmalar\u0131 ve sonraki ku\u015faklara rehberlik edebilmeleri ne \u00f6l\u00e7\u00fcde ger\u00e7ekle\u015febilirdi! \u00a0 Mayas\u0131nda bu gibi travmalar olan bir toplumun bireyleri, kendilerini ifade edemedikleri T\u00fcrk\u00e7e\u2019yi yabanc\u0131 dillere kar\u015f\u0131 k\u0131skan\u00e7l\u0131kla g\u00fcn\u00fcm\u00fczde nas\u0131l sahiplenebilirlerdi!<\/p>\n<p>T\u00fcrkiye\u2019de bug\u00fcne kadar, \u201canadili\u201d e\u011fitim-\u00f6\u011fretimi ve\/ veya \u201canadili\u201dnde e\u011fitim-\u00f6\u011fretim tart\u0131\u015fmalar\u0131 ne yaz\u0131k ki, sa\u011fl\u0131kl\u0131 olarak tart\u0131\u015f\u0131l\u0131p \u00e7\u00f6z\u00fcm yollar\u0131 \u00fcretilememi\u015ftir. Ku\u015fkusuz en \u00f6nemli sebep, \u201cCHP\u2019nin tek parti y\u00f6netimi\u201dnin \u201cso\u011fuk sava\u015f y\u0131llar\u0131\u201dn\u0131 da izleyerek g\u00fcn\u00fcm\u00fcze kadar ula\u015ft\u0131rd\u0131\u011f\u0131 yasak ve uygulamalar\u0131d\u0131r. \u201cSo\u011fuk sava\u015f y\u0131llar\u0131\u201dn\u0131n sona ermesiyle birlikte ortaya \u00e7\u0131kan nisp\u00ee \u00f6zg\u00fcrl\u00fck ortam\u0131nda da, \u201canadili\u201d sorunu sa\u011fl\u0131kl\u0131 olarak tart\u0131\u015f\u0131lamam\u0131\u015f ve \u00e7\u00f6z\u00fcm yollar\u0131 \u00f6nerilememi\u015ftir. Bunun g\u00fcn\u00fcm\u00fczdeki bir sebebi, h\u00e2l\u00e2 etkili olan \u201cCHP\u2019nin tek parti y\u00f6netimi\u201dnin yasak ve uygulamalar\u0131ysa, \u00f6nemli bir di\u011fer sebep de, konuya bizim olmayan terimlerle yakla\u015f\u0131lmas\u0131 ve \u201cbir \u2018anadili\u2019ne aidiyet feti\u015fizmi\u201ddir.<\/p>\n<p>Siyas\u00ee iradenin 1965\u2019te \u201c\u0130sl\u00e2m Az\u0131nl\u0131k Dilleri\u201d ve g\u00fcn\u00fcm\u00fczde ise, \u201cT\u00fcrk Vatanda\u015flar\u0131n\u0131n G\u00fcnl\u00fck Ya\u015famlar\u0131nda Geleneksel Olarak Kulland\u0131klar\u0131 Farkl\u0131 Dil ve Leh\u00e7eler\u201d olarak adland\u0131rd\u0131\u011f\u0131 T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki bu \u201canadiller\u201d ister y\u00fcz ki\u015filik bir k\u00f6yde ya\u015f\u0131yor olsun, ister \u00e7ok daha fazla say\u0131daki insan taraf\u0131ndan toplu ve da\u011f\u0131n\u0131k olarak \u00e7ok daha geni\u015f yerle\u015fim birimlerinde ya\u015fat\u0131l\u0131yor olsun; geli\u015ftirilebilmeli ve her t\u00fcrl\u00fc kitle ileti\u015fim ara\u00e7lar\u0131yla gelecek ku\u015faklara aktar\u0131labilmelidir. Bas\u0131nda yer alan haber,TRT\u2019nin \u201cfarkl\u0131 dil ve leh\u00e7eler\u201dde yay\u0131n yap\u0131labilmesi i\u00e7in gerekli altyap\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131n y\u00fcr\u00fct\u00fclmesi konusunun TRT y\u00f6netim kurulu toplant\u0131s\u0131nda oybirli\u011fiyle kararla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131 duyuruyordu. D\u0130E\u2019nin yine 1965\u2019te \u201cYahudice\u201d diye kastetti\u011fi \u201cLadino\u201d muydu, \u00a0 \u0130branice miydi? TRT, yay\u0131n\u0131n\u0131 hangi \u201cYahudice\u201d ile yapacak?!<\/p>\n<p>D\u0130E\u2019nin, \u00f6zellikle T\u00fcrkiye\u2019nin di\u011fer anadilleri konusunda \u201cbilimsel k\u0131staslar\u201da uygun olarak \u00e7al\u0131\u015fmad\u0131\u011f\u0131 ve dolay\u0131s\u0131yla da bu konudaki verilerinin sa\u011fl\u0131kl\u0131 olmad\u0131\u011f\u0131 a\u00e7\u0131k. TRT, bu D\u0130E\u2019nin verilerine g\u00f6re hareket ederek yay\u0131na ba\u015flayacak olursa, T\u00fcrkiye\u2019nin \u00e7o\u011fu dili yine yok say\u0131lm\u0131\u015f olmayacak m\u0131?!<\/p>\n<p>TRT\u2019nin T\u00fcrkiye\u2019nin di\u011fer anadillerinde yapaca\u011f\u0131n\u0131 s\u00f6yledi\u011fi televizyon ve radyo programlar\u0131n\u0131n s\u00fcrelerinden \u00f6nce, bu dillerin hangilerinin olaca\u011f\u0131 ve bu programlar\u0131 hangi \u201cyeti\u015fmi\u015f personel\u201din haz\u0131rlay\u0131p sunulaca\u011f\u0131 da ayr\u0131 bir sorun. Allah\u2019a \u015f\u00fck\u00fcr ki bir \u015fans\u0131m\u0131z var! Di\u011fer \u201csorunlu diller\u201d i\u00e7in de bu k\u0131sa d\u00f6nemde benzer yollar izlenebilir.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde anadili sorununun bir aya\u011f\u0131 radyo ve televizyon yay\u0131nlar\u0131 ise di\u011fer aya\u011f\u0131 bu dillerin e\u011fitim- \u00f6\u011fretimidir. Seksen y\u0131l \u00f6nce \u00e7\u00f6z\u00fcmlenebilecek bu anadili sorunu \u00f6nce yok say\u0131lm\u0131\u015f, sonra \u00e7\u00f6z\u00fcm\u00fc ertelenmi\u015f, \u015fimdi ise uygulamalardan anla\u015f\u0131ld\u0131\u011f\u0131na g\u00f6re, \u201cAvrupa Toplulu\u011fu\u201dna ho\u015f g\u00f6r\u00fcnmek ad\u0131na baz\u0131 a\u011f\u0131zlara birer parmak bal \u00e7al\u0131narak ge\u00e7i\u015ftirilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<\/p>\n<p>Di\u011fer yandan sorunun ger\u00e7ek anlamda \u00e7\u00f6z\u00fcm\u00fc yolunda ad\u0131mlar at\u0131labilmesi i\u00e7in, \u00f6ncelikle bu anadillerle ilgili \u00e7al\u0131\u015fmalar yapan vak\u0131f, dernek ve ki\u015filerin kat\u0131laca\u011f\u0131 bir \u201cT\u00fcrkiye\u2019nin Anadilleri Kurultay\u0131\u201d d\u00fczenlenmelidir. Ard\u0131nda da bu dillerle ilgili yerli ve yabanc\u0131 dilbilimci, e\u011fitimci ve radyo ve televizyon yap\u0131mc\u0131s\u0131 ve sunucular\u0131ndan olu\u015fan bir \u201cAnadillerini Planlama Kurumu\u201d ihd\u00e2s edilmelidir. Bu \u00e7al\u0131\u015fmalar\u0131n her t\u00fcrl\u00fc organizasyon ve finansman\u0131 do\u011fald\u0131r ki, H\u00fck\u00fcmet taraf\u0131ndan kar\u015f\u0131lanmal\u0131d\u0131r.<\/p>\n<p>\u00d6zetle; g\u00f6r\u00fcld\u00fc\u011f\u00fc kadar\u0131yla TRT, T\u00fcrkiye\u2019nin anadil envanteri konusunda yetkin olmayan D\u0130E\u2019nin verece\u011fi \u201cbilgiler\u201de itibar edecek ve baz\u0131 \u201cdil ve leh\u00e7eler\u201dde televizyon ve radyo yay\u0131nlar\u0131 yapacak. Baz\u0131 diller yine yok say\u0131lacak. Bu b\u00fcy\u00fck bir haks\u0131zl\u0131kt\u0131r. \u0130kinci bir engel, bu radyo ve televizyon programlar\u0131n\u0131 haz\u0131rlayacak ve sunacak personelle ilgilidir. Bu sorun bir haftaya kalmadan, yukar\u0131da belirtti\u011fim \u00fclkelerin bu alanda yeti\u015fmi\u015f personeliyle \u00e7\u00f6z\u00fclebilir. Bir \u00fc\u00e7\u00fcnc\u00fc konu, bu radyo ve televizyon yay\u0131nlar\u0131n\u0131n s\u00fcresidir. S\u00fcre konusunda esnek olunmal\u0131d\u0131r. Bir di\u011fer konu yay\u0131nlanacak programlar\u0131n i\u00e7eri\u011fiyle ilgilidir (bkz.: 25 Ocak 2004 tarih ve 25357 say\u0131l\u0131 y\u00f6netmelik).<\/p>\n<p>Anadilde radyo ve televizyon yay\u0131nlar\u0131 ve anadilde e\u011fitim-\u00f6\u011fretim ve\/veya anadili e\u011fitim-\u00f6\u011fretimine ili\u015fkin b\u00fct\u00fcn bu ve \u015fu anda akla gelmeyen benzeri sorunlara ancak \u201cAnadillerini Planlama Kurumu\u201d gibi demokratik yap\u0131l\u0131 bir kurulu\u015f \u00e7\u00f6z\u00fcmler \u00fcretebilir. Ayr\u0131ca Sovyetler Birli\u011fi ve \u201cAvrupa Toplulu\u011fu\u201dnun bu konudaki birikim ve uygulamalar\u0131 engin bir kaynakt\u0131r. Bunlardan da faydalan\u0131lmal\u0131d\u0131r. TRT\u2019nin be\u015f anadilde yay\u0131na ba\u015flamas\u0131ndan sonra, T\u00fcrkiye\u2019nin di\u011fer anadillerini bir de \u201cD\u0130E\u2019nin ve TRT\u2019nin tan\u0131d\u0131\u011f\u0131 anadiller\u201d ve \u201cD\u0130E\u2019nin tan\u0131d\u0131\u011f\u0131 ama TRT\u2019nin tan\u0131mad\u0131\u011f\u0131 anadiller\u201d ba\u015fl\u0131klar\u0131 alt\u0131nda s\u0131n\u0131fland\u0131rma imk\u00e2n\u0131na da kavu\u015fmu\u015f olduk!<\/p>\n<p>Be\u015f anadildeki radyo ve televizyon yay\u0131nlar\u0131 7 Haziran 2004 Pazartesi g\u00fcn\u00fc Bo\u015fnak\u00e7a ile ba\u015flad\u0131. Yap\u0131lan resm\u00ee a\u00e7\u0131klamaya g\u00f6re, Bo\u015fnak\u00e7a, Arap\u00e7a, K\u0131rman\u00e7i, \u00c7erkesce ve Zazaca TRT\u2019nin s\u0131ras\u0131yla yay\u0131n yapaca\u011f\u0131 dillermi\u015f. TRT\u2019nin bu dillerdeki yay\u0131nlar\u0131; i\u00e7erik, s\u00fcre, yay\u0131nland\u0131klar\u0131 saatler vb. a\u00e7\u0131lardan ele\u015ftirilebilir. Ancak \u00f6ncelikle \u00fczerinde durulmas\u0131 gereken konu, yay\u0131n yap\u0131lacak dillerin say\u0131s\u0131n\u0131n neden be\u015f ile s\u0131n\u0131rland\u0131r\u0131ld\u0131\u011f\u0131d\u0131r.<\/p>\n<p>TRT, \u201cK\u00fcrt\u00e7e\u201dnin leh\u00e7eleri olarak kabul edilen K\u0131rman\u00e7i ve Zazaca d\u0131\u015f\u0131ndaki \u00fc\u00e7 anadilini, yani Bo\u015fnak\u00e7a, Arap\u00e7a ve \u00c7erkes\u00e7e\u2019yi hangi k\u0131staslar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurarak yay\u0131n yapmak i\u00e7in se\u00e7ti ? TRT\u2019nin, D\u0130E\u2019nin verilerini dikkate alarak bu dilleri belirledi\u011fi d\u00fc\u015f\u00fcn\u00fclebilir. Yurtta\u015flara anadillerine ili\u015fkin sorular\u0131n en son 1985 n\u00fcfus say\u0131mlar\u0131nda soruldu\u011funu biliyoruz. D\u0130E\u2019nin anadil sonu\u00e7lar\u0131n\u0131 a\u00e7\u0131klad\u0131\u011f\u0131 en son say\u0131m ise 1965\u2019tekidir. TRT\u2019nin K\u0131rman\u00e7i ve Zazaca\u2019n\u0131n yan\u0131 s\u0131ra yay\u0131na ba\u015flad\u0131\u011f\u0131 Bo\u015fnak\u00e7a, Arap\u00e7a ve \u00c7erkes\u00e7e ve yay\u0131n yapmad\u0131\u011f\u0131 di\u011fer baz\u0131 anadillerini acaba g\u00fcn\u00fcm\u00fczde ka\u00e7 ki\u015fi konu\u015fuyor? En son 2000 y\u0131l\u0131nda yap\u0131lan n\u00fcfus say\u0131mlar\u0131nda da anadile ili\u015fkin soru sorulmad\u0131\u011f\u0131na g\u00f6re, bu soruya ancak 1965 verileri \u00fczerinden bir cevap aramaya \u00e7al\u0131\u015f\u0131labilir.<\/p>\n<p>1965 verileriyle anadili ve ikinci dili olarak Bo\u015fnak\u00e7a\u2019y\u0131 57.209 ki\u015fi; \u00c7erkes\u00e7e\u2019yi 106.960 ki\u015fi ve Arap\u00e7a\u2019y\u0131 533.264 ki\u015fi konu\u015fuyordu. Yine ayn\u0131 y\u0131l verileriyle Lazca\u2019y\u0131 81.165 ki\u015fi; G\u00fcrc\u00fcce\u2019yi 79.234 ki\u015fi; Pomak\u00e7a\u2019y\u0131 57.372 ki\u015fi; Arnavut\u00e7a\u2019y\u0131 53.520 ki\u015fi ve Abazaca\u2019y\u0131 ise 12.399 ki\u015fi anadili veya ikinci dili olarak konu\u015fuyordu.<\/p>\n<p>Yukar\u0131daki bu rakamlar, TRT\u2019nin bir anadilini, konu\u015fan\u0131n\u0131n say\u0131s\u0131na g\u00f6re de\u011ferlendirmedi\u011fini g\u00f6steriyor. \u201cK\u00fcrt\u00e7e\u201dnin leh\u00e7eleri d\u0131\u015f\u0131nda yay\u0131n yap\u0131lan Bo\u015fnak\u00e7a, Arap\u00e7a ve \u00c7erkes\u00e7e i\u00e7inde bir tek \u00c7erkes\u00e7e konusunda \u00c7erkeslerin hassasiyet g\u00f6sterdiklerini ve uzun bir ge\u00e7mi\u015fi olan bir \u00e7aba i\u00e7inde bulunduklar\u0131n\u0131 biliyoruz. TRT\u2019nin Bo\u015fnak\u00e7a ve Arap\u00e7a yay\u0131nlar\u0131ndan sonra, kimi \u201cBo\u015fnak\u201d ve \u201cArap\u201d \u201ckanaat \u00f6nderleri\u201dnin \u00e7\u0131k\u0131p ta, \u201cYahu biz b\u00f6l\u00fcc\u00fc m\u00fcy\u00fcz ki bizim anadilimizde devlet yay\u0131n yap\u0131yor?\u201d veya \u201cGen\u00e7ler zaten bu dili bilmez, ya\u015fl\u0131lar\u0131n ise kulaklar\u0131 duymaz, duysa da bir ayaklar\u0131 \u00e7ukurda, ne l\u00fczumu vard\u0131!\u201d mealinden traji-komik l\u00e2flar ettiklerinin yaz\u0131l\u0131 ve s\u00f6zl\u00fc bas\u0131na yans\u0131mas\u0131, D\u0130E\u2019ni bile ciddiye almayan TRT y\u00f6netiminin ne kadar isabetsiz bir karar verdi\u011fini g\u00f6steriyor. E\u011fer TRT, \u201cAnadolu\u2019ya g\u00f6\u00e7men diller\u201di, yani Bo\u015fnak\u00e7a ve \u00c7erkes\u00e7e\u2019yi dikkate al\u0131yorsa, di\u011fer g\u00f6\u00e7men dilleri olan Abazaca, Arnavut\u00e7a ve Pomak\u00e7a\u2019y\u0131 da dikkate almal\u0131d\u0131r. E\u011fer TRT,\u201dAnadolu\u2019da yerli diller\u201di, yani K\u0131rman\u00e7i, Zazaca ve Arap\u00e7a\u2019y\u0131 dikkate al\u0131yorsa di\u011fer yerli diller olan ve Anadolu co\u011frafyas\u0131nda tarih kadar eski bir ge\u00e7mi\u015fe sahip Lazca ve G\u00fcrc\u00fcce\u2019yi de dikkate almak zorundad\u0131r. Lazlar ve G\u00fcrc\u00fclerin de esas olarak anadillerinin ya\u015fat\u0131lmas\u0131 konusunda uzun y\u0131llara dayanan cidd\u00ee \u00e7abalar\u0131n\u0131n bulundu\u011fu biliniyor.<\/p>\n<p>Ku\u015fkusuz her dil kendi do\u011fall\u0131\u011f\u0131nda ya\u015fama hakk\u0131na sahiptir, bu konuda ayr\u0131mc\u0131 davranmamal\u0131y\u0131z. Yine her dil kurumsalla\u015farak gelecek ku\u015faklara aktar\u0131lma hakk\u0131na da sahiptir. Ancak anadillerinin ya\u015fat\u0131lmas\u0131 konusunda, ayd\u0131nlar\u0131n\u0131n zahmet edip de Allah i\u00e7in tek sat\u0131r yaz\u0131 bile yazmad\u0131klar\u0131 anadillerde, TRT\u2019nin yay\u0131n yapmas\u0131 olduk\u00e7a tuhaf! TRT, bu ad\u0131m\u0131nda hangi s\u00e2ik ile hareket etmi\u015ftir? En temel T\u00fcrk\u00e7e iml\u00e2 kurallar\u0131ndan bile b\u00eehaber bir \u015fah\u0131s\u0131n yazd\u0131\u011f\u0131 \u201chaber\u201d, \u00f6ncelikle T\u00fcrk\u00e7e\u2019siyle insan\u0131 \u00e7ileden \u00e7\u0131kar\u0131yor. \u00d6rne\u011fin, sat\u0131r sonuna gelen <em>\u201ctepkiler\u201d<\/em> kelimesi, <em>\u201ctepkil-er\u201d<\/em> \u015feklinde b\u00f6l\u00fcn\u00fcyor. Bu \u015fah\u0131s, <em>\u201cya\u015fayan\u201d da <\/em>diyemiyor, bunun yerine <em>\u201cya\u015faylan\u201d<\/em> demeyi tercih ediyor! \u00d6nce, <em>\u201d\u2026 istemiediklerini \u2026\u201d<\/em> diye yaz\u0131yor. Yani bir t\u00fcrl\u00fc <em>\u201c\u2026istemediklerini\u2026\u201d <\/em>diyemiyor. <em>\u201cAnadilini kaybeden\u2026\u201d <\/em>yerine de <em>\u201cAna diline kaybeden\u2026\u201d<\/em> diyor.<\/p>\n<p>\u0130lkokul birinci s\u0131n\u0131f\u0131n ilk d\u00f6neminde \u00f6\u011fretilen iml\u00e2 kurallar\u0131n\u0131 dah\u00ee \u00a0 bilmeyen bir \u015fah\u0131s, nas\u0131l muhabir veya gazeteci olabilir?!<\/p>\n<p>Bir bak\u0131yorsunuz, Laz ve Lazca gibi terimler bir t\u0131rnak i\u00e7inde, bir oldu\u011fu gibi yaz\u0131l\u0131yor. \u201cHaber\u201di yazan \u015fah\u0131s, <em>\u201cLaz k\u00f6kenli vatanda\u015flar\u201d<\/em> m\u0131 desin,<em>\u201cLaz vatanda\u015flar\u201d<\/em> m\u0131 desin, <em>\u201cLazlar\u201d<\/em> m\u0131 desin pek karar veremiyor! <em>\u201cDo\u011fu Karadeniz\u2019de ya\u015fayan\u2026\u201d <\/em> ifadesinin <em>\u201cDo\u011fu Karadeniz B\u00f6lgesi\u2019nde ya\u015fayan\u2026\u201d<\/em> \u00a0 ifadesiyle farkl\u0131 anlama geldi\u011finin de fark\u0131nda de\u011fil!<\/p>\n<p>Ortado\u011fu Gazetesi\u2019nin bu \u201chaber\u201dini i\u015fin ehilleri incelerse, daha nice T\u00fcrk\u00e7e iml\u00e2 hatas\u0131 bulacaklar\u0131na ku\u015fku yok. Bu gazetenin, T\u00fcrk\u00e7e ve Tarih bilgisinin yan\u0131 s\u0131ra aritmetik ve co\u011frafya bilgisinin de pek zay\u0131f oldu\u011fu g\u00f6r\u00fcl\u00fcyor. 8. ve 9. sayfalar\u0131n yerlerini kar\u0131\u015ft\u0131r\u0131yor; \u201cRize\u201dnin \u201cHem\u015fin il\u00e7esi\u201dnin nerede oldu\u011funu da bilmiyor!<\/p>\n<p>Ortado\u011fu Gazetesi, T\u00fcrk\u00e7esi olduk\u00e7a k\u0131t bir \u015fah\u0131s taraf\u0131ndan masa ba\u015f\u0131nda ve pek acemice uyduruldu\u011fu belli olan bu asparagas haberi, Lazlar\u0131n kanaatlerini dile getiriyormu\u015f gibi servis ediyor. Ancak, \u201c\u015fekil \u015fartlar\u0131\u201dna uymay\u0131 unutuyor! \u201cHaber\u201di yazan muhabir belli de\u011fil! \u00dcstelik, bu belli olmayan \u201cmuhabir\u201din, konu\u015ftu\u011fu ki\u015fi veya ki\u015filer de nedense yine belli de\u011fil! B\u00f6yle bir durumdan, b\u00fct\u00fcn Lazlar\u0131n ayn\u0131 kanaatte oldu\u011fu sonucu nas\u0131l \u00e7\u0131kart\u0131labilir ki?! Bir referandum mu yap\u0131lm\u0131\u015ft\u0131r? T\u00fcrkiye\u2019de ya\u015fayan Lazlar\u0131n tamam\u0131 bir referandumda, TRT\u2019nin Lazca yay\u0131n yapmas\u0131na \u201chay\u0131r\u201d m\u0131 demi\u015ftir? Yap\u0131lmayan referandumlar\u0131n sonu\u00e7lar\u0131n\u0131, i\u015fine geldi\u011fi \u015fekilde il\u00e2n etme yetkisini Ortado\u011fu Gazetesi nereden al\u0131yor? Bu tav\u0131r gazetecili\u011fe de, meslek ciddiyetine de, hukuka da ayk\u0131r\u0131 de\u011fil mi?<\/p>\n<p>Gazete, bir yandan TRT\u2019nin yetkililerine, <em>\u201cBak\u0131n, Lazlar, anadillerinde TRT\u2019nin yay\u0131n yapmas\u0131na kar\u015f\u0131\u201d<\/em> demeye \u00e7al\u0131\u015f\u0131rken, di\u011fer yandan da, (\u201cSo\u011fuk Sava\u015f y\u0131llar\u0131\u201dn\u0131n al\u0131\u015fkanl\u0131\u011f\u0131yla olacak) Lazlara akl\u0131nca aba alt\u0131ndan sopa g\u00f6stermek istiyor.<\/p>\n<p>Lazca sadece \u201chaber\u201dde belirtilen y\u00f6relerde konu\u015fulmuyor. Lazca, &#8220;Doksan\u00fc\u00e7 Harbi&#8221;nden (1877-1878) sonra Osmanl\u0131 y\u00f6netimi d\u0131\u015f\u0131nda kalan topraklardan g\u00f6\u00e7 ederek Ak\u00e7akoca, Karam\u00fcrsel, Sapanca, D\u00fczce, Yalova vb. muhacir yerle\u015fim merkezlerinden olu\u015fan \u201cdiaspora\u201dda ya\u015fayan Lazlar taraf\u0131ndan da konu\u015fulmaktad\u0131r.<\/p>\n<p>Gazete, DSP-MHP- ANAP H\u00fck\u00fcmetinin yapt\u0131\u011f\u0131 k\u0131sm\u00ee demokratik d\u00fczenlemelerin ard\u0131ndan, AKP H\u00fck\u00fcmetinin k\u0131s\u0131tl\u0131 da olsa TRT\u2019de anadil yay\u0131nlar\u0131n\u0131 ba\u015flatmas\u0131n\u0131 hazmedemiyor. Lazlar\u0131n, TRT\u2019de Lazca, \u201cK\u00fcrt\u00e7e\u201d ve \u00c7erkes\u00e7e yay\u0131nlara kar\u015f\u0131 olduklar\u0131 yalan\u0131n\u0131 da yazarak, farkl\u0131 anadilleri olan insanlar aras\u0131na akl\u0131nca nifak tohumlar\u0131 ekmeye ve birbirlerine kar\u015f\u0131 \u00a0 k\u0131\u015fk\u0131rtmaya \u00e7al\u0131\u015f\u0131yor.<\/p>\n<p>Ortado\u011fu Gazetesi, Mustafa Kemal\u2019in, 1 May\u0131s 1920\u2019de Meclis\u2019te yapt\u0131\u011f\u0131 konu\u015fmay\u0131 hat\u0131rlas\u0131n : <em>\u201c &#8230; Burada maksut olan ve meclis-i alinizi te\u015fkil eden zevat yaln\u0131z T\u00fcrk de\u011fildir. Y\u0131llar sonra T\u00fcrkiye\u2019nin di\u011fer anadilleri i\u00e7in tam bir umut do\u011fdu derken, bu kez de TRT\u2019nin haks\u0131zl\u0131\u011f\u0131na u\u011fran\u0131l\u0131yor; Abazaca ve G\u00fcrc\u00fcce ile birlikte Lazca yay\u0131n da yapm\u0131yor.<\/p>\n<p>Bu geli\u015fmeler s\u0131ras\u0131nda g\u00f6zler, parlamento \u00fcyesi ve anadilleri Abazaca, G\u00fcrc\u00fcce veya Lazca olan veya en az\u0131ndan o anadillerini konu\u015fan ailelerden gelen milletvekillerini ar\u0131yordu. Televizyon kanallar\u0131 ilgi g\u00f6stermedi; kendisiyle g\u00f6r\u00fc\u015fmeler yap\u0131lmad\u0131. Oysa, bas\u0131n mensuplar\u0131 Bek\u00e2ro\u011flu\u2019nun bu a\u00e7\u0131klamas\u0131n\u0131n ard\u0131ndan, kendisine en az\u0131ndan Lazca ve G\u00fcrc\u00fcce haberleri TRT\u2019de kimin haz\u0131rlay\u0131p sunaca\u011f\u0131, bu konuda G\u00fcrcistan Cumhuriyeti\u2019nde G\u00fcrc\u00fcce ve Lazca alan\u0131nda yeti\u015fmi\u015f dilbilimci, program yap\u0131mc\u0131lar\u0131 ve spikerlerden nas\u0131l faydalan\u0131labilece\u011fi gibi konularda da sorular y\u00f6neltebilirlerdi.<\/p>\n<p>Bek\u00e2ro\u011flu\u2019nun yapt\u0131\u011f\u0131 hakl\u0131 \u00e7\u0131k\u0131\u015f\u0131n\u0131n, anadilleri Lazca olan di\u011fer politikac\u0131lar taraf\u0131ndan da bir \u015fekilde takip edilmesi s\u00f6z konusu olabilirdi. Bu ise \u201cbaz\u0131lar\u0131\u201d taraf\u0131ndan ho\u015f kar\u015f\u0131lanm\u0131yor, bunun \u00f6n\u00fcn\u00fcn kesilmesi isteniyordu. Bir mesaj verilmeliydi! Bek\u00e2ro\u011flu\u2019nun a\u00e7\u0131klamas\u0131n\u0131n hemen ard\u0131ndan, Milliyet Gazetesi gibi \u201cT\u00fcrkiye\u2019nin di\u011fer anadilleri\u201dne sayg\u0131yla yakla\u015ft\u0131\u011f\u0131 g\u00f6zlenen bir gazetede, 13 Haziran 2004 tarihinde olduk\u00e7a k\u0131sa, ancak \u201ci\u015fin ehli\u201d taraf\u0131ndan \u201c\u00f6zenle\u201d haz\u0131rlanm\u0131\u015f <em>\u201cLazlar, \u00f6zel yay\u0131na kar\u015f\u0131\u201d<\/em> ba\u015fl\u0131kl\u0131 bir \u201chaber\u201d yay\u0131nland\u0131.<\/p>\n<p>Bu \u201chaber\u201d ertesi g\u00fcn\u00fc, \u00e7ok k\u00f6t\u00fc bir T\u00fcrk\u00e7e ile allan\u0131p pulland\u0131r\u0131lm\u0131\u015f olarak Ortado\u011fu Gazetesi\u2019nde de yay\u0131nland\u0131. Milliyet Gazetesi\u2019nin \u201chaber\u201di bu y\u00f6n\u00fcyle de ilgi \u00e7ekici!<\/p>\n<p>Lazca\u2019n\u0131n, \u201c93 Harbi\u201dnden (1877-78) sonra Ak\u00e7akoca, Karam\u00fcrsel, Sapanca, D\u00fczce, Yalova vb. yerle\u015fim birimlerinde olu\u015fan \u201cLaz diasporas\u0131\u201d\u0131nda toplu olarak ya\u015fayan yurtta\u015flar aras\u0131nda da, ekonomik sebeplerden dolay\u0131 gerek Do\u011fu Karadeniz B\u00f6lgesi\u2019nden gerekse de belirtilen bu \u201cdiaspora\u201ddan \u00a0 g\u00f6\u00e7 edip \u0130stanbul gibi b\u00fcy\u00fck \u015fehirlerde da\u011f\u0131n\u0131k olarak ya\u015fayan yurtta\u015flar aras\u0131nda da konu\u015fuldu\u011funu g\u00f6z ard\u0131 eden bu \u201chaber\u201din kim veya kimlerle konu\u015fularak haz\u0131rland\u0131\u011f\u0131 belli de\u011fil! Bu \u201chaber\u201di kimin yapt\u0131\u011f\u0131 belli de\u011fil! \u201cHaber\u201din \u201cmahrec\u201di de belli de\u011fil! Bu gazetenin yetkilileri acaba bunun fark\u0131nda m\u0131? Bu \u201chaber\u201de g\u00f6re; TRT\u2019nin Lazca yay\u0131n yapmas\u0131 ayr\u0131mc\u0131l\u0131km\u0131\u015f! Bu \u201chaber\u201d, yaln\u0131zca b\u00fct\u00fcn Lazlar TRT\u2019nin Lazca yay\u0131n yapmas\u0131na kar\u015f\u0131ym\u0131\u015f gibi g\u00f6stermekle kalmay\u0131p, Lazlar\u0131 \u201cK\u00fcrt\u00e7e\u201d ve \u00c7erkes\u00e7e yay\u0131nlara kar\u015f\u0131ym\u0131\u015flar gibi de g\u00f6steriyor. B\u00f6ylelikle K\u00fcrt ve \u00c7erkeslerle Lazlar aras\u0131na d\u00fc\u015fmanl\u0131k tohumlar\u0131 da sa\u00e7\u0131lmak isteniyor. B\u00f6yle \u201chaber\u201d olur mu?<\/p>\n<p>Bu \u201chaber\u201din, Bek\u00e2ro\u011flu\u2019nun a\u00e7\u0131klamas\u0131n\u0131n hemen ard\u0131ndan yay\u0131nlanmas\u0131 sebebiyle, ilk bak\u0131\u015fta O\u2019na bir cevap oldu\u011fu de\u011ferlendirilebilirse de, as\u0131l hedef Lazca \u2018d\u0131r. Bek\u00e2ro\u011flu\u2019nun a\u00e7\u0131klamas\u0131nda Lazca\u2019n\u0131n yan\u0131 s\u0131ra G\u00fcrc\u00fcce\u2019yi sahiplenmesi de, \u201chaber\u201di haz\u0131rlayan\u0131n ho\u015funa gitmiyor. \u0130ki karde\u015f dil, yani Lazca ve G\u00fcrc\u00fcce yan yana g\u00f6r\u00fclmek istenmemektedir. Bek\u00e2ro\u011flu\u2019nun demokratik hakk\u0131n\u0131 kullanmak i\u00e7in yapt\u0131\u011f\u0131 a\u00e7\u0131klaman\u0131n ard\u0131ndan yay\u0131nlanan bu \u201dhaber\u201d, bu ger\u00e7e\u011fi bir kez daha a\u00e7\u0131\u011fa vurmu\u015ftur. Bu geli\u015fme beni, bu sendikan\u0131n 1997\u2019de yay\u0131nlad\u0131\u011f\u0131 kitaptan, \u00e7ok \u00f6nceden ald\u0131\u011f\u0131m notlar\u0131 tekrar g\u00f6zden ge\u00e7irmeye sevk etti. Uygulayacaklar\u0131 programlarda birliktelik Maarif Bakanl\u0131\u011f\u0131nca sa\u011flanacakt\u0131r.<\/em><\/p>\n<p><em>\u0130lkokul paras\u0131z ve zorunludur. B\u00fct\u00fcn genel ve \u00f6zel okullarda e\u011fitim dili T\u00fcrk\u00e7e\u2019dir. Y\u00f6resel dil ikinci planda yer alacakt\u0131r.\u201d<\/em><\/p>\n<p>1909\u2019da kurulmu\u015f olan Osmanl\u0131 Demokrat F\u0131rkas\u0131 Program\u0131n\u0131n 9. konuya \u015f\u00f6yle yakla\u015f\u0131yor: \u201c<em>Ayr\u0131l\u0131k\u00e7\u0131 giri\u015fimleri ta\u015f\u0131mamak ko\u015fuluyla ilkokullarda y\u00f6resel dil (Anadili) kullan\u0131lacakt\u0131r&#8230;\u201d<\/em><\/p>\n<p>1910\u2019da kurulmu\u015f olan Ahali F\u0131rkas\u0131 program\u0131n\u0131n 16 maddesi konuya \u015f\u00f6yle yakla\u015f\u0131yor:<em> \u201cDevletin resm\u00ee dilinin T\u00fcrk\u00e7e olmas\u0131 nedeniyle okul ve medreselerde T\u00fcrk\u00e7e e\u011fitimine devam edilecektir. Devletin resm\u00ee dininin \u0130slam olmas\u0131 nedeniyle de Arap\u00e7a \u00f6\u011fretimine \u00f6zel \u00f6nem verilecektir. Di\u011fer halklar\u0131n dillerinde e\u011fitim yapmalar\u0131 serbesttir.\u201d<\/em><\/p>\n<p>1911\u2019de kurulmu\u015f olan H\u00fcrriyet ve \u0130til\u00e2f F\u0131rkas\u0131 ise, program\u0131n\u0131n 20. maddesinde \u015funlar\u0131 yaz\u0131yor<em>:\u201d K\u00f6y okullar\u0131nda ve genel olarak ilkokullarda e\u011fitim y\u00f6renin diliyle (anadilde) yap\u0131lacakt\u0131r.<\/em><\/p>\n<p>1912\u2019de kurulmu\u015f olan ve kurucular\u0131 aras\u0131nda T\u00fcrk\u00e7\u00fc (Turanc\u0131) g\u00f6r\u00fc\u015fleriyle bilinen Yusuf Ak\u00e7ora\u2019n\u0131n da bulundu\u011fu Mill\u00ee Me\u015frutiyet Partisi, program\u0131n\u0131n 33. maddesinde \u015fu g\u00f6r\u00fc\u015flere yer vermektedir<em>: \u201c\u2026 B\u00fct\u00fcn ilkokul, ortaokul ve \u0130lk\u00f6\u011fretmen okullar\u0131 \u00f6zel kanunlarla il Genel Meclislerine devredilecektir.<\/em><\/p>\n<p><em>\u0130lk\u00f6\u011fretim paras\u0131zd\u0131r. Zorunlu ilk\u00f6\u011fretimin fiili olarak uygulan\u0131lmas\u0131na \u00e7aba g\u00f6sterilecektir.<\/em><\/p>\n<p><em>Her nahiye merkezinde ilkokul binalar\u0131n\u0131n \u00f6nem s\u0131ras\u0131na g\u00f6re yap\u0131lmas\u0131na \u00f6ncelik verilecektir. Y\u00f6redeki ilk\u00f6\u011fretim o y\u00f6redeki n\u00fcfus \u00e7o\u011funlu\u011funun diliyle yap\u0131lacakt\u0131r.<\/em><\/p>\n<p><em>Ancak devletin resm\u00ee dili olan T\u00fcrk\u00e7e de bu okullarda mutlaka \u00f6\u011frenilecektir. \u0130lk ve ortaokullara \u00f6\u011fretmen yeti\u015ftiren Dar\u00fclmuallimler ihtiya\u00e7 \u00f6l\u00e7\u00fcs\u00fcnde a\u00e7\u0131lacakt\u0131r.\u201d<\/em><\/p>\n<p>1918\u2019de kurulmu\u015f olan Tecedd\u00fct F\u0131rkas\u0131, program\u0131n\u0131n 113. maddesinde konuya ili\u015fkin yakla\u015f\u0131m\u0131n\u0131 \u015f\u00f6yle ifade ediyor:<em> \u201cDevlet ilkokullar\u0131nda resm\u00ee dil \u00f6\u011fretimi zorunlu olmakla birlikte y\u00f6renin anadilinde \u00f6\u011fretim yap\u0131lacakt\u0131r.\u201d<\/em><\/p>\n<p>\u201cCHP\u2019nin tek parti y\u00f6netimi\u201d, ulusal sanayinin kapitalist \u00fcretim ili\u015fkileri ve kurumlar\u0131n\u0131 geli\u015ftiremedi. Yerel \u00fcretim ili\u015fkilerini tasfiye edemedi. Yerel \u00fcretim ili\u015fkilerinin ortaya \u00e7\u0131karm\u0131\u015f oldu\u011fu ve besledi\u011fi dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 \u201cdo\u011fal\u201d bir yok olu\u015f s\u00fcrecine s\u00fcr\u00fckleyemedi. Bunun yerine dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 do\u011fal olmayan bir yolla, yani resm\u00ee ideoloji ve tarih tezleriyle ortadan kald\u0131rmaya \u00e7al\u0131\u015ft\u0131. \u201cCHP\u2019nin tek parti y\u00f6netimi\u201d ve \u201cSo\u011fuk Sava\u015f y\u0131llar\u0131\u201d boyunca T\u00fcrkiye\u2019nin \u201c\u00e7ok dilli\u201d bir \u00fclke oldu\u011fu ger\u00e7e\u011fi kabullenilmek istenmedi. T\u00fcrk\u00e7e\u2019nin resm\u00ee dil olmas\u0131n\u0131n yan\u0131nda, \u201ckonu\u015fanlar\u0131 say\u0131ca (daha) az diller\u201d veya \u201cyerel diller\u201din de varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrebilmeleri ve kurumsalla\u015fmalar\u0131n\u0131n, \u201culusla\u015fma\u201d \u00f6n\u00fcnde bir engel te\u015fkil etmeyece\u011fi g\u00f6r\u00fclmedi. \u00dcstelik baz\u0131 d\u00f6nemlerde, bu anadillerin konu\u015fulmalar\u0131na y\u00f6nelik bask\u0131lar bile uyguland\u0131.<\/p>\n<p>E\u011fitim Sen\u2019in, T\u00fcrkiye\u2019nin di\u011fer anadilleri konusundaki bu anlaml\u0131 m\u00fccadelesi, herkesi d\u00fc\u015f\u00fcnd\u00fcrmeli ve birlikte bu anadilleri i\u00e7in somut ad\u0131mlar at\u0131lmas\u0131 i\u00e7in bir f\u0131rsat olarak de\u011ferlendirilmelidir. Olduk\u00e7a uzun ba\u015fl\u0131klar\u0131 olan bu y\u00f6netmeliklerden ilki i\u00e7in ben, bu makalemde, \u201cKurs Y\u00f6netmeli\u011fi\u201d, di\u011feri i\u00e7in de \u201cRadyo-TV Y\u00f6netmeli\u011fi\u201d ifadelerini kullanaca\u011f\u0131m.<\/p>\n<p>\u00d6ncelikle her iki y\u00f6netmeli\u011fin ba\u015fl\u0131\u011f\u0131nda ge\u00e7en ifadelere dikkat \u00e7ekmek istiyorum. <em>\u201c\u2026 G\u00fcnl\u00fck Ya\u015famlar\u0131nda\u2026\u201d<\/em> ne anlama geliyor? Dil, g\u00fcnl\u00fck ya\u015fam d\u0131\u015f\u0131nda ba\u015fka nerelerde kullan\u0131labilir ki, bu ifadeye ihtiya\u00e7 duyulmu\u015f? <em>\u201c\u2026 Geleneksel Olarak Kulland\u0131klar\u0131\u2026\u201d<\/em> ifadesi de olduk\u00e7a ilgin\u00e7. Bu ifadeyi yazanlara sormak l\u00e2z\u0131m: Ne kadar Geleneksel? \u00d6rne\u011fin, Anadolu\u2019nun yerli dilleri Arap\u00e7a, G\u00fcrc\u00fcce, Hem\u015fince , K\u0131rmanci, Lazca, Pontus\u00e7a, Rumca, S\u00fcryanice, Zazaca vb. anadiller kadar m\u0131 geleneksel?! Yoksa Anadolu\u2019ya g\u00f6\u00e7men Abazaca, Ad\u0131\u011fece, Arnavut\u00e7a, Bo\u015fnak\u00e7a, \u00c7e\u00e7ence, \u0130ngu\u015f\u00e7a, Kabardeyce, Kara\u00e7ay(l\u0131)-Balkar(l\u0131)ca, Kumuk\u00e7a, Ladino, Lak\u00e7a, Pomak\u00e7a vb. anadiller kadar m\u0131 geleneksel?!<\/p>\n<p><em>\u201c\u2026 Farkl\u0131 Dil ve Leh\u00e7eler\u2026\u201d<\/em> \u00a0 ifadesi ise, bu y\u00f6netmelikleri yazanlar\u0131n olduk\u00e7a paradoksal bir yakla\u015f\u0131m i\u00e7inde olduklar\u0131n\u0131 g\u00f6steriyor. <em>\u201cDil\u201d<\/em> ve <em>\u201cleh\u00e7e\u201d<\/em> kavramlar\u0131n\u0131n olduk\u00e7a g\u00f6receli kavramlar oldu\u011funu belirtmeliyim. Konumuzla ba\u011flant\u0131l\u0131 olarak sorarsak, bir anadilinin dil mi, leh\u00e7e mi oldu\u011funa kim, nas\u0131l karar veriyor? \u00d6rne\u011fin, K\u0131rmanci ve Zazaca dil mi, leh\u00e7e mi? Hangisi hangisinin leh\u00e7esi? \u00c7e\u00e7ence ve \u0130ngu\u015f\u00e7a ile ilgili ayn\u0131 soru sorulabilir? Ladino, \u0130spanyolca\u2019n\u0131n m\u0131, T\u00fcrk\u00e7e\u2019nin mi, \u0130branice\u2019nin mi leh\u00e7esi? Ya Ad\u0131\u011fece, Kabardeyce ili\u015fkisine ne diyece\u011fiz? Abazaca ile Abhazca ili\u015fkisi nas\u0131l a\u00e7\u0131klanacak? Dil ve leh\u00e7e ili\u015fkisine g\u00f6re, G\u00fcrc\u00fcce ile Lazca, Hem\u015fince ile Ermenice, Pontus\u00e7a ile Rumca aras\u0131ndaki ili\u015fki nas\u0131l tan\u0131mlanacak?<\/p>\n<p>Ku\u015fkusuz bu t\u00fcr d\u00fczenlemelerde kanun ve y\u00f6netmeliklere bir ba\u015fl\u0131k verilmeli. Anadillerle ilgili bu y\u00f6netmeliklerde, <em>\u201cT\u00fcrkiye\u2019nin Di\u011fer Anadilleri\u201d<\/em> ba\u015fl\u0131\u011f\u0131 en uygun ba\u015fl\u0131k olarak kabul edilebilirdi. Gerek <em>\u201cKurs Y\u00f6netmeli\u011fi\u201d<\/em> ve gerekse de <em>\u201cRadyo-TV Y\u00f6netmeli\u011fi\u201d<\/em>nde en ba\u015fta da, yine <em>\u201cFarkl\u0131 Dil ve Leh\u00e7eler\u201d<\/em> ifadesi yerine, bu anadiller tek tek say\u0131lmal\u0131yd\u0131. E\u011fer \u015fekl\u00ee ifadelerin d\u0131\u015f\u0131nda bir tak\u0131m s\u0131n\u0131fland\u0131rmalara ihtiya\u00e7 duyuluyorsayd\u0131, bu anadiller <em>\u201cyerli-g\u00f6\u00e7men\u201d<\/em>, <em>\u201ctoplu olarak- da\u011f\u0131n\u0131k olarak konu\u015fulanlar\u201d<\/em>, <em>\u201cN\u00fcfus say\u0131mlar\u0131nda yer alan- hi\u00e7 yer almam\u0131\u015f\u201d<\/em> gibi veya konu\u015fanlar\u0131n\u0131 (<em>\u201ctahmin\u00ee\u201d <\/em>) say\u0131s\u0131na g\u00f6re vb. s\u0131n\u0131fland\u0131r\u0131labilirdi.<\/p>\n<p>Genel olarak Kurs y\u00f6netmeliklerinin i\u015fi zora ko\u015fucu, k\u0131s\u0131tlay\u0131c\u0131, \u015fekilci, b\u00fcrokrasiye \u00f6nem verir \u00f6zellikte oldu\u011funu biliyoruz. \u201cAma\u00e7\u201d b\u00f6l\u00fcm\u00fcndeki 1. madde, y\u00f6netmeli\u011fin amac\u0131n\u0131 \u015f\u00f6yle a\u00e7\u0131kl\u0131yor: <em>\u201cBu Y\u00f6netmeli\u011fin amac\u0131, T\u00fcrk vatanda\u015flar\u0131n\u0131n g\u00fcnl\u00fck ya\u015famlar\u0131nda geleneksel olarak kulland\u0131klar\u0131 farkl\u0131 dil ve leh\u00e7elerin \u00f6\u011frenilmesine ili\u015fkin 8\/6\/1965 tarihli ve 625 say\u0131l\u0131 \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Kanununa g\u00f6re a\u00e7\u0131labilecek \u00f6zel kurslar\u0131n a\u00e7\u0131l\u0131\u015f, i\u015fleyi\u015f ve denetim esaslar\u0131n\u0131 d\u00fczenlemektir.\u201d<\/em><\/p>\n<p>Ba\u015fta, bu <em>\u201cdil ve leh\u00e7eler<\/em>\u201din adlar\u0131 yaz\u0131lmal\u0131yd\u0131. Yine bu <em>\u201cdil ve leh\u00e7eler\u201d<\/em>, madem konu\u015fuluyor, neden ve kimlere \u00f6\u011fretilece\u011fi de a\u00e7\u0131k\u00e7a belirtilmeliydi!<\/p>\n<p>Bu y\u00f6netmeli\u011fin <em>\u201cen ilgi \u00e7ekici\u201d<\/em> maddesi, <em>\u201cG\u00f6revlendirme\u201d<\/em> ilgili olan 7. madde. \u015e\u00f6yle diyor: <em>\u201cA\u00e7\u0131lmas\u0131na izin verilen kursta; m\u00fcd\u00fcr, m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, \u00f6\u011fretmen ve usta \u00f6\u011fretici ile di\u011fer personel g\u00f6revlendirilir.<\/em><\/p>\n<p><em>\u00c7al\u0131\u015fma izni verilecek personelin, 625 say\u0131l\u0131 \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Kanunu ile Milli E\u011fitim Bakanl\u0131\u011f\u0131na Ba\u011fl\u0131 \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Y\u00f6netmeli\u011finde belirtilen nitelik ve ko\u015fullar\u0131 ta\u015f\u0131mas\u0131, T\u00fcrkiye Cumhuriyeti vatanda\u015f\u0131 olmas\u0131, Talim ve Terbiye Kurulunca belirlenen nitelik ve ko\u015fullara sahip olmas\u0131 gerekir.<\/em><\/p>\n<p><em>G\u00f6revlendirilecek personele 625 say\u0131l\u0131 \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Kanununun 23 nc\u00fc maddesi ve Milli E\u011fitim Bakanl\u0131\u011f\u0131na Ba\u011fl\u0131 \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Y\u00f6netmeli\u011finin ilgili madde h\u00fck\u00fcmlerine g\u00f6re \u00e7al\u0131\u015fma izni verilir\u2026\u201d<\/em><\/p>\n<p>Bu madde, bu kadar a\u00e7\u0131klamada bulunmas\u0131na ra\u011fmen, anadillerini bilmeyen insanlara ders verecek \u00f6\u011fretmenlere ili\u015fkin somut bir bilgi vermiyor. Yak\u0131n zamana kadar yok say\u0131lan dillerde ders verecek \u00f6\u011fretmenlerin nereden sa\u011flanaca\u011f\u0131 a\u00e7\u0131k\u00e7a belirtilmeliydi.<\/p>\n<p><em>\u201cKurs Y\u00f6netmeli\u011fi\u201d<\/em>, derslerde kullan\u0131lacak alfabe ve ders materyallerine ili\u015fkin de bilgi vermiyor. \u00d6rne\u011fin derslerde <em>\u201cKuzey Kafkasya Dilleri<\/em>\u201dnin yaz\u0131m\u0131nda (Kuzey Kafkasya\u2019da oldu\u011fu gibi) <em>\u201cKiril Alfabesi\u201d<\/em>ni, <em>\u201cG\u00fcney Kafkasya Dilleri<\/em>\u201dnin yaz\u0131m\u0131nda (G\u00fcrcistan \u2019da oldu\u011fu gibi) <em>\u201cKartuli Anbani<\/em>\u201dyi ve Zazaca ve K\u0131rmanci dillerinin yaz\u0131m\u0131nda, (Orta Do\u011fu\u2019da oldu\u011fu gibi) <em>\u201cArap Alfabesi\u201d<\/em>ni kullanmay\u0131 da isterlerse, ne olacak? Ya da <em>\u201co b\u00f6lgelerde\u201d<\/em> haz\u0131rlanm\u0131\u015f kitaplar\u0131 aynen veya k\u00fc\u00e7\u00fck de\u011fi\u015fikliklerle kullanmak isterlerse, yetkililerin tavr\u0131 ne olacak? B\u00fct\u00fcn bunlar, bu y\u00f6netmelikte yer alabilirdi. Bu y\u00f6netmeli\u011fin, yurtta\u015flar\u0131n ger\u00e7ekliklerinden hareketle de\u011fil, b\u00fcrokrat zihniyetle ve \u00fcstelik de ba\u015ftan savma haz\u0131rland\u0131\u011f\u0131n\u0131n bir g\u00f6stergesidir.<\/p>\n<p><em>\u201cKurs y\u00f6netmeli\u011finin\u201d<\/em> ba\u015fl\u0131\u011f\u0131 gibi bu y\u00f6netmeli\u011fin ba\u015fl\u0131\u011f\u0131 da ayn\u0131 ele\u015ftirilerimizin muhatab\u0131. Ancak bu y\u00f6netmeli\u011fin i\u00e7eri\u011fi daha da \u201dilgin\u00e7\u201d. Bu y\u00f6netmeli\u011fin 5. maddesinde yer alan, <em>\u201cBu dil ve leh\u00e7elerde sadece yeti\u015fkinler i\u00e7in haber, m\u00fczik ve geleneksel k\u00fclt\u00fcr\u00fcn tan\u0131t\u0131lmas\u0131na y\u00f6nelik yay\u0131nlar yap\u0131labilir.\u201d<\/em> ve <em>\u201cBu dil ve leh\u00e7elerin \u00f6\u011fretilmesine y\u00f6nelik yay\u0131n yap\u0131lamaz.\u201d <\/em>ifadesi, y\u0131llarca yasaklanan anadillere s\u00f6zde \u00f6zg\u00fcrl\u00fck vermek i\u00e7in haz\u0131rlanan bu y\u00f6netmeli\u011fin nas\u0131l yasak\u00e7\u0131 bir zihniyet ta\u015f\u0131d\u0131\u011f\u0131n\u0131 g\u00f6steriyor. \u00c7ocuklar\u0131, ruhen ve bedenen geli\u015fmeleri konusunda korumayan, gerekli tedbirleri almayan bir anlay\u0131\u015f, bu \u00e7ocuklar\u0131 anadillerine kar\u015f\u0131, vebadan uzak tutmaya \u00e7al\u0131\u015f\u0131r gibi davranmakta, kafalarda bug\u00fcn bile karantinalar olu\u015fturmaya \u00e7al\u0131\u015fmaktad\u0131r. Anadilde radyo-TV yay\u0131nlar\u0131n\u0131 yaln\u0131zca \u201cyeti\u015fkinlere\u201d y\u00f6nelik bir \u00e7izgide tutmaya \u00e7al\u0131\u015fmak nas\u0131l bir ruh halinin tezah\u00fcr\u00fcd\u00fcr?! \u00c7ocuk yeti\u015fkin olmayacak m\u0131? Yeti\u015fkin bir zamanlar \u00e7ocuk de\u011fil miydi? G\u00fcn\u00fcm\u00fcz\u00fcn yeti\u015fkini, \u00e7ocuklu\u011funda anadilinin konu\u015fulmas\u0131n\u0131n bile \u00e7e\u015fitli \u015fekillerde yasakland\u0131\u011f\u0131n\u0131 bilmiyor mu? G\u00fcn\u00fcm\u00fcz\u00fcn \u00e7ocu\u011fu, ileride yeti\u015fkin olunca bu \u201ckomik uygulamalar\u0131\u201d sorgulamayacak m\u0131?<\/p>\n<p>Yine ayn\u0131 maddede yer alan,\u201d <em>Kamu ve \u00f6zel ulusal yay\u0131n lisans\u0131 sahibi radyo ve televizyon kurulu\u015flar\u0131, bu dil ve leh\u00e7elerdeki yeniden iletim konusu yay\u0131nlar\u0131 da dahil olmak \u00fczere; radyo kurulu\u015flar\u0131 g\u00fcnde 60 dakikay\u0131 a\u015fmamak \u00fczere haftada toplam be\u015f saat, televizyon kurulu\u015flar\u0131 ise g\u00fcnde 45 dakikay\u0131 a\u015fmamak \u00fczere haftada toplam d\u00f6rt saat yay\u0131n yapabilirler.\u201d <\/em>h\u00fckm\u00fc ise s\u00fcre a\u00e7\u0131s\u0131ndan da bir k\u0131s\u0131tlay\u0131c\u0131l\u0131k g\u00f6stergesidir.<\/p>\n<p>Ayn\u0131 maddedeki, <em>\u201cBu dil ve leh\u00e7elerin \u00f6\u011fretilmesine y\u00f6nelik yay\u0131n yap\u0131lamaz.\u201d <\/em>\u015feklindeki vurgu \u00fczerinde uzunca d\u00fc\u015f\u00fcnmeyi gerektiriyor. TRT\u2019nin e\u011fitim-\u00f6\u011fretime ay\u0131rd\u0131\u011f\u0131 televizyon kanallar\u0131ndan biri,\u201dTV 4\u201d, \u0130ngilizce, Frans\u0131zca, Almanca \u00f6\u011freten yay\u0131nlar yap\u0131yor. Ama bu \u00fclkenin yurtta\u015flar\u0131n\u0131n kendi anadillerini \u00f6\u011frenmelerine ve geli\u015ftirmelerine y\u00f6nelik yay\u0131nlar\u0131n yap\u0131lmas\u0131 daha ba\u015ftan engellenmeye \u00e7al\u0131\u015f\u0131l\u0131yor. Do\u011fald\u0131r ki, TRT\u2019nin TV ve radyo kanallar\u0131nda, bu sayd\u0131\u011f\u0131m\u0131z Bat\u0131 Dilleri de, \u0130spanyolca, Rus\u00e7a, \u00c7ince de ve di\u011fer Bat\u0131 dilleri de \u00f6\u011fretilebilmelidir.TRT\u2019nin TV ve radyo kanallar\u0131nda T\u00fcrkiye\u2019nin di\u011fer anadilleri de \u00f6\u011fretilebilmelidir. Bu \u00fclkenin yurtta\u015flar\u0131n\u0131n anadilleri TRT\u2019nin TV ve radyo kanallar\u0131nda \u00f6ncelikle \u00f6\u011fretilmelidir!<\/p>\n<ol start=\"5\">\n<li>madde \u201caltyaz\u0131 ve terc\u00fcme konusunda ise \u015f\u00f6yle diyor: <em>\u201cBu dil ve leh\u00e7elerde yeniden iletim konusu yay\u0131nlar dahil, televizyon yay\u0131n\u0131 yapan kurulu\u015flar bu yay\u0131nlar\u0131n\u0131 i\u00e7erik ve s\u00fcre a\u00e7\u0131s\u0131ndan bire bir olmak kayd\u0131yla, T\u00fcrk\u00e7e alt yaz\u0131yla vermekle veya hemen akabinde T\u00fcrk\u00e7e terc\u00fcmesini yay\u0131nlamakla, radyo yay\u0131n\u0131 yapan kurulu\u015flar ise program\u0131n yay\u0131nlanmas\u0131n\u0131 takiben T\u00fcrk\u00e7e terc\u00fcmesini yay\u0131nlamakla y\u00fck\u00fcml\u00fcd\u00fcr.\u201d<\/em><\/li>\n<\/ol>\n<p>Bu kadar k\u0131s\u0131tlay\u0131c\u0131 h\u00fck\u00fcmler getiren bir y\u00f6netmeli\u011fin, <em>\u201cT\u00fcrk\u00e7e terc\u00fcmesi\u2026\u201d<\/em> ile neyi kastetti\u011fini a\u00e7\u0131k\u00e7a belirtmesi gerekirdi! \u00d6rne\u011fin; terc\u00fcmeler 1930\u2019lar\u0131n T\u00fcrk\u00e7esi\u2019yle yap\u0131l\u0131rsa ne olacak?!<\/p>\n<p>Yar\u0131n bir g\u00fcn, bir uluslararas\u0131 firma, bu anadillerinden birinde veya hepsinde reklam haz\u0131rlay\u0131p bu anadillerdeki programlar ku\u015fa\u011f\u0131nda yay\u0131nlatmak isterse ne olacak? Y\u00f6netmelik bu konuya de\u011finmeyi unutmu\u015f!<\/p>\n<ol start=\"8\">\n<li>maddede yer alan ifade ise yurtta\u015flara g\u00fcvenmemenin a\u00e7\u0131k bir tez\u00e2h\u00fcr\u00fc: <em>\u201c\u2026 Yay\u0131n kurulu\u015flar\u0131 farkl\u0131 dil ve leh\u00e7elerde yapt\u0131klar\u0131 yay\u0131n s\u00fcresince st\u00fcdyo d\u00fczeni, mevcut logo, ses efekti ve tan\u0131t\u0131c\u0131 ses i\u015faretleri d\u0131\u015f\u0131nda simgeler yer vermemekle y\u00fck\u00fcml\u00fcd\u00fcrler. T\u00fcrkiye\u2019nin b\u00fct\u00fcn anadillerinin \u015fu ya da bu oranda \u00fclkenin hemen her yerinde konu\u015fuldu\u011funu biliyoruz. \u201c\u0130zleyici-dinleyici profili\u201d \u00e7al\u0131\u015fmalar\u0131ndan, anadiller aleyhine \u00e7\u0131kacak her t\u00fcrl\u00fc sonucun bir\u00e7ok bak\u0131mdan \u015faibeli olaca\u011f\u0131na ku\u015fku yok. Bu y\u00f6netmelik \u00e7er\u00e7evesinde TRT, be\u015f anadilde 7 Haziran 2004 Pazartesi g\u00fcn\u00fc radyo ve TV yay\u0131nlar\u0131na ba\u015flad\u0131 Bu anadiller TRT\u2019nin yay\u0131n s\u0131ras\u0131na g\u00f6re \u015f\u00f6yleydi: Bo\u015fnak\u00e7a, Arap\u00e7a, K\u0131rman\u00e7i, \u00c7erkesce ve Zazaca . TRT\u2019nin bu anadillerdeki yay\u0131nlar\u0131; i\u00e7erik, s\u00fcre, yay\u0131nland\u0131klar\u0131 saatler vb. a\u00e7\u0131lardan ele\u015ftirilere u\u011frad\u0131. Ancak \u00f6ncelikle \u00fczerinde durulmas\u0131 gereken konu, yay\u0131n yap\u0131lan anadillerinin say\u0131s\u0131n\u0131n neden be\u015f ile s\u0131n\u0131rland\u0131r\u0131ld\u0131\u011f\u0131d\u0131r. TRT\u2019nin neden Abazaca, Arnavut\u00e7a, G\u00fcrc\u00fcce, Pomak\u00e7a, Lazca gibi anadillerinde de radyo ve TV yay\u0131n\u0131 yapmad\u0131\u011f\u0131 \u00e7ok yaz\u0131ld\u0131, \u00e7izildi. Yurtta\u015flar bu konuda dilek\u00e7e haklar\u0131n\u0131 da kulland\u0131lar, ama TRT hep sessiz kalmay\u0131 tercih etti.<\/p>\n<p>\u00d6ncelikle \u00f6nemli olan TRT\u2019nin, yani devletin, radyo ve televizyonda T\u00fcrkiye\u2019nin ya\u015fayan di\u011fer anadillerinde yay\u0131n yapmas\u0131d\u0131r. Bug\u00fcne kadar \u201cSiyas\u00ee Otorite\u201d taraf\u0131ndan yok say\u0131lan; de\u011fil kurumsalla\u015fmalar\u0131, baz\u0131 d\u00f6nemlerde konu\u015fulmalar\u0131 bile engellenen bu anadilleriyle otoritenin bar\u0131\u015fmas\u0131 ve hatalar\u0131n tamiri y\u00f6n\u00fcnde ad\u0131mlar at\u0131lmas\u0131 \u00f6nemli bir ba\u015flang\u0131\u00e7 olacakt\u0131r. TRT, yay\u0131n yapt\u0131\u011f\u0131 anadillerin say\u0131s\u0131n\u0131 olmas\u0131 gerekti\u011fi say\u0131ya \u00e7\u0131kartmal\u0131d\u0131r. Bunu yaparken, programlar\u0131n i\u00e7eri\u011fi, s\u00fcresi, yay\u0131nlanma s\u00fcresi, sunulu\u015f \u015fekilleri, yay\u0131n saatleri vb. konularda bu anadillerden yana olumlu d\u00fczenlemelere gitmelidir.<\/p>\n<p>T\u00fcrkiye\u2019nin di\u011fer anadilleri denilince, akla bir\u00e7ok soru geliyor. Bunlardan biri, T\u00fcrkiye\u2019nin ka\u00e7 tane di\u011fer anadiline sahip oldu\u011fudur. Bu soruya sa\u011fl\u0131kl\u0131 bir cevap verebilmenin bile olduk\u00e7a zor oldu\u011fu a\u015fik\u00e2rd\u0131r. \u00c7\u00fcnk\u00fc, resm\u00ee anlay\u0131\u015f, \u201cT\u00fcrkiye\u2019nin di\u011fer anadilleri\u201d gibi bir sosyal ger\u00e7ekli\u011fi, y\u00f6netmeliklerin ruhundan da anla\u015f\u0131ld\u0131\u011f\u0131 gibi tan\u0131mamaktad\u0131r. Bunun yan\u0131 s\u0131ra, \u201cMuhalif Kesimler\u201din de bu konuya ili\u015fkin de\u011fil somut \u00e7\u00f6z\u00fcm projeleri, k\u00f6k\u00fc \u00e7ok eskilere dayanan b\u00f6yle bir pedagojik \u00f6zl\u00fc bir demokrasi sorununun bulundu\u011funa dair bir tespitleri bile yoktur; yeri geldi\u011finde sloganik ve ajitatif birka\u00e7 c\u00fcmle ve \u00a0 \u201cUstalar\u2019dan al\u0131nt\u0131lar\u201dla o andaki durumlar\u0131n\u0131 kurtarma \u00e7abas\u0131ndad\u0131rlar.<\/p>\n<p>T\u00fcrkiye\u2019nin di\u011fer anadilleri konusunda \u00f6ncelikle yap\u0131lmas\u0131 gereken, b\u00f6yle pedagojik \u00f6zl\u00fc bir demokrasi sorunun bulundu\u011funun \u201cSiyas\u00ee \u0130rade\u201d taraf\u0131ndan tespit edilmesi, ard\u0131ndan da bu sorunun \u00e7\u00f6z\u00fcm\u00fc i\u00e7in projeler \u00fcretecek yerli ve yabanc\u0131 uzmanlardan komisyonlar\u0131n olu\u015fturulmas\u0131d\u0131r. Ancak b\u00f6ylelikle bu anadillere y\u0131llard\u0131r yap\u0131lan haks\u0131zl\u0131klar\u0131n \u00f6nlenmesi yolunda kal\u0131c\u0131 ad\u0131mlar at\u0131labilir ve bu anadillerin kurumsalla\u015farak gelecek ku\u015faklara aktar\u0131lmalar\u0131 sa\u011flanabilir.<\/p>\n<p>G\u00fcn\u00fcm\u00fczdeki somut uygulamalarla ilgili olarak da, T\u00fcrkiye Cumhuriyeti\u2019nin imzac\u0131s\u0131 oldu\u011fu ve dolay\u0131s\u0131yla da uygulayaca\u011f\u0131n\u0131 taahh\u00fct etti\u011fi, anadilleri konusuyla direkt ba\u011flant\u0131l\u0131 uluslararas\u0131 antla\u015fmalar, s\u00f6zle\u015fmeler vb. a\u00e7\u0131s\u0131ndan gerek \u201cKurs Y\u00f6netmeli\u011fi\u201d gerekse \u201cRadyo-TV Y\u00f6netmeli\u011fi\u201dnin \u201cHukuk\u201da uygunlu\u011funun irdelenmesi, ku\u015fkusuz Baro ve \u201cHukuk\u00e7ular\u201d\u0131n bilgi alan\u0131na giriyor. B\u00f6ylelikle, bu y\u00f6netmelikler \u00e7er\u00e7evesinde, \u201cAnadil Kurslar\u0131\u201dna y\u00f6nelik Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n uygulamalar\u0131 ve \u201cT\u00fcrkiye\u2019nin di\u011fer anadillerindeki radyo-TV yay\u0131nlar\u0131na\u201d y\u00f6nelik TRT Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019nin uygulamalar\u0131 \u201cHukuk\u201d a\u00e7\u0131s\u0131ndan de\u011ferlendirilebilecek ve varsa hukuk d\u0131\u015f\u0131 uygulamalardan sorumlu ki\u015fi ve kurumlar hakk\u0131nda tez elden yasal i\u015flemlerin ba\u015flat\u0131lmas\u0131 i\u00e7in zaman kaybedilmemi\u015f olacakt\u0131r.<\/p>\n<p>Konuya taraf olan vak\u0131f, dernek ve ki\u015filerin de i\u00e7inde yer alaca\u011f\u0131 \u00f6zerk yap\u0131daki bir<em>\u201cAnadillerini Planlama Kurumu\u201d<\/em> bir n\u00fcve olarak \u00e7al\u0131\u015fmalar\u0131 ba\u015flatabilir. Anadilleri ile ilgili b\u00fct\u00fcn \u00e7al\u0131\u015fmalar\u0131 tek elden y\u00fcr\u00fctecek b\u00f6yle bir kurum \u00f6ncelikle olu\u015fturulmal\u0131d\u0131r. Bu kurum, anadillere ili\u015fkin olarak demokratik \u00f6zl\u00fc ve tel\u00e2fi edici genel bir y\u00f6netmelik haz\u0131rlamal\u0131d\u0131r. Ard\u0131ndan da, ilk a\u015famada en az on bin kelimelik temel T\u00fcrk\u00e7e kelime da\u011farc\u0131\u011f\u0131 tespit edilmeli ve buna g\u00f6re bu anadillerin s\u00f6zl\u00fckleri olu\u015fturulmal\u0131d\u0131r. Bu s\u00f6zl\u00fckler (varsa di\u011fer alfabeleriyle ve) Latin alfabesine dayal\u0131 alfabeleriyle yay\u0131nlanmal\u0131d\u0131r. Ancak, Sovyetler Birli\u011fi\u2019nin 15 birlik cumhuriyetinden biri olan G\u00fcrcistan Sovyet Sosyalist Cumhuriyeti\u2019ne, di\u011fer cumhuriyetlere oldu\u011fu gibi, Sovyet y\u00f6netiminin \u201cy\u00f6nlendirilmi\u015f evrim\u201d ile e\u011fitim, sa\u011fl\u0131k, mesken, i\u015f g\u00fcvenli\u011fi vb. konularda sa\u011flad\u0131\u011f\u0131 imk\u00e2nlar unutulmamal\u0131. Sovyet y\u00f6netiminin Dil politikas\u0131 unutulmamal\u0131.\u201dDo\u011fal\u201d olan geli\u015fmelerin sonucu de\u011fil, sa\u011flanan imk\u00e2nlarla G\u00fcrcistan G\u00fcrc\u00fccesi, T\u00fcrkiye G\u00fcrc\u00fccesi\u2019nin durumuna d\u00fc\u015fmemi\u015ftir.<\/p>\n<p>Dedi\u011fim gibi konumuz dil. Ben bu konuda bir kar\u015f\u0131la\u015ft\u0131rma yapmak ve \u00a0 T\u00fcrkiye\u2019deki G\u00fcrc\u00fcce\u2019nin ve di\u011fer karde\u015f dillerin durumuna dikkat \u00e7ekmek istiyorum.<\/p>\n<p>Biraz gerilere d\u00f6n\u00fcp G\u00fcrc\u00fcce gibi T\u00fcrkiye\u2019nin di\u011fer anadillerinin kendi do\u011fal konu\u015fulma alanlar\u0131nda ne gibi bask\u0131larla kar\u015f\u0131la\u015ft\u0131klar\u0131n\u0131 hat\u0131rlamakta yarar var. Bilindi\u011fi gibi, \u201cCHP\u2019nin tek parti y\u00f6netimi\u201d, ta ba\u015f\u0131ndan beri T\u00fcrkiye\u2019nin T\u00fcrk\u00e7e\u2019den ba\u015fka di\u011fer anadillerinin varl\u0131klar\u0131n\u0131 tan\u0131maya yana\u015fmad\u0131. Bu dillerin geli\u015fmeleri ve kurumsalla\u015farak sonraki ku\u015faklara yaz\u0131l\u0131 olarak aktar\u0131lmalar\u0131 engellendi. B\u00fct\u00fcn bunlar\u0131n da \u00f6tesinde, bu dillerin o g\u00fcnk\u00fc halleriyle bile konu\u015fulmalar\u0131 baz\u0131 d\u00f6nemlerde yasaklanmaya \u00e7al\u0131\u015f\u0131ld\u0131. \u201cCHP\u2019nin tek parti y\u00f6netiminin anlay\u0131\u015f\u0131\u201d g\u00fcn\u00fcm\u00fcze dek ula\u015ft\u0131. Bu \u00fclkenin yurtta\u015flar\u0131n\u0131n anadillerini geli\u015ftirerek gelecek ku\u015faklara aktar\u0131lmas\u0131n\u0131 \u00e7ok g\u00f6ren bu anlay\u0131\u015f, anadilleri T\u00fcrk\u00e7e\u2019den ba\u015fka diller olan \u00e7ocuklar\u0131, ilkokula ba\u015flad\u0131klar\u0131nda hi\u00e7 bilmedikleri veya \u00e7ok az bildikleri dil olan T\u00fcrk\u00e7e\u2019yle e\u011fitim- \u00f6\u011fretime zorlayarak, onlar\u0131n travmalar ge\u00e7irmelerine ve sonradan ne kendi anadillerini ne de T\u00fcrk\u00e7e\u2019yi iyi konu\u015fabilen ku\u015faklar olarak yeti\u015fmelerine sebep oldu.<\/p>\n<p>T\u00fcrkiye\u2019nin T\u00fcrk\u00e7e\u2019den ba\u015fka anadilleri, yani G\u00fcrc\u00fcce gibi dilleri, \u201csiyas\u00ee irade\u201d taraf\u0131ndan 1965\u2019teki n\u00fcfus say\u0131m\u0131nda \u201c\u0130sl\u00e2m Az\u0131nl\u0131k Dilleri\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda s\u0131n\u0131fland\u0131r\u0131ld\u0131. Bu diller g\u00fcn\u00fcm\u00fczde ise, \u201cT\u00fcrk Vatanda\u015flar\u0131n\u0131n G\u00fcnl\u00fck Ya\u015famlar\u0131nda Geleneksel Olarak Kulland\u0131klar\u0131 Farkl\u0131 Dil ve Leh\u00e7eler\u201d olarak s\u0131n\u0131fland\u0131r\u0131l\u0131yor. Hatta bu s\u0131n\u0131fland\u0131rmayla, 20.09.2002 tarih ve 24882 say\u0131l\u0131 ve 25.01.2004 tarih ve 25357 say\u0131l\u0131 \u201cuygulanmayan\u201d y\u00f6netmelikler bile \u00e7\u0131km\u0131\u015ft\u0131. \u201c\u00c7e\u015fitli kanunlarda de\u011fi\u015fiklik yap\u0131lmas\u0131na ili\u015fkin 4771 say\u0131 ve 03.08.2002 tarihli kanun\u201d da (Resmi Gazete: 09.08.2002- 24841) ayn\u0131 s\u0131n\u0131fland\u0131rmay\u0131 kullan\u0131yordu. \u201cBu dil ve leh\u00e7eler\u201d hakk\u0131nda g\u00fcncel bilgimiz bulunmuyor. 2000 y\u0131l\u0131ndaki son n\u00fcfus say\u0131mlar\u0131nda bu konuda bilgi edinmeyi sa\u011flayacak sorular ne yaz\u0131k ki sorulmad\u0131. \u201cBu dil ve leh\u00e7eler\u201din, y\u0131llara g\u00f6re hangi b\u00f6lgelerde ka\u00e7 ki\u015fi taraf\u0131ndan anadili, ikinci dil, \u00fc\u00e7\u00fcnc\u00fc dil olarak konu\u015fuldu\u011funu; ka\u00e7 ki\u015finin \u201cbu dil ve leh\u00e7eler\u201di \u00f6\u011frenmek istedi\u011fini; bu ki\u015filerin siyas\u00ee tercihlerini, e\u011fitim d\u00fczeylerini ve kendilerini nas\u0131l tan\u0131mlad\u0131klar\u0131n\u0131 bilemiyoruz.<\/p>\n<p>Bu hafta i\u00e7inde TRT y\u00f6netim kurulu taraf\u0131ndan yap\u0131lan bir a\u00e7\u0131klamada, TRT&#8217;nin T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki \u201cfarkl\u0131 dil ve leh\u00e7eler\u201dde yay\u0131n haz\u0131rl\u0131klar\u0131na ba\u015flad\u0131\u011f\u0131 duyuruldu. Bas\u0131ndan \u00f6\u011frendi\u011fimize g\u00f6re,TRT\u2019nin \u201cfarkl\u0131 dil ve leh\u00e7eler\u201dde yay\u0131n yap\u0131labilmesi i\u00e7in gerekli altyap\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131n y\u00fcr\u00fct\u00fclmesi TRT y\u00f6netim kurulu toplant\u0131s\u0131nda oybirli\u011fiyle kararla\u015ft\u0131r\u0131lm\u0131\u015f. Ayr\u0131ca TRT, Devlet \u0130statistik Enstit\u00fcs\u00fc&#8217;yle ortakla\u015fa \u00e7al\u0131\u015farak hangi \u201cfarkl\u0131 dil ve leh\u00e7eler\u201dde yay\u0131n yap\u0131laca\u011f\u0131na da karar verecekmi\u015f. Bu \u201cfarkl\u0131 dil ve leh\u00e7eler\u201dden hangi dillerin kastedildi\u011fi de kimse taraf\u0131ndan bilinmiyor. Ayr\u0131ca TRT televizyonunun haftada iki saat, otuzar dakika ve TRT radyosunun da haftada d\u00f6rt saat, k\u0131rk be\u015fer dakikal\u0131k \u201canadil\u201dde yay\u0131n yapaca\u011f\u0131n\u0131n belirtilmesi de \u201cda\u011f fare do\u011furdu\u201d \u015feklinde bir yorumu gerektiriyor.<\/p>\n<p>Yurtta\u015f alarak vergi \u00f6deyen ve askerlik hizmetini yerine getiren insanlar\u0131n do\u011fu\u015ftan sahip olduklar\u0131 ve y\u0131llarca kullanmalar\u0131 engellenen haklar\u0131n\u0131n veriliyormu\u015f gibi yap\u0131lmas\u0131, bunun da \u201chassas\u201d dakika hesab\u0131yla sanki bir l\u00fct\u00fbfmu\u015f gibi l\u00e2nse edilmesi, \u201cCHP\u2019nin tek parti y\u00f6netimi anlay\u0131\u015f\u0131\u201dn\u0131n h\u00e2l\u00e2 hakim oldu\u011funun hazin bir g\u00f6stergesidir.<\/p>\n<p>Ta ba\u015fta, T\u00fcrkiye\u2019nin G\u00fcrc\u00fcce gibi di\u011fer anadillerinin geli\u015fimi engellenmeseydi, bug\u00fcn T\u00fcrkiye\u2019nin dilsel ve k\u00fclt\u00fcrel zenginli\u011fi nas\u0131l olurdu?<\/p>\n<p>\u201c\u0130ki-dillilik\u201d Sovyet y\u00f6netiminin ku\u015fkusuz en \u00f6nemli ba\u015far\u0131s\u0131d\u0131r. Rus\u00e7a, t\u00fcm \u201cSovyet Co\u011frafyas\u0131\u201dn\u0131n ortak diliydi. Bu durum uygulanan politikalarla ger\u00e7ekle\u015fti. Hem \u201co Co\u011frafya\u201dn\u0131n di\u011fer dilleri Rus\u00e7a\u2019dan beslendi hem de Rus\u00e7a geli\u015fti ve k\u00fclt\u00fcrler birbirlerini destekledi. \u0130\u015fte G\u00fcrcistan \u2019\u0131n G\u00fcrc\u00fccesi o ko\u015fullarda geli\u015fti. \u201cTek-dillilik\u201d i dayatan \u201cCHP\u2019nin tek parti y\u00f6netimi anlay\u0131\u015f\u0131\u201d ise \u201cBat\u0131 Dilleri\u201dnde e\u011fitime g\u00f6z k\u0131rpmakla bile kalmad\u0131, T\u00fcrk\u00e7e\u2019yi de \u00e7e\u015fitli etkiler alt\u0131na \u00e7ekti.<\/p>\n<p>Tengiz Abuladze\u2019in filmi, \u00e7evrildi\u011fi y\u0131llarda hangi mesaj\u0131 vermek istediyse istesin; \u201dSovyet Y\u00f6netimi\u201d, bu filme kar\u015f\u0131 o zaman ne tav\u0131r tak\u0131nm\u0131\u015f olursa olsun, b\u00fct\u00fcn bunlar ancak ve ancak Sovyet y\u00f6netiminin G\u00fcrc\u00fcce\u2019yi y\u00fcceltmesi sayesinde olmu\u015ftur. G\u00fcrc\u00fcce, 70 y\u0131lda i\u015fte bu noktaya ula\u015fm\u0131\u015ft\u0131r. G\u00fcrc\u00fcce, G\u00fcrcistan \u2019da Rus\u00e7a ile geli\u015fmi\u015ftir.<\/p>\n<p>T\u00fcrkiye\u2019de ise, T\u00fcrk\u00e7e ile di\u011fer anadilleri aras\u0131nda bir ili\u015fki kurulmad\u0131.T\u00fcrk\u00e7e, di\u011fer anadilleri besleyemedi. T\u00fcrk\u00e7e olmas\u0131 gereken \u00f6l\u00e7\u00fcde geli\u015femedi, fakir kald\u0131. K\u00fclt\u00fcrler birbirlerinden beslenemedi. T\u00fcrk\u00e7e\u2019yi de kendi anadilini de iyi konu\u015famayan bir kitle olu\u015ftu. \u0130\u015fte b\u00fct\u00fcn bunlardan dolay\u0131, g\u00fcn\u00fcm\u00fczde T\u00fcrkiye\u2019deki \u201cdil sorunu\u201d yaln\u0131zca G\u00fcrc\u00fcce gibi anadillerini ya\u015fatma sorunu de\u011fil ba\u015fl\u0131 ba\u015f\u0131na, ayn\u0131 zamanda ortak anla\u015fma dili T\u00fcrk\u00e7e\u2019nin de ya\u015fat\u0131lmas\u0131 sorunudur da.<\/p>\n<p>Bug\u00fcn ba\u015flan\u0131rsa, Tengiz Abuladze\u2019ye 20 y\u0131ll\u0131k bir mesafeyle ne zaman yeti\u015filir, bunu ancak T\u00fcrk\u00e7e ve di\u011fer anadillere olan sayg\u0131 belirleyecektir. En \u00f6nemli engel, \u201cCHP\u2019nin tek parti anlay\u0131\u015f\u0131\u201dd\u0131r. Her alanda oldu\u011fu gibi \u201cdil alan\u0131\u201dndaki bu engel a\u015f\u0131lmal\u0131d\u0131r.
