Bu olay \u00fczerine bir\u00e7ok yorum yap\u0131ld\u0131. Bundan sonra da yap\u0131lacak. Biz dilimiz d\u00f6nd\u00fc\u011f\u00fcnce bu \u015feriat\u00e7\u0131 katillerin ve onlar\u0131 i\u015fbirlik\u00e7ilerinin dertlerinin ba\u015fka oldu\u011funu anlatmaya \u00e7al\u0131\u015ft\u0131k. Onlar\u0131n ne \u00c7e\u00e7enya ne de \u00c7e\u00e7en halk\u0131 umurlar\u0131nda. Ne yaz\u0131k ki, canileri cesaretlendiren, onlar\u0131n \u2018\u2019al\u0131nlar\u0131ndan \u00f6pen\u2019\u2019 hem\u015fehrilerimizde bu katliama ortak olmu\u015flard\u0131r.<\/span><\/p>\n<p><span style=\"font-size: small;\">Marje ve di\u011fer mail gruplar\u0131nda yap\u0131lan yorumlar\u0131n i\u00e7inde say\u0131n Hulusi \u00dcst\u00fcn\u2019\u00fcn de\u011ferlendirmesi son derece do\u011fruydu. Hala katillerin yapt\u0131klar\u0131na k\u0131l\u0131f bulan ki\u015filerin varl\u0131\u011f\u0131 da olay kadar deh\u015fet vericiydi.<\/p>\n<p>Bu hafta say\u0131n \u00dcst\u00fcn\u2019\u00fcn\u00a0 Marje\u2019ye g\u00f6nderdi\u011fi yaz\u0131y\u0131 sizlerle payla\u015fal\u0131m. Umar\u0131z, art\u0131k bu katiller topaklar\u0131m\u0131zdan \u00e7ekilip, kendi \u00fclkelerine giderler.<\/span><\/p>\n<p><span style=\"font-size: small;\">\u2018\u2019\u015eu saatlerde tamamen sona erdi\u011fini haber ald\u0131\u011f\u0131m\u0131z Osetya eylemiyle Kafkasya\u2019daki geli\u015fmeler ve \u00c7e\u00e7enya\u2019daki sendrom yeni bir a\u00e7maza girerken bize on y\u0131ll\u0131k \u00c7e\u00e7en m\u00fccadelesinin sa\u011fl\u0131kl\u0131 bir analizini yapmak suretiyle m\u00fccadelenin nereden nereye geldi\u011fini g\u00f6zler \u00f6n\u00fcne sermek d\u00fc\u015f\u00fcyor. <\/span><\/p>\n<p><span style=\"font-size: small;\">Son eylemle birlikte Kafkasya&#8217;n\u0131n ne kadar s\u00fcrece\u011fini hi\u00e7 kimsenin bilmedi\u011fi bir kaos d\u00f6neminin i\u00e7ine d\u00fc\u015ft\u00fc\u011f\u00fc kesindir. 1990&#8217;l\u0131 y\u0131llar\u0131n ba\u015f\u0131nda son derece me\u015fru ve hukuki bir zeminde ba\u015flayan \u00c7e\u00e7enya&#8217;n\u0131n \u00f6zg\u00fcrl\u00fck m\u00fccadelesi, 1994&#8217;te ba\u015flayan s\u0131cak \u00e7at\u0131\u015fmalarla d\u00fcnya g\u00fcndemine oturmu\u015ftu. 1996 y\u0131l\u0131nda Rus ve \u00c7e\u00e7en h\u00fck\u00fcmetlerinin devlet ba\u015fkan\u0131 d\u00fczeyinde taraf oldu\u011fu Hasavyurt ve Moskova anla\u015fmalar\u0131yla son bulan birinci sava\u015f neticesinde \u00c7e\u00e7en ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n hukuki me\u015fruiyeti daha sa\u011flam bir g\u00f6r\u00fcn\u00fcm alm\u0131\u015ft\u0131r. Bu d\u00f6nemde \u00c7e\u00e7enya ile ilgili de\u011ferlendirmeler yap\u0131l\u0131rken \u00c7e\u00e7en ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131 Bosna ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131yla k\u0131yaslan\u0131r ve \u00f6zde\u015fle\u015ftirilir hale gelmi\u015fti. Ayr\u0131ca bu d\u00f6nemde \u00c7e\u00e7en sorununu ter\u00f6r uzmanlar\u0131 de\u011fil, uluslararas\u0131 hukuk uzmanlar\u0131 tart\u0131\u015f\u0131yordu.\u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Ne olup bittiyse 1996 y\u0131l\u0131 sonras\u0131ndaki d\u00f6rt y\u0131ll\u0131k zaman dilimi i\u00e7erisinde olay \u00e7ok farkl\u0131 bir mecraya akm\u0131\u015f ve \u00c7e\u00e7enya illegal \u00f6rg\u00fctlerin uzant\u0131s\u0131 ki\u015filerle dolmu\u015ftur. Ba\u015fta Arap \u00fclkeleri olmak \u00fczere \u0130slam d\u00fcnyas\u0131n\u0131n \u00e7e\u015fitli yerlerinden ve bat\u0131daki m\u00fchtediler aras\u0131ndan \u00c7e\u00e7enya&#8217;ya giren entelekt\u00fceliteden mahrum, dini bilgisi son derece y\u00fczeysel maceraperest serdenge\u00e7tiler \u00c7e\u00e7en y\u00f6netiminden kopuk, hatta \u00c7e\u00e7en h\u00fck\u00fcmetine ra\u011fmen olu\u015fmu\u015f bir g\u00fc\u00e7 olarak b\u00f6lgede kendilerini hissettirmi\u015flerdir. Ba\u015flang\u0131\u00e7ta say\u0131sal yetersizli\u011finden \u00f6t\u00fcr\u00fc ciddi bir sorun te\u015fkil etmeyece\u011fi d\u00fc\u015f\u00fcn\u00fclen bu g\u00fc\u00e7ler, zamanla \u00c7e\u00e7enya&#8217;daki inan\u00e7l\u0131 fakat bilgisiz kitleden destek bularak geni\u015flemi\u015f ve kabul etsek de etmesek de Da\u011f\u0131stan operasyonuyla ikinci sava\u015f\u0131n fitilini yakm\u0131\u015flard\u0131r. \u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">\u015eamil Basayev g\u00f6lgesinde fakat asl\u0131nda Hattap idaresindeki birka\u00e7 y\u00fcz ki\u015filik g\u00fcc\u00fcn Da\u011f\u0131stan&#8217;a girerek federasyon topraklar\u0131nda s\u0131cak \u00e7at\u0131\u015fma ba\u015flatmas\u0131 savunulamayacak bir durum olmakla birlikte \u00c7e\u00e7en h\u00fck\u00fcmetinin cumhurba\u015fkan\u0131 Mashadov bu grubun i\u015fgalinin arkas\u0131nda durarak devlet gelene\u011finde kabul edilemeyecek bir tecr\u00fcbesizlik \u00f6rne\u011fi g\u00f6stermi\u015f ve ikinci sava\u015fa gerek\u00e7e te\u015fkil edecek bir olaya sebep olmu\u015ftur. Yap\u0131lmas\u0131 gereken \u015fey Da\u011f\u0131stan&#8217;a giren grubun \u00c7e\u00e7en h\u00fck\u00fcmetiyle hi\u00e7bir ilgisi olmad\u0131\u011f\u0131n\u0131 d\u00fcnyaya bildirerek s\u0131n\u0131r\u0131 kapatmak olmal\u0131yd\u0131. Tabii bunun pratikte m\u00fcmk\u00fcn olup olmad\u0131\u011f\u0131 tart\u0131\u015f\u0131l\u0131r fakat belki bu suretle binlerce cana mal olacak sava\u015f\u0131n daha ucuz atlat\u0131lmas\u0131 sa\u011flanabilirdi.\u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Sonras\u0131 birinci sava\u015fla k\u0131yas kabul etmeyecek \u015fiddette ve deh\u015fette ikinci sava\u015f perdesinin a\u00e7\u0131lmas\u0131na neden olmu\u015f ve \u00c7e\u00e7enya hukuki me\u015fruiyet kazanm\u0131\u015f olan ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 tehlikeye atm\u0131\u015ft\u0131r. <\/span><\/p>\n<p><span style=\"font-size: small;\">\u0130ki sava\u015f aras\u0131ndaki d\u00f6rt y\u0131ll\u0131k s\u00fcre\u00e7 i\u00e7erisinde b\u00f6lgeye dolan yabanc\u0131 g\u00fc\u00e7ler iyi analiz edildi\u011finde bu insanlar\u0131n \u00c7e\u00e7enya&#8217;ya ta\u015f\u0131d\u0131\u011f\u0131 dini zihniyetin ne kadar yanl\u0131\u015f oldu\u011fu g\u00f6r\u00fclecektir. D\u00fcnyan\u0131n hi\u00e7bir \u00fclkesinden destek g\u00f6rememi\u015f olan \u00c7e\u00e7enler verdikleri \u00f6l\u00fcm kal\u0131m sava\u015f\u0131nda onlar\u0131n yan\u0131nda olmak isteyen bu bireyleri tabii ki reddetmemi\u015f, g\u00f6n\u00fcll\u00fcleri kendilerinden g\u00f6rm\u00fc\u015flerdir. Fakat i\u015fin ilgin\u00e7 yan\u0131 \u015fudur ki \u00c7e\u00e7enya&#8217;ya d\u00fcnyan\u0131n \u00e7e\u015fitli yerlerinden gelen g\u00f6n\u00fcll\u00fcler \u00c7e\u00e7enleri kendilerinden g\u00f6rmemi\u015ftir. \u015e\u00f6yle ki, \u00e7o\u011funlukla Vahabi g\u00f6r\u00fc\u015f ta\u015f\u0131yan bu insanlar, \u00c7e\u00e7enleri ger\u00e7ek \u0130slam\u2019\u0131 bilmeyen ve kendilerine dini tebli\u011f yap\u0131lmas\u0131 gereken bir kitle olarak alg\u0131lam\u0131\u015flard\u0131r. Onlar\u0131n gelenek sentezli din anlay\u0131\u015flar\u0131n\u0131 \u0130slam\u2019\u0131n d\u0131\u015f\u0131nda g\u00f6rm\u00fc\u015flerdir. Ayn\u0131 anlay\u0131\u015f T\u00fcrkiye&#8217;de de yerle\u015fik \u0130slam k\u00fclt\u00fcr\u00fcn\u00fc ve tasavvufu dinin d\u0131\u015f\u0131nda de\u011ferlendirmektedir. Bu durumun boyutlar\u0131n\u0131 \u00e7ok g\u00fczel bir \u015fekilde ortaya koyan bir \u00f6rnek \u015fudur ki, \u00c7e\u00e7enya&#8217;da sava\u015fan bir Arap g\u00f6n\u00fcll\u00fc Arap bas\u0131n\u0131na &#8220;<b>\u00c7e\u00e7enya&#8217;da \u00f6len siviller i\u00e7in M\u00fcsl\u00fcmanlar \u00fcz\u00fclmemelidir, \u00e7\u00fcnk\u00fc ger\u00e7ekte onlar Sufist m\u00fc\u015frikleridir<\/b>&#8221; \u015feklinde deme\u00e7 vermi\u015flerdir. Tabii ki bu g\u00f6n\u00fcll\u00fcler kendilerini ne Uluslararas\u0131 Hukuk ne de \u00c7e\u00e7en yasalar\u0131yla ba\u011fl\u0131 hissetmiyor, \u00c7e\u00e7en k\u00fclt\u00fcr\u00fcn\u00fc ve onlar\u0131n tarihi de\u011ferlerini de \u00f6nemsemiyorlard\u0131. Kafirlerle sava\u015f alan\u0131 olarak Filistin&#8217;i, M\u0131s\u0131r&#8217;\u0131, Irak&#8217;\u0131 de\u011fil de \u00c7e\u00e7enya&#8217;y\u0131 se\u00e7melerinin sebebi bu b\u00f6lgedeki insan potansiyelinin direni\u015f ruhunun sa\u011flaml\u0131\u011f\u0131yd\u0131. \u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\"> \u00c7e\u00e7enya&#8217;da sava\u015f\u0131 Araplar\u0131n y\u00f6nlendirdi\u011fi intiba\u0131n\u0131 uyand\u0131ran Arap\u00e7a kaset ve CD&#8217;leri \u0130slam d\u00fcnyas\u0131n\u0131n her taraf\u0131na yayarak finans deste\u011fi kazanan bu insanlar \u00c7e\u00e7en askeri g\u00fcc\u00fcne bir alternatif olarak g\u00fcn ge\u00e7tik\u00e7e g\u00fc\u00e7lendiler. \u0130ki as\u0131rd\u0131r toprak kaybeden ve ezilmi\u015flik duygusu i\u00e7inde olan \u0130slam d\u00fcnyas\u0131 \u00c7e\u00e7enya&#8217;dan gelen askeri ba\u015far\u0131 haberleriyle co\u015fmu\u015f ve kime ula\u015ft\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcnmeden destek ya\u011fd\u0131rmaya ba\u015flad\u0131. D\u00fcnyan\u0131n her taraf\u0131ndan adam \u00f6ld\u00fcrd\u00fc\u011f\u00fc \u00f6l\u00e7\u00fcde Tanr\u0131 r\u0131zas\u0131n\u0131 kazanaca\u011f\u0131n\u0131 sanan gen\u00e7ler bir \u015fekilde \u00c7e\u00e7enya&#8217;ya s\u0131zmaya devam etti. G\u00f6n\u00fcll\u00fcler, ellerindeki parasal g\u00fc\u00e7ten dolay\u0131 da sava\u015f sebebiyle her \u015feyini kaybetmi\u015f halka kendilerini kabul ettirdiler. <\/span><\/p>\n<p><span style=\"font-size: small;\">Bunlar aras\u0131nda akrabal\u0131k ba\u011flar\u0131ndan dolay\u0131 \u00c7e\u00e7enya&#8217;ya sava\u015fa giden say\u0131ca az Kafkas as\u0131ll\u0131 gen\u00e7ler haricindeki farkl\u0131 milliyetlerden g\u00f6n\u00fcll\u00fcler \u00f6ld\u00fcrd\u00fckleri insan say\u0131s\u0131 kadar ecir alacaklar\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyordu. <b>Oysa \u00c7e\u00e7enler Rus \u00f6ld\u00fcrmek i\u00e7in de\u011fil, memleketlerini savunmak amac\u0131yla sava\u015f\u0131yordu.<\/b> Dolay\u0131s\u0131yla Ruslara kar\u015f\u0131 sava\u015fan bu iki kitle aras\u0131nda saik fark\u0131 vard\u0131. \u00c7e\u00e7enya Rus bombalar\u0131yla ya\u015fan\u0131lmaz bir hal ald\u0131\u011f\u0131nda, yahut \u00c7e\u00e7en halk\u0131 Sibirya&#8217;ya s\u00fcr\u00fcld\u00fc\u011f\u00fcnde Araplar entarilerini yanlar\u0131na al\u0131p memleketlerine d\u00f6nebilecekti, fakat \u00c7e\u00e7enler yurtsuz kalacakt\u0131. \u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Bu g\u00f6n\u00fcll\u00fcler aras\u0131nda El Kaide denilen ucube \u00f6rg\u00fctle ilgisi bulunanlar\u0131n olmas\u0131 da \u015fa\u015f\u0131rt\u0131c\u0131 de\u011fildir. Ayr\u0131ca d\u00fcnyan\u0131n b\u00fct\u00fcn istihbaratlar\u0131 bu \u00f6rg\u00fctlerin aras\u0131na kolayl\u0131kla s\u0131zabilirdi. Dolay\u0131s\u0131yla \u00c7e\u00e7enya direni\u015fi ba\u015fs\u0131z ve reorganize bir \u015fekilde her t\u00fcrl\u00fc provokasyon ve y\u00f6nlendirmeye a\u00e7\u0131k bir \u015fekilde devam eder olmu\u015ftu.\u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Putin&#8217;in T\u00fcrkiye seyahati g\u00fcndeme geldi\u011finde ortaya \u00e7\u0131kan &#8220;Kara Dul&#8221; eylemleri de bu g\u00f6r\u00fc\u015fleri a\u00e7\u0131klar \u00f6zellikler ta\u015f\u0131maktad\u0131r. D\u00fc\u015fen u\u00e7aklar\u0131n her birinde birer \u00c7e\u00e7en kad\u0131n\u0131n oldu\u011fu a\u00e7\u0131kland\u0131ktan sonra eylemi merkezi Pakistan&#8217;da bulunan \u0130stambuli Tugaylar\u0131 adl\u0131 bir \u00f6rg\u00fct \u00fcstlenmi\u015fti. \u0130stambuli, Enver Sedat&#8217;a d\u00fczenlenen suikast\u0131n failiydi ve \u00c7e\u00e7en da\u011flar\u0131nda Enver Sedat&#8217;\u0131n ad\u0131n\u0131 duymu\u015f on ki\u015fiye, \u0130stambuli&#8217;yi i\u015fitmi\u015f bir tek ki\u015fiye tesad\u00fcf etmek imkan d\u0131\u015f\u0131yd\u0131. <\/span><\/p>\n<p><span style=\"font-size: small;\">E\u015fini yitirmi\u015f \u00c7e\u00e7en kad\u0131nlar\u0131n\u0131n Pakistan&#8217;daki bir \u00f6rg\u00fct\u00fcn y\u00f6nlendirmesiyle nas\u0131l harekete ge\u00e7ebilece\u011fi, <b>\u00c7e\u00e7enler gibi soyca kendilerine hi\u00e7bir ulusu akraba g\u00f6rmeyen bir halk\u0131n Pakistanl\u0131larca y\u00f6nlendirilmesinin ne kadar mant\u0131k d\u0131\u015f\u0131 oldu\u011funu sorgulamak hi\u00e7 kimsenin akl\u0131na gelmemi\u015fti.<\/b> \u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Son Osetya eylemi, di\u011ferlerine g\u00f6re bir \u00e7ok noktada farkl\u0131l\u0131k arz ediyor. Bu eylemin de \u00c7e\u00e7enya&#8217;y\u0131 yurt tutmu\u015f cahil ve nekrofil psikolojiye sahip insanlar taraf\u0131ndan ger\u00e7ekle\u015ftirildi\u011fi \u015f\u00fcphe g\u00f6stermiyor. \u00dczerinde durulmas\u0131 gereken as\u0131l sorun bu insanlar\u0131n kimlerin y\u00f6nlendirmesiyle eylemin yerini, zaman\u0131n\u0131 ve ma\u011fdurlar\u0131n\u0131 se\u00e7ti\u011fi olmal\u0131d\u0131r. \u00a0<\/span><\/p>\n<p><span style=\"font-size: small;\">Faillerin \u00e7o\u011funlu\u011funun \u00c7e\u00e7en olmad\u0131\u011f\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Eylemciler aras\u0131nda on Arap, bir M\u00fcsl\u00fcman olmu\u015f Rus ve bir Oset bulundu\u011funu Rus televizyonundan \u00f6\u011freniyoruz. Aralar\u0131nda ka\u00e7 \u00c7e\u00e7enin oldu\u011fu hen\u00fcz a\u00e7\u0131kl\u0131\u011fa kavu\u015fmayan eylemi \u00c7e\u00e7en direni\u015f\u00e7ilerin temsilcisi olan Mashadov reddetmi\u015f, eski \u00c7e\u00e7en h\u00fck\u00fcmetinin s\u00f6zc\u00fcs\u00fc Zakayev eylemi telin etti\u011fini bildirmi\u015ftir. <b>O halde bu ter\u00f6r\u00fc bir \u00c7e\u00e7en eylemi olarak kabul etmek do\u011fru bir yakla\u015f\u0131m olmaz.<\/b>\u00a0 T\u0131pk\u0131 Avrasya eylemi gibi bu da \u00c7e\u00e7en ad\u0131n\u0131 kullanan romantiklerin fiilidir. Bu kez farkl\u0131 olan taraf, bu eylemin her ge\u00e7en g\u00fcn biraz daha etkisini artt\u0131ran k\u00fcresel ter\u00f6r\u00fcn \u015fedit bir par\u00e7as\u0131 oldu\u011fu konusunda hi\u00e7bir \u015f\u00fcphe duyulmamas\u0131ndad\u0131r.\u00a0 <\/span><\/p>\n<p><span style=\"font-size: small;\">Eylemin yeri olduk\u00e7a d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fcd\u00fcr. \u00c7e\u00e7en ve \u00c7erkes cumhuriyetleri aras\u0131nda bulunan, \u00e7o\u011funlu\u011funu H\u0131ristiyan Alanlar\u0131n olu\u015fturdu\u011fu Osetya&#8217;n\u0131n kuzeyindeki Beslan \u015fehri M\u00fcsl\u00fcman Digorlar\u0131n ya\u015fad\u0131\u011f\u0131 bir yerle\u015fim yeri. T\u00fcrkiye&#8217;deki Kafkas diasporas\u0131n\u0131n en muhafazakar kesimini M\u00fcsl\u00fcman Osetler olu\u015fturmaktad\u0131r. Alan halk\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 di\u011fer cumhuriyet olan G\u00fcrcistan&#8217;a ba\u011fl\u0131 G\u00fcney Osetya&#8217;da son zamanlarda meydana gelen k\u0131p\u0131rdanmalar dolay\u0131s\u0131yla, G\u00fcney Osetya&#8217;n\u0131n Abhazya&#8217;yla birlikte sava\u015fa do\u011fru ilerleyen G\u00fcrc\u00fc-Rus anla\u015fmazl\u0131\u011f\u0131n\u0131n kilitlendi\u011fi iki b\u00f6lgeden biri oldu\u011fu bilinmektedir. G\u00fcney Osetya&#8217;daki ba\u011f\u0131ms\u0131zl\u0131k yanl\u0131lar\u0131na destek veren Rus h\u00fck\u00fcmeti, Kuzey Osetya&#8217;da ger\u00e7ekle\u015ftirilen ter\u00f6rist eylemle zor duruma d\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu da konunun G\u00fcrc\u00fc Rus anla\u015fmazl\u0131\u011f\u0131 cephesini olu\u015fturmaktad\u0131r. Dolay\u0131s\u0131yla akla eylemci fanatiklerin ba\u015fka eller taraf\u0131ndan y\u00f6nlendirilmi\u015f oldu\u011fu ihtimali gelmektedir.
