Bu sava\u015flar, hem Lazlar\u0131n bug\u00fcn ya\u015fad\u0131klar\u0131 co\u011frafyay\u0131 hem de tarihlerini \u015fekillendirmi\u015ftir.<\/p>\n<p><strong>\u0130SL\u00c2M\u0130YET\u0130N KABUL\u00dcNE KADAR KISA TAR\u0130H\u00c7E<\/strong><\/p>\n<p>\u201cKolh\u201dlardan, \u201cLaz\u201d ad\u0131yla ilk bahseden 1. y\u00fczy\u0131l tarih\u00e7isi Plinius olmu\u015ftur. 2. y\u00fczy\u0131l tarih\u00e7isi Arrianus zaman\u0131nda Lazlar,(g\u00fcn\u00fcm\u00fczde Abhazya s\u0131n\u0131rlar\u0131 i\u00e7inde kalan)Sohumi\u2019den ba\u015flamak \u00fczere \u201cTrabzon\u201da kadar olan b\u00f6lgede ya\u015famaktayd\u0131. Roma\/Bizansl\u0131lar\u0131n \u201cLaz \u201ddedikleri bu halk\u0131 G\u00fcrc\u00fcler ve Abhaz-Abazalar \u201cMegrel\u201d olarak adland\u0131r\u0131r.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde T\u00fcrkiye ve G\u00fcrc\u00fcstan\u2019da ya\u015fayan ve M\u00fcsl\u00fcman olanlar\u0131 \u201c Laz \u201d, yaln\u0131zca G\u00fcrc\u00fcstan\u2019da\u00a0 ya\u015fayan ve H\u0131ristiyan olanlar\u0131 ise \u201cMegrel\u201d ad\u0131yla \u00f6zde\u015fle\u015fmi\u015ftir. Roma\/Bizansl\u0131lar\u0131 \u201cLazika\u201d dedikleri krall\u0131klar\u0131na da G\u00fcrc\u00fcler ve Abhaz-Abazalar \u201cEgrisi\u201dder. Lazika (Egrisi) krall\u0131\u011f\u0131, bug\u00fcnk\u00fc Abhazya, Megrelya, \u0130mereti, Acara, Guria topraklar\u0131n\u0131 kapsamaktayd\u0131.<\/p>\n<p>1461\u2019e kadar \u201cTrabzon Krall\u0131\u011f\u0131\u201dn\u0131n y\u00f6netimi alt\u0131ndaki \u201cLazia Temas\u0131\u201dnda ya\u015fayan Lazlar, \u201cRum\u201d y\u00f6netimiyle \u00e7at\u0131\u015fma i\u00e7indeydi. Bu durum, Lazlar\u0131 Osmanl\u0131lar\u0131n \u201cdo\u011fal\u201d m\u00fcttefiki haline getiriyordu. \u201cTrabzon Krall\u0131\u011f\u0131\u201dn\u0131n Osmanl\u0131lar\u0131n eline ge\u00e7mesinden sonra sonra da Lazlar \u201c\u00f6zerklik\u201dlerini koruyabilmi\u015f ve yerel derebeylerinin y\u00f6netiminde ya\u015fam\u0131\u015flard\u0131r. Bu \u201c\u00f6zerklik\u201d, g\u00f6r\u00fcn\u00fcrde H\u0131ristiyan, \u00f6zde Pagan olan Lazlar\u0131n, s\u00fcre\u00e7 i\u00e7inde \u0130sl\u00e2miyeti kabul etmelerinde ku\u015fkusuz \u00f6nemli bir fakt\u00f6r olmu\u015ftur.<\/p>\n<p><strong>OSMANLI-RUS SAVA\u015eLARI B\u0130R D\u00d6N\u00dcM NOKTASI OLDU<\/strong><\/p>\n<p>Osmanl\u0131 y\u00f6netimindeki \u201cLazistan Sanca\u011f\u0131\u201dnda ya\u015fayan M\u00fcsl\u00fcman Lazlar, 19. y\u00fczy\u0131ldaki \u201cOsmanl\u0131-Rus Sava\u015flar\u0131\u201d ve Birinci D\u00fcnya Sava\u015f\u0131 s\u0131ras\u0131nda \u201cM\u00fcsl\u00fcman Osmanl\u0131 Devleti\u201dne tam bir ba\u011fl\u0131l\u0131k g\u00f6stermi\u015flerdir. Bu d\u00f6nemde imparatorluklar saflar\u0131n\u0131 \u00e7\u0131karlar\u0131na g\u00f6re belirlerken,\u00a0 imparatorluklar i\u00e7indeki \u201cetnik gruplar\u201d ise saflar\u0131n\u0131 dinlerine g\u00f6re belirlemi\u015ftir. \u00d6rne\u011fin, G\u00fcney Kafkasya\u2019daki sava\u015flarda M\u00fcsl\u00fcman Lazlar ve Acarlar \u201cM\u00fcsl\u00fcman Osmanl\u0131 Devleti\u201dni, H\u0131ristiyan Ermeniler ve G\u00fcrc\u00fcler\/Kartveliler \u201cH\u0131ristiyan \u00c7arl\u0131k Rusyas\u0131\u201dn\u0131 desteklemi\u015ftir.<\/p>\n<p>Lazlar\u0131n Osmanl\u0131 Devleti\u2019ne g\u00f6stermi\u015f olduklar\u0131 ve baz\u0131 yabanc\u0131 yazarlar\u0131n \u201c\u015fa\u015f\u0131rt\u0131c\u0131\u201d bulduklar\u0131 ba\u011fl\u0131l\u0131k, omlar a\u00e7\u0131s\u0131ndan tel\u00e2fisi m\u00fcmk\u00fcn olmayan sonu\u00e7lar do\u011furmu\u015ftur. Osmanl\u0131 Devletinin, \u00c7arl\u0131k Rusyas\u0131 kar\u015f\u0131s\u0131ndaki her yenilgisi, M\u00fcsl\u00fcman Lazlar\u0131 kitlesel g\u00f6\u00e7lerle y\u00fcz y\u00fcze b\u0131rakt\u0131. Marmara B\u00f6lgesindeki g\u00fcn\u00fcm\u00fcz \u201cdiaspora\u201ds\u0131 \u201cOsmanl\u0131-Rus Sava\u015flar\u0131\u201d sonucunda ortaya \u00e7\u0131kacakt\u0131. 1915\u2019te, \u00c7oruh Vadisinde ya\u015fayan 52.000 M\u00fcsl\u00fcman Acar ve Lazdan yaln\u0131zca 7.000\u2019inin hayatta kalabilmesi n\u00fcfus kay\u0131plar\u0131 konusunda \u00f6nemli bir \u00f6rnektir. B\u00fct\u00fcn bu \u201czorunlu\u201d kitlesel kopu\u015flar ve katliamlar, Lazlar\u0131n \u201cdo\u011fal\u201d olmayan \u201cyok olu\u015f s\u00fcreci\u201dni h\u0131zland\u0131ran \u00f6nemli bir ba\u015fka geli\u015fmeydi.16 Mart 1921 tarihli Moskova Antla\u015fmas\u0131 sonucunda da ayn\u0131 co\u011frafyadan \u201czorunlu\u201d kitlesel kopu\u015flar ya\u015fanacakt\u0131.<\/p>\n<p><strong>M\u00dcSL\u00dcMAN LAZLAR KURTULU\u015e SAVA\u015eI\u2019NA DA DESTEK VERD\u0130<\/strong><\/p>\n<p>M\u00fcsl\u00fcman Lazlar\u0131n, \u201c\u0130sl\u00e2m Milleti\u201dnin Anadolu\u2019daki Kurtulu\u015f Sava\u015f\u0131\u2019na ba\u011fl\u0131l\u0131\u011f\u0131 da tamd\u0131. Mustafa Kemal, 1 May\u0131s 1920\u2019de Meclis\u2019te yapt\u0131\u011f\u0131 konu\u015fmada \u201c\u0130sl\u00e2m Milleti\u201dne vurgu yap\u0131yordu: Burada maksut olan ve meclis-i alinizi te\u015fkil eden zevat yaln\u0131z T\u00fcrtk de\u011fildir. Anas\u0131r-\u0131 \u0130sl\u00e2miyeden m\u00fcrekkep bir kitleye aittir. \u201d<\/p>\n<p>Naz\u0131m Hikmet, \u201cArheveli \u0130smail\u201din \u015fahs\u0131nda Lazlar\u0131n Kurtulu\u015f Sava\u015f\u0131\u2019na katk\u0131lar\u0131n\u0131 anlat\u0131r:<\/p>\n<p>\u201c&#8230;Ve \u00e7ok uzak \u00e7ok uzaklardaki \u0130stanbul liman\u0131nda gecenin bu ge\u00e7 vakitlerinde ka\u00e7ak sil\u00e2h ve asker ceketi y\u00fckleyen Laz takalar. h\u00fcrriyet ve \u00fcmit su ve r\u00fczg\u00e2rd\u0131lar&#8230;.\u201c<\/p>\n<p>Cumhuriyet d\u00f6nemiyle birlikte, y\u00f6netime hakim olan \u201ctek ulus\u201d, \u201ctek dil\u201d anlay\u0131\u015f\u0131yla\u201c Lazistan Sanca\u011f\u0131\u201d l\u00e2\u011fvedildi. Bu y\u00f6relerdeki tarihsel yerle\u015fim birimlerinin adlar\u0131 de\u011fi\u015ftirildi. \u201cBu s\u00fcrec\u201de TKP 1926 Program\u0131 \u015f\u00f6yle kar\u015f\u0131 \u00e7\u0131k\u0131yordu : \u201c&#8230;TKP.. Halk F\u0131rkas\u0131n\u0131n M\u00fcsl\u00fcman az\u0131nl\u0131klar\u0131 zorla T\u00fcrkle\u015ftirmek, H\u0131ristiyan ve Musev\u00ee az\u0131nl\u0131klar\u0131 da ezmek siyasetine her vas\u0131tayla kar\u015f\u0131 koyar&#8230;TKP, onlar i\u00e7in hukukta tam bir e\u015fitlik; dillerini kullanmak ve k\u00fclt\u00fcrlerini yayma ve e\u011fitim konular\u0131nda tam bir serbest\u00ee&#8230;talep eder.(madde 11) \u201d<\/p>\n<p><strong>OKULLARDA \u201cTEM\u0130ZL\u0130K VE \u0130NT\u0130ZAM KOLU\u201d, \u201cKIZILAY KOLU \u201d VE<br \/>\n\u201cLAZCA KONU\u015eANLARLA M\u00dcCADELE KOLU \u201d<\/strong><\/p>\n<p>1930\u2019lu y\u0131llardan ba\u015flamak \u00fczere, azca gibi \u201ckonu\u015fanlar\u0131 say\u0131ca(daha)az diller\u201din veya \u201cyerel diller\u201din konu\u015fulma alanlar\u0131 ev i\u00e7iyle s\u0131n\u0131rland\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131l\u0131r. Bu konuda Manisa Mebusu Mehmet Sabri Toprak\u2019\u0131n 1938\u2019de verdi\u011fi kanun tasar\u0131s\u0131 \u00e7arp\u0131c\u0131 bir \u00f6rnek olu\u015fturur. Bu tasar\u0131, T\u00fcrk vatanda\u015flar\u0131n\u0131n evlerinin d\u0131\u015f\u0131nda umuma a\u00e7\u0131k yerlerde, her zaman T\u00fcrk\u00e7e konu\u015fmalar\u0131n\u0131, aksi takdirde 1-7 g\u00fcn aras\u0131nda hapis ve 10 ile 100 kuru\u015f aras\u0131nda para cezas\u0131n\u0131 \u00f6ng\u00f6r\u00fcyordu. Bunlar\u0131n diplomalar\u0131na da el konulacak ve doktorluk, \u00f6\u011fretmenlik ya da gazetecilik yapamayacaklard\u0131. Ceza olarak toplanan paralar\u0131n bir b\u00f6l\u00fcm\u00fc de \u201cihbarc\u0131lar\u201da \u201c\u00f6d\u00fcl\u201d olarak da\u011f\u0131t\u0131lacakt\u0131. Yine bu tasar\u0131ya g\u00f6re T\u00fcrk\u00e7e bilmeyen T\u00fcrk vatanda\u015flar\u0131 bir y\u0131l i\u00e7inde \u00f6\u011frenmeye mecburdu. yoksa, onlar\u0131 T\u00fcrk vatanda\u015fl\u0131\u011f\u0131ndan \u00e7\u0131kart\u0131lmak bekliyordu.<\/p>\n<p>D\u00f6nemin Antalya Mebusu Rasih Kaplan Meclis\u2019te yapt\u0131\u011f\u0131 konu\u015fmada \u015funlar\u0131 s\u00f6yl\u00fcyordu : \u201c &#8230; Baz\u0131 unsurlar pek ars\u0131zca hareket ederek T\u00fcrk milletinin diline h\u00fcrmet etmiyorlar. Ancak teneff\u00fcslerde, \u00f6\u011fretmenden uzak oldu\u011fumuz noktalarda kontroll\u00fc olarak Lazca konu\u015fabiliyorduk. Zira, T\u00fcrk\u00e7e bize \u00e7ok zor geliyordu. Tabi bu arada yakay\u0131 su\u00e7\u00fcst\u00fc ele verenler de mutlaka cezalar\u0131n\u0131 \u00e7ekiyorlard\u0131. Yine bir g\u00fcn teneff\u00fcse \u00e7\u0131kar \u00e7\u0131kmaz, hala o\u011flu Muhammet\u2019in, okulun \u00f6n\u00fcnden ge\u00e7mekte olan bir at\u0131 g\u00f6r\u00fcr g\u00f6rmez, iyi T\u00fcrk\u00e7e bildi\u011fini bizlere ispat etmek istercesine,\u201cAha, tskheni gelii !!! Sonra bi ve bir daha &#8230; Bu olaydan sonra bizler de \u00e7akt\u0131rmadan Lazca konu\u015fabilmek i\u00e7in bir aray\u0131\u015f i\u00e7ine girmi\u015ftik &#8230; O b\u00fcy\u00fck m\u00fccadele sonunda, \u00f6\u011fretmenin galip geldi\u011fini s\u00f6ylemeye her halde gerek yok!\u201d<\/p>\n<p>Bug\u00fcn kendisi bir ilk\u00f6\u011fretim okulu \u00f6\u011fretmeni olan bir arkada\u015f\u0131m, \u201co d\u00f6nem\u201de ili\u015fkin tan\u0131kl\u0131\u011f\u0131n\u0131 \u015f\u00f6yle aktar\u0131yor:<\/p>\n<p>\u201cT\u00fcrk\u00e7eyle ilk tan\u0131\u015fmam, annemin beni elimden tutup kay\u0131t yapt\u0131rmak i\u00e7in okula g\u00f6t\u00fcrd\u00fc\u011f\u00fc g\u00fcn oldu. B\u00fct\u00fcn g\u00fcnlerimiz \u201cbu uygulamalar\u201dla ge\u00e7iyordu.<\/p>\n<p>Bir s\u00fcre sonra, dayak yememek i\u00e7in Lazca konu\u015fmamay\u0131, yani susmay\u0131 tercih ettim. Ba\u015fka bir dil, yani T\u00fcrk\u00e7eyi bilmiyordum ve dolay\u0131s\u0131yla da dersleri anlam\u0131yordum. Yukar\u0131da yazd\u0131\u011f\u0131m birka\u00e7 kazada bu dile L\u00e2zca denmesi zannederim ki o muhitte ya\u015fayanlara L\u00e2z lakab\u0131 verilmesinden ileri geliyor. L\u00e2zca bundan \u00f6ncesine kadar hemen hemen orada ya\u015fayanlar\u0131n ilk \u00f6\u011frendikleri, di\u011fer bir deyi\u015fle anadilleri idi. Hangi terbiye alt\u0131nda yeti\u015firse o terbiye ile geli\u015fir. E\u011fer bu bapta kendine bir su\u00e7 atfedilecekse haks\u0131zl\u0131k edilmi\u015f olur. O halde ebeveyn de kendi ebeveyni taraf\u0131ndan ayn\u0131 dil \u00f6\u011freti\u015fine m\u00e2ruz kald\u0131\u011f\u0131na g\u00f6re su\u00e7u ara\u015ft\u0131rmak dilin men\u015feini ara\u015ft\u0131rmak kadar derinliklere s\u00fcr\u00fckler bizi. Fakat i\u00e7timai bir su\u00e7tur.Bug\u00fcn bile ekseri k\u00f6ylerde (Sahilleri istisna edebiliriz) alt\u0131 ya\u015f\u0131n\u0131 doldurup ilk okul \u00f6\u011frencisi olmak hakk\u0131n\u0131 edinen her \u00e7ocuk hemen hemen hi\u00e7bir T\u00fcrk\u00e7e kelime bilmemektedir. B\u00f6yle T\u00fcrk\u00e7e kelimelerden yoksun bo\u015f kal\u0131plar gibi okula gelen zavall\u0131 \u00e7ocuklar zorlu bir s\u0131k\u0131nt\u0131 i\u00e7indedirler. Yaln\u0131z birinci s\u0131n\u0131flar\u0131n mevcut oldu\u011fu bir k\u00f6y ilkokulunda T\u00fcrk\u00e7e\u2019yi bilen yaln\u0131z tek ki\u015fidir. Tek ki\u015fi sadece T\u00fcrk\u00e7e \u00f6\u011fretip onlar\u0131 yeti\u015ftirme \u00e7abas\u0131ndad\u0131r. Bereket \u00f6\u011fretmenlerin de \u00e7o\u011fu bu ad\u0131 ge\u00e7en dili bilmektedir. Lazcay\u0131 bilmeyen bir \u00f6\u011fretmenin yukar\u0131daki tan\u0131mda olan bir ilkokuldaki manzaras\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcn. \u00c7ocukla \u00f6\u011fretmen aras\u0131nda derin bir anlamamazl\u0131k f\u0131rt\u0131nas\u0131 kas\u0131rgas\u0131 esecek ve netice olarak da semere s\u0131f\u0131r olacakt\u0131r. Fakat b\u00fct\u00fcn bu tedbirler istenileni vermekten uzak d\u00fc\u015fmektedir. \u00c7\u00fcnk\u00fc bir kere bu dil \u00e7ocuk \u00fczerinde derin bir k\u00f6k salm\u0131\u015ft\u0131r. Onu unutmas\u0131na ve T\u00fcrk\u00e7e\u2019yi l\u00e2y\u0131k\u0131 ve\u00e7hile \u00f6\u011frenmesine hemen hemen imk\u00e2n yoktur. Hayat\u0131 boyunca da bunun ac\u0131s\u0131n\u0131 daima \u00e7ekecektir &#8230; (&#8230;)<\/p>\n<p>O halde bu derece hi\u00e7bir \u015fey demek olan ve \u00fcstelik zararl\u0131 olan bu dil neden konu\u015fulsun? Lazlar T\u00fcrkiye\u2019de \u201cT\u00fcrk\u201d, G\u00fcrc\u00fcstan\u2019da \u201cG\u00fcrc\u00fc\/ Kartveli\u201dydi!<\/p>\n<p>15 Ekim 1997 tarihinde \u201cAbhazya Parlamento\u201dsu Abhazyal\u0131 T\u00fcrkler, Lazlar ve Rumlar\u0131n durumlar\u0131na da de\u011finerek ge\u00e7mi\u015f y\u00f6netimlerce haks\u0131z yere su\u00e7land\u0131klar\u0131 konularda itibarlar\u0131n\u0131n iadesini istedi.<\/p>\n<p>17 Ekim 1997 g\u00fcnk\u00fc oturumda oybirli\u011fiyle kabul edilen maddelerden baz\u0131lar\u0131 \u015f\u00f6yle:\u201cAbhaz halk\u0131 daha \u00f6nceden da haks\u0131z su\u00e7lamalarla s\u00fcrg\u00fcne tabi tutulan halk olarak g\u00f6r\u00fclmeli, ayn\u0131 zamanda 1940\u2019l\u0131 y\u0131llarda Stalin rejimi taraf\u0131ndan Abhazya\u2019dan s\u00fcr\u00fclen Rumlar, Lazlar ve T\u00fcrkler de s\u00fcrg\u00fcne maruz b\u0131rak\u0131lan halklar olarak kabul edilmelidir.\u201d(madde 4).<\/p>\n<p>Abhazya parlamentosu hukuk komitesi ile insan haklar\u0131 komisyonu, daha \u00f6nce su\u00e7lanarak Abhazya\u2019dan s\u00fcrg\u00fcne tabi tutulan T\u00fcrkler, Lazlar ve\u00a0Rumlar\u0131n itibarlar\u0131n\u0131n iadesi ile ilgili kanun tasar\u0131lar\u0131n\u0131 en k\u0131sa zamanda haz\u0131rlamakta g\u00f6revlendirir.\u201d (madde 11).<\/p>\n<p>\u201dNugzar Dzhodzhua,\u201cdil politikalar\u0131\u201dna dikkat \u00e7ekerek \u015fu \u00f6nemli tespitte bulunuyor:\u201c&#8230; Haziran 1990\u2019da, Londra\u2019da toplanan 5. Avrupa Kafkasoloji Kongresi\u2019nin oturumlar\u0131 yap\u0131ld\u0131. Sunulan tebli\u011flerden bir tanesi Megrelce ve Lazca\u2019ya ayr\u0131lm\u0131\u015ft\u0131. Ve ya\u015fam\u0131m\u0131z\u0131 b\u00f6yle de s\u00fcrd\u00fcrece\u011fiz.\u201d<\/p>\n<p>19.10.1983 tarih ve 2932 say\u0131l\u0131, \u201cT\u00fcrk\u00e7eden Ba\u015fka Dillerde Yap\u0131lacak Yay\u0131nlar Hakk\u0131ndaki Kanun\u201dun de\u011fi\u015ftirildi\u011fi bir d\u00f6neme denk d\u00fc\u015fen bu bas\u0131n a\u00e7\u0131klamalar\u0131na ilk tepki, \u00e7ok satan \u201cucuz\u201d bir gazeteden geldi. Bu \u201cgazete\u201d, bir hafta boyunca bir hedef g\u00f6sterme kampanyas\u0131 y\u00fcr\u00fct\u00fcr. \u201cDuyarl\u0131 kesimler\u201din \u201ctepkiler\u201di \u201c Laz Vakf\u0131 Giri\u015fim Komitesi\u201dne y\u00f6neltilmek istenir. Ama\u00e7, bu vakf\u0131n kurulmas\u0131n\u0131 engellemektir. Bu \u201cgazete\u201d ,\u201c\u00fclkenin b\u00f6l\u00fcnmez b\u00fct\u00fcnl\u00fc\u011f\u00fc \u015fiar\u0131\u201dndan hareketle bu \u201cyay\u0131nlar\u201d\u0131 yapt\u0131\u011f\u0131 izlenimini uyand\u0131rmak i\u00e7in b\u00fcy\u00fck bir \u201c\u00f6zen\u201d g\u00f6sterir. Bug\u00fcn de farkl\u0131 dillerimizin olmas\u0131 birlikte olmam\u0131z i\u00e7in bir engel de\u011fil&#8230;\u201d<\/p>\n<p>M. Recai \u00d6zg\u00fcn\u2019\u00fcn de vurgusu \u201canadile\u201ddir :\u201c&#8230; T\u00fcrkiye\u2019nin demokratikle\u015fmesine paralel olarak, yerel diller \u00fczerindeki bask\u0131lar\u0131 kald\u0131r\u0131lmas\u0131, k\u00fclt\u00fcrel desteklerin geli\u015ftirilmesi gereklidir. Dil e\u011fitimine en az\u0131ndan\u00a0ilkokullarda \u201canadil\u201d e\u011fitimi stat\u00fcs\u00fcnde yer verilmesi; bu dilde e\u011fitim verecek olanlar\u0131n \u00fcniversitelerde\u00a0yeti\u015ftirilmesi ve resm\u00ee Radyo ve TV\u2019lerde haber ve e\u011fitici yay\u0131nlara ge\u00e7ilmesi, isimleri de\u011fi\u015ftirilen yerle\u015fim birimlerine yeniden Lazca\u00a0isimlerin verilmesi gereklidir.\u201d 2001 y\u0131l\u0131n\u0131n Eyl\u00fcl\u2019\u00fcn\u00fcn son haftas\u0131nda , \u00fclkemizin \u201ckonu\u015fanlar\u0131 say\u0131ca (daha) az dilleri\u201d veya \u201cyerel dilleri\u201d konusunda \u00f6nemli bir geli\u015fme ya\u015fand\u0131. Bu konuda A k \u015f a m Gazetesi \u015fu habere yer verdi : \u201c &#8230; Anayasan\u0131n 28. maddesinin ikinci f\u0131kras\u0131 da Anayasa de\u011fi\u015fiklik paketinin 10. maddesindeki bir d\u00fczenleme olarak Meclis Genel Kurulu\u2019nda kabul edildi. \u2018Kanunla yasaklanm\u0131\u015f olan herhangi bir dilde yay\u0131m yap\u0131lamaz\u2019 h\u00fckm\u00fc Anayasadan \u00e7\u0131kar\u0131ld\u0131 &#8230;\u201d (27 Eyl\u00fcl 2001).<\/p>\n<p>Cumhuriyet Gazetesi\u2019nin \u201cRT\u00dcK\u2019ten \u201cLazca\u201dyay\u0131na Uyar\u0131\u201d ba\u015fl\u0131kl\u0131 haberi, \u201cbu konuda\u201d hen\u00fcz yasal d\u00fczenlemelerin yap\u0131lmamas\u0131ndan kaynaklanan \u201cuygulamalar\u201da ili\u015fkin durumu g\u00f6zler \u00f6n\u00fcne sermektedir : \u201cRadyo ve Televizyon \u00dcst Kurulu (RT\u00dcK), Rize Geli\u015fim TV\u2019ye \u201cLazca\u201d yay\u0131n yapt\u0131\u011f\u0131 i\u00e7in uyar\u0131 cezas\u0131 verdi. \u00dcst Kurul, Geli\u015fim TV\u2019nin \u201cLazca\u201d sundu\u011fu m\u00fczik-e\u011flence program\u0131 ile \u201cradyo ve televizyon yay\u0131nlar\u0131n\u0131n T\u00fcrk\u00e7e yap\u0131lmas\u0131\u201d ilkesini \u00e7i\u011fnedi\u011fini savundu. \u00dcst Kurul, bu kural\u0131 bug\u00fcne kadar yaln\u0131zca K\u00fcrt\u00e7e yay\u0131nlar konusunda uygulam\u0131\u015ft\u0131. Geli\u015fim TV&#8217;ye verilen ceza, ayn\u0131 zamanda K\u00fcrt\u00e7e d\u0131\u015f\u0131nda ba\u015fka dilde yap\u0131lan bir yay\u0131na ilk kez ceza uygulanmas\u0131 anlam\u0131na geliyor.\u201d (16 \u015eubat 2002).<\/p>\n<p>T\u00fcrkiye\u2019nin taraf oldu\u011fu \u201cLozan Antla\u015fmas\u0131\u201dn\u0131n yaln\u0131zca H\u0131ristiyan ve Musev\u00ee az\u0131nl\u0131klar\u0131n \u201ck\u00fclt\u00fcrel haklar\u201d\u0131n\u0131 tan\u0131mad\u0131\u011f\u0131, Lazca gibi konu\u015fanlar say\u0131ca (daha) az diller\u201dveya\u201cyerel diller\u201din varl\u0131klar\u0131n\u0131 da g\u00fcvence alt\u0131na ald\u0131\u011f\u0131n\u0131 belirten baz\u0131 yorumlara g\u00fcn\u00fcm\u00fczde s\u0131kl\u0131kla rastlanmaktad\u0131r. T\u00fcrk\u00e7e\u2019nin resm\u00ee dil olmas\u0131n\u0131n yan\u0131nda, Lazca gibi \u201ckonu\u015fanlar\u0131 say\u0131ca (daha) az diller\u201d veya \u201cyerel diller\u201din de varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrebilmeleri ve kurumsalla\u015fmalar\u0131n\u0131n , \u201culusla\u015fma\u201d \u00f6n\u00fcnde bir engel te\u015fkil etmeyece\u011fi g\u00f6r\u00fclmedi. Bunun yerine, bu dillerin konu\u015fulmalar\u0131 bile yasaklanarak konu\u015fanlar\u0131n\u0131n say\u0131s\u0131n\u0131n her ge\u00e7en g\u00fcn azalt\u0131lmas\u0131 ama\u00e7land\u0131. Bu \u201cyasak diller\u201d, 1920\u2019lerde esas olarak T\u00fcrkiye\u2019nin belirli b\u00f6lgelerinde konu\u015fulurken, g\u00fcn\u00fcm\u00fczde \u201cdo\u011fal\u201d olan veya olmayan sebeplerden dolay\u0131 ya\u015fanan g\u00f6\u00e7lerle T\u00fcrkiye\u2019nin hemen her yerinde konu\u015fulmaktad\u0131r. G\u00fcn\u00fcm\u00fczde, Lazca gibi \u201ckonu\u015fanlar\u0131 say\u0131ca (daha) az olan diller\u201d veya \u201cyerel diller\u201d g\u00fcndeme geldi\u011finde kimileri \u201cbu diller\u201di \u201cb\u00f6l\u00fcc\u00fcl\u00fck\u201d sebebi olarak l\u00e2nse etmeye \u00e7al\u0131\u015fmaktad\u0131r. Kimileri de \u201canadil e\u011fitimi \u201d, \u201canadilde e\u011fitim\u201d vb. tart\u0131\u015fmalar\u0131 \u201cK\u00fcrt\u00e7e\u201d \u00fczerinden yapmaktad\u0131r. Oysa ne \u201cbu diller\u201d l\u00e2nse edilmeye \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 gibi \u201cb\u00f6l\u00fcc\u00fcl\u00fck\u201d sebebidir ne de \u201cK\u00fcrt\u00e7e\u201d T\u00fcrkiye\u2019nin tek \u201ckonu\u015fan\u0131 say\u0131ca (daha) az dili\u201d veya \u201cyerel dili\u201ddir. \u201cBu diller\u201d \u00fclkemizin ve b\u00fct\u00fcn insanl\u0131\u011f\u0131n ortak zenginli\u011fidir. Binlerce y\u0131ll\u0131k bir ge\u00e7mi\u015fe sahip olan ve \u201cher t\u00fcrl\u00fc olumsuz \u015fart\u201da ra\u011fmen, g\u00fcn\u00fcm\u00fcze ula\u015fabilme becerisini g\u00f6steren\u201cbu diller\u201d ister y\u00fcz ki\u015filik bir k\u00f6yde konu\u015fuluyor olsun, ister \u00e7ok daha fazla insan taraf\u0131ndan toplu veya da\u011f\u0131n\u0131k \u00e7ok daha geni\u015f yerle\u015fim birimlerinde ya\u015fat\u0131l\u0131yor olsun ayn\u0131 e\u015fitlikte gelece\u011fe ta\u015f\u0131nma hakk\u0131na sahiptir.\u201cBu diller\u201d deya\u015famal\u0131, geli\u015ftirilebilmeli ve her t\u00fcrl\u00fc ileti\u015fim ara\u00e7lar\u0131yla gelecek ku\u015faklara aktar\u0131labilmelidir.
