Roma, Pers, Bizans, Arap, Osmanl\u0131 ve Rusya gibi b\u00fcy\u00fck g\u00fc\u00e7lerin Kafkasya ve Do\u011fu Karadeniz b\u00f6lgelerinde at ko\u015fturmalar\u0131yla ba\u015flayan s\u00fcre\u00e7te \u201cLazlar\u201d, yani \u201cMegreller\u201d ikiye b\u00f6l\u00fcnd\u00fc. G\u00fcn\u00fcm\u00fczde G\u00fcrcistan ve Abhazya s\u0131n\u0131rlar\u0131 i\u00e7inde kalanlar \u00e7e\u015fitli kaynaklarda \u201cMargali, Megreli, Migreli, Mingreli, Megrelian, Mingrelian, Agrwa\u201d adlar\u0131yla an\u0131l\u0131rlar. \u00d6nce Osmanl\u0131 \u00dclkesi, \u015fimdi ise T\u00fcrkiye s\u0131n\u0131rlar\u0131 i\u00e7inde kalan\u00adlar ise, \u201cLazi, Laz, \u00c7\u0306ani, Lazian\u201d adlar\u0131yla an\u0131l\u0131rlar. Birbirle\u00adrinden y\u00fczy\u0131llarca ayr\u0131 d\u00fc\u015fm\u00fc\u015f olan ayn\u0131 halk\u0131n H\u0131ristiyan ka\u00adlanlar\u0131 s\u00fcre\u00e7 i\u00e7inde \u201cMargali\/Megrel\u201d; M\u00fcsl\u00fcmanl\u0131\u011f\u0131 se\u00e7enle\u00adri de \u201cLazi\/ Laz\u201d ad\u0131yla \u00f6zde\u015fle\u015fti. Meg\u00adreller, yerlisi olduklar\u0131 G\u00fcrcistan\u2019da \u201cSamargalo\/Samegrelo\u201d; Abhazya\u2019da \u201cGali\/Samurzakano\u201d b\u00f6lgelerinde topluca ya\u015far. Lazlar ise, yerlisi olduklar\u0131 Osmanl\u0131 d\u00f6nemindeki adland\u0131r\u00admayla \u201cLazistan Sanca\u011f\u0131\u201dnda, bug\u00fcnk\u00fc tan\u0131mland\u0131rmayla Rize ve Artvin s\u0131n\u0131rlar\u0131 i\u00e7inde kalan tarihsel b\u00f6lgelerde toplu olarak ya\u015farlar. 1920\u2019li y\u0131llarda T\u00fcrkiye ile Sovyetler Birli\u00ad\u011fi aras\u0131nda s\u0131n\u0131r bug\u00fcnk\u00fc \u015feklini ald\u0131. Bu s\u0131n\u0131rla, M\u00fcsl\u00fcman Lazlar da ikiye b\u00f6l\u00fcnm\u00fc\u015f oldu. Baz\u0131 Laz k\u00f6yleri, Acaristan<\/p>\n<p>\u00d6zerk Cumhuriyeti s\u0131n\u0131rlar\u0131 i\u00e7inde kald\u0131. Bu s\u0131n\u0131rlar, daha sonraki y\u0131llarda NATO ile Var\u015fova s\u0131n\u0131rlar\u0131ndan da biri oldu. Lazlar, bunun d\u0131\u015f\u0131nda T\u00fcrkiye\u2019nin bat\u0131s\u0131ndaki \u201c93 Harbi mu\u00adhacir k\u00f6yleri\u201dnde de toplu olarak ya\u015f\u0131yor. Lazlar, g\u00fcn\u00fcm\u00fczde T\u00fcrkiye ve G\u00fcrcistan\u2019a ba\u011fl\u0131 Acaristan \u00d6zerk Cumhuriyeti d\u0131\u015f\u0131nda, Abhazya ve Rusya Federasyonu\u2019nun \u00e7e\u015fitli yerle\u015fim birimlerinde de ya\u015far.<\/p>\n<p>*<\/p>\n<p>Bu alanda yapt\u0131\u011f\u0131m \u00e7al\u0131\u015fmalar\u0131 1993\u2019den 7 Haziran 2004\u2019e ve o tarihten de bug\u00fcne kadar olmak \u00fczere iki b\u00f6l\u00fcmde de\u011ferlendirebiliriz. T\u00fcrkiye\u2019nin sosyal ger\u00e7ekli\u011fini anlama\u00adya ve ona g\u00f6re bir hareket tarz\u0131 geli\u015ftirmeye \u00e7al\u0131\u015fan bir ayd\u0131n duyarl\u0131l\u0131\u011f\u0131yla; ilk d\u00f6nemde \u00f6ncelikli olarak, elimdeki imk\u00e2n\u00adlar d\u00e2hilinde Lazlar\u0131n tarihine ili\u015fkin bilgiler veren makaleler yazmaya ve bu y\u00f6ndeki makalaleri T\u00fcrk\u00e7e\u2019ye \u00e7evirmeye \u00e7al\u0131\u015f\u00adt\u0131m. Yine bu d\u00f6nemde, Lazlara y\u00f6nelik \u00e7e\u015fitli resmi ideoloji ve resmi tarih tezlerine kar\u015f\u0131 makaleler yazd\u0131m. Ama\u00e7; Lazlar\u0131n kendi ba\u015flar\u0131na bir halk olduklar\u0131na ili\u015fkin, onlar\u0131n bir tarihleri olduklar\u0131na ili\u015fkin ve bunlarla da beraber Lazlar\u0131n bir kimli\u011fi oldu\u011funa ili\u015fkin bilgilerin ilgilenenlere kazand\u0131r\u0131lmas\u0131yd\u0131.<\/p>\n<p>7 Haziran 2004 Pazartesi, TRT\u2019nin be\u015f anadilde k\u0131s\u0131tl\u0131 da olsa yay\u0131na ba\u015flad\u0131\u011f\u0131 tarihtir. TRT\u2019nin Lazca\u2019y\u0131 g\u00f6rmemez\u00adlikten gelmesiyle, \u00e7al\u0131\u015fmalar\u0131m\u0131 esas olarak Lazca\u2019ya, di\u011fer anadillerine y\u00f6nelttim. Lazca\u2019n\u0131n Laz kimli\u011finin en \u00f6nemli y\u00f6n\u00fc oldu\u011fu d\u00fc\u015f\u00fcncesiyle, makalelerimin baz\u0131lar\u0131n\u0131 da Lazca yazmaya ba\u015flad\u0131m. Bu alanda yo\u011funla\u015ft\u0131m. Bunun en somut bir ifadesi olarak da, birka\u00e7 arkada\u015f\u0131mla birlikle www.kolk\u00adhoba.org adl\u0131 internet sitesinin kurulu\u015funa destek verdim. Bu sitede; Lazca masal, \u015fiir, \u015fark\u0131 s\u00f6z\u00fc, bilmece, bulmaca ve ata\u00ads\u00f6zlerinin d\u0131\u015f\u0131nda Lazca haber yay\u0131n\u0131 da yapmaya ba\u015flad\u0131k.<\/p>\n<p>Bir kesim, T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki anadillerinde \u00e7al\u0131\u015fmalar ya\u00adp\u0131lmas\u0131na, o dillerle yay\u0131n yap\u0131lmas\u0131na kesinlikle kar\u015f\u0131; bunun b\u00f6l\u00fcc\u00fcl\u00fck oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyor. Bir kesim var; onlar T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki anadillerin feti\u015fizmini yap\u0131yor. Bunlar T\u00fcrk\u00e7e d\u0131\u015f\u0131n\u00addaki anadillerinde \u00fcretim yapm\u0131yor; yaln\u0131zca, \u201cdilimiz \u00f6l\u00fcyor, UNESCO da bunu s\u00f6yl\u00fcyor,\u201d feti\u015fizmi yap\u0131yor. Her iki kesim de T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki anadillerine yanl\u0131\u015f yerden bak\u0131yor.<\/p>\n<p>E\u011fitim-Sen\u2019in 28-29 Haziran 2003 tarihinde Ankara\u2019da yap\u0131lan Anadilde E\u011fitim Sempozyumu \u00f6ncesi, \u0130stanbul 8. \u015eube (o zamanki) ba\u015fkan\u0131 Haldun \u00d6zkan ile birlikte \u00f6n \u00e7a\u00adl\u0131\u015fma yaparken rahmetli Tar\u0131k Cemal Kutlu ile Hal\u0131c\u0131lar\u2019da\u00adki evinde g\u00f6r\u00fc\u015fm\u00fc\u015ft\u00fck. Bu g\u00f6r\u00fc\u015fmemizde, s\u00f6z d\u00f6nd\u00fc dola\u015ft\u0131 anadili kavram\u0131na geldi. Rahmetli Tar\u0131k Cemal Kutlu \u015f\u00f6yle dedi: \u201cBak\u0131n, benim anadilim \u00c7e\u00e7ence, e\u015fimin anadili de \u00c7e\u00ad\u00e7ence. O\u011flum Argun \u00c7e\u00e7ence bilmiyor. \u015eimdi onun anadili \u00c7e\u00e7ence mi T\u00fcrk\u00e7e mi?!\u201d<\/p>\n<p>Ortak anla\u015fma dilimiz T\u00fcrk\u00e7edir. G\u00fcnl\u00fck hayat\u0131n her alan\u0131nda T\u00fcrk\u00e7e konu\u015fuluyor. E\u011fitim-\u00f6\u011fretim, radyo-tele\u00advizyon, yaz\u0131l\u0131 bas\u0131n her \u015fey T\u00fcrk\u00e7e. Kimsenin T\u00fcrk\u00e7e\u2019yle bir sorununun oldu\u011funu sanm\u0131yorum. Bunun yan\u0131 s\u0131ra, say\u0131s\u0131n\u0131 hi\u00e7 kimsenin net olarak bilmedi\u011fi anadilleri de konu\u015fuluyor T\u00fcrkiye\u2019de. (Burada kast\u0131m, Lozan\u2019da ve ard\u0131ndan da onunla ba\u011flant\u0131l\u0131 anla\u015fmalarla \u201cg\u00fcvence alt\u0131na al\u0131nan\u201d gayr\u0131-M\u00fcslim anadilleri de\u011fil). G\u00fcn\u00fcm\u00fczde T\u00fcrkiye\u2019de konu\u015fulan Lazca, G\u00fcrc\u00fcce, Arap\u00e7a gibi Anadolu\u2019nun yerle\u015fik en eski dillerini ve Abazaca, \u201c\u00c7erkes\u00e7e\u201d, \u00c7e\u00e7ence ve Da\u011f\u0131stan Dilleri gibi Muha\u00adcir dillerini hat\u0131rlayal\u0131m. Bu dillerin hepsi bizim. Bu dillerimiz ya\u015famal\u0131, ya\u015fatmal\u0131y\u0131z. Ge\u00e7mi\u015fte bir tak\u0131m ad\u0131mlar at\u0131labilir\u00addi. Mesela; 1 Ocak 1929 tarihinde \u00e7al\u0131\u015fmalara ba\u015flayan Millet Mektepleri ve ard\u0131nda a\u00e7\u0131lan K\u00f6y Enstit\u00fclerin\u2019de bu anadil\u00adleri de \u00f6\u011fretilebilirdi. Buralardan sertifika, diploma alan e\u011fit\u00admenler, \u00f6\u011fretmenler \u00e7al\u0131\u015facaklar\u0131 y\u00f6relerin anadilleriyle ilgili \u00e7\u00f6z\u00fcmler \u00fcretilebilirlerdi. B\u00f6ylelikle g\u00fcn\u00fcm\u00fcz\u00fcn pedagojik, psikolojik ve demokrasi sorunlar\u0131 bu \u015fiddette ya\u015fanmazd\u0131. Sosyal devlet; vergi \u00f6deyen, askerlik hizmetini yerine getiren ve oy kullanan vatanda\u015flar\u0131n her t\u00fcrl\u00fc farkl\u0131 \u00f6zelliklerinin de\u00advam\u0131 noktas\u0131nda pozitif ayr\u0131mc\u0131 olmal\u0131yd\u0131; olmal\u0131d\u0131r.<\/p>\n<p>Devlet bir TV kanal\u0131n\u0131 tamamen di\u011fer anadillerine ay\u0131r\u00admal\u0131d\u0131r. Bu TV kanal\u0131n\u0131n saatleri de T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki ana\u00addilleri aras\u0131nda adaletli bir \u015fekilde b\u00f6l\u00fc\u015ft\u00fcr\u00fclmelidir. Lazca \u00fczerinden \u00f6rnek vereyim: Lazca haberler, Lazca belgeseller, Lazca tart\u0131\u015fma programlar\u0131, Lazca filmler, Lazca \u00e7izgi film\u00adleri, Lazca tiyatro eserleri bu TV kanal\u0131nda sergilenmelidir. K\u00fclt\u00fcr Bakanl\u0131\u011f\u0131 yaz\u0131l\u0131 Laz edebiyat\u0131n\u0131n \u00f6rneklerini yay\u0131nla\u00admal\u0131d\u0131r. Lazcan\u0131n konu\u015fuldu\u011fu y\u00f6relerde, isteyen ana-babala\u00adr\u0131n \u00e7ocuklar\u0131na da Lazca anadil dersleri verilebilecek \u015fekilde d\u00fczenlemelere gidilmelidir. Lazca ad ta\u015f\u0131yan yerle\u015fim birim\u00adlerinin adlar\u0131 tekrar resmi olarak kullan\u0131lmal\u0131d\u0131r. Devlet ku\u00adrumlar\u0131; parasal, akademik, fiziksel kapasite, psikoloji deste\u011fi, hi\u00e7 sak\u0131nmadan, c\u00f6mert\u00e7e vermelidir.<\/p>\n<p>Bug\u00fcne kadar \u201canadil\u201d konusu, yuvarlak laflarla ge\u00e7i\u015fti\u00adrildi. Siz bug\u00fcne kadar somut, projelendirilmi\u015f bir talep g\u00f6r\u00add\u00fcn\u00fcz m\u00fc?! \u00d6ncelikle \u201canadili\u201d nedir? Her zaman ki\u015finin, kendi anas\u0131ndan \u00f6\u011frendi\u011fi dil midir?! Olmayabilir! \u201cAnadi\u00adli\u201d ifadesi ki\u015finin kendi kimli\u011fini ifade etmek i\u00e7in de kulla\u00adn\u0131l\u0131yor olabilir. Somut \u00f6rnekten hareket edelim. Bir \u00e7ocuk, \u201canadili\u201dnin Lazca oldu\u011funu s\u00f6yleyebilir. Ancak tek kelime Lazca bilmeyebilir. Bir ba\u015fka \u00e7ocuk d\u00fc\u015f\u00fcnelim. Bu \u00e7ocuk, k\u0131rsal kesimde, k\u00f6y\u00fcnde veya Lazcan\u0131n yo\u011fun olarak ya\u015fa\u00add\u0131\u011f\u0131 bir kasabada ya\u015fas\u0131n. G\u00fcndelik ili\u015fkilerinde de Lazcay\u0131 konu\u015fsun. Ancak Lazca okuma-yazmas\u0131 olmas\u0131n. Bu sefer de bir ba\u015fka \u00e7ocuk d\u00fc\u015f\u00fcnelim: Bu \u00e7ocuk, arkada\u015flar\u0131yla, dostla\u00adr\u0131yla, akrabalar\u0131yla Lazca konu\u015fabilsin, yaz\u0131\u015fabilsin. \u015eimdi bu \u00f6rneklerdeki Laz \u00e7ocuklar\u0131n\u0131 ele alal\u0131m. Bu somut durumlara g\u00f6re, konu tart\u0131\u015f\u0131lmal\u0131. \u015eimdi bu \u00fc\u00e7 Laz \u00e7ocu\u011funun da Lazca \u00f6\u011frenmek, Lazca\u2019s\u0131n\u0131 geli\u015ftirmek istedi\u011fini ve velisinin de bu y\u00f6nde okula ba\u015fvurdu\u011funu d\u00fc\u015f\u00fcn\u00fcn. Ne olacak?! Hangisi i\u00e7in \u201canadili \u00f6\u011fretimi\u201d, hangisi i\u00e7in \u201canadilde e\u011fitim\u201d gerekiyor?! Bir de \u201cse\u00e7meli ders\u201d konusu da g\u00fcndeme gelince, i\u015f daha da i\u00e7inden \u00e7\u0131k\u0131lmaz h\u00e2le geliyor. Bence konuyu \u201canadili \u00f6\u011freti\u00admi\u201d veya \u201canadilde e\u011fitim\u201d veya benzeri terimlerle tart\u0131\u015fmak yersiz. \u00c7\u00fcnk\u00fc ortada somut bir proje, uygulama, deneyim yok. O halde neye kafa yormal\u0131?! \u201cAnadili\u201d derslerinin okul\u00adlarda nas\u0131l uygulanaca\u011f\u0131na ili\u015fkin somut projeler haz\u0131rlamak, \u00f6neriler sunmak gerekir. \u0130lgili vak\u0131f ve dernekler bu konuda yetkilendirilemez mi? Bunlar okullarla koordineli \u00e7al\u0131\u015famaz\u00adlar m\u0131?! B\u00fct\u00fcn bunlara kafa yormak l\u00e2z\u0131m. Ayr\u0131ca; yukar\u0131da \u00fc\u00e7 \u00f6rnekte sundu\u011fum \u00f6\u011frenci tipine g\u00f6re nas\u0131l bir program ge\u00adli\u015ftirebiliriz? Biri anadilini hi\u00e7 bilmiyor. \u0130kincisi biliyor, ama okuyup yazam\u0131yor. \u00dc\u00e7\u00fcnc\u00fcs\u00fc ise, anadilinde okuyup yazabi\u00adliyor. De\u011finilmesi gereken bir konu daha var: \u201cAnadilde e\u011fi\u00adtim\u201d denilince kimileri \u015f\u00f6yle anl\u0131yor: kitap bas\u0131lacak, o anadil derslerinin verilece\u011fi okullarda da\u011f\u0131t\u0131lacak ve b\u00f6ylece de o kitaplardan \u00f6\u011fretmenler dersleri verecek. B\u00f6yle bir \u015fey m\u00fcm\u00adk\u00fcn de\u011fil. \u00d6yleyse bu i\u015f nas\u0131l olabilir?! \u00d6\u011frenci velilerinin taleplerine g\u00f6re, okul idareleri o anadilini bilen \u00f6\u011fretmenlerle veya ilgili vak\u0131f ve \/ veya derneklerden yard\u0131m isteyerek temin edecekleri \u201custa \u00f6\u011freticiler\u201dle bu i\u015fi ba\u015flatabilirler. O anadili\u00adni bilen \u00f6\u011fretmen ve \/ veya \u201custa \u00f6\u011freticiler\u201d, talepte bulunan \u00f6\u011frencilerin d\u00fczeylerine g\u00f6re \u201canadil s\u0131n\u0131flar\u0131\u201d olu\u015fturabilir\u00adler. Bu anadil s\u0131n\u0131flar\u0131nda, \u00e7ocuklar\u0131n anadil bilgi d\u00fczeyine ve T\u00fcrk\u00e7edeki m\u00fcfredat programlar\u0131na g\u00f6re, di\u011fer \u00f6\u011fretmenlerle birlikte haz\u0131rlayacaklar\u0131 m\u00fcfredat\u0131 uygulayabilirler. \u0130\u015fte bu i\u015f ancak b\u00f6yle olur. \u015eimdi siz bu uygulamaya, \u201canadili \u00f6\u011fretimi\u201d deseniz, \u201canadilde e\u011fitim\u201d deseniz ne fark eder. Yine bu \u00e7al\u0131\u015f\u00adma \u00e7ocuklar\u0131n anadillerini \u00f6\u011frenmelerine katk\u0131 sa\u011fl\u0131yorsa, siz buna \u201cse\u00e7meli ders\u201d deseniz ne olur, demeseniz ne olur?!<\/p>\n<p>\u201cAnadili\u201d konusu karde\u015fle\u015fmeye hizmet etmelidir. \u201cAna\u00addili\u201d talebinin sosyal ger\u00e7eklikle g\u00fcndelik hayatla uyu\u015fur bir y\u00f6n\u00fc bulunmal\u0131d\u0131r. \u0130lkokul birinci s\u0131n\u0131ftan ba\u015flamak \u00fczere \u00f6\u011frencileri ele alal\u0131m. Her okuldaki, her s\u0131n\u0131ftaki \u00f6\u011frencilerin anadili bilgileri bu anadil dersleri \u00f6ncesi ku\u015fkusuz farkl\u0131d\u0131r.
