Ancak tecimsel bir amac\u0131 olmayan ve kolektif \u00fcretimi \u00f6ne \u00e7\u0131karan bir kurum olarak Kolektifimiz, belli bir sistemati\u011fe uygun olarak \u00fclke\u00a0 ve b\u00f6lge emek\u00e7i halklar\u0131n\u0131n baz\u0131 sorunlar\u0131na \u0131\u015f\u0131k tutan eserlerin yay\u0131mlanmas\u0131n\u0131 uygun ve do\u011fru bulmaktad\u0131r. Bir yandan resm\u00ee tarih ve resm\u00ee ideolojiler, \u00f6te yandan d\u00fcnya emek\u00e7i halklar\u0131n\u0131n ulusal- sosyal- evrensel \u00f6l\u00e7ekte kurtulu\u015funu din ve etnisiteyi \u00f6ne \u00e7\u0131karak \u00e7\u00f6z\u00fcm y\u00f6ntemi \u00fcretilece\u011fini manip\u00fcle eden anlay\u0131\u015flar\u0131n ku\u015fatmas\u0131nda, bu konu, ana ekseninden kayd\u0131r\u0131lmak isteniyor. Hakim gerici s\u0131n\u0131flar\u0131n, emperyalizmin binbir ku\u015fatmas\u0131 alt\u0131nda, d\u00fcnya emek\u00e7i halklar\u0131n\u0131n sosyal kurtulu\u015fu, bir yan\u0131yla insan\u0131n ve insanl\u0131\u011f\u0131n kurtulu\u015fu demek oluyor. Bu t\u00fcrden \u00e7al\u0131\u015fmalar\u0131n alabildi\u011fine\u00a0 nesnel ger\u00e7ekli\u011fi yans\u0131tmas\u0131, bilimsel bilgi ve bilin\u00e7 ta\u015f\u0131mas\u0131 gerekiyor. Dil, tarih k\u00fclt\u00fcr ve gelenekleriyle varolan emek\u00e7i halklar\u0131 yok sayan, ya da asimile etmeyi d\u00fc\u015f\u00fcnen anlay\u0131\u015flar, insanl\u0131\u011f\u0131n en b\u00fcy\u00fck hazinesini de tahrip etmi\u015f oluyorlar. D\u00fcnyam\u0131z\u0131n ezilen ve s\u00f6m\u00fcr\u00fclen b\u00fct\u00fcn emek\u00e7i halklar\u0131n\u0131n kendi dil, tarih, k\u00fclt\u00fcr ve geleneklerini \u00f6zg\u00fcrce ifade ederek \u00f6\u011frenmesi, geli\u015ftirmesi ve bu yoldaki talep ve ihtiya\u00e7lar\u0131n\u0131n kar\u015f\u0131lanmas\u0131, insan\u0131n, insanl\u0131\u011f\u0131n sosyal kurtulu\u015fu i\u00e7in\u00a0 hem bir \u2018k\u00f6\u015fe ta\u015f\u0131d\u0131r\u2019, hem de gereklidir. Fakat ne yaz\u0131k ki evrensel \u00f6l\u00e7ekte hakim gerici s\u0131n\u0131flar ve emperyalizm \u201ci\u015f\u00e7i s\u0131n\u0131f\u0131, emek\u00e7iler, ezilen ve s\u00f6m\u00fcr\u00fclen halklar\u201d denildi\u011finde binbir ku\u015fatmaya giriyor, bilimsel olmayan demagojilerle bu yolda eser verenleri susturup sindirmeye \u00e7al\u0131\u015f\u0131yor. Bu ve benzeri konular hakk\u0131nda siz nas\u0131l bir de\u011ferlendirme yap\u0131yorsunuz?<\/p>\n<p><strong>Ali \u0130hsan Aksamaz<\/strong>: Kolektifinizin, \u201cHalklar\u0131n Tarih- K\u00fclt\u00fcr\u201d anaba\u015fl\u0131\u011f\u0131 alt\u0131nda da kitaplar yay\u0131nlamas\u0131n\u0131 olumlu buluyor ve destekliyorum. Nitekim bu dizinizden (biri benim \u00e7al\u0131\u015fmam) d\u00f6rt kitab\u0131n yay\u0131nlanmas\u0131na her a\u015famada katk\u0131da bulundum.\u00a0 Ancak bu diziden daha \u00f6nce yay\u0131nlanan iki kitapla ilgili ele\u015ftiri hakk\u0131m\u0131 \u015fimdilik sakl\u0131 tutmak istiyorum. Bunlarla ilgili bir makale haz\u0131rl\u0131\u011f\u0131nda oldu\u011fumu belirtmekle yetiniyorum.<\/p>\n<p>\u201cBaz\u0131 Yay\u0131nevleri\u201dnin ticar\u00ee ama\u00e7larla \u201cetnisite\u201dyi \u00f6n plana \u00e7\u0131karan politikalar\u0131n\u0131 do\u011fru bulmuyorum. \u00d6zellikle Sovyetler Birli\u011fi\u2019nin da\u011f\u0131lmas\u0131ndan sonraki d\u00f6nemden ba\u015flamak \u00fczere\u00a0 T\u00fcrkiye\u2019de \u201cetnisite\u201d ile ilgili telif ve \u00e7e\u015fitli dillerden terc\u00fcme bir\u00e7ok kitap yay\u0131nland\u0131. Bunlar\u0131n \u00e7ok genel anlamda olumluluk ta\u015f\u0131d\u0131\u011f\u0131n\u0131 s\u00f6yleyebilirim. Ancak bu kitaplar\u0131n \u00e7o\u011funda \u201cmilliyet\u00e7i\u201d, yeni resm\u00ee ideoloji yaratma veya aktarma e\u011filimleri a\u011f\u0131r basan, kom\u015fular\u0131na \u201ckimlik\u201d dayatmaya \u00e7al\u0131\u015fan y\u00f6neli\u015fler ne yaz\u0131k ki s\u00f6z konusudur. Bu alanda tam bir karma\u015fa h\u00fck\u00fcm s\u00fcrmektedir. \u201c\u00c7e\u015fitli kayg\u0131lar\u201dla yay\u0131nlanan bu kitaplar, okuyucuyu yanl\u0131\u015f bilgilendirmekte ve y\u00f6nlendirebilmektedir.<\/p>\n<p>Zaten \u201cetnisite\u201d genelde \u00e7ok \u201czor\u201d bir konudur. Bu \u201czorluk\u201d sadece konunun kendisinin karma\u015f\u0131kl\u0131\u011f\u0131ndan de\u011fil, konuyla ilgili terminolojinin yabanc\u0131l\u0131\u011f\u0131ndan da kaynaklanmaktad\u0131r. Genel olarak \u201cetnisite\u201d olarak kodlanan \u201ckonu\u201dnun T\u00fcrkiye \u00f6zelinde sa\u011fl\u0131kl\u0131 olarak tart\u0131\u015f\u0131labilmesi, anla\u015f\u0131labilmesi ve \u00e7\u00f6z\u00fcm yollar\u0131n\u0131n \u00fcretilebilmesi i\u00e7in anla\u015f\u0131labilir terminolojiyle konu\u015fman\u0131n daha do\u011fru olaca\u011f\u0131na inan\u0131yorum. \u0130\u00e7\/ d\u0131\u015f irili- ufakl\u0131 resm\u00ee ideolojilerin dayatt\u0131\u011f\u0131 terimlerle sosyal olay ve olgular\u0131n de\u011ferlendirilebilmesi pek m\u00fcmk\u00fcn g\u00f6r\u00fcnmemektedir. Bu sebeple \u201cetnisite\u201d, \u201cetnik grup\u201d, \u201caz\u0131nl\u0131k\u201d, \u201cdiyalekt\u201d, \u201cleh\u00e7e\u201d , \u201c\u015five\u201d, \u201ca\u011f\u0131z\u201d vb. terimleri kullanmaktan genel olarak ka\u00e7\u0131n\u0131yorum. Kullanmak zorunda kald\u0131\u011f\u0131m hallerde bunlar t\u0131rnak i\u00e7inde anla\u015f\u0131lmal\u0131d\u0131r. \u201cLiterat\u00fcr\u201dde \u201cMilliyetler Meselesi\u201d olarak bilinen bu \u201ckonu\u201dnun T\u00fcrkiye\u2019de tart\u0131\u015f\u0131lmaya ba\u015flanmas\u0131 san\u0131ld\u0131\u011f\u0131n\u0131n aksine \u00e7ok yenidir. Objektif tespitlere, de\u011ferlendirmelere ve politikalar\u0131n \u00fcretilmesine ihtiya\u00e7 vard\u0131r. Bunlar yap\u0131lmad\u0131\u011f\u0131 s\u00fcrece \u201ckonu\u201dnun siyas\u00ee, ticar\u00ee vb. ama\u00e7larla kullan\u0131lmaya \u00e7al\u0131\u015f\u0131lmas\u0131 tehlikesi, mikro milliyet\u00e7iliklere y\u00f6nelmesi tehlikesi ka\u00e7\u0131n\u0131lmazd\u0131r. Sovyetler Birli\u011fi\u2019nin 1930\u2019lu y\u0131llar\u0131n sonlar\u0131na kadar uygulad\u0131\u011f\u0131 \u201cmilliyetler politikas\u0131\u201d olumlu ve olumsuz y\u00f6nleriyle, g\u00fcn\u00fcm\u00fczde de farkl\u0131 ana dilleri olan \u201cetnik gruplar\u201d\u0131 b\u00fcnyesinde bar\u0131nd\u0131ran \u00fclkeler i\u00e7in \u00f6nemli bir \u201c\u00f6rnek\u201dtir. Bu \u201cmiliyetler politikas\u0131\u201d irdelenmelidir. Avrupa Toplulu\u011fu\u2019nun bu \u201ckonu\u201ddaki uygulamalar\u0131 da \u00f6nemli bir \u201creferans\u201dt\u0131r.<\/p>\n<p>\u201cKonu\u201d hakk\u0131ndaki \u201ccehalet\u201d g\u0131rtlak boyudur. Bunun sorumlusu tek ba\u015f\u0131na \u015f\u00fcphesiz resm\u00ee ideoloji ve onlar\u0131n uygulamalar\u0131 de\u011fildir. \u201cKonu\u201dyu y\u0131llarca sloganlarla ge\u00e7i\u015ftirerek, \u201cLenin Yolda\u015f \u015f\u00f6yle dedi\u201d, \u201cStalin Yolda\u015f bunu dedi\u201d diyen ve Sovyetler Birli\u011fi\u2019nin \u201cmilliyetler politikas\u0131\u201dn\u0131 irdelemeden bu politikalar\u0131 ima etmi\u015f olan \u201cmuhalif sol\u201d da en az di\u011ferleri kadar sorumludur.\u00a0 Sovyetler Birli\u011fi\u2019nin \u201cmiliyetler politikas\u0131\u201dn\u0131 g\u00fcn\u00fcm\u00fczde ele\u015ftirenleri\u00a0 \u201cemperyalizmin saf\u0131nda sosyalizme sald\u0131ranlar\u201d olarak nitelendiren bir anlay\u0131\u015f da kolayc\u0131d\u0131r. Yanl\u0131\u015ft\u0131r. Sovyetler Birli\u011finin \u201cmilliyetler politikas\u0131\u201d irdelendi\u011finde, gecikmi\u015f \u201culus- devletler\u201di ve bunlar\u0131n resm\u00ee tarih ve ideolojilerini yaratman\u0131n \u201cdo\u011fal\u201d sonucu olarak baz\u0131 dil ve kimliklerin yok say\u0131ld\u0131klar\u0131 ve yok edilmeye \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 s\u00fcrecin 20. y\u00fczy\u0131lda yaln\u0131zca kapitalist eksendeki \u00fclkelerde de\u011fil, Sovyetler Birli\u011fi\u2019nde de ya\u015fand\u0131\u011f\u0131 a\u00e7\u0131k se\u00e7ik g\u00f6r\u00fclecektir. B\u00f6ylesi bir \u00e7aba \u201cmiliyetler sorunu\u201d konusuna ku\u015fkusuz katk\u0131 sa\u011flayacakt\u0131r.<\/p>\n<p>\u201cYerel K\u00fclt\u00fcrler\u201d ve \u201cYerel Diller\u201d veya \u201cKonu\u015fanlar\u0131 say\u0131ca (daha) az olan diller\u201d bulunduklar\u0131 \u00fclkelerin ve b\u00fct\u00fcn insanl\u0131\u011f\u0131n ortak zenginlikleridir. G\u00fcn\u00fcm\u00fczdeki \u201cetnik \u00e7at\u0131\u015fmalar\u201d\u0131n sebeplerini olu\u015fturan, Sovyetler Birli\u011fi\u2019nin Kafkasya\u2019daki \u201cMilliyetler \u201cPolitikas\u0131\u201dn\u0131 sorgulayan kitap ve makaleler hemen hi\u00e7 bulunmamaktad\u0131r. N\u00fcfus olarak daha az halklara \u201csiyas\u00ee ve k\u00fclt\u00fcrel haklar\u201d verilirken, say\u0131ca bunlardan daha fazla halklar\u0131n neden \u201cyok say\u0131ld\u0131klar\u0131\u201dna hi\u00e7 kafa yoramamaktad\u0131rlar. Tek \u015fart her t\u00fcrl\u00fc resm\u00ee ideolojiye kar\u015f\u0131 uyan\u0131k olmakt\u0131r, bilimsel ve objektif olmakt\u0131r.<\/p>\n<p>Burada esas sorumluluk \u201cmuhalif sol\u201da d\u00fc\u015fmektedir. \u00c7\u00fcnk\u00fc onlar,\u00a0 \u201cMilliyetler Konusu\u201dyla ilgili, \u201cbizim de yay\u0131nlar\u0131m\u0131z olsun\u201d yakla\u015f\u0131m\u0131yla mikro milliyet\u00e7i \u00e7al\u0131\u015fmalar\u0131 g\u00f6z\u00fc kapal\u0131 yay\u0131nlayabilmektedirler. Mesela\u00a0 1926 n\u00fcfus say\u0131mlar\u0131nda varl\u0131klar\u0131 tescil edilmi\u015f olan baz\u0131 \u201cetnik gruplar\u201d daha sonra yok say\u0131lm\u0131\u015flard\u0131r.
