Bunu mutlaka hissetmi\u015fsinizdir. Ben 21 \u015eubat ile \u00f6zde\u015fle\u015ftirilmeye \u00e7al\u0131\u015f\u0131lan\u00a0 \u2018Ana dili G\u00fcn\u00fc\u2019nden nefret ediyorum. Her 21 \u015eubat geldi\u011finde T\u00fcrkiye\u2019de sahte g\u00f6zya\u015flar\u0131 d\u00f6ken kurum ve ki\u015filerin bas\u0131ndaki haberlerini g\u00f6r\u00fcnce de \u00f6fkeleniyorum. \u2018Anadil G\u00fcn\u00fc\u2019ne ve \u2018a\u011flamac\u0131lar\u0131na\u2019 nefret ve \u00f6fkemin \u00e7ok hakl\u0131 sebepleri var. Yeni bir 21 \u015eubat\u2019\u0131 kendi i\u00e7 d\u00fcnyamda yine nefret ve \u00f6fkeyle ge\u00e7irmek istemedi\u011fim i\u00e7in, bu makaleyi kaleme al\u0131yorum. Bir kez daha hem \u2018ana dili\u2019 konusuna dikkat \u00e7ekmek ve yap\u0131lmas\u0131 gerekenleri tart\u0131\u015fmak hem de \u201821 \u015eubatl\u0131k Ana dili A\u011flamac\u0131lar\u0131na\u2019 dikkat \u00e7ekmek ve onlar\u0131n etki alan\u0131ndaki insanlar\u0131n kafalar\u0131nda soru i\u015faretleri olu\u015fturmak istiyorum. En Ba\u015ftan \u015fu kadar\u0131n\u0131 s\u00f6yleyeyim: \u2018Ana dili\u2019 konusuna yanl\u0131\u015f yer ve yanl\u0131\u015f pencereden bak\u0131l\u0131yor.<\/p>\n<p><strong>Emperyalizmin \u2018G\u00fcnah \u00c7\u0131karmas\u0131: \u201821 \u015eubat Ana dil G\u00fcn\u00fc\u2019<\/strong><\/p>\n<p>\u00d6nce, \u015fu 21 \u015eubat ile \u00f6zde\u015fle\u015ftirilmeye \u00e7al\u0131\u015f\u0131lan \u2018Ana dili G\u00fcn\u00fc\u2019ne k\u0131saca de\u011finmek istiyorum. Bas\u0131ndan okuyoruz. Birle\u015fmi\u015f Milletler E\u011fitim- Bilim ve K\u00fclt\u00fcr \u00d6rg\u00fct\u00fc UNESCO 1999 y\u0131l\u0131 Kas\u0131m ay\u0131nda 21 \u015eubat\u2019\u0131 \u2018Uluslararas\u0131 Ana dili G\u00fcn\u00fc\u2019 il\u00e2n etmi\u015f. UNESCO, d\u00fcnyada konu\u015fulan 7 bine yak\u0131n dilin yar\u0131s\u0131n\u0131n yok olma tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131n\u0131 da a\u00e7\u0131klam\u0131\u015f. Yine bu UNESCO, 21 \u015eubat\u2019\u0131 \u2018Uluslararas\u0131 Ana dili G\u00fcn\u00fc\u2019 il\u00e2n etmekle tehlikeye dikkat \u00e7ekiyormu\u015f. \u00dcstelik yok olma tehdidi alt\u0131ndaki dillerin korunmas\u0131na katk\u0131 sa\u011flamay\u0131 da ama\u00e7l\u0131yormu\u015f. Bu sat\u0131rlar\u0131 okuyan bir insan, \u201cAferin \u015fu UNESCO\u2019ya. Ne de g\u00fczel\u00a0 \u00e7al\u0131\u015f\u0131yor! Sahipsiz de\u011filiz, \u00e7ok \u015f\u00fck\u00fcr!\u201d diyebilir. Ancak kaz\u0131n aya\u011f\u0131 \u00f6yle de\u011fil! UNESCO, Birle\u015fmi\u015f Milletlerin bir kurulu\u015fu de\u011fil mi? Hani \u015fu 60 y\u0131l \u00f6nce kurulan ve g\u00fcn\u00fcm\u00fczde 176 devletin \u00fcyesi oldu\u011fu Birle\u015fmi\u015f Milletler! Net bir \u00f6rnekle, 176 \u00fcye devletten 150&#8217;si G\u00fcvenlik Konseyi&#8217;ne ortak bir tasar\u0131 sunsa, be\u015f daimi \u00fcyeden birisinin tasar\u0131y\u0131 veto etmesiyle tasar\u0131y\u0131 g\u00fcndemden d\u00fc\u015f\u00fcrebildi\u011fi bir Birle\u015fmi\u015f Milletler! K\u0131saca emperyalistlerin denetimindeki Birle\u015fmi\u015f Milletler\u2019in UNESCO\u2019su!<\/p>\n<p>Birle\u015fmi\u015f Milletler\u2019in emperyalistlerin denetiminde bir kurulu\u015f oldu\u011fu konusunda \u015f\u00fcphe olmad\u0131\u011f\u0131na g\u00f6re, UNESCO\u2019nun il\u00e2n etti\u011fi \u201821 \u015eubat Ana dili G\u00fcn\u00fc\u2019, emperyalistlerin ikiy\u00fczl\u00fcl\u00fc\u011f\u00fcn\u00fc ortaya koymuyor mu?! Bu ikiy\u00fczl\u00fcl\u00fck sonu\u00e7ta anla\u015f\u0131labilir bir durum. Ne var ki, T\u00fcrkiye\u2019de \u2018anti-emperyalist\u2019liklerini dillerinden d\u00fc\u015f\u00fcrmeyenlerin UNESCO\u2019nun il\u00e2n etti\u011fi \u201821 \u015eubat Ana dili G\u00fcn\u00fc\u2019n\u00fc sahiplenmeleri, canh\u0131ra\u015f bir \u015fekilde \u00f6n pl\u00e2na \u00e7\u0131karmak istemeleri ve bununla yetinmeleri hi\u00e7 de anla\u015f\u0131labilir bir durum de\u011fil. UNESCO\u2019nun \u201821 \u015eubat\u00e7\u0131l\u0131\u011f\u0131\u2019 emperyalist ikiy\u00fczl\u00fcl\u00fc\u011f\u00fcn\u00fcn bir tezah\u00fcr\u00fc. Emperyalistler \u2018g\u00fcnah \u00e7\u0131karma\u2019ya \u00e7al\u0131\u015f\u0131yor. Peki, \u201821 \u015eubat Ana dili G\u00fcn\u00fc\u2019n\u00fc kutlayarak \u2018g\u00fcnah \u00e7\u0131karma\u2019ya \u00e7al\u0131\u015fan emperyalistlere \u00e7anak tutanlara ne demeli?! Demek bir kurtar\u0131c\u0131 bekliyorlar! Bu kurtar\u0131c\u0131 da emperyalizmin ta kendisi, ha?!<\/p>\n<p>UNESCO\u2019nun \u201821 \u015eubat Ana dili G\u00fcn\u00fc\u2019n\u00fc ve her 21 \u015eubat\u2019ta a\u011flayan, z\u0131rlayan ve g\u00f6n\u00fcl rahat\u0131yla g\u00f6revlerini yerine getirdiklerine inananlar\u0131, olduklar\u0131 yerde b\u0131rakal\u0131m. Ancak; \u201821 \u015eubat Ana dili G\u00fcn\u00fc\u2019ne sar\u0131larak, bana g\u00f6re oyuna gelen, kendilerine g\u00f6re insan\u00ee sorumluluklar\u0131n\u0131 t\u00fcm icaplar\u0131yla yerine getirdiklerine inananlara k\u00fc\u00e7\u00fck bir s\u00f6z\u00fcm var: Bug\u00fcne kadar sloganlarla y\u00fcr\u00fctt\u00fc\u011f\u00fcn\u00fcz her i\u015f gibi, \u2018anadil konusu\u2019nda da \u00e7uvallad\u0131n\u0131z.<\/p>\n<p>\u0130nisiyatifi elde tutarak ve hi\u00e7bir kurum ve ki\u015fiye teslim olmadan haklar elde etmek ve var olan haklar\u0131 geli\u015ftirmek ile \u201821 \u015eubat A\u011flamac\u0131lar\u0131\u2019n\u0131n UNESCO\u2019n\u0131n propagandas\u0131na teslim olup destek vermeleri ku\u015fkusuz birbirine kar\u0131\u015ft\u0131r\u0131lmamal\u0131d\u0131r.<\/p>\n<p><strong>\u2018Ana dili M\u00fccadelesi\u2019\u00a0 Anti-Emperyalist Bir Duru\u015ftur<\/strong><\/p>\n<p>\u2018Ana dili m\u00fccadelesi\u2019, emperyalizme de, kapitalizme de darbe vuran bir m\u00fccadeledir. Unutmayal\u0131m; anadillerini yok etmeye \u00e7al\u0131\u015farak tek bir kapitalist \u2018pazar\u2019 olu\u015fturmaya \u00e7al\u0131\u015fan b\u00f6ylelikle \u2018ana dili\u2019 sorununu ortaya \u00e7\u0131karan emperyalizm ve kapitalist anar\u015fidir. Emperyalizme, kapitalist anar\u015fiye kar\u015f\u0131 bir duru\u015f sergilemeden, \u00fcstelik de emperyalistlerin\u00a0 \u2018g\u00fcnah \u00e7\u0131kard\u0131\u011f\u0131\u2019 g\u00fcne sar\u0131larak \u201821 \u015eubat Anadil G\u00fcn\u00fc\u2019n\u00fc sahiplenmek bir kolayc\u0131l\u0131k de\u011filse, nedir?!<\/p>\n<ol start=\"19\">\n<li>y\u00fczy\u0131lda kapitalizmin geli\u015fmesiyle birlikte, Osmanl\u0131 \u00fclkesi \u00e7e\u015fitli emperyalistlerin h\u00e2kimiyet alan\u0131 haline geldi. \u2018\u0130ttihat\u00e7\u0131lar\u0131n\u2019 marifeti ile de, Osmanl\u0131 \u00fclkesi Alman emperyalizminin g\u00fcd\u00fcm\u00fcne girdi. 19. y\u00fczy\u0131l\u0131n sonlar\u0131 ve 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131nda da ticaretini, siyas\u00ee iradesini, askeri g\u00fcc\u00fcn\u00fc, insanlar\u0131n\u0131, topraklar\u0131n\u0131 \u00e7ok b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kaybetti. 20. y\u00fczy\u0131l\u0131n ilk \u00e7eyre\u011finde, bir zamanlar\u0131n Osmanl\u0131 \u0130mparatorlu\u011fu, bir zamanlar kendisine ba\u011fl\u0131 olan ve daha sonra kendisinden ayr\u0131lan b\u00f6lgelerin ulusla\u015fmas\u0131 ve ulus devlet olmas\u0131 gibi bir s\u00fcrece y\u00f6neltildi. Ulusal sanayisi olmayan, burjuvazisi geli\u015fmeyen, yolu, okulu olmayan ve \u2018\u00e7ivi bile \u00fcretemeyen\u2019 Anadolu\u2019da \u2018T\u00fcrk Ayd\u0131nlanmas\u0131\u2019 ya\u015fanamad\u0131. Bu sebeple de geleneksel \u00fcretim ili\u015fkileri ile dinsel, mezhepsel, dilsel, k\u00fclt\u00fcrel farkl\u0131l\u0131klar g\u00fcn\u00fcm\u00fcze kadar varl\u0131\u011f\u0131n\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde korudu.<\/li>\n<\/ol>\n<p>CHP\u2019nin tek parti diktat\u00f6rl\u00fc\u011f\u00fc, g\u00fcnl\u00fck hayat\u0131 s\u00fcrd\u00fcrmeye y\u00f6nelik nafaka ekonomisi ili\u015fkilerinin h\u00e2kim oldu\u011fu ve farkl\u0131 \u2018ana dilleri\u2019nin konu\u015fuldu\u011fu y\u00f6relerde ulusal sanayinin kapitalist \u00fcretim ili\u015fkilerini ve kurumlar\u0131n\u0131 geli\u015ftiremedi. Yerel \u00fcretim ili\u015fkilerini tasfiye edemedi. Bu sebeple de dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 do\u011fal bir yok olu\u015f s\u00fcrecine s\u00fcr\u00fckleyemedi. Bunun yerine dilsel ve k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 do\u011fal olmayan bir yol ile yani resm\u00ee ideoloji ve resm\u00ee tarih tezleri ile ortadan kald\u0131rmaya \u00e7al\u0131\u015ft\u0131.<\/p>\n<p>Siyas\u00ee otoriteyi elinde tutan CHP\u2019nin tek parti diktat\u00f6rl\u00fc\u011f\u00fc, T\u00fcrkiye\u2019nin \u2018ana dilleri\u2019ni yok sayd\u0131 ve bunlar\u0131n yok edilmesi i\u00e7in de elden gelen her \u015fey yap\u0131ld\u0131. 1950\u2019de iktidar\u0131n\u0131 kaybeden CHP, toplum ruhunda a\u00e7t\u0131\u011f\u0131 yaralar ile sonraki d\u00f6nemlerde de etkisini s\u00fcrd\u00fcrd\u00fc. CHP sonras\u0131 d\u00f6nemde, bu yaralar\u0131n baz\u0131lar\u0131 sar\u0131lmaya \u00e7al\u0131\u015f\u0131lsa da, \u2018ana dili\u2019 konusu hi\u00e7 g\u00fcndeme gelmedi; akla gelmedi; sahiplenilmedi. \u0130kinci D\u00fcnya Sava\u015f\u0131 sonras\u0131nda ba\u015flayan yeni safla\u015fma ve ard\u0131ndan gelen \u2018So\u011fuk Sava\u015f\u2019 d\u00f6nemi toplumsal dokuda meydana gelmi\u015f olan yaralar\u0131 gizlemekle kalmad\u0131; bu yaralar\u0131 derinle\u015ftirdi; yeni yaralar a\u00e7t\u0131.<\/p>\n<p><strong>G\u00fcn\u00fcm\u00fczde \u00e7ok kesin say\u0131lar\u0131n\u0131 bilemiyoruz. Ancak, \u00fclkemizde onlarca \u2018ana dili\u2019nin konu\u015fuldu\u011funu s\u00f6ylemek yanl\u0131\u015f olmaz. Bunca \u2018ana dili\u2019nin konu\u015fuldu\u011fu bir \u00fclkede, resm\u00ee kurumlar, bu dillerle ilgili \u00f6zg\u00fcn dilsel materyal derleme \u00e7al\u0131\u015fmas\u0131 yapmad\u0131; yapm\u0131yor. Bunu b\u0131rakal\u0131m; T\u00fcrkiye\u2019de konu\u015fulan \u2018ana dilleri\u2019nin envanter \u00e7al\u0131\u015fmas\u0131n\u0131 yapan resm\u00ee bir kurum bile bulunmuyor. Siyas\u00ee otoritenin konuya yakla\u015f\u0131m\u0131 b\u00f6yle olunca, iyi niyetli baz\u0131 ki\u015filerin bu konuda yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar fanteziden \u00f6teye ge\u00e7emiyor, ilgi g\u00f6rm\u00fcyor ve katk\u0131 sa\u011flayam\u0131yor. Bu \u00e7al\u0131\u015fmalar\u0131n, \u2018reaksiyoner\u2019 g\u00fc\u00e7ler taraf\u0131ndan d\u00fc\u015fmanca kar\u015f\u0131land\u0131\u011f\u0131n\u0131 da unutmamal\u0131y\u0131z. T\u00fcrkiye\u2019nin \u2018ana dilleri\u2019ne kar\u015f\u0131 b\u00fcy\u00fck bir umursamazl\u0131k ve iki y\u00fczl\u00fcl\u00fcklere tan\u0131k oluyoruz. <\/strong><br \/>\n<strong>Bug\u00fcn gelinen noktada, T\u00fcrkiye\u2019nin anadilleri \u00e7e\u015fitli y\u00f6nleri ile tam bir bilinmezlik i\u00e7indedir. Bu bilinmezli\u011fin esas sebebi, hi\u00e7 ku\u015fku yok, siyas\u00ee otoritenin konuya ba\u015ftan beri yanl\u0131\u015f yakla\u015fm\u0131\u015f olmas\u0131d\u0131r. \u00d6te yandan, \u00e7e\u015fitli sivil giri\u015fimciler ise, ana dili konusuna sa\u011fl\u0131kl\u0131 yakla\u015famam\u0131\u015f ve uygun \u00e7\u00f6z\u00fcm yollar\u0131 bulamam\u0131\u015ft\u0131r. \u00c7\u00fcnk\u00fc konu \u00e7e\u015fitli y\u00f6nleriyle tart\u0131\u015f\u0131lamam\u0131\u015ft\u0131r; tart\u0131\u015f\u0131lamamaktad\u0131r. <\/strong><\/p>\n<p><strong>Bu tart\u0131\u015fmalar\u0131n \u00f6n\u00fcndeki en \u00f6nemli engel art\u0131k siyas\u00ee otoritenin olumsuz tavr\u0131 veya yasal engeller de\u011fil. S\u0131k\u0131nt\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u2018ana dili\u2019 konusunun tart\u0131\u015f\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 terimlerden de \u00a0kaynaklanmaktad\u0131r. Bir yandan siyas\u00ee iradenin uzun s\u00fcreli olumsuz tavr\u0131 ve bu tavr\u0131n h\u00e2l\u00e2 devam eden etkileri, bir yandan bu sebeple ana dili konusunda kurumsal k\u00fclt\u00fcrel bir yakla\u015f\u0131m\u0131n olu\u015famamas\u0131, bir yandan sorunun do\u011fru terimlerle tart\u0131\u015f\u0131lamamas\u0131 T\u00fcrkiye\u2019nin anadilleri konusuna \u00e7\u00f6z\u00fcm \u00fcretilememi\u015f olmas\u0131n\u0131n ba\u015fl\u0131ca sebepleridir. Bu \u00e7\u00f6z\u00fcms\u00fczl\u00fc\u011f\u00fcn bir di\u011fer sebebi ise, T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki bir \u2018ana dili\u2019nin savunuculu\u011funa soyunan baz\u0131 \u2018sivil giri\u015fimcilerin\u2019, her \u2018ana dili\u2019nin ayn\u0131 de\u011ferde oldu\u011funu kabul etmemekle bir \u2018ana dili\u2019nin \u015fovenizmine saplanmalar\u0131d\u0131r. Bir \u2018ana dili\u2019ni bildi\u011fi iddias\u0131yla o \u2018ana dili\u2019nin hamisi kesilen baz\u0131 kimseler ise, T\u00fcrkiye\u2019nin \u2018ana dili\u2019 zenginli\u011finin \u00f6n\u00fcndeki en cidd\u00ee engellerden bir tanesini olu\u015fturuyor. Bunlar\u0131n; \u2018anadillerini\u2019 korumak, geli\u015ftirmek ve gelecek ku\u015faklara kurumsal olarak aktarmak gibi bir vizyon ve misyonlar\u0131 bulunmamaktad\u0131r; b\u00fct\u00fcn yapt\u0131klar\u0131 bu ana dilleri \u00fczerinden \u00e7e\u015fitli \u015fekillerde nemalanmakt\u0131r. \u00d6te yandan, \u2018ana dili\u2019 konusu s\u00f6z konusu oldu\u011fu zaman, bu \u00e7e\u015fit toplant\u0131lara konu\u015fmac\u0131 olarak \u00e7a\u011fr\u0131lan, siyas\u00ee otoriteye kar\u015f\u0131 duru\u015flar\u0131yla da tan\u0131nan, konu k\u0131demlisi baz\u0131 akademisyenler, ithal terimleri kullanmalar\u0131, \u00e7eviri metinlerden yapt\u0131klar\u0131 uzun aktarma ve uygunsuz \u00f6rnek g\u00f6stermeleriyle ana dili konusunun etraf\u0131nda d\u00f6n\u00fcp dolanmakta; konunun tart\u0131\u015f\u0131lmas\u0131na ve \u00e7\u00f6z\u00fcm yollar\u0131n\u0131n bulunmas\u0131na katk\u0131da bulunmak \u015f\u00f6yle dursun, kafalar\u0131 daha da kar\u0131\u015ft\u0131rmaktad\u0131rlar. Bu kurum, \u2018ana\u00a0 dilleri\u2019ne ili\u015fkin olarak demokratik \u00f6zl\u00fc ve tel\u00e2fi edici genel bir y\u00f6netmelik haz\u0131rlamal\u0131d\u0131r. Bu ba\u011flamda, \u2018ana dili\u2019 konusu, anla\u015f\u0131l\u0131r ve bizim olan terimlerle tart\u0131\u015f\u0131lmal\u0131 ve bu alanda bir literat\u00fcr olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p><strong>\u0130lk Yap\u0131lmas\u0131 Gerekenler<\/strong><\/p>\n<p>\u00d6ncelikle, T\u00fcrkiye&#8217;nin di\u011fer \u2018anadilleri envanteri\u2019 \u00e7\u0131kar\u0131lmal\u0131d\u0131r. Bu yap\u0131l\u0131rken, yaln\u0131zca T\u00fcrk\u00e7e ile hi\u00e7bir akrabal\u0131\u011f\u0131 olmayan \u2018anadilleri\u2019 de\u011fil, Azerice, Kazak\u00e7a, K\u0131rg\u0131zca, \u00d6zbek\u00e7e, Tatarca, Uygurca gibi diller de dikkate al\u0131nmal\u0131d\u0131r. Biliyoruz ki, n\u00fcfus say\u0131m sonu\u00e7lar\u0131nda ad\u0131 ge\u00e7en \u2018anadillerinin\u2019 en az iki kat\u0131 \u2018ana dili\u2019 T\u00fcrkiye&#8217;de konu\u015fulmaktad\u0131r; bunlar, ad olarak ve kullan\u0131ld\u0131klar\u0131 y\u00f6reler olarak tespit edilmelidir. Olu\u015fturulacak ilgili komisyonlar bu \u2018anadilleri\u2019 i\u00e7in Latin alfabesine dayanan alfabeleri olu\u015fturmal\u0131d\u0131r. Ard\u0131ndan da, ilk a\u015famada en az on bin kelimelik temel T\u00fcrk\u00e7e kelime da\u011farc\u0131\u011f\u0131 tespit edilmeli ve buna g\u00f6re bu \u2018ana dilleri\u2019nin s\u00f6zl\u00fckleri olu\u015fturulmal\u0131d\u0131r. Bu s\u00f6zl\u00fckler (varsa di\u011fer alfabeleriyle ve) Latin alfabesine dayal\u0131 alfabeleriyle yay\u0131nlanmal\u0131d\u0131r. \u0130lk etapta ilk\u00f6\u011fretim birinci s\u0131n\u0131f \u00f6\u011frencilerinin d\u00fczeylerine uygun masal kitaplar\u0131 ve \u00e7izgi filmler radyo ve TV yay\u0131nlar\u0131nda da kullan\u0131labilecek \u015fekilde haz\u0131rlanmal\u0131d\u0131r.<\/p>\n<p>B\u00fct\u00fcn bunlarla e\u015fzamanl\u0131 olarak, bu anadilleriyle ilgili \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fctecek, yani; masal kitaplar\u0131, ilk\u00f6\u011fretim \u00f6\u011frencilerinin d\u00fczeylerine g\u00f6re \u2018sosyal bilgiler\u2019 ve \u2018fen bilgisi\u2019 vb. kitaplar\u0131, \u00e7izgi filmler, tiyatro eserleri, radyo-TV programlar\u0131n\u0131 haz\u0131rlay\u0131p sunacak, gazete ve dergileri yay\u0131nlayacak personelin yeti\u015ftirilmesi sa\u011flanmal\u0131d\u0131r. Bu personelin yeti\u015fmesinde, bu \u2018ana dilleri\u2019yle ilgili ve\/veya \u00e7al\u0131\u015fmalar yapan kom\u015fu \u00fclkelerin akademik personelinden de faydalanabilir.<\/p>\n<p>Gerek personel yeti\u015ftirilmesi gerekse de yaz\u0131l\u0131, g\u00f6rsel, i\u015fitsel vb. her t\u00fcrl\u00fc materyalin haz\u0131rlanmas\u0131ndaki b\u00fct\u00fcn harcamalar, ku\u015fkusuz ilgili devlet kurulu\u015flar\u0131 taraf\u0131ndan kar\u015f\u0131lanmal\u0131d\u0131r.<\/p>\n<p><strong>Pedagojik Bir Sorun! <\/strong><\/p>\n<p>Bu \u2018anadilleri\u2019, 1950&#8217;lere kadar esas olarak T\u00fcrkiye&#8217;nin belirli b\u00f6lgelerindeki yerelliklerinde konu\u015fuluyorken, g\u00fcn\u00fcm\u00fczde T\u00fcrkiye&#8217;nin hemen her yerinde konu\u015fulmaktad\u0131r. Bu durum mutlaka g\u00f6z \u00f6n\u00fcnde bulundurulmal\u0131d\u0131r. Bu \u2018ana dilleri\u2019 g\u00fcndeme geldi\u011finde kimileri bu dilleri \u2018b\u00f6l\u00fcc\u00fcl\u00fck\u2019 sebebi olarak l\u00e2nse etmeye \u00e7al\u0131\u015f\u0131yor. Kimileri de bu \u2018ana dili\u2019 tart\u0131\u015fmalar\u0131n\u0131 \u2018K\u00fcrt\u00e7e\u2019 \u00fczerinden yap\u0131yor. Bu \u2018ana dilleri\u2019, ne \u2018b\u00f6l\u00fcc\u00fcl\u00fck\u2019 sebebidir ne de \u2018K\u00fcrt\u00e7e\u2019 T\u00fcrkiye&#8217;nin, T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki tek \u2018ana dili\u2019dir. Ana dili, 1930&#8217;lu y\u0131llarda b\u00fcy\u00fck \u00f6l\u00e7\u00fcde pedagojik bir konuydu. G\u00fcn\u00fcm\u00fczde ise hem h\u00e2l\u00e2 bir pedagojik sorun hem de bir insan haklar\u0131 konusudur. Bu hakk\u0131, isteyen vatanda\u015flar\u0131n\u0131n hizmetine sunmak ise sosyal devletin \u00f6nemli g\u00f6revleri aras\u0131ndad\u0131r.
