Bu y\u00fczden Ankara, bu hafta ba\u015f\u0131nda E\u011fitim Senli E\u011fitim ve Bilim Emek\u00e7ilerinin, sendikalar\u0131n\u0131n mahkemelik olmalar\u0131na kar\u015f\u0131 y\u00fcr\u00fctt\u00fckleri bir oturma eylemine daha tan\u0131kl\u0131k etti. \u00d6\u011fretmenler, sendikalar\u0131n\u0131 savundu. Oturma eylemleri s\u0131ras\u0131nda hoparl\u00f6rlerden y\u00fckselen K\u0131rmanci, Lazca ve Zazaca t\u00fcrk\u00fcler e\u015fli\u011finde \u00e7ekilen halaylar, oynanan horonlar asl\u0131nda bu \u00fclkenin di\u011fer ana dillerinin de var oldu\u011funun bir kez daha tesciliydi.<\/p>\n<p>E\u011fitim Sen\u2019in t\u00fcz\u00fc\u011f\u00fcnde yer alan ve mahkemelik olmas\u0131na sebep olan \u201cana dili\u201d konusu, \u201cSendikan\u0131n Ama\u00e7lar\u0131\u201d ara ba\u015fl\u0131\u011f\u0131 alt\u0131nda verilen 2. maddenin b \u015f\u0131kk\u0131nda yer al\u0131yor: <em>\u201c (E\u011fitim Sen) \u2026 bireylerin anadillerinde \u00f6\u011frenim g\u00f6rmesini ve k\u00fclt\u00fcrlerini geli\u015ftirmesini savunur.\u201d<\/em> Ben, \u00e2det oldu\u011fu \u00fczere, adalete intik\u00e2l etmi\u015f bir konu hakk\u0131nda bir yorumda bulunamayaca\u011f\u0131m. \u00dclkemizin imzalad\u0131\u011f\u0131 uluslararas\u0131 antla\u015fmalar\u0131n i\u00e7 hukuk \u00fczerinde oldu\u011funa da vurgu yapmayaca\u011f\u0131m. \u00d6ncelikle \u00fclkemizdeki kavram karga\u015fas\u0131na dikkat \u00e7ekmekle s\u00f6ze ba\u015flayaca\u011f\u0131m. \u201cE\u011fitim\u201d mi? \u201c\u00d6\u011fretim\u201d mi? \u201cE\u011fitim- \u00f6\u011fretim\u201d mi? Devam etmek istiyorum. \u201cAna dil\u201d mi? \u201cAnadil\u201d mi? \u201cAnadilde \u00f6\u011fretim\u201d mi? \u201cAnadil \u00f6\u011fretimi\u201d mi? \u201cAnadilde e\u011fitim-\u00f6\u011fretim\u201d mi? \u201cAnadil e\u011fitim-\u00f6\u011fretimi\u201d mi? Bu, s\u0131ralamaya \u00e7al\u0131\u015ft\u0131\u011f\u0131m kavramlar tam olarak neyi ifade ediyor? Konunun taraflar\u0131 \u00f6ncelikle bu kavramlara bir a\u00e7\u0131kl\u0131k getirmeli, ard\u0131ndan da T\u00fcrkiye\u2019nin di\u011fer ana dilleriyle ba\u011flant\u0131l\u0131 bu kavramlar\u0131 kullanarak tart\u0131\u015fmal\u0131d\u0131rlar. Yoksa yap\u0131lan i\u015f, hangi boyutta olursa olsun, havanda su d\u00f6vmekten \u00f6teye ge\u00e7emeyecektir.<\/p>\n<p>\u00dclkemizde bir\u00e7ok ana dilinin konu\u015fuldu\u011fu bir ger\u00e7ek. \u00c7\u0131kart\u0131lan y\u00f6netmeliklerde de adlar\u0131 an\u0131lmayan bu dillerin hangilerinin oldu\u011fu, hangi y\u00f6relerde ka\u00e7 ki\u015fi taraf\u0131ndan konu\u015fuldu\u011fu h\u00e2l\u00e2 belli de\u011fil.<\/p>\n<p><img decoding=\"async\" class=\"CSS_LIGHTBOX_SCALED_IMAGE_IMG\" src=\"https:\/\/blogger.googleusercontent.com\/img\/b\/R29vZ2xl\/AVvXsEjcaW2oQWZR7T2-pA5FljDaMJap2Fey9py6xxyi2YqBWLGD9OWDnxLdTcgTv9HBu49SfF2WwMFF0YQ-O7wS6fA0GpPreoWVZ8BiuZPkVLBR1f9PWTU3kd0n0GHXXgscE9Qzx5Dy99zP0OTgOPGLHKT2E2gkfJ4pXTgSel6g9uV-PQM_LJ0AmdImYjq-z65E\/s880\/3.jpg\" \/><\/p>\n<p>Asl\u0131nda demokratikle\u015fmenin bir sonucu olarak, siyas\u00ee otorite bir \u00e7al\u0131\u015fma ba\u015flatmal\u0131yd\u0131. T\u00fcrkiye\u2019nin di\u011fer ana dillerini tespit etmeli, bu dillerin konu\u015fanlar\u0131n\u0131 k\u00fclt\u00fcrel alanda desteklemeliydi. \u00d6rne\u011fin, bu dillerin enstit\u00fcleri kurulmal\u0131, \u00f6ncelikle bu dillerin ilk a\u011f\u0131zda on bin kelimelik s\u00f6zl\u00fckleri \u00e7\u0131kart\u0131lmal\u0131yd\u0131. Bu s\u00f6zl\u00fckler temel al\u0131narak, \u00f6ncelikle ilkokul ilk s\u0131n\u0131f \u00f6\u011frencileri d\u00fczeyine hitap eden masal, hik\u00e2ye kitaplar\u0131 CD\u2019leriyle birlikte yay\u0131nlanmal\u0131yd\u0131. Ard\u0131ndan bu dillerin gramer ve eksersiz kitaplar\u0131 \u00e7\u0131kart\u0131lmal\u0131yd\u0131. B\u00fct\u00fcn bunlarla e\u015f zamanl\u0131 olarak bu ana dillerini \u00f6\u011fretecek ve radyo TV vb. faaliyetleri bu dillerde y\u00fcr\u00fctecek, gazeteleri bu dillerde yay\u0131nlayacak personel yeti\u015ftirilmeliydi. Fiiliyata ge\u00e7ilmeliydi. Devlet, \u00fclkenin di\u011fer anadilleriyle bar\u0131\u015fmal\u0131yd\u0131. Ne oldu? \u0130ki y\u00f6netmelik \u00e7\u0131kart\u0131ld\u0131, be\u015f ana dilinde TRT, radyo ve TV yay\u0131nlar\u0131na ba\u015flad\u0131. Bu ana dillerde yap\u0131lan yay\u0131nlar bir\u00e7ok bak\u0131mdan izleyicisinden kabul g\u00f6rmedi. \u00c7o\u011fu ana dili ise TRT taraf\u0131ndan g\u00f6r\u00fclmedi.<\/p>\n<p>Asl\u0131nda T\u00fcrkiye\u2019deki ana dili sorunu bundan yetmi\u015f be\u015f y\u0131l \u00f6nce, 1 Ocak 1929\u2019da \u00e7al\u0131\u015fmalara ba\u015flayan \u201cMillet Mektepleri\u201dnde \u00e7\u00f6z\u00fclebilirdi. O d\u00f6nemde m\u00fcttefikimiz olan Sovyetler Birli\u011fi\u2019nin deste\u011fi bu konuda da ku\u015fkusuz tam olacakt\u0131. Sovyetler Birli\u011fi\u2019nin yan\u0131 s\u0131ra \u00fclkemizde de konu\u015fulan ve Sovyet Y\u00f6netimi taraf\u0131ndan \u201ck\u00fclt\u00fcrel haklar\u201d verilen Abazaca, Ad\u0131\u011fece, Kabardeyce, Kara\u00e7ayl\u0131-Balkarl\u0131ca, Oset\u00e7e, \u00c7e\u00e7ence, \u0130ngu\u015f\u00e7a, Avarca, Lazca gibi \u201cGen\u00e7 Yaz\u0131l\u0131 Diller\u201din ilk alfabelerinin Latin k\u00f6kenli olmas\u0131, gen\u00e7 T\u00fcrkiye Cumhuriyeti\u2019nin \u201cana dili sorunu\u201dnu \u00e7\u00f6zmek i\u00e7in alt\u0131n de\u011ferinde bir imk\u00e2n\u0131 nas\u0131l elinden ka\u00e7\u0131rd\u0131\u011f\u0131 bizlere bug\u00fcn daha a\u00e7\u0131k bir \u015fekilde g\u00f6steriyor.<\/p>\n<p>Di\u011fer ana dillere sayg\u0131 g\u00f6sterecek ve onlar\u0131n kurumsal olarak geli\u015fmelerine katk\u0131 sa\u011flayacak bir anlay\u0131\u015f\u0131n, \u00fclkemiz ve d\u00fcnya k\u00fclt\u00fcrel zenginli\u011fine bug\u00fcn sa\u011flayaca\u011f\u0131 katk\u0131y\u0131 tahmin bile edemeyiz. Oysa di\u011fer ana dilleri bask\u0131 alt\u0131na alan, de\u011fil kurumsalla\u015fmalar\u0131n\u0131, baz\u0131 d\u00f6nemlerde konu\u015fulmalar\u0131n\u0131 bile engellemeye \u00e7al\u0131\u015fan anlay\u0131\u015f\u0131n T\u00fcrk\u00e7eyi de koruyup geli\u015ftirebilmesi ve zenginle\u015ftirebilmesi beklenemezdi. \u00d6yle de oldu. T\u00fcrkiye\u2019nin di\u011fer ana dillerine kar\u015f\u0131 arslan kesilenlerin; \u0130ngilizce, Frans\u0131zca, Almanca kar\u015f\u0131s\u0131nda boyun e\u011fmeleri, ink\u00e2rc\u0131l\u0131\u011f\u0131n teslimiyet\u00e7ili\u011fin ikiz karde\u015fi oldu\u011fu bir kez daha g\u00f6steriyor.<\/p>\n<p>1920\u2019lu, 1930\u2019lu ve hatta 1940\u2019l\u0131 y\u0131llarda \u201cana dili\u201d, pedagojik \u00f6zellikli bir konuydu. E\u011fer \u00e7ocuk tek dilliyse ve bu dil de T\u00fcrk\u00e7e d\u0131\u015f\u0131ndaki bir dilse, o \u00e7ocu\u011fu okulda, ileriki y\u0131llarda etkilerinden kurtulamayaca\u011f\u0131 travmalar bekliyordu. Bu \u00e7ocuk; kendisini, \u00e7evresini, do\u011fay\u0131 ve bunlarla kendisi aras\u0131ndaki ili\u015fkileri ana dili neyse, o dille kavrayarak okula geliyor, hi\u00e7 bilmedi\u011fi bir dili bask\u0131yla \u00f6\u011frenmeye ve o dille e\u011fitim-\u00f6\u011fretime zorlan\u0131yordu. B\u00f6ylelikle ne kendi anadilini ne de T\u00fcrk\u00e7eyi iyi \u00f6\u011frenebilen ku\u015faklar ortaya \u00e7\u0131k\u0131yordu. G\u00fcnl\u00fck hayat\u0131 y\u00fcz kelimeyle s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015fan, dedi\u011fi anla\u015f\u0131lmayan g\u00fcn\u00fcm\u00fcz\u00fcn insan tipi o uygulamalar\u0131n sonucudur. Oysa hem T\u00fcrk\u00e7eye hakim hem de yerel ana diline hakim, kendisine g\u00fcvenen, \u00e7evresiyle uyumlu, \u00fcreten yurtta\u015flar yeti\u015ftirilebilirdi. \u0130nsanlar bask\u0131larla \u201cgizli din\u201d ta\u015f\u0131maya adeta mecbur edildiler. Yoksa her \u015fey bu kadar k\u0131sa s\u00fcrede alt-\u00fcst olur muydu?!<\/p>\n<p>G\u00fcn\u00fcm\u00fczde \u201cana dili\u201d art\u0131k b\u00fcy\u00fck \u00f6l\u00e7\u00fcde bir demokrasi sorunudur. Yurtta\u015fl\u0131k bilin\u00e7 ve ba\u011flar\u0131n\u0131n geli\u015ftirilmesi i\u00e7in T\u00fcrkiye\u2019nin di\u011fer ana dillerinin korunup geli\u015ftirilmesi ve kurumsal olarak gelecek ku\u015faklara aktar\u0131lmas\u0131 i\u00e7in siyas\u00ee otorite, cesur demokratik ad\u0131mlar atmal\u0131d\u0131r. E\u011fitim Sen gibi kurulu\u015flar, t\u00fcz\u00fcklerinde \u201cana dili\u201d ifadesi yer al\u0131yor diye mahkemelik olmamal\u0131, tam aksine bu kurulu\u015flar desteklenerek g\u00fc\u00e7lerinden faydalan\u0131lmal\u0131d\u0131r. \u00d6rne\u011fin, ilk etapta Latin alfabesine dayanan alfabelerle on bin kelimelik temel bir Abazaca-T\u00fcrk\u00e7e, Ad\u0131\u011fece-T\u00fcrk\u00e7e, \u00c7e\u00e7ence-T\u00fcrk\u00e7e, G\u00fcrc\u00fcce- T\u00fcrk\u00e7e, Kara\u00e7ayl\u0131- Balkarl\u0131ca-T\u00fcrk\u00e7e, K\u0131rman\u00e7i-T\u00fcrk\u00e7e, Lazca-T\u00fcrk\u00e7e, Zazaca-T\u00fcrk\u00e7e s\u00f6zl\u00fck i\u00e7in \u00e7al\u0131\u015fmalar ba\u015flat\u0131labilir.
