Bu basit tan\u0131mlamalara g\u00f6re bak\u0131ld\u0131\u011f\u0131nda, ileti\u015fim ve k\u00fclt\u00fcr birbirlerinin bir yandan olu\u015fturucu \u00f6\u011feleri, di\u011fer yandan da y\u00f6nlendirici, bi\u00e7imlendirici, geli\u015ftirici ve d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc ara\u00e7lar\u0131 olarak i\u015flev g\u00f6r\u00fcrler. \u015e\u00f6yle ki insanlar\u0131n \u00fcrettikleri de\u011ferlerin k\u00fclt\u00fcrel bir nitelik kazanabilmesi i\u00e7in yayg\u0131nl\u0131k kazanmas\u0131 ve insan topluluklar\u0131 aras\u0131nda ortak bir payla\u015f\u0131m alan\u0131 bulmas\u0131 gerekmektedir. Bu ise ancak ileti\u015fim yoluyla ger\u00e7ekle\u015fir. Buna g\u00f6re insanlar aras\u0131nda \u00e7e\u015fitli bi\u00e7imlerde ve \u00e7o\u011fu zaman da birtak\u0131m ara\u00e7lar yoluyla ger\u00e7ekle\u015ftirilen ileti\u015fim sayesinde \u00fcretilen de\u011ferler geni\u015f topluluklar aras\u0131nda payla\u015f\u0131m ve kullan\u0131m olana\u011f\u0131 bulur. K\u00fclt\u00fcrel de\u011ferlerin payla\u015f\u0131m ve kullan\u0131m alanlar\u0131n\u0131n geni\u015flemesi ise elveri\u015fli ileti\u015fim ortamlar\u0131n\u0131n varl\u0131\u011f\u0131 ile ili\u015fkilidir. Bu noktada akla kitle ileti\u015fim ara\u00e7lar\u0131 gelmektedir.<\/p>\n<p>Bu anlamda tarih i\u00e7erisinde \u015f\u00f6yle bir geriye do\u011fru bakt\u0131\u011f\u0131m\u0131zda g\u00f6rd\u00fc\u011f\u00fcm\u00fcz \u015fey sanayile\u015fme, dolay\u0131s\u0131yla da ileti\u015fim teknolojilerindeki geli\u015fmelerle k\u00fclt\u00fcrel s\u00fcre\u00e7lerin i\u015fleyi\u015fi aras\u0131nda ne denli yak\u0131n ili\u015fki oldu\u011fudur. \u015e\u00f6yle ki, feodal ili\u015fkilerin ge\u00e7erli oldu\u011fu kapal\u0131 toplum yap\u0131lar\u0131n\u0131n \u00e7\u00f6z\u00fclme s\u00fcrecine girmesi, dolay\u0131s\u0131yla da modernle\u015fme s\u00fcrecinin h\u0131z kazanmas\u0131nda kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n ne denli etkili oldu\u011fu bilinmektedir. Bask\u0131 teknolojisindeki geli\u015fmelerle birlikte \u00e7ok daha kolay ve h\u0131zl\u0131 bas\u0131lan gazete, dergi ve kitaplar\u0131n toplumun giderek daha geni\u015f kesimlerine da\u011f\u0131t\u0131lmas\u0131, buna ba\u011fl\u0131 olarak birtak\u0131m \u00f6zg\u00fcrl\u00fck\u00e7\u00fc fikirlerin yay\u0131lmas\u0131, kapal\u0131 toplumdan a\u00e7\u0131k toplum yap\u0131s\u0131na ge\u00e7i\u015f s\u00fcrecinde \u00f6nemli etkenlerden biri olarak de\u011ferlendirilebilir.<\/p>\n<p>\u00d6te yandan geleneksel toplum yap\u0131s\u0131ndan modern toplum yap\u0131s\u0131na ge\u00e7ilmesi, sanayile\u015fme ve kentle\u015fme s\u00fcrecinde \u00f6nemli bir noktaya gelinmesi, burjuva liberal d\u00fc\u015f\u00fcncesinin yayg\u0131n olarak benimsenmesi ve buna ba\u011fl\u0131 olarak da kapitalizmin geli\u015fmesi kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n bi\u00e7imlenmesine de ortam haz\u0131rlam\u0131\u015f. B\u00f6ylece kitle ileti\u015fim ara\u00e7lar\u0131 kapitalist sistem i\u00e7erisinde yeniden bi\u00e7imlenerek kapitalizmin kurallar\u0131na uygun bir yap\u0131ya b\u00fcr\u00fcnm\u00fc\u015flerdir.<\/p>\n<p>Kapitalist sekt\u00f6r i\u00e7erisinde yap\u0131lanan kitle ileti\u015fim ara\u00e7lar\u0131 do\u011fal olarak i\u00e7erisinde var olduklar\u0131 ili\u015fkiler i\u00e7inde \u00fcretilen k\u00fclt\u00fcrel de\u011ferleri yaymak, yerle\u015ftirmek ve peki\u015ftirmek i\u015flevini \u00fcstlenmi\u015flerdir. \u0130\u00e7erisinde yer ald\u0131klar\u0131 sistem kitle ileti\u015fim ara\u00e7lar\u0131n\u0131, dolay\u0131s\u0131yla da kitle ileti\u015fim kurumlar\u0131n\u0131 ne denli beslerse, onlar da i\u00e7inde varl\u0131k kazand\u0131klar\u0131 ve ya\u015famlar\u0131n\u0131 s\u00fcrd\u00fcrd\u00fckleri sistemi ayn\u0131 oranda beslerler. Bu kar\u015f\u0131l\u0131kl\u0131 beslenme ise daha \u00e7ok k\u00fclt\u00fcrel ortamda ger\u00e7ekle\u015fir.<\/p>\n<p>Kitle ileti\u015fim ara\u00e7lar\u0131 taraf\u0131ndan ku\u015fat\u0131lm\u0131\u015f g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda ise i\u015fleyi\u015f bunun \u00e7ok daha \u00f6tesine ge\u00e7mi\u015f bulunmaktad\u0131r. Ya\u015fam\u0131m\u0131z\u0131n her kesitini ku\u015fatm\u0131\u015f olan kitle ileti\u015fim ara\u00e7lar\u0131, bug\u00fcn k\u00fclt\u00fcr\u00fc yaln\u0131zca yaymak ve yerle\u015ftirmekle kalmaz, onun \u00fcretimini de ger\u00e7ekle\u015ftirme noktas\u0131na gelmi\u015ftir. Dolay\u0131s\u0131yla g\u00fcn\u00fcm\u00fczde k\u00fclt\u00fcr ve ileti\u015fim aras\u0131ndaki bu kar\u015f\u0131l\u0131kl\u0131 olu\u015fturma ve besleme i\u015fleminin yerini kitle ileti\u015fim ara\u00e7lar\u0131nca, ticari piyasa ortam\u0131nda \u00fcretilen ve t\u00fcketime sunulan k\u00fclt\u00fcr ortam\u0131 alm\u0131\u015f bulunmaktad\u0131r.<\/p>\n<p>O halde g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda k\u00fclt\u00fcr a\u00e7\u0131s\u0131ndan d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n temel akt\u00f6r haline geldikleri anla\u015f\u0131lmaktad\u0131r. Do\u011fas\u0131 gere\u011fi insanlar\u0131n, kendilerine ait \u00e7e\u015fitli ya\u015fam d\u00fczlemleri i\u00e7erisinde \u00fcrettikleri k\u00fclt\u00fcrel de\u011ferler, bug\u00fcn onlar i\u00e7in, ba\u015fkalar\u0131 taraf\u0131ndan ba\u015fka ortamlarda \u00fcretilmekte ve onlara sunulmaktad\u0131r. Dolay\u0131s\u0131yla da onlar\u0131n ya\u015fam\u0131n\u0131n d\u0131\u015f\u0131nda \u00fcretilen ve t\u00fcketime sunulan bu k\u00fclt\u00fcr d\u0131\u015ftan dayatmal\u0131, sentetik bir \u00f6zelli\u011fe sahip bulunmaktad\u0131r. Ticari kapitalizmin piyasa ortam\u0131nda \u00fcretilen ve \u00e7o\u011funlukla da kitle ileti\u015fim ara\u00e7lar\u0131 kanal\u0131yla insanlara sunulan bu k\u00fclt\u00fcr\u00fcn, onun al\u0131c\u0131s\u0131 konumunda bulunan insanlar\u0131n ruh, duygu ve d\u00fc\u015f\u00fcn d\u00fcnyas\u0131n\u0131 yans\u0131tmak yerine ba\u015fkalar\u0131n\u0131n, onun \u00fcretim s\u00fcre\u00e7lerine egemen olanlar\u0131n d\u00fcnyas\u0131n\u0131 yans\u0131tt\u0131\u011f\u0131 bir ger\u00e7ektir. Burada sorulmas\u0131 gereken as\u0131l soru, s\u00f6z konusu k\u00fclt\u00fcrel \u00fcretimi kimlerin, neden, hangi ama\u00e7la yapt\u0131klar\u0131d\u0131r.<\/p>\n<p>Bu soru \u0131\u015f\u0131\u011f\u0131nda g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131ndaki i\u015fleyi\u015fe bakt\u0131\u011f\u0131m\u0131zda kar\u015f\u0131m\u0131za iki \u00f6nemli sekt\u00f6r \u00e7\u0131kmakta. Biri kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n i\u015fleyi\u015f g\u00f6sterdikleri ileti\u015fim sekt\u00f6r\u00fc, di\u011feri ise k\u00fclt\u00fcrel \u00fcretimin ger\u00e7ekle\u015fti\u011fi k\u00fclt\u00fcr end\u00fcstrisi yada k\u00fclt\u00fcr sekt\u00f6r\u00fc. Her ikisi de ticari kapitalizmin iki dev sekt\u00f6r\u00fc ve g\u00fcn\u00fcm\u00fcz kapitalist d\u00fcnyas\u0131n\u0131n b\u00fcy\u00fck oranda da a\u00e7\u0131k\u00e7a g\u00f6r\u00fcnmeyen, soyut kesitini ayakta tutmaktad\u0131r. Soyut kesiti diyoruz, \u00e7\u00fcnk\u00fc gerek ileti\u015fim gerekse k\u00fclt\u00fcr belli \u00f6l\u00e7\u00fcde maddi de\u011fer olarak yans\u0131makla birlikte, daha \u00e7ok da ruh, duygu ve d\u00fc\u015f\u00fcn d\u00fcnyas\u0131 i\u00e7erisinde soyut de\u011ferler olarak \u00fcretilmekte ve t\u00fcketime sunulmaktad\u0131r. As\u0131l \u00f6nemli ve tehlikeli olan da bu boyuttur. \u00c7\u00fcnk\u00fc \u00fcretim ve t\u00fcketim ortam\u0131nda soyut bi\u00e7imde varl\u0131k g\u00f6stermeyen bu kesitin s\u0131n\u0131rlar\u0131n\u0131n belirlenmesi, dolay\u0131s\u0131yla da demetlenmesi olduk\u00e7a zordur.<\/p>\n<p>Kapitalizmin egemenlik alan\u0131n\u0131n alabildi\u011fine geni\u015fledi\u011fi g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131nda gerek k\u00fclt\u00fcr, gerekse ileti\u015fim sekt\u00f6r\u00fc s\u0131n\u0131rlar\u0131n\u0131 uluslararas\u0131 d\u00fczlemde geni\u015fletmi\u015f ve k\u00fcreselle\u015fme s\u00fcrecinin iki \u00f6nemli kulvar\u0131 haline gelmi\u015f bulunuyor. Nitekim k\u00fcreselle\u015fmenin d\u00fc\u015f\u00fcnsel boyutunun yerle\u015fiklik kazanmas\u0131, k\u00fcreselle\u015fme i\u00e7erisinde bi\u00e7imlenen k\u00fclt\u00fcrel g\u00f6stergelerin yayg\u0131nl\u0131k kazanmas\u0131, k\u00fcreselle\u015fme bilincinin zihinlere yerle\u015fmesinin temel zeminini k\u00fclt\u00fcr, yani piyasa ortam\u0131nda olu\u015fturulan ad\u0131n\u0131n ba\u015f\u0131na bazen kitle, bazen de pop\u00fcler nitelemesini koydu\u011fumuz egemen k\u00fclt\u00fcr olu\u015fturmaktad\u0131r. S\u00f6z konusu k\u00fclt\u00fcr ortam\u0131nda olu\u015fturulan g\u00f6stergeler, de\u011ferler, bilin\u00e7 bi\u00e7imleri, tav\u0131r, tutum ve davran\u0131\u015flar ise kitle ileti\u015fim ara\u00e7lar\u0131 yoluyla t\u00fcm d\u00fcnyaya yay\u0131lmakta ve insanlar\u0131n t\u00fcketimine sunulmaktad\u0131r. Bu da kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n rol\u00fcn\u00fcn ne denli \u00f6nemli oldu\u011funu ortaya koymaktad\u0131r.<\/p>\n<p>Burada sorulmas\u0131 gereken bir di\u011fer \u00f6nemli soru ise s\u00f6z konusu k\u00fclt\u00fcrel ortamdaki \u00fcretim ve t\u00fcketim faaliyetlerinin kimlerin \u00f6nc\u00fcl\u00fc\u011f\u00fcnde yada g\u00fcd\u00fcm\u00fcnde ger\u00e7ekle\u015fti\u011fidir. Bu sorunun yan\u0131t\u0131 basit. G\u00fcn\u00fcm\u00fcz kapitalist d\u00fcnyas\u0131na y\u00f6n veren sermaye sahipleri bu y\u00f6ndeki i\u015fleyi\u015fin de ba\u015f\u0131n\u0131 \u00e7ekmektedirler. Nitekim g\u00fcn\u00fcm\u00fcz egemen k\u00fclt\u00fcr\u00fc ne denli yayg\u0131nl\u0131k kazan\u0131r ve ne denli geni\u015f kesimler taraf\u0131ndan kullan\u0131l\u0131rsa, kapitalizmin ba\u015f akt\u00f6rleri de o denli kendi \u00e7\u0131kar d\u00fcnyalar\u0131n\u0131 peki\u015ftirir, kendi egemenliklerini yerle\u015ftirirler. \u00c7\u00fcnk\u00fc sistem onlar\u0131n sistemi, onlar\u0131n hizmetinde olan, onlar\u0131n \u00e7\u0131karlar\u0131na uygun bir i\u015fleyi\u015fe sahiptir ve zaten b\u00fct\u00fcn kurallar\u0131 ve kurumlar\u0131 onlar taraf\u0131ndan belirlenmi\u015f bir niteli\u011fe sahiptir. Ayn\u0131 \u015fekilde kitle ileti\u015fim ara\u00e7lar\u0131 da yine ayn\u0131 sermaye sahiplerinin elinde ve g\u00fcd\u00fcm\u00fcnde bir i\u015fleyi\u015f g\u00f6stermektedir.<\/p>\n<p>Burada Marx\u2019\u0131 an\u0131msayarak s\u00f6ylemek gerekirse \u00fcretim ara\u00e7lar\u0131na kim sahipse \u00fcretim ili\u015fkilerini o belirler, dolay\u0131s\u0131yla \u00fcretilen de\u011ferleri yine o kontrol eder. G\u00fcn\u00fcm\u00fcz kapitalist sisteminde de ili\u015fkiler bu bi\u00e7imde s\u00fcrd\u00fcr\u00fclmektedir. Gerek k\u00fclt\u00fcr end\u00fcstrisi gerekse kitle ileti\u015fim end\u00fcstrisi ortam\u0131nda ger\u00e7ekle\u015ftirilen her t\u00fcr \u00fcretim patronlar\u0131n denetiminde, ortaya konulan her t\u00fcr de\u011fer de onlar\u0131n hizmetindedir.<\/p>\n<p>O halde kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n k\u00fclt\u00fcrel i\u015flevlerine bakt\u0131\u011f\u0131m\u0131zda, \u00f6zellikle g\u00fcn\u00fcm\u00fcz d\u00fcnyas\u0131ndaki mevcut i\u015fleyi\u015f a\u00e7\u0131s\u0131ndan durum son derece a\u00e7\u0131k. K\u00fclt\u00fcr end\u00fcstrisi ortam\u0131nda \u00fcretilen, insanlar\u0131n, kendi ger\u00e7ek ya\u015famlar\u0131 i\u00e7erisinde yeri olmayan birtak\u0131m k\u00fclt\u00fcrel \u00fcr\u00fcnler, b\u00fcy\u00fck sermaye sahiplerinin m\u00fclkiyetindeki kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n aktar\u0131m ve sunum alan\u0131nda insanlarla bulu\u015fmakta ve onlar\u0131n ya\u015fam\u0131na aktar\u0131lmaktad\u0131r.<br \/>\nBat\u0131 kapitalizminin g\u00fcd\u00fcm\u00fcnde s\u00fcrd\u00fcr\u00fclen g\u00fcn\u00fcm\u00fcz k\u00fcreselle\u015fme ortam\u0131nda ise s\u00f6z konusu k\u00fclt\u00fcrel \u00fcretim ve aktar\u0131m s\u00fcreci insanlar\u0131n, i\u00e7erisinde ya\u015fad\u0131klar\u0131 kendi ger\u00e7ek d\u00fcnyalar\u0131n\u0131n ve kendilerine \u00f6zg\u00fc ya\u015famlar\u0131n t\u00fcm\u00fcyle uza\u011f\u0131nda, olabildi\u011fince d\u0131\u015f\u0131nda kalmaktad\u0131r.<\/p>\n<p>Kapitalist \u00fclkelerin g\u00fcd\u00fcm\u00fcnde bulunan ikinci ve \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya \u00fclkelerini bu a\u00e7\u0131dan ele ald\u0131\u011f\u0131m\u0131zda durum son derece a\u00e7\u0131k bi\u00e7imde kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. Gerek ekonomik gerekse teknolojik olarak geli\u015fimlerini hen\u00fcz tamamlayamam\u0131\u015f, dolay\u0131s\u0131yla da d\u0131\u015fa ba\u011f\u0131ml\u0131 bu \u00fclkeler bir yandan k\u00fclt\u00fcrel a\u00e7\u0131dan bat\u0131l\u0131 \u00fclkelerin bombard\u0131man\u0131na maruz kalkmakta, di\u011fer yandan da kitle ileti\u015fim kurumlar\u0131 a\u00e7\u0131s\u0131ndan d\u0131\u015f etkilere t\u00fcm\u00fcyle a\u00e7\u0131k bulunmaktad\u0131rlar. Kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n i\u015fleyi\u015fi i\u00e7in gerekli i\u00e7eri\u011fi kendileri olu\u015fturmak yerine d\u0131\u015far\u0131dan, yani bat\u0131l\u0131 \u00fclkelerden her t\u00fcr program al\u0131m\u0131n\u0131 yapan ikinci ve \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya \u00fclkeleri, dolay\u0131s\u0131yla k\u00fclt\u00fcrel \u00fcr\u00fcn ve de\u011ferleri de d\u0131\u015far\u0131dan sat\u0131n almaktad\u0131rlar. Ticari kapitalizmin end\u00fcstri ortam\u0131nda \u00fcretilen k\u00fclt\u00fcrel \u00fcr\u00fcn ve de\u011ferleri alarak, genelde de kitle ileti\u015fim ara\u00e7lar\u0131n\u0131n aktar\u0131m ve sunum ortam\u0131nda kendi toplumlar\u0131na empoze eden ikinci ve \u00fc\u00e7\u00fcnc\u00fc d\u00fcnya toplumlar\u0131nda, bat\u0131n\u0131n ticari ve de sentetik k\u00fclt\u00fcrel \u00f6\u011felerinin istilas\u0131na u\u011frayan geleneksel k\u00fclt\u00fcrel ortamlar zaman i\u00e7erisinde \u00f6zg\u00fcnl\u00fcklerini yitirmekte ve yap\u0131sal d\u00f6n\u00fc\u015f\u00fcme u\u011frayarak ba\u015fka bir \u015fey olmaktad\u0131rlar.<\/p>\n<p>1978 y\u0131l\u0131nda UNESCO b\u00fcnyesinde haz\u0131rlanan bir raporda da bu konulara dikkat \u00e7ekilmekteydi. Mcbride Raporu olarak ileti\u015fim literat\u00fcr\u00fcne ge\u00e7en bu raporda d\u00fcnyan\u0131n tek yanl\u0131 bir ileti\u015fim ortam\u0131yla kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu, bunun da \u00e7oksesli bir d\u00fcnyan\u0131n olu\u015fmas\u0131 y\u00f6n\u00fcnde \u00f6nemli bir engel olu\u015fturdu\u011funa dikkat \u00e7ekiliyordu. Teksesli bir d\u00fcnyaya do\u011fru giden bu gidi\u015fin engellenmesi i\u00e7in de birtak\u0131m \u00f6neriler yap\u0131lmaktayd\u0131. Bu da medyay\u0131 ya da kitle ileti\u015fim ara\u00e7lar\u0131n\u0131, as\u0131l misyonlar\u0131 olan halk\u0131 ayd\u0131nlatma, bilgilendirme i\u015flevinden uzakla\u015ft\u0131rmakta, patronun sesi, patronun \u00e7\u0131karlar\u0131, patronun ili\u015fkileri i\u00e7erisine s\u00fcr\u00fcklemektedir.<\/p>\n<p>Belli i\u015f ve siyaset \u00e7evreleriyle ili\u015fkilenen medyan\u0131n haber ve bilgi kaynaklar\u0131 da bu ili\u015fkiler i\u00e7erisinde bi\u00e7imlenmekte.
