Durum, Rusya Federasyonu&#8217;nda da farkl\u0131 de\u011fil. SSCB Y\u00fcksek Sovyet \u00fcyesi olan Vladikavkaz&#8217;l\u0131 \u00f6\u011fretmen V.T.Baz\u0131rova&#8217;n\u0131n bu yak\u0131nlarda anlatt\u0131\u011f\u0131 ac\u0131 bir olay g\u00fcn\u00fcm\u00fczde herkes i\u00e7in ge\u00e7erli. Baz\u0131rova, s\u0131n\u0131f\u0131ndaki \u00f6\u011frencileri, Oset ulusal edebiyat\u0131n\u0131n kurucusu Kosta Hetagkat\u0131&#8217;n\u0131n m\u00fczeye \u00e7evrilmi\u015f olan evini ziyarete g\u00f6t\u00fcrm\u00fc\u015ft\u00fc. Eserleri bir\u00e7ok dile \u00e7evrilerek yay\u0131nlanm\u0131\u015f olan Kosta, yaln\u0131z \u00fclkemizde de\u011fil, yabanc\u0131 \u00fclkelerde de tan\u0131nmakta ve Osetler onunla \u00f6\u011f\u00fcnmektedirler. \u00d6\u011frencilerde kendilerine anlat\u0131lanlar\u0131 ilgiyle dinlediler ve bir\u00e7ok sorular sordular. Fakat kendilerinden Hetagkat\u0131&#8217;n\u0131n \u015fiirlerinden birini okumalar\u0131 istenince, aralar\u0131nda onu ana diliyle okuyabilen tek bir ki\u015fi \u00e7\u0131kmad\u0131.<\/p>\n<p>Kuzey Osetya Cumhuriyeti&#8217;nde son zamanlarda yap\u0131lan sosyolojik ara\u015ft\u0131rmalar\u0131n g\u00f6sterdi\u011fine g\u00f6re, Oset gen\u00e7leri anadillerini Rus\u00e7a kadar iyi bilmiyorlar. Ge\u00e7mi\u015flerine, edebiyat, sanat ve ya\u015fam tarzlar\u0131na olan ilgileri daha zay\u0131f. Bir keresinde Viladikavkaz&#8217;da 1860 \u00f6\u011frenci aras\u0131nda soru\u015fturma yap\u0131lm\u0131\u015ft\u0131. Bunlar aras\u0131nda Oset\u00e7e konu\u015fabilenlerin say\u0131s\u0131 sadece 530 ki\u015fiydi. Onlarda do\u011fru d\u00fcr\u00fcst yazmay\u0131 bilmiyor ve g\u00fc\u00e7l\u00fckle okuyorlard\u0131. 790 tanesi anadillerini sadece anl\u0131yorlard\u0131. 540 tanesinin ise anadillerinden bildikleri sadece birka\u00e7 kelimeydi. K\u00f6y okullar\u0131nda okuyanlar\u0131n \u00e7o\u011funlu\u011fu ise iyi konu\u015fuyorlar, ancak k\u00f6t\u00fc okuyor ve yazarken zorlan\u0131yorlard\u0131.<\/p>\n<p>Bu ara\u015ft\u0131rman\u0131n sonucu \u00e7o\u011fu kimseyi \u015fa\u015f\u0131rtmad\u0131. \u00c7\u00fcnk\u00fc ge\u00e7en y\u0131la kadar burada Oset\u00e7e e\u011fitim yap\u0131lan okullar yoktu. Anadil ihtiyari olarak okutuluyordu.<\/p>\n<p>\u00d6\u011frencilerin ana-babalar\u0131yla konu\u015fuldu\u011funda anlatt\u0131klar\u0131na g\u00f6re, onlar\u0131n Oset\u00e7e e\u011fitimine kar\u015f\u0131 tutumlar\u0131 ilgin\u00e7ti. Baz\u0131 Oset ana-babalar \u00f6\u011fretmenlerden, \u00e7ocuklar\u0131na Oset\u00e7e \u00f6\u011fretilmemesini istiyorlard\u0131. Daha ilginci bu gibi ana-babalar\u0131n aras\u0131nda \u00f6\u011fretmen olanlarda vard\u0131. Bunun nedeni ortadayd\u0131. K\u00fclt\u00fcre yeterince de\u011fer vermiyor, anadili gereksiz g\u00f6r\u00fcyorlard\u0131. Rus\u00e7a, y\u00f6redeki halklar\u0131n ili\u015fkilerinde ve anla\u015fmalar\u0131nda tek dil haline gelmi\u015f, anadillerini \u00f6nce resmi i\u015flerde, sonrada ki\u015fisel ili\u015fkilerde geri plana b\u0131rakm\u0131\u015flard\u0131. Bundan en \u00e7ok etkilenenler ise say\u0131ca k\u00fc\u00e7\u00fck halklar olmu\u015ftu.<\/p>\n<p>\u00dclkenin dil zenginli\u011finin yok olmas\u0131 gibi korkulacak bir durum meydana gelmi\u015fti. Bunun i\u00e7indir ki bug\u00fcn ayd\u0131nlar ve en ba\u015fta da yazarlar ve k\u00fclt\u00fcr emek\u00e7ileri, ulusal k\u00fclt\u00fcrleri, dilleri ve gelenekleri canland\u0131rmak ve korumak i\u00e7in m\u00fccadele veriyorlar. Cumhuriyetler anadillere devlet dili stat\u00fcs\u00fc tan\u0131yan yasalar kabul ettiler. B\u00f6yle yasalar Rusya Federatif Cumhuriyeti&#8217;ne ba\u011fl\u0131 bir s\u0131ra \u00f6zerk cumhuriyetlerde de kabul edildi. \u00d6rne\u011fin, Kuzey Osetya&#8217;da SBKP&#8217;nin \u00fclke komitesi ve bakanlar kurulu &#8220;Oset dilinin ve edebiyat\u0131n\u0131n cumhuriyette daha iyi \u00f6\u011fretilmesine dair&#8221; bir karar ald\u0131. Okullar Oset dilini daha iyi \u00f6\u011fretmeye y\u00f6nelik planlarla e\u011fitim vermeye ba\u015flad\u0131lar. Cumhuriyette olu\u015fturulan &#8220;Adamon Tsadis&#8221; (Halk Cephesi) ulusal k\u00fclt\u00fcr ve geleneklerin ve t\u00fcm halklar\u0131n ulusal dillerinin korunmas\u0131na \u00f6nem veriyor.<\/p>\n<p>Ulusal k\u00fclt\u00fcrlerini korumaya y\u00f6nelik bu gibi k\u0131m\u0131ldan\u0131\u015flar, Rusya Federasyonu&#8217;nun ba\u015fka \u00f6zerk cumhuriyetlerinde, \u00f6zerk y\u00f6re ve Okruglar\u0131nda da g\u00f6r\u00fclmeye ba\u015flad\u0131. 1990 y\u0131l\u0131n\u0131n Haziran ay\u0131 ortalar\u0131nda Moskova&#8217;da T\u00fcm Rusya&#8217;n\u0131n Dil ve K\u00fclt\u00fcr\u00fcn\u00fc Sevenler Birli\u011fi &#8220;Edinenniye&#8221; olu\u015fturuldu. &#8220;Birlik&#8221;in gayeleri aras\u0131nda Rusya Dil Akademisi&#8217;nin kurulmas\u0131 da var. Rusya Federasyonu Halklar\u0131n\u0131n Dilleri Enstit\u00fcs\u00fc de bu akademi b\u00fcnyesinde yer alacak.<\/p>\n<p>Enstit\u00fcn\u00fcn ilk g\u00f6revleri aras\u0131nda Cumhuriyetteki t\u00fcm halklar\u0131n dillerinde yeni s\u00f6zc\u00fckler yay\u0131nlamak yer al\u0131yor. Birlik, \u00f6zerk cumhuriyet ve y\u00f6relerin, okruglar\u0131n ve b\u00f6yle bir kurulu\u015fu bulunmayan halklar\u0131n dillerinde dergi ve gazeteler yay\u0131nlanmas\u0131 i\u00e7in edebiyat\u00e7\u0131lara ve k\u00fclt\u00fcr emek\u00e7ilerine yard\u0131mc\u0131 olacak. Rusya Federasyonu&#8217;ndaki halklar\u0131n dil ve sanatlar\u0131 i\u00e7in Leningrad veya Moskova&#8217;da ulusal g\u00fcnler, Rusya&#8217;ya ve t\u00fcm d\u00fcnyaya y\u00f6nelik konkurslar, sempozyumlar ve benzeri etkinlikler d\u00fczenlenecek. Birlik taraf\u0131ndan &#8220;Soglasiye&#8221; (Muvafakat) ad\u0131yla bir edebiyat, sanat, k\u00fclt\u00fcr ve politika dergisi \u00e7\u0131kar\u0131lmas\u0131, merkezi televizyonda &#8220;Rusya&#8217;dan Konu\u015fmalara ve G\u00f6r\u00fcnt\u00fcler&#8221; ad\u0131yla \u00f6zel bir kanal sa\u011flanmas\u0131 da d\u00fc\u015f\u00fcn\u00fcl\u00fcyor.
