Bu \u00f6nemli konunun, \u00fclkemizin ilerlemesi, daha g\u00fc\u00e7l\u00fc ve istikrarl\u0131 bir yap\u0131ya kavu\u015fmas\u0131 i\u00e7in, \u00f6nemsenip d\u00fc\u015f\u00fcn\u00fclmesi nedeniyle anayasada yer bulmu\u015ftur.<\/span><\/p>\n<p><span style=\"font-family: Arial; font-size: small;\">\u00dclkemizde ya\u015fayan halklar\u0131n anadillerini korumalar\u0131 \u00f6zg\u00fcrl\u00fc\u011f\u00fc Rusya Federasyonu (RF) Anayasas\u0131&#8217;n\u0131n 68\u2019inci maddesinde yer almaktad\u0131r. RF\u2019nda ya\u015fayan halklar\u0131n hepsinin, anadillerini korumalar\u0131 ve geli\u015ftirmeleri i\u00e7in \u00e7\u00f6z\u00fcmler \u00fcretme \u00f6zg\u00fcrl\u00fc\u011f\u00fcne sahipler.<\/p>\n<p>Ulusal politika geli\u015ftirmeden \u00f6nce,dilin korumas\u0131 ve geli\u015ftirilmesine \u00f6ncelik verilmesi gerekiyor. Bu anla\u015f\u0131labilir bir durumdur. Neden dersen, her ulusun tarihi, bu g\u00fcn\u00fc ve gelece\u011fi diline ba\u011fl\u0131d\u0131r. Ulus dilini yitirirse, d\u00fcnyaya bak\u0131\u015f\u0131 ve ulusal d\u00fc\u015f\u00fcncelerini yitirmi\u015f oluyor. \u00d6yle olunca art\u0131k ulus de\u011filsin, ba\u015f\u0131bo\u015f bir topluluk olarak ortada kal\u0131yorsun. \u00d6yle olmamas\u0131 i\u00e7in, her bir \u00fclkede ve ba\u011fl\u0131 idari birimlerde ya\u015fayan halklar\u0131n ana dillerinin geli\u015ftirilmesi i\u00e7in farkl\u0131 programlar\u0131 vard\u0131r.<\/p>\n<p>Bilim adamlar\u0131n\u0131n yazd\u0131\u011f\u0131na g\u00f6re,dilin geli\u015fmesi i\u00e7in;<\/p>\n<p><b>Birincisi,<\/b> dilin konu\u015fuldu\u011fu yerde, o dili konu\u015fan ki\u015fi say\u0131s\u0131na,<br \/>\n<b>\u0130kincisi, <\/b>dili konu\u015fan halk\u0131n bir arada ya\u015famas\u0131na,<br \/>\n<b>\u00dc\u00e7\u00fcnc\u00fcs\u00fc, <\/b>dili konu\u015fan halk\u0131n g\u00fcnl\u00fck ya\u015fam\u0131nda kullan\u0131p, konu\u015fmas\u0131na ba\u011fl\u0131d\u0131r.<\/p>\n<p>Cumhuriyetimizi ele al\u0131rsak, n\u00fcfusun % 57&#8217;si Adige\u2019dir. \u00c7o\u011funlu\u011fu Adigece konu\u015fabiliyor, resmi i\u015flemlerde kullanm\u0131yorsa da. Bunun d\u0131\u015f\u0131nda di\u011fer halklardan n\u00fcfusun % 1-2\u2019si kadar\u0131 bizim anadilimizi \u00f6\u011frenip konu\u015fmaktad\u0131rlar. S\u00f6zgelimi, \u201dRF halklar\u0131n e\u011fitim konsepti\u201d, \u201cRF\u2019nda 2020 y\u0131l\u0131na kadar uygulanacak sosyal-ekonomik geli\u015fmeyle ilgili\u201c program\u0131, \u201de\u011fitimle ilgili\u201c uygulamalar, i\u00e7erisinde \u00fclkede ya\u015fayan halklar\u0131n dillerinin geli\u015ftirilmesi ile ilgili konular\u0131n demokratikle\u015fme s\u00fcrecinden ayr\u0131 tutulamayaca\u011f\u0131 a\u00e7\u0131k\u00e7a yer almaktad\u0131r. \u201dRF halklar\u0131n e\u011fitim konsepti\u201d program\u0131na dayanak olarak cumhuriyetimizde \u201cdilimizin \u00f6\u011frenme kitaplar\u0131n\u0131n yenilenmesi\u201d program\u0131 haz\u0131rlanm\u0131\u015ft\u0131r. Programda yap\u0131lan \u00e7al\u0131\u015fmalar\u0131n halk\u0131m\u0131z i\u00e7in k\u00fc\u00e7\u00fcmsenemeyecek d\u00fczeydedir.<\/p>\n<p>Yeni yeti\u015fen nesiller anadilini \u00f6\u011frenme, okuma kitaplar\u0131n\u0131n g\u00fcn\u00fcm\u00fcze uygun \u015fekilde \u00f6\u011frenme metotlar\u0131n belirlenmesi ve d\u00fczenlemesi olana\u011f\u0131 sa\u011flanm\u0131\u015ft\u0131r. Do\u011frusu bu konuda \u00e7ok \u00e7al\u0131\u015fma yap\u0131lm\u0131\u015ft\u0131r. S\u00f6zgelimi, ilkokul s\u0131n\u0131flar\u0131n\u0131n ders kitaplar\u0131 tekrar d\u00fczenlenmi\u015ftir ve ba\u015fka \u00e7al\u0131\u015fmalarda yap\u0131lm\u0131\u015ft\u0131r. Bu konuyla ilgili \u00e7al\u0131\u015fmalar\u0131n ba\u015flat\u0131lmas\u0131 ve sonu\u00e7lanmas\u0131nda KBC E\u011fitim Bakanl\u0131\u011f\u0131 eksperdi, y\u00f6neticisi BALE Ludmila, Adige dili ve edebiyat\u0131 \u00f6\u011fretmeni BEKAN Masiret, KASKUL \u0130rina ve ba\u015fkalar\u0131 da b\u00fcy\u00fck katk\u0131lar sa\u011flam\u0131\u015ft\u0131r. Bu haz\u0131rlanan ders kitaplar\u0131n\u0131 daha da geli\u015ftirmek i\u00e7in \u00fczerinde \u00e7al\u0131\u015f\u0131lmas\u0131 gerekecektir. S\u00f6z\u00fcn\u00fc etti\u011fim,e\u011fitim bilimin ve standartlar\u0131n temelini olu\u015fturdu\u011fu kabul edilen pedagojidir. \u0130nsan\u0131n sahip oldu\u011fu bilgi donan\u0131m\u0131n\u0131 hayata ge\u00e7irmeyi \u00f6\u011freten pedagojidir. Filozof Konf\u00fc\u00e7y\u00fcs\u2019\u00fcn s\u00f6z\u00fc onun i\u00e7eri\u011fini \u00e7ok g\u00fczel a\u00e7\u0131klamaktad\u0131r. \u201c<b>Duyuyorum ve unutuyorum. G\u00f6r\u00fcyorum ve hat\u0131rl\u0131yorum. Yap\u0131yorum ve anl\u0131yorum.<\/b>\u201d<\/p>\n<p>Onun i\u00e7in, \u00e7ocuklara verilen e\u011fitimin hem hayatta rahatl\u0131kla kullanabilecekleri hem de kendileri katk\u0131 yapabilecek \u015fekilde yeti\u015ftirmemiz gerekiyor. Ancak, en \u00f6nemlisi, e\u011fitim program\u0131nda yer alan ders kitaplar\u0131n\u0131n de\u011fi\u015fiklik yap\u0131lmas\u0131, ya\u015fad\u0131\u011f\u0131m\u0131z y\u00fczy\u0131l\u0131n gerektirdi\u011fi \u00f6\u011fretim metotlar\u0131na uygun standartla\u015ft\u0131rmalar\u0131 yapmam\u0131z gerekmektedir. O nedenle, s\u00f6z\u00fcn\u00fc etti\u011fimiz cumhuriyetimizin e\u011fitim program\u0131n\u0131n s\u00fcreklili\u011fini sa\u011flamak i\u00e7in, \u00e7al\u0131\u015fmalar\u0131 aksatmadan 2011 y\u0131l\u0131ndan sonrada devam ettirmemiz gerekmektedir.<\/p>\n<p>Ba\u015fta s\u00f6z\u00fcn\u00fc etmi\u015ftik, \u00fclkenin genel e\u011fitim programlar\u0131nda ve e\u011fitim standartlar\u0131nda halklar\u0131n anadilinin korunup geli\u015ftirilmesi \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn oldu\u011funu. RF\u2019nun devlet dili, cumhuriyetlerin resmi dili ve b\u00fct\u00fcn halklar\u0131n dili e\u015fit \u015fekilde federal yasada yer almaktad\u0131r. Do\u011frudur, sosyolojik olarak da hukuki olarak da, yasalarda da e\u015fit \u015fekilde yer almaktad\u0131r. Ancak, uygulamalarda buna uyulmad\u0131\u011f\u0131, farkl\u0131 uygulamalar yap\u0131ld\u0131\u011f\u0131na rastlanmaktad\u0131r. Bug\u00fcn, RF ve Kabardey Balkar Cumhuriyeti (KBC) y\u00f6neticileri de dilimizin ve k\u00fclt\u00fcr\u00fcm\u00fcz\u00fcn korunmas\u0131 konusunda destek vermekteler .Bu konuda h\u00fck\u00fcmet kararlar\u0131 az de\u011fildir.<\/p>\n<p>Ulusal dilimizin geli\u015ftirilmesi ile ilgili bir olana\u011f\u0131 daha belirtmek isterim, KBC h\u00fck\u00fcmetinin \u201cYabanc\u0131 \u00fclkelerde ya\u015fayan soyda\u015flar\u0131m\u0131za destekle ilgili\u201d cumhuriyet program\u0131. Ona dayanarak Enstit\u00fcm\u00fcz\u00fcn Adigece, Balkarca E\u011fitim K\u00fcrs\u00fcs\u00fc, T\u00fcrkiye\u2019den gelen Adigece usta dil \u00f6\u011freticileri i\u00e7in Haziran, Temmuz aylar\u0131nda \u00f6zel kurs d\u00fczenlenmi\u015ftir. Kursta, BALE Ludmila, BEKAN Masiret, KASKUL \u0130rine, ben, ba\u015fkan\u0131 oldu\u011fum k\u00fcrs\u00fcn\u00fcn metodoloji uzman\u0131 JARI\u015eTI Zaline ve ba\u015fkalar\u0131 da g\u00f6rev alm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019den gelen usta dil \u00f6\u011freticileri ile ortak \u00e7al\u0131\u015fmam\u0131zdan, her iki tarafta farkl\u0131 dersler \u00e7\u0131kartt\u0131k. Onlardan, yabanc\u0131 \u00fclkelerde anadilini \u00f6\u011freneceklerin, farkl\u0131 program ve \u00f6\u011frenme kitaplar\u0131 gerektirdi\u011fini g\u00f6rd\u00fck. Ayr\u0131ca, bunlar\u0131n d\u0131\u015f\u0131nda sosyo-psikolojik deste\u011fe de ihtiya\u00e7lar\u0131 vard\u0131r. Sonra, okutulacak kitaplar\u0131n ve programlar\u0131n temel ilkeleri belirlenmelidir. Bu \u015fekilde yap\u0131lacak de\u011fi\u015fikliklerle yeni metotlar olu\u015fturulmal\u0131d\u0131r. Bu metotlar\u0131 haz\u0131rlayacak olan, Adigece&#8217;yi ve T\u00fcrk\u00e7e&#8217;yi iyi bilen donan\u0131ml\u0131 ki\u015filerdir. Enstit\u00fcm\u00fcz \u00e7al\u0131\u015fanlar\u0131, bu konuda her zaman destek vermeye haz\u0131rd\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019den gelenlerle \u00e7al\u0131\u015farak bir \u015feyin fark\u0131na vard\u0131k: Cumhuriyetimizde ya\u015fayan Adige olmayan \u00e7ocuklara Adigece \u00f6\u011fretme metotlar\u0131n\u0131n, onlar\u0131n mensup olduklar\u0131 halk\u0131 dikkate alarak de\u011fi\u015fiklik yap\u0131lmas\u0131 gerekiyor.<\/p>\n<p>KBC\u2019nin okullar\u0131nda Adigece ve Balkarca&#8217;n\u0131n daha etkin bir \u015fekilde okutulmas\u0131 i\u00e7in s\u0131n\u0131flar\u0131n olmas\u0131n\u0131 \u00f6nemsedi\u011fimiz konular\u0131n i\u00e7erisindedir. RF yasalar\u0131 idari birimlerin bu t\u00fcr \u00f6zg\u00fcrl\u00fcklerini engellememektedir. KBC \u00dcniversitesi&#8217;nde halklar\u0131n dillerinde \u00f6\u011fretim veren k\u00fcrs\u00fcleri bulunurken, Adigece ve Balkarca okutulurken, bu profilde s\u0131n\u0131flar\u0131n olmas\u0131 gerekti\u011fini \u00f6nemsiyoruz.<\/p>\n<p>Bu yaz\u0131yla, dilin korunmas\u0131 ve geli\u015ftirilmesi ile ilgili bir nebze bahsetmeye \u00e7al\u0131\u015ft\u0131m. Yeni yeti\u015fen neslimizin anadilini konu\u015fup, onu \u00f6nemseyip, hayat\u0131n i\u00e7ine kullanmalar\u0131 i\u00e7in, dil uzmanlar\u0131, usta \u00f6\u011freticiler, ulusumuzun b\u00fct\u00fcn insanlar\u0131, \u015fu anda daha yapmam\u0131z gereken daha \u00e7ok \u015feyler vard\u0131r.
