Esas amac\u0131, Osmanl\u0131n\u0131n y\u0131k\u0131l\u0131\u015f\u0131n\u0131 engellemek ve \u0130ngiltere ve Rusya\u2019ya kar\u015f\u0131 t\u00fcm Do\u011fu\u2019da topyekun bir direni\u015f \u00f6rg\u00fctlemek. Panislamist karekteri bask\u0131n, hatta son reisi H\u00fcsamettin Ert\u00fcrk\u2019\u00fcn ifadesiyle,\u2019Bu te\u015fkilat\u0131n gayesi b\u00fct\u00fcn \u0130slamlar\u0131 bir bayrak alt\u0131nda toplamak, bu suretle panislamizme vas\u0131l olmakt\u0131r. Di\u011fer taraftan T\u00fcrk \u0131rk\u0131n\u0131 siyasi bir birlik i\u00e7inde bulundurmak, bu bak\u0131mdan pant\u00fcrkizmi hakikat sahas\u0131na sokmakt\u0131r. Enver Pa\u015fa\u2019n\u0131n bir yanda \u0130ttihat Terakki program\u0131ndaki Emiri Efendinin panislamizinden, di\u011fer taraftan Ziya G\u00f6kalp\u2019\u0131n pant\u00fcrkizminden ilham ald\u0131\u011f\u0131 muhakkakt\u0131r. Cihat propagandas\u0131n\u0131n yetersiz kald\u0131\u011f\u0131 durumlarda para veya a\u015firet reislerinin \u00e7ocuklar\u0131n\u0131 e\u011fitim bahanesiyle \u0130stanbul\u2019a getirip rehin tutma gibi y\u00f6ntemler kullan\u0131l\u0131yor.
