Lozan S\u00f6zle\u015fmesi, sadece gayrim\u00fcslim Rum, Ermeni ve Yahudileri az\u0131nl\u0131k olarak kabul etti. Di\u011ferleri T\u00fcrk&#8217;t\u00fc. T\u00fcrkiye co\u011frafyas\u0131nda, tek dile, tek k\u00fclt\u00fcre dayal\u0131 bir T\u00fcrk milleti yaratmak i\u00e7in asimilasyon politikas\u0131 uyguland\u0131.<\/p>\n<p>Gayrim\u00fcslim az\u0131nl\u0131klar\u0131n asimilasyonu m\u00fcmk\u00fcn g\u00f6r\u00fcnm\u00fcyordu. Onlar\u0131 da Varl\u0131k Vergisi, 6-7 Eyl\u00fcl olaylar\u0131, s\u00fcrg\u00fcnler gibi uygulamalarla g\u00f6\u00e7e mecbur edip bu co\u011frafyadan silmeye \u00e7al\u0131\u015ft\u0131lar. Bunda b\u00fcy\u00fck \u00f6l\u00e7\u00fcde ba\u015far\u0131l\u0131 da oldular. Ekonomimize b\u00fcy\u00fck katk\u0131lar\u0131 olan, sosyal hayat\u0131m\u0131za renk katan ve k\u00fclt\u00fcr\u00fcm\u00fcze seviye kazand\u0131ran bu vatanda\u015flar\u0131m\u0131zdan geriye bir avu\u00e7 insan kald\u0131. 1915 trajedisini unutmad\u0131klar\u0131 i\u00e7in Ermenilere, Yunanistan&#8217;a olan d\u00fc\u015fmanl\u0131k\u00a0 nedeniyle Rumlara, antisemitizmin etkisiyle Yahudilere, medyada s\u00fcrekli\u00a0 olarak hakaret edildi. \u015eoven milliyet\u00e7i hareketlerin, siyasi \u0130slam&#8217;\u0131n sald\u0131r\u0131 hedefi oldular.<\/p>\n<p>Kurulu d\u00fczenin temsilcileri ve s\u00f6zc\u00fcleri, M\u00fcsl\u00fcman az\u0131nl\u0131klara d\u00f6n\u00fcp, &#8220;Sak\u0131n az\u0131nl\u0131k oldu\u011funuzu s\u00f6ylemeyin. Onlar\u0131n ak\u0131betine u\u011frars\u0131n\u0131z&#8221; diye g\u00f6zda\u011f\u0131 verdiler.<\/p>\n<p><b>&#8220;Hainler&#8221;<\/p>\n<p><\/b>Oysa bu ayr\u0131mc\u0131 ve a\u015fa\u011f\u0131lay\u0131c\u0131 politikalara, medya sald\u0131r\u0131lar\u0131na kar\u015f\u0131 sessiz kalan, k\u0131smen de kat\u0131lan M\u00fcsl\u00fcmanlar\u0131n \u00e7o\u011funlu\u011fu da az\u0131nl\u0131kt\u0131. K\u00fcrtler, \u00c7erkezler, \u00c7e\u00e7enler, Bo\u015fnaklar, Arnavutlar, Lazlar, Araplar, Aleviler ve di\u011ferleri. Bunlar asimilasyon politikalar\u0131n\u0131n hedefiydi. Hi\u00e7 kimse &#8220;az\u0131nl\u0131k&#8221; oldu\u011funu s\u00f6yleyemezdi. Yasalar, &#8220;az\u0131nl\u0131k yaratma&#8221;y\u0131 a\u011f\u0131r cezai yapt\u0131r\u0131mlara ba\u011flam\u0131\u015ft\u0131. Resmi g\u00f6r\u00fc\u015fe g\u00f6re, T\u00fcrkiye&#8217;de, Lozan&#8217;\u0131n kabul\u00fc d\u0131\u015f\u0131nda, az\u0131nl\u0131k yoktu. Bunu &#8220;yaratmaya \u00e7al\u0131\u015fan hainler&#8221;in yeri cezaevleriydi.<\/p>\n<p>Bu nedenle, az\u0131nl\u0131k kavram\u0131, hep gayrim\u00fcslimlerle \u00f6zde\u015fle\u015fen, korkutucu, \u00fcrk\u00fct\u00fcc\u00fc ve a\u015fa\u011f\u0131lay\u0131c\u0131 bir kavram olarak kabul edildi ve bu gruplara kar\u015f\u0131, M\u00fcsl\u00fcman halk\u0131n dini ve milli \u00f6nyarg\u0131lar\u0131n\u0131 g\u00fc\u00e7lendirdi.<\/p>\n<p><b>Az\u0131nl\u0131k yaratma<\/p>\n<p><\/b>Ulus-devletlerin s\u0131n\u0131rlar\u0131 i\u00e7indeki az\u0131nl\u0131klara uygulanan bask\u0131lar ve ayr\u0131mc\u0131 politikalar b\u00fcy\u00fck tepkilere yol a\u00e7\u0131yordu. Bunlar\u0131n korunmas\u0131n\u0131 sa\u011flamaya y\u00f6nelik uluslararas\u0131 mekanizmalar olu\u015fturulmaya \u00e7al\u0131\u015f\u0131ld\u0131. Bu ba\u011flamda, Avrupa Konseyi iki \u00f6nemli s\u00f6zle\u015fmeyi kabul etti.<\/p>\n<p>Bunlardan biri, &#8220;Ulusal Az\u0131nl\u0131klar\u0131n Korunmas\u0131na \u0130li\u015fkin \u00c7er\u00e7eve S\u00f6zle\u015fmesi&#8221;. Di\u011feri &#8220;B\u00f6lgesel Diller veya Az\u0131nl\u0131k Dilleri Avrupa \u015eart\u0131&#8221;. T\u00fcrkiye, bu s\u00f6zle\u015fmeleri imzalamad\u0131. Ancak Kopenhag Siyasi Kriterleri &#8220;Az\u0131nl\u0131klar\u0131n Korunmas\u0131&#8221;n\u0131 da i\u00e7erdi\u011finden, T\u00fcrkiye bu s\u00f6zle\u015fmelere uymak zorunda.<\/p>\n<p>AB \u0130lerleme Raporu&#8217;nda, K\u00fcrtlerin, Alevilerin ve di\u011ferlerinin az\u0131nl\u0131k olduklar\u0131 ifade edilince, T\u00fcrkiye&#8217;deki egemen g\u00fc\u00e7ler b\u00fcy\u00fck bir korkuya ve pani\u011fe kap\u0131ld\u0131lar. Az\u0131nl\u0131k tan\u0131mlamas\u0131, bu gruplara, hem kimli\u011fin kabul\u00fcn\u00fc (K\u00fcrt az\u0131nl\u0131k, \u00c7erkez az\u0131nl\u0131k, Alevi az\u0131nl\u0131k gibi) hem de s\u00f6zle\u015fmelerde s\u00f6z\u00fc edilen haklardan ve g\u00fcvencelerden yararlanma hakk\u0131n\u0131 sa\u011flayacakt\u0131r.<br \/>\nY\u0131llarca, Lozan&#8217;\u0131n kabul\u00fc d\u0131\u015f\u0131nda az\u0131nl\u0131k olmad\u0131\u011f\u0131n\u0131 iddia eden, ger\u00e7e\u011fi ifade edenleri &#8220;b\u00f6l\u00fcc\u00fcl\u00fck&#8221; ve &#8220;az\u0131nl\u0131k yaratma&#8221; su\u00e7lamalar\u0131yla a\u011f\u0131r \u015fekilde cezaland\u0131ranlar, g\u00fc\u00e7l\u00fc bir d\u0131\u015f m\u00fcdahaleye kar\u015f\u0131 \u00e7aresizlik i\u00e7inde, i\u00e7eriye d\u00f6n\u00fck sald\u0131r\u0131ya ge\u00e7tiler.<\/p>\n<p>Bask\u0131n Oran ve \u0130brahim Kabo\u011flu, \u00fclkemizde \u00f6rnekleri \u00e7ok az g\u00f6r\u00fclen, bilim adaml\u0131\u011f\u0131na yak\u0131\u015f\u0131r bir cesaret ve d\u00fcr\u00fcstl\u00fckle haz\u0131rlad\u0131klar\u0131 raporda, soruna do\u011fru ve objektif yakla\u015ft\u0131klar\u0131 i\u00e7in, Ba\u015fbakan&#8217;dan &#8220;sendikac\u0131&#8221;s\u0131na kadar, sistemin b\u00fct\u00fcn temsilcilerinin ve destek\u00e7ilerinin sald\u0131r\u0131lar\u0131na u\u011frad\u0131lar. Fakat K\u00fcrt temsilcili\u011fine soyunan profesyonel K\u00fcrt politikac\u0131lar\u0131n\u0131n da bunlar\u0131n saf\u0131nda yer almalar\u0131 \u00e7ok yad\u0131rgand\u0131.<\/p>\n<p>Her zaman oldu\u011fu gibi, sisteme destek sunmak i\u00e7in mi, yoksa az\u0131nl\u0131klarla ilgili uluslararas\u0131 geli\u015fmelere yabanc\u0131 olduklar\u0131 ve az\u0131nl\u0131k kavram\u0131n\u0131n, gayrim\u00fcslim vatanda\u015flar\u0131m\u0131zla \u00f6zde\u015fle\u015fen o a\u015fa\u011f\u0131lay\u0131c\u0131 anlam\u0131na kat\u0131ld\u0131klar\u0131 ve haks\u0131z \u00f6nyarg\u0131lara sahip olduklar\u0131 i\u00e7in midir, bilinmez, bunlar da K\u00fcrtlerin az\u0131nl\u0131k olarak tan\u0131mlanmas\u0131na \u015fiddetle kar\u015f\u0131 \u00e7\u0131kt\u0131lar. AB yetkililerine, K\u00fcrtlerin az\u0131nl\u0131k de\u011fil, devletin asli kurucu unsuru oldu\u011funu iddia ettiler. Kimli\u011fi bile kabul edilmemi\u015f bir toplumun, devletin asli kurucu unsuru oldu\u011fu iddias\u0131n\u0131, akl\u0131 ba\u015f\u0131nda hi\u00e7 kimse ciddiye almad\u0131. Bunu, sisteme verilen bir destek olarak kabul etti.<\/p>\n<p>Gerek\u00e7eleri farkl\u0131 da olsa, K\u00fcrtleri az\u0131nl\u0131k olarak kabul etmeyen iddialar ayn\u0131 sonuca var\u0131yor. K\u00fcrt kimli\u011finin kabul\u00fcn\u00fc ve K\u00fcrtlerin, az\u0131nl\u0131klara tan\u0131nan uluslararas\u0131 koruma mekanizmalar\u0131ndan yararlanmalar\u0131n\u0131 \u00f6nl\u00fcyor.<\/p>\n<p><b>Bug\u00fcnk\u00fc durum<\/p>\n<p><\/b>T\u00fcrkiye&#8217;de 25&#8217;ten fazla az\u0131nl\u0131k mevcut. Bunlardan K\u00fcrtlerin ve Alevilerin, di\u011fer az\u0131nl\u0131klardan farkl\u0131 bir durumu var. Bu iki az\u0131nl\u0131\u011f\u0131n her biri 15 milyondan fazla. T\u00fcrkiye n\u00fcfusuna oranla az, fakat baz\u0131 b\u00f6lgelerde \u00e7o\u011funluk. Bir di\u011fer \u00f6zellik ise K\u00fcrtlerin binlerce y\u0131ldan, Alevilerin y\u00fczlerce y\u0131ldan beri, bulunduklar\u0131 b\u00f6lgenin yerle\u015fik halk\u0131 olmalar\u0131.<\/p>\n<p>Di\u011fer etnik gruplar ise say\u0131lar\u0131 az, da\u011f\u0131n\u0131k ve anavatanlar\u0131ndan, g\u00f6\u00e7lerle, s\u00fcrg\u00fcnlerle T\u00fcrkiye&#8217;ye gelmi\u015f diasporalar. Bunlarla ilgili bir tehdit alg\u0131lamas\u0131 yok.<\/p>\n<p>Fakat say\u0131lar\u0131, k\u00fclt\u00fcrel \u00f6zellikleri, co\u011frafi konumlar\u0131 bak\u0131m\u0131ndan, \u015fartlar elveri\u015fli oldu\u011funda, ulus-devletlerini kurabilecek yeterli\u011fe sahip olan K\u00fcrtler, hep bir tehdit olarak kabul edildi. Varl\u0131klar\u0131 tan\u0131narak, demokratik bir d\u00fczende yan yana ya\u015famak yerine, asimilasyon politikalar\u0131yla eriterek bu &#8220;tehditten&#8221; kurtulma yolu se\u00e7ildi. Bu da, s\u00fcrekli bir \u00e7at\u0131\u015fmaya neden oldu.<\/p>\n<p>Bug\u00fcn durum farkl\u0131. T\u00fcrkiye&#8217;de demokrasi b\u00fct\u00fcn kurum ve kurallar\u0131yla yerle\u015fir, T\u00fcrk kimli\u011fi bir alt kimlik olarak kabul edilir, &#8220;T\u00fcrkiye&#8221; ise b\u00fct\u00fcn etnik, dilsel, dinsel, k\u00fclt\u00fcrel farkl\u0131l\u0131klar\u0131 i\u00e7inde bar\u0131nd\u0131ran bir \u00fcst kimlik olarak anayasada yer al\u0131rsa, i\u00e7 hukukun g\u00fcvencesinde, bu kimliklerin kendilerini geli\u015ftirme ve \u00fclke y\u00f6netimine kat\u0131lma imkanlar\u0131 e\u015fit olarak sa\u011flan\u0131rsa, bunlar\u0131n uluslararas\u0131 hukuk taraf\u0131ndan korunmaya ihtiya\u00e7lar\u0131 kalmaz.
